The article is aimed at studying the international experience of developing the military-industrial complex and its use for Ukraine. An analysis of functioning of the military complex in the advanced world countries has been carried out. The main trends in the development of military sector in the different countries have been displayed. The main questions of military production have been specified in the context of globalization. The necessary directions for development of the military-industrial complex of Ukraine have been identified as: increase in the share of GDP aimed at military spending, employment in military production, increase of the scientific-technological provision of military production, build-up of exports of military products, development of the defense environment against cyber attacks. Prospect for further research can be conducting an analysis of development of the military industry in Ukraine over the past few years, identifying strengths and weaknesses in the development dynamics of this industry.

The article analyzes the national legislation on the State support for development of the disadvantaged regions. The article is aimed at identifying the main stages of formation and evolution of legislation on the regional development in Ukraine, including support for development of the disadvantaged regions, its objectives and characteristics of the implementation as well as determining the major achievements, challenges and directions of its improvement. The authors have proposed a structural-logic model for studying this problem. An analysis of the Ukrainian legislation on regional development has been carried out within the selected four time periods of its evolution: Stage I – 1991-1999; Stage II – 2000-2004; Stage III – 2005-2013; Stage IV – from 2014 until now. On the basis of the carried out analysis has been proved that by 2016 the main regulatory and legislative provisions guaranteeing this process in the country was established, but it still is characterized by insufficient systemacity, the practical implementation of the adopted documents demonstrates their crudity and improper performance. Some directions of improvement of the national legislation on development of the disadvantaged regions in Ukraine have been proposed with the aim of removing the allocated shortcomings and ensuring the accomplishment of the objectives set.

The article is aimed at definition of the theoretical-methodical foundations in terms of formation of a tool for the system for adaptive management of the coke quality in the conditions of both the external and the internal unstable environment. The current status of development of both the metallurgical and the coke production in Ukraine has been analyzed. The actuality has been substantiated and the cybernetic-logistic approach to the tool building in the adaptive system for quality management of coke production has been proposed. This approach is based on the use of six control paths by means of which researches on features of the raw materials base, technology of coke production, the post-stove processing of coke, as well as operational management of a coke-chemical enterprise and the logistics supply with coal by brands and suppliers is carried out. It has been suggested to conduct the operational management by using the linear programming tasks, which are solved by means of the standard Microsoft Excel 2003 software.

The article is aimed at identifying advantages in providing the educational services by the various SHEI of Ukraine. On the basis of the positions of scholars, as well as legal acts, etymology of the concept of «educational service» has been studied. In accordance with the law of Ukraine «On the higher education» has been found that educational services are determined by the five constituents of the financial flows to ensure their activities: a) the State budgetary financing; b) extra-budgetary financing for the provision of paid educational services to citizens of Ukraine; c) financing in the foreign currency, which the SHEI are receiving from the contractual training of foreign citizens; g) self-sustaining financing from performing the contractual services for enterprises and organizations; d) extrabudgetary financing for the provision of resources (land, equipment, facilities) to the legal entities. The structure of the educational services by the SHEI has been determined. A comparative characterization of the leading public universities of the Poltava region and the Kyiv National Economic V. Hetman-University has been carried out. Suggestions to improve quality of the educational services by the State higher education institutions have been made.

The article is aimed at studying the theoretical and methodological foundations of developing strategy for the industrial modernization of country. The existing types of modernization have been systematized, importance of intensifying the modernization of the industry itself has been specified, which should be seen as a lever and a result of all of the modernization processes in the country. Process regularity as to modernization processes has been substantiated and features of the State industrial policy in various countries have been determined. It has been specified that an important tool for implementing the industrial policy is the process of elaborating the industrial development strategy, which for the overwhelming majority of countries is focused on further modernization. As the main tools of ensuring an effective implementation of a strategy for development of industry have been defined partnership between the State and the private sector, support of the large-scale innovations, development of the export potential, creation of conditions for the development of all sectors of the economy. Prospect for further research in this direction is substantiation of content of the industry development strategy of Ukraine taking account of the achieved level and in the context of the proposed directions.

The article is concerned with studying the development of OTT services and their influence on activities of the mobile communications operators in Ukraine. The article considers the so far largely unexplored in Ukraine topic of the OTT providers' influence on the mobile communications operators in Ukraine, identifies causes of the negative influence and elaborates the model of conduct of the mobile communications operators in the competition environment. On the basis of the foreign experience we have studied, causes of customers choice for the OTT services have been identified, the factors that influence the spread of the OTT services among users of mobile services have been discussed in detail. Possible strategies of the conduct of the mobile communications operators toward the OTT providers have been provided, their advantages and disadvantages for the Ukrainian mobile communications operators have been identified. The Ukrainian experience in use of the provided strategies, in particular development of the own OTT service BiP by the mobile communications operator «Lifecell», has been considered. Promising directions for further research are developing and improving strategies for development of the mobile communication operators in the face of growing competition from the part of the OTT providers, searching options for an effective cooperation with the OTT providers and building the mutually beneficial relations.

The article is concerned with determining possibilities of using the approaches of motivational flexibility to ensure the existing profits of enterprises by means of the calculated profit, motivated profit, volume of possible profit in motivation, and volume of lost profits because of insufficient motivation. It has been proved that, using the method of data envelope analysis, it's possible to build a motivation area, which consists of the two lines combination: the adjusted efficiency line and the profit rate line. It has been found that the motivation area includes 21 machine-building enterprises of Vinnytsia region out of 58 studied. It was possible to reveal the motivation of enterprises by the functioning environment, wherein, depending on the financial outcome, conclusions can be drawn about flexibility in the achieved profit or loss. For example, in case of two enterprises over-motivation was discovered, because their profit exceeded all possible motivation of enterprises from the part of the operation environment. Other enterprises, on the contrary, require search for motivation resources, because their activity is unprofitable or amount of lost profits due to insufficient motivation exceeds the volume of profits.

The article considers the problematics of developing a resource provision system in view of the system of ensuring investment attractiveness. The scheme of interrelations between the investment strategy, management system and resource portfolio of the organization has been built. There analyzed the key problems of the management system, according to which consequent cycles of the operation process of enterprise management are considered in terms of effective resource provision of the economic activity. It is proved that to increase the level of investment attractiveness, it is necessary to coordinate the basic triad of the economic activity. As a result of the study there have been determined the principles of creating effective investment strategy, its place in the organization depending on the resource provision system and resource asymmetries. Consequently, there has been modified the concept of creating the value chain with respect to the resource concept.

The article is concerned with identifying the problematic issues of accounting treatment of settlements, which make use of letter of credit, critical analyzing the proposals by researchers as to addressing them, as well as developing of recommendations on how to address them. Types of letters of credit that affect methods of their accounting have been considered, the problematic issues in the course of their use have been described. An order of accounting treatment of the settlements, which make use of letter of credit, has been proposed taking into account their types. The necessity of opening a number of new as well as using the existing sub-accounts for accounting treatment at various stages of the settlements, which make use of letter of credit, has been substantiated. The article prompts proposals on organization of the analytical accounting of settlements with suppliers, issued bank loans, monetary documents. The necessity of fixing the mentioned proposals in the accounting policy of enterprise under the condition of using the settlement form of letter of credit has been substantiated.

The article analyzes the current approaches to evaluating the quality of work of rating agencies in the banking sphere and defines features of assessing the ratings quality in Ukraine according to the statistics of defaults. With a view to establishing criteria for assessing quality of work of rating agencies, adequate to the current status of the economy and of the rating services market, key trends of development of the banking system of Ukraine in 2014-2015 has been analyzed and the author's own approaches to estimating quality of ratings for commercial banks have been proposed. Both background and directions of perfection of rating practices in Ukraine have been determined on the basis of use of credit ratings in the banking sector, including the further development of the statistical base of defaults of banking institutions, introduction of obtaining ratings simultaneously from several national agencies and a comprehensive introduction of monitoring of the financial and economic status of the object rated.

The article is aimed to reveal the main sides of the organizational provision to the function of integrated economic monitoring in the current conditions of the functionally advanced systems for strategic management of the regional structure and territorial organization of actors in the industry sphere of the national subsystem of the country. The establishment and implementation of an integrated economic monitoring subsystem is connected with solutions to organizational issues. Creating an organizational subsystem is not only a segregation of functions between man and electronic digital machine, but more clear definition of the functions and tasks of the regulatory staff as well, and in some cases also improving the organizational schemes of the regulatory authorities, carrying out economic-analytical functions. Establishing a subsystem for integrated economic monitoring significantly reduces the complexity of the economic-analytical calculations, while enhancing qualitative characteristics and technical parameters, economic efficiency of regulation at the expense of achieving the deep full coverage, high complexity and operational efficiency of the monitoring functions. The article is aimed at generalizing and supplementing the methodical foundations of developing labor potential on the meso-level. The methodology of writing this article consisted of the method of analysis and synthesis, method of induction and deduction, method of theoretical generalization, monographic method, systematic approach. The existing methodical approaches to evaluating the development of labor potential have been analyzed, in particular: resource, factorial, effective, value (cost), integral, and subjective approaches. It has been concluded about applicability of provisions of resource, factorial and integral approaches for evaluation of regional labor potential. On the basis of partial synthesis of the elements of resource, factorial and integral approaches, methods for evaluating the development of the regional labor potential have been elaborated. Specific feature of the elaborated methods is allocation of both quantitative and qualitative development of the regional labor potential, implementation of its matrix and criterial diagnostics.

The article is aimed at identifying criteria for the appropriateness of reforming the inefficient formal rules and determining directions for improving their efficiency. Criteria for the appropriateness of reforming both the conditionally and the unconditionally inefficient formal rules have been allocated. It is proved that in case of unconditionally inefficient formal rules, in accordance with the proposed criteria for the appropriateness of reforming, the only type of inefficient formal rules, reforming which will be inappropriate, are the ethically ineffective formal rules in the narrow sense. In the cases where reforming the unconditionally inefficient formal rules is appropriate, methods to improve their efficiency have been proposed. It has been shown that in the case of conditionally inefficient formal rules, which are characterized by both the target and the transaction inefficiency, level of transaction costs on removing the external inefficiency factors is the sole criterion for the appropriateness of reforming, and measures to improve the efficiency of this group of formal rules must consist in removing the external inefficiency factors of the related conditionally inefficient formal rules

The article is aimed at systematization of scientific views as to definition of the concept of «spatial polarization» and allocating scientific approaches on this basis. A typification of approaches and views of scientists towards use of the term of «polarization» has been carried out, taking into account the multidimensional nature and interdisciplinary nature of the term. A generalization of the theoretical apparatus as to the studied issue provided for allocating the following approaches: system, geographical-regional, spatial-economic, globalization, social. It is concluded that the concept of «spatial polarization» is sufficiently extensive, has different interpretations in the current science and is located at the junction of regional economics, economic geography and sociology, institutional economics, macroeconomics and demographics. However, most interpretations disclose its economic nature, which displays the unevenness of the socio-economic development. Theoretical generalization of interpretation and handling of the concept of «spatial polarization» has provided for allocating four approaches to its definition, namely: resource, factorial, resource-factorial and innovative. Prospect for further research in this area is analyzing the factors, which form the spatial polarization.

The article is concerned with the topical issues of evaluating the impact of transnational corporations on development of the telecommunication services market in Ukraine. The leading value of transnational corporations as the main structural elements, the main driving force of development and increasing efficiency of the telecommunication services market in Ukraine has been proven. The main attributes, by which a company operating on the market of telecommunication services can be categorized as multinational corporation, have been formulated. Both the positive the and negative influences of the foreign transnational corporations on the innovative development of the national telecommunications market have been studied. A complex of strategic measures to be implemented in order to ensure equal opportunities for competitive development of all actors in the national market of telecommunication services has been proposed. The article is concerned with developing a methodological approach to establishing investment strategies for the innovation activities of enterprises according to their investment attraction and the innovativeness of investment proposals. The article proposes to perform selection and formation of the investment strategies for innovation activities of enterprises using the matrix, the axes of which are manifestations of the investment attractiveness of enterprises and the innovative level of an investment project proposals. In accordance with defined boundaries of the quality intervals of these two manifestations, nine quadrants of the matrix have been allocated, in which, as proposed by the author, investment strategies in accordance with the following classification attributes can be allocated: implementability of the selected strategies, methods of investing, investment attractiveness of enterprise, the innovative level of an investment project, combining the investment attractiveness of enterprise and the innovativeness of an investment project. The main stages of a methodological approach to establishing investment strategies for the innovation activity of enterprise have been allocated, which include: substantiation and selection of indicators of the investment attractiveness of enterprise together with the innovation level of an investment project, positioning enterprises on the basis of the indicators' values in the matrix of strategies, prognosing the position of enterprise for a certain period, making the managerial decisions on implementation of the selected strategy in accordance with the quadrant of the matrix, in which the enterprise will be allocated after implementation of the prediction calculations of its coordinates.

The article is aimed at studying of the factors that have the most significant impact on the process of ensuring the information security in the corporate economy. To determine these factors, the correlative-regression analysis method has been used. Trends in the cyber crime and its consequences in the current conditions of transformation of the global economy have been analyzed. Results of correlative-regression analysis of personal data, used to build an economical-mathematical model, have been presented. Influence of the factors on the rate of information security of corporations has been determined, the relationships between the selected factor values that impact both the quality and the efficiency of the information security in the corporate economy have been identified. On the basis of results of both the study and the correlation analysis, a linear correlative-regression model has been built, which most precisely and accurately reflects the process of ensuring the information security in the corporate economy. The practical significance of the built correlative-regression model consists in evaluation and opportunity to prevent and protect the corporation against cyber attacks.

The article is aimed at studying the topical problems of the educational services in Ukraine and finding solutions to them. The article considers at the national level the problem of training of graduates with the qualification level, which is adequate towards the demand for workers in certain professions, as well as the need to determine the change in volumes of the demand for educational services with a view to an appropriate adaptation of the education system. The supply and demand indicators, the methods for diagnostic of conjuncture of the market of educational services have been substantiated. The analysis of the proposed indicators will provide for determining the place of institutes of higher education in the market of educational services and predict the status of this market in the future, as well as measuring the proportionality between the market of educational services and the labor market. Prospects for further research in this area are the developments, related to interaction between the labor market and the market of educational services by studying their status as well as building both current and strategic projections taking account of the socio-economic security of the country. Transformation of society on the basis of market relations, establishing the information civilization require new educational concept, rethinking its role, forms of organization and financing.

The article determines the conditions for achieving the goals of modernization of the State regulation of development of agricultural enterprises, due to development of both the public-private mechanism and the multi-sectoral partnerships. The article is aimed at developing the concept of motivation and lack of motivation of the machine-building enterprises on the basis of the features of application of the method of business environment analysis. The study was conducted on the basis of a formed business environment of 28 machinebuilding enterprises in the Vinnytsia region. It is proved that the economic activity of the machine-building enterprises in the business environment can be both motivated and unmotivated. The study has identified low interest in the use of the factor of labor costs for motivating the activities of enterprises, however, enterprises need to maintain the fixed assets as a factor of their existence, regardless of the type of economic activity.

The article discloses the theoretical foundations of harmonization of the accounting in Ukraine in accordance with the requirements of the international standards of accounting and reporting in the context of the European integration and the full development of the global partnership. A managing algorithm has been elaborated, in which stages of implementation of the harmonization process are presented in a logical sequence, thus providing the most optimal conditions to reach the ultimate goal of establishing a unified information environment, necessary for the effective development of economic entities. The researched scientific and practical international experience together with legislation provided the basis to justify the conclusion that the contemporary development of accounting at the international level can be the basis for improving its methodological and organisational framework in Ukraine. The author's definition of the concept has been substantiated and proposed, its composition has been determined. It has been found that, as one of the main tasks of the informational-analytical supporting the audit of continuity, in addition to the standard procedures for processing information, can be appropriate to allocate procedures for assessment of the degree of reliability of the information source through the definition of economic interests, information needs, and expectations of relevant management parties that provide such information. A set of measures has been elaborated to promote communication of auditor with management and those endowed with the highest authorities to adequately provide the sufficient and acceptable audit evidences of the process of formation of the auditor's professional judgment on approval for continuity of activity.

Thus, as a result, the main directions for implementing of the performance audit into practice of the public financial control have been allocated. Prospect for further research in this direction is identifying ways of improving the public financial control practices with a view to achieving a higher level in accordance with the EU quality standards. The article is concerned with an analytical overview and analysis of strategies for developing both the financial and the banking sectors for the period up to 2020 in the system of economic science. The article analyzes the vectors of development identified in the Integrated program for the development of Ukraine's financial sector up to 2020 (the Program) and the Draft of Strategy for development of the banking system of Ukraine in the 2016-2020 timeframe. The strategic documents, presented by the Government, provide to assert that, in order to create an effective model for the development of financial institutions in Ukraine, the priorities in the coming years must consist in changing the monetary policy towards the promoting economic growth; conversion of banks into the tools of economic development; changing the structure of economy and encouraging exports of the technological products and advanced services; attracting foreign capital within the terms of the national economic policies; improved utilization of the international assistance. To implement the objectives of development of the financial sector, is important to consider both the constraints and the enabling factors of its development, as well as to identify the multitude of possible variations of the banking system development under the conditions of uncertainty.

The article discloses the essence of the concept of «advertising», which should be understood as one of the key communication-informational means of enterprise for presentation of products to consumers and promotion on the market aimed at their merchandising. It has been found that diagnostics of the advertising efficiency in the activities of enterprise is the process of identification, analysis and assessment of the efficiency of advertising, the main trends of its impact on the activities of enterprise with a view to determining the prospects of the enterprise functioning in the market competition environment. Both the conception and the instrumentarium of the system for diagnostics of the advertising efficiency in the activities of enterprise have been provided. It has been found that the key business indicators of the system for diagnostics of advertising efficiency in the activities of enterprise are: indicator of the advertising performance; indicator of the return on advertising spend; indicator of the profitability of advertising; indicator of the advertising capacity; indicator of the percentage of regular customers; indicator of the sales growth. Prospects for further research in this direction are formation of a system for purposes of diagnosing the activities of enterprise in accordance with the partial diagnostic purpose – diagnostics of the advertising efficiency in the activities of enterprise.

The article analyzes the structural-logical relationships of the theories, providing substantiation of tax systems and transformation of them. The issues that require theoretical substantiation when choosing a model of tax system have been identified. It is determined that shares of both indirect and direct taxes and their rates can be substantiated by calculations on the basis of statistical data. The article is aimed at studying the main trends of development of the market of the European Union in the context of the gradual integration of Ukrainian meat producers in this economic space, estimation of prospects for the domestic producers through the prism of their readiness to export products to this foreign market. The current status of development of the consumer market and features of the State regulation as to producers of meat products in the EU have been analyzed. The status of export activities of the meat processing enterprises in the EU has been researched, taking into account the tariff quotas and their usage in 2014-2015, as well as the current status of implementation of quality management systems as well as production safety in accordance with the national and international standards. Status of registration of the place of origin for the Ukrainian meat products has been analyzed as one of the means for promoting Ukrainian goods to the EU market. The major obstacles against the market entering by Ukrainian meat processing enterprises have been highlighted, taking account of the barriers that were relevant to Poland, Romania and Bulgaria in the process of implementation of the freedom trade zone agreement. Some ways to overcome known obstacles for Ukrainian meat-processing enterprises in the process of deepening the integration in the economic space of the EU have been proposed.

The aim of the article is to study the strengths and weaknesses of the current reforms and provide appropriate recommendations and proposals to improve the regulatory and economic business environment. The article analyzes the introduced reforms in the aspect of the regulatory field and the active current system of taxation with the detailing of the type and content of the basic implemented measures. There have been justified the advantages and disadvantages of the introduced system of taxation with respect to the main budget forming taxes, such as the enterprise income taxes, value added tax, individual income tax considering changes in the administering of unified social tax (UST) and war tax, excise duty. On the basis of the results of the study it has been found that the introduced reforms only partially improved the tax administration system and in no way reduced the announced tax burden, the time spending of business for preparing the current report was not significantly reduced.

The article provides a methodical approach to evaluating economic feasibility of production of natural shale gas by the major shale basins in Ukraine at the pre-investment stage. The substantiation of economic feasibility of production of the natural shale gas has been done using the method of analogy and on the basis of building econometric dependencies by the basic shale basins in the United States of America. The conducted economic evaluation of feasibility of production of natural shale gas included forecasting as to production costs on the wellhead by different depths and estimation of investment attractiveness as for different aggregative states. An approbation of the presented methodical approach was implemented for the Dnipro-Donetsk and Carpathian shale basins, on the basis of which a conclusion about the higher investment attractiveness of the first basin has been drawn, given its reservoir characteristics and presence of deposits of unconventional hydrocarbons in different aggregative states.

The article is concerned with analyzing the current status of the public statistical observations in the sphere of tourism with the aim of identifying the main problems and disadvantages of the sectoral statistical reporting together with the development of experimental methods for calculating the integral contribution of tourism to the gross regional product (GRP) and/or the gross value added (GVA). Despite the fact that today the theoretical developments and methodological recommendations, which consider tourism through the prism of socio-economic development, are represented in the works by many researchers, in Ukraine there are no comprehensive statistics on tourism as an economic category and no official methods for calculating the contribution of tourism to both the gross domestic and the gross regional products, although such calculations are held abroad for a long time. Statistical information is a basis for the market planning in the economy, in this respect the article proposes a technique for determining the share of tourism in GRP/GVA. The conceptual question about the possibility of preventing the global financial crisis 2007-2009 has been considered in terms of the existing neoclassical paradigm. Studying the problems of regulation of the financial market has shown the inevitability of the most recent economic crisis and the need to review its causes. To analyze the causes of the crisis, a study on the financial bubbles was undertaken, whereby the need to concentrate on the endogenous causes of the crisis, rather than on the consequences of poor management of financial market, was identified. The article is concerned with considering the ontological foundations of the modern economic theory, which determine both directly the subject area of research and the methodological approaches to its studying. Differentiation of scientific ontologies, i.e. perceptions of reality, leads to differences in explaining the large circle of issues, in particular, differences in the interpretation of the concept of power in the economic science. Studying and generalizing principles of the neoclassical mainstream together with the methodologically related directions provides characterization of the substant scientific ontology as «empirical realism». An alternative can be the ontology of «critical realism», according to which power acts as a system characteristic of economic relations, identifying the underlying trends and directions of system evolution. It has been displayed that certain provisions of the Marxism research program, such as class structure, market, social competition are consistent with the critical realism ontology and can serve as a prospect for studying the essential problems of economic development and transformation of society. In particular, they can be applied while studying the role of capital as a factor of power in the national and global competition.

The article is concerned with studying the problem of interpretation of the concept of «financial stability», allocating the major groups of approaches to its interpretation and clarifying the reasons for absence of a single uniform definition. On the basis of an analysis, approaches to interpretation of the category of «financial stability» have been divided into three main groups. In the definitions by central banks (the first group) emphasis is more often placed upon the matter that a system (not necessarily financial) is considered stable if it is able to perform all their functions even under conditions of minor adverse shocks and upheavals. The second way to interpretation – by contradiction – must be taken into consideration in the process of studying the financial stability. According to the third group of views, a system can be considered financially stable until the process of transforming savings into investments remains unbroken. The main reasons for the absence of a single clear formulation of the concept of «financial stability» have been identified, namely: different approaches used by scientists to understanding the content of financial system; refocusing from studying the financial stability towards financial crises; accounting the indicator of financial stability in place of the indicator of financial disturbances. A prospective direction for further research is assessment of financial stability through practical consideration of quantitative characteristics that influence on such stability.

It was suggested to evaluate results of innovation activity on the basis of use of the official statistical data from the reporting by enterprises in accordance with the indicators, which characterize the production, implementation of innovative products, investing in innovation and the introduction of innovative technologies. Using the multivariate factorial analysis, significant indicators have been identified, their weights have been calculated and, using these, the integral indicators of the results of innovation activity of enterprises have been determined by means of the method of additive convolution. Using the cluster analysis, expedience of grouping the studied enterprises in clusters to determine the best business entity in each cluster with a view to comparing the results of innovation activity and substantiation of managerial decisions for its revitalization and development has been proved.

The article is aimed to analyze the dynamics of public debt, issuance of government securities, and prospects of balancing interests of the State and society in the process of the growing debt burden on society. Results of an analysis of the dynamics of public debt together with issue of government debt securities showed that they tend to grow correspondingly with rise in the budget deficit, narrowing the tax base while increasing financing needs of the government's activities. Alone, the process of growth of deficit financing cannot lead to deregulation of the interests of the State and society, causes of deregulation are hidden in the mechanisms for use of debt financing and responsibility for their inefficient use. Lack of strategy in the attracting debt financing, inadequate currency regulation deepen the imbalance in the interests of the State and society, which has a negative impact on the image of the State and is one of the reasons for the opportunistic behavior of society members. It is found out that the solution to the problems identified lies in the improving the regulation of public debt securities, primarily through the identification of strategic priorities for the development of society, formulation of strategy of debt policy and increased transparency of information on attracting and using borrowed funds through the mechanism for issuance of government debt securities.

The worsening financial crisis in Ukraine and laborious work to overcome its effects have heightened relevance of studying the imbalances that have arisen in the national economy. The Poltava region has a strong industrial and agricultural potential and demonstrates a high level of socio-economic development. The article is aimed at substantiation of approaches to determining the sufficiency of the gold and currency reserves of the State, taking into account the existing regime of floating exchange rate in Ukraine. A comparative analysis of the known approaches to determining the sufficiency of the gold and currency reserves of the State has been done (criteria by V. Reddy, GuidottiGreenspan, Wijnholds-Kapteyn, traditional and new approaches of the IMF). The article has determined the satisfactory efficiency in the management of gold and currency reserves of Ukraine according to the criterion of the coverage of sufficiency with the gold and currency reserves of the State in terms of import of goods and services at the end of the third quarter of 2015. It has been calculated that, in order to cover all sources of risk, the National Bank of Ukraine should build a volume of the Ukrainian gold and currency reserves at a level of 16.5 billion US-dollars. Prospect of further research in this direction is to carry out a comparative analysis of the sufficiency of the volume of gold and currency reserves in the world countries that are different in the modes of functioning of exchange rate, with a view to indicate the probability of currency crises.

The article is aimed to identify the characteristics of VAT and substantiate its rate in Ukraine from the positions of convergence of national legislation with the EU tax legislation. An analysis of VAT as the main indirect budgetary revenue generating tax in both the EU Member States and Ukraine has been carried out. It has been found that the VAT rate, equal to 20% and 21%, is the most prevalent in the EU. In addition to the general VAT rate, in the EU Member States are also used reduced, super-reduced and zero rates. It has been determined that reducing the overall VAT rates in the EU is inappropriate, because this can lead to budgetary losses and administrative costs overspending. It has been substantiated that in the conditions of social-economic instability using the legally established in Ukraine overall and reduced VAT rate contributes to decreasing the risk of a shortfall in budgetary revenues and does not contradict the process of gradual convergence of the national legislation with the EU requirements. Increased implicit VAT rate contributes to rising tax revenues, aided by changes in tax administration in the context of implementation of the EU directives. Prospect of further research in this direction is substantiation of the ways to improve the tax administration of VAT tax.

The article is aimed at studying the substance of such an element of staff management, as staff development. The article considers the process, functional and system approaches to the definition of this concept, taking into account the views of various foreign and domestic scholars and experts in the field of staff management. An analysis of differences in the definitions according to each of the approaches has been conducted, on results of which key components of staff development have been identified, such as: initial preparation, adaptation, vocational training, advanced training and retraining, as well as career planning, etc. It has been determined that the issue of establishing an effective system for staff development requires further studying, which would take into account needs of the enterprise, its goals and objectives, key differences in its activity, as well as principles of staff policy

The aim of the article is to define the essence of the risk management process in the context of formation and implementation of the enterprise strategy and develop an algorithm for strategic decisions-making considering the risk factor. The article reveals the essence of the concept of “risk” in the context of elaborating the enterprise development strategy. As a result of the research a definition of strategic risk has been formulated and the process of its identification has been described. On the basis of current trends in risk management and critical analysis of the Standard of Federation of the European Association of Risk Managers (FERMA), there has been proposed a detailed, phased algorithm for enterprise strategic decision-making considering the risk factor, which allows establishing the interrelation between the processes of risk management and elaborating the enterprise development strategy. The obtained results are intended to be used in the perspective of further scientific research to develop a methodical approach to risk management in the context of strategic decisionmaking at enterprises of machine-building industry of Ukraine.
