The article is aimed at scientific substantiation of theoretical and methodological bases of improving conceptual apparatus of the contemporary marine economic complex and determination of its functional structure in Ukraine. Scientific approaches to the interpretation of the term of «marine economic complex» have been studied. The conceptual basis of the problems and development prospects of the contemporary marine economic complex have been determined. The concept content of marine economic complex has been expanded, which, unlike the existing interpretations, has provided to substantiate a methodological approach to organizing this complex at the present stage of economic development of Ukraine. The main directions of development of the marine economic complex of Ukraine as a complex, multi-component controlled economic system, have been defined; within this system have been allocated two sub-systems: «marine» and «coastal» economy. A functional structure of marine economic complex of Ukraine has been proposed, which, unlike the well-known, stipulate the possibility of its expansion at the expense of aquatorial and territorial development infrastructures. Prospect of further research is to identify trends in the development of marine economic complex of Ukraine in the regional context, taking into consideration the proposed functional structure.

Ukrainian-American cooperation in the innovation-technological sphere is an important component of bilateral relations, considering the enormous innovative potential of the USA, the unquestionable leadership of the latter State in the global technological process, as well as the pivotal need to assimilate an innovation-technological model of economic development on the part of Ukraine. Prevalent forms of such cooperation as for today are: interstate exchange of researchers; cooperation within the framework of the UkraineNATO; participation of Ukrainian inventors, institutions and organizations in exhibitions and fairs of high-tech products and technologies in the USA, etc. At the same time, far from exhausted remains the potential of interstate cooperation in the sphere of transferring American technology innovation, construction and design development, patenting of domestic innovation by the United States Patent and Trademark Office, which significantly reduces the geographic structure for their implementation, limits the possibilities of internationalization of the patent system and commercialization of Ukrainian innovations on the American market, as well as creates high risks for domestic business structures when entering with their technological innovations the American market, together with loss of national intellectual resource because of absence of patent purity in terms of domestic innovation developments.

The article is concerned with identifying the main factors of transnationalization of companies in the countries of Eastern Asia (Japan, China and Republic of Korea). Processes of transnationalization in the countries of Eastern Asia has been analyzed, the main large multinational corporation of Japan, China and the Republic of Korea have been determined. The main factors of transnationalization of companies in the countries of the region have been identified as follows: world markets conjuncture, cost of production, business environment and the State policy in the sphere of investment. The article proposes and calculates an updated indicator of transnationalization of business in 2010-2014 on the basis of magnitude of the largest transnational corporations in the Eastern Asia.

Both theoretical and practical aspects of the development of logistic approach to implementing business operations by entities of the national economy have been examined. Methods of assessing the status of logistics activity of the national economy in the conditions of high level of global competition have been studied. Factors of influence in terms of logistics operations on the formation of consumer prices for goods have been considered. The author generalizes the conditions of development of logistics approach to business processes that require transformation of institutional associations of industrial entities, warehousing enterprises, transportation and trade infrastructure of market into integrated logistics chains of supplying the consumption value. Assessment indicators of the logistics operations efficiency in terms of a separate country have been characterized, confirming the level of logistics activity and the quality of implementing the complex of operations for movement of goods in space and time. The logistics performance index has been characterized, which is an integral indicator used for international comparisons by the World Bank, taking into consideration efficiency of the work of customs authorities, quality of infrastructure, ease of organization of international transfers of goods, etc. An integrated approach to assessment of the status of logistics activity of the national economy has been proposed.

The essential role of social investment for development of a contemporary community has been specified. The composition of participants of economic relations of social investment has been generalized. This provided to substantiate the role of each of these participants in order to implement social investment priorities. In that connection, attention has been drawn to the possibilities of combining theoretical substantiations with the applied aspect of the question. Experience of developed countries in realization of economic relations of social investment has been substantiated. In particular, social directions of activity of specialized financial institution in Germany have been determined. Along with foreign experience, certain aspects of formation of economic relations of social investment in Ukraine have been considered. The article is aimed at studying the regional characteristics of the economy of Ukraine, identification of trends and consequences of such a development for the national economy. The main task in the range of the above defined aiming is estimating resources (including the lost resources) and reserves for regional development. On the basis of an analysis of statistical material, features of the economy of the regions of Ukraine have been determined, which has provided to identify and in some cases to confirm a series of changes that adversely impact the socio-economic development of the country. The uneven development together with growth of interregional socio-economic disparities have been proven. The article presents an attempt to estimate extent of the losses of resources for regional development of the country as result of the events that occurred from the beginning of 2014 on the South and East of the country. According to the estimates received, the country has lost a fifth part, and on some selected items – a quarter or even a third of the socio-economic development potential of its regions. The results of the analysis could become a basis for an efficient regional policy by the State.

In the publication both analysis and evaluation of structural processes in the socio-economic development of Kharkiv region has been conducted. Ukraine is actively integrating into the contemporary global community, and this requires in-depth examination of the socio-economic potential of the regional economy, detailed study of the interaction of economic, social and environmental processes as to specific territories, social processes in the country. For the efficient regional governance in Ukraine one of the priority areas for reforming is decentralization of management of the economy, because only the direct initiatives in the region provide an opportunity to ensure the effective management and development of the region's own economy and potential. One of the main directions towards correction of interregional differentiation and overcoming problems of the regional development in Ukraine is modernization of the administrative-territorial organization together with local self-government bodies. Special attention should be given to consideration of issues on the establishment and functioning of a self-contained territorial community, which is defined as a basic level of a local government system, establishment of points of economic growth, both at the level of the consolidated territorial communities and at the regional level. It is advisable to carry out further detailed studies to determine the causes of structural change in the economy of Kharkiv region and develop recommendations on conducting activities to overcome the negative trends impacting the development of territories.

Despite a large number of practical recommendations how to reduce reputational risk, available in the publications, the issue of possibility, nature and efficiency of control actions, as well as the impact of their practical implementation remains open. To substantiate decisions on the management of reputational risk for intermediary enterprise, it is necessary to develop related scenarios, this consideration has become the purpose of the article. Possibility of applying cognitive methodology for the elaboration of reputational risk management scenarios has been substantiated and sequence of scenario development has been determined. When developing scenarios of reputational risk management, direction board of an intermediary enterprise should take account of the current status of the reputation risk components, value of the unmanaged factors (goodwill, brand awareness) as achievements of the enterprise, existing resource constraints, as well as management targets (profit, financial sustainability). As result of cognitive modeling, some scenarios of reputational risk management have been developed for their further implementation in the management practice of an operating intermediary enterprise

The article is aimed at studying the modeling the processes of supporting decision-making in the innovative clusters. In order to study the processes of supporting decision-making in the innovative clusters along with conducting model experiments it is advisable to use game-theoretic models, because corporate infrastructure of innovation cluster is characterized by availability of a distributed control, while participants would implement their activities in situations of conflict and uncertainty. It has been revealed that some mathematical models solve similar challenges. Modeling the processes of supporting decision-making in the innovative clusters should occur at four levels: public; regional; level of innovation cluster (facilitator); level of participant in the cluster. For modeling the processes of supporting decisionmaking in the innovative clusters, evident advantages of agent-oriented approach are: reduction of time for solving problems, reducing the amount of transmitted data by means of transfer of the higher-level partial solutions to the other agents; shortening the time for agreeing terms and conditions as to development, sale and introduction of innovative products. The article presents results of a research on the theoretical and methodical bases of diagnosis of the adaptation potential of retail trade enterprises. Considering developments in the field of diagnostics of enterprise and by reference to the principles of integration conception, essential characteristics of diagnostics have been defined and the core objects of enterprise diagnostics have been identified. Making use of resource- and competency-based approach, contents of the adaptation potential of enterprise have been disclosed and its elements have been determined. Components of resource component in the adaptation potential have been presented. In view of the definition of adaptation potential and adhering to the concept of integrated research, methodical approach to diagnostics of resource component of retail trade enterprise has been substantiated, which is based on the methods of comparative and dynamic analysis and is implemented using the indicators reflecting the adequacy of resource potential, the nature and speed of its change. To diagnose resource component in the resource potential of trade enterprise, use of average sectoral indicators of commodity, technical, personal, and financial potentials has been reasoned.

The article is concerned with studying peculiarities of manifestations of unemployment in Ukraine. The main types of unemployment, which are represented by classification groups, covering several different varieties of them, have been considered. Special attention is paid to the main problem for our country, which is the increase of youth unemployment both female and male, under the age of 35 years. The problem of increased load of registered unemployed persons as to vacant jobs along with reduced needs of employers in the labor force has been displayed. The extent of unemployment among various age groups of the economically active population has been determined in the context of the economic crisis in Ukraine. The main components of basic, optimistic and pessimistic scenarios for production development as a prerequisite for increasing employment of the economically active population, including young people, have been substantiated. It has been suggested to establish a State Committee on youth employment.

The article actualizes the issue of the State social protection of unemployed. Evolution of scientific approaches to research of labor market has been traced, employment trends in the current Ukrainian reality has been outlined and the basic factors of formation of unemployment has been formulated. Attention is concentrated on the financial aspects of the issue of citizens' social protection in case of unemployment, mechanism of the compulsory State social insurance against unemployment has been analyzed. Goals, objectives and priorities of the system of social insurance in case of unemployment have been determined. The institutions which ensure the functioning of the system in Ukraine have been characterized. Features of formation and use of budgetary resources of the Fund of compulsory State social insurance of Ukraine against unemployment have been disclosed. The factors that negatively affect the ability of the Fund to fulfill its obligations have been allocated. Activities to optimize the costs of the Fund have been suggested, the need to take into account needs of the labor market as well as individual characteristics of each person in the course of implementation of these activities has been emphasized.

The article is aimed at researching trends of development of the labor potential of Ukrainian society on the basis of a comprehensive assessment of its key components. Tasks of the article consist in synthesizing theoretical-methodological approaches to management of development of the labor potential of national economy, region, and industry branch in the face of political-economic crisis; identifying areas of improvement of the system for management of labor potential, based on a retrospective analysis of its constituents. Both searching method and analytical method were used for obtaining information, statistical method was used for data processing, graphic method was used for displaying economic dependencies of the factors of influence on the labor potential of Ukrainian society and identifying opportunities for fuller realization of this potential. An analysis of the key constituents of the labor potential of Ukrainian society for the period of 2000-2014 has been conducted in the dynamics. Scientific-practical recommendations have been substantiated and proposed in order to research the peculiarities of formation of labor potential according to the system «education – science – business/State – production/service».

The article is aimed at developing an algorithm for building an integrated system for providing regional economic security of agrarian sector. Relationships between components of economic security system and structural components of agrarian sector have been identified. It has been found that when building a system for providing regional economic security of agrarian sector one should take into consideration principle of sustainability of this system against the external and internal threats, which can lead to systemic crises in the development of the industry sector. With this in mind, an interpretation of the category of «economic security of the agrarian sector» has been proposed. The strategic goal of building an integrated system of regional economic security of agrarian sector consists in creating the conditions necessary for development of enterprises of the agrarian sector of economy as well as ensuring economic sustainability and socio-economic stability of territorial development. To achieve this goal, a task tree together with an algorithm for building an integrated system of regional economic security of agrarian sector have been developed.

The article highlights scientifically based design decisions on system-wide issues related to the functional structure of the daily monitoring task of implementing by the territorial-production system its production plan, the nature of its internal and external communications, interaction and interdependence of its functional and supporting parts. The solution of the daily monitoring task of implementing by the territorial-production system its production plan with the electronic digital machines and using subscriber stations as the main data collection and logging devices allows: to reduce the processing time and obtaining accounting and economic as well as analytical information; to reduce the complexity of the calculations; to improve the reliability and quality of the monitoring; to monitor systematically the implementation of the plan and take timely measures to eliminate backlogs; to calculate production and economic plans for the units for the next twenty-four hours with regard to their implementation for the given twenty-for hours. The prospect for the further research is solving the given problem on the basis of a more complete regulation (system of rules) allowing to obtain operational accounting and economic as well as analytical information about the causes of deviations during the implementation of the production and economic plan.

The article proves that contemporary economic processes significantly impact managerial activity. In order to take dominant positions in the market, enterprise managers should review the main principles of management, the subject of economic activity, and to give priority to (or adapt) those directions, which have the greatest value for stakeholders. It has been proven that in managerial activities, emphasis should be placed on enhancing the both value and cost of enterprise, which in turn requires changing the management conception. Consideration of interests of stakeholders causes corrections of understanding of the concept of «efficiency». Special attention is paid to the matter that implementing value- and cost-based approaches to management requires the necessary accounting for the financial component of balanced scorecard. Based on the analysis of the literary sources, four zones of balanced scorecard have been allocated. Financial indicators for the practical implementation of value- and cost-based approaches for areas of both value-based and cost-based valuating issues have been grouped.

The article is aimed at developing a system of indicators for estimating specific and generic transaction costs of both input and output character, encountered when interacting with groups of actors in both internal and external institutional environment. The article substantiates the necessity of accounting for direction of the transaction impact of actors of institutional environment when determining the prospects for further cooperation. Range of transaction costs arising in case of an enterprise as result of implementation of relations with public authorities, suppliers, customers, resellers, competitors, internal and external contact audiences has been determined. Indicators to estimate specific and generic transaction costs from the standpoint of focus of the transaction impact has been elaborated, which include the costs of both public and hidden character. The proposed instrumentarium allows enterprises to: determine the degree of dependence on both the external and the internal institutional environment to substantiate further development strategies; estimate the range of transaction costs in full; determine the usefulness of cooperation with partners by comparing the obtained effect and the «price» paid by enterprise for such relations.

The article is aimed to review the achievements of reforming the international-legal regulation of the derivatives market together with chances for modernization of regulation of the DFIs market in Ukraine. Results of the study indicate significant achievements in the development of architecture of the DFIs market, in particular development of trade repositories and central counterparties to OTC derivatives. Both shortcomings and further steps to modernize infrastructure of the world market for financial derivatives have been identified. Prospect for further research is studying the implementation of international requirements for trade reporting, transparency and centralized clearing in the practice of regulating the domestic market for financial derivatives, which would guarantee the further development of this market as a segment of the financial market of Ukraine.

Evolution of the concepts of financial controlling has been considered, views of researchers on the definition of its basic components have been systematized. The proposed article is aimed at disclosing the complex of factors, which influence the price of attracting capital by enterprises in crisis, and substantiating the recommendations concerning the possibilities to mobilize investment capital by economic entities operating in emerging markets during the global financial-economic crisis. Role of rate of expenditure on attracting capital in determining the treatment capacity as well as adopting financial-investment decisions at enterprises in financial crisis has been examined. It has been substantiated that rate of expenditure on capital is a criterion for strategic financial decisions at both financially stable enterprises and those that are in crisis. The main factors influencing the costs of attracting capital by enterprises during financial crisis have been highlighted. It has been proven that most of the indicators, which determine the rate of expenditure on capital of enterprises when using traditional methods of calculating them in times of financial crisis, are somewhat distorted. The need to take into consideration bankruptcy risk premium in the process of determining expenditure on capital has been proven. Ways of solving problems, related to assessment of costs for attracting financial resources by enterprises in crisis or functioning in the conditions of crisis environment, have been determined.

The article identifies the role of strategy in the enterprise development, which is to harmonize relationships of internal possibilities with transformational changes in the external environment. Varieties of development strategies have been considered. Criteria for development of machine-building enterprises producing technological machines have been determined, to which are included demand (equivalent to transversality) on technological machines and profitability of operating activity of enterprise. Matrix methods for selecting an enterprise strategy has been substantiated. The matrix method for selecting strategy based on the Thompson-Strickland matrix has been improved. Scientific results, conclusions and recommendations of the article improve the strategic management theory. Their practical use will allow to optimize selection of a strategy for development of machine-building enterprises producing technological machines.

The article is aimed at developing a system of indicators that helps to determine efficiency of staff management at enterprise, as well as capabilities of using the latest tools of staff management in developing the potential. For purpose of estimation six groups of indicators have been proposed, which reflect the level of using coaching at enterprise. Six groups of indicators have been identified (indicators of HR development, organizational-managerial development indicators, indicators of social development, creative development indicators, indicators of motivational-value development of a coaching user, indicators of efficiency of coaching communication). The article provides economic substance of each indicator, as well as formulas for calculation. The proposed indicators allow to calculate the integral level of coaching management of staff. Prospects for further researches are defining characteristics of influence of the level of coaching management of staff on performance indicators of enterprise as well as calculating dependencies between them
