The article is aimed at studying the conceptual framework of the accumulated differences in the levels of economic development of the Ukrainian regions. During analysis, systematization and generalization of the scientific works by economists-regionnaires from Ukraine, Russia, countries of Europe and North America on the management of regional development theoretic approaches of the two directions were allocated – the neoclassical and the cumulative, which had obtained the highest circulation in the twentieth century. As result of studying the theoretical approaches to management of development of the economic systems of regions as well as some scientific models in terms of the directions indicated, their advantages and disadvantages have been identified. Impact of models of economic development related to the allocated theoretical directions on increasing the regional disparities of economic development has been substantiated. Prospect of further research in this area will be development of a strategy for management of the development of regions, aimed at aligning the development levels of the regional economies.

The article developes and proves a scientific hypothesis that strengthening the integration processes in the market space causes its institutionalization, and thus leads to the issues of proliferation of the free market players as a result of a division of spheres of influence between the major financial-industrial groups and corporations. It has been proved that a clear hierarchical structure, along with rigid subordination of free economic agents to the chief processor of resources within the growing corporations are those preconditions, which gradually form characteristics of an organization or an institution in terms of markets. An author's own definition of the notion of «institutional market» has been proposed, which is different from the classic formulation. It is emphasized that institutionalization of market space turns the latter into an another economic system, the main characteristics of which are: limited number of buyers and sellers; presence of conglomerates with rigid hierarchical relationships between buyers and sellers; etc. Enlargement and diversification of business as well as growth of its influence not only within its own industry sector, but also in the related sectors, leads to the fact that corporations are trying to control markets (supply and demand) which meantime are turning into rigid management structures, acquiring characteristics of institutions (organizations). This hinders the market entry of new market players, increases risks of business and requires on the part of enterprises new marketing techniques for positioning the own ability to create customer value.

The article examines the role of GUAM in the external economic relations of Ukraine. On comparison of the data of the foreign trade turnover with the countries of GUAM and, separately, the CIS and the EU, place of GUAM in the system of foreign economic priorities of Ukraine was determined. Special attention was paid to relations between the countries of GUAM and the Member States of the EU, as well as to the data on the foreign trade of Ukraine and the neighboring countries. The relevant study was based on the analysis of data from the State Statistics Committee of Ukraine regarding exports and imports of goods and services, the dynamics and structure of the relevant indicators for 2005 and 2010–2013 were examined. As a result, the author concludes that, despite the fact that the activities of regional associations in general and GUAM in particular are increasingly directed at solving current problems, Ukraine's cooperation with the countries of GUAM (despite the small volumes of the foreign trade), is of strategic importance. Thus, GUAM is considered by the author as a means of effective integration into the EU, creating a buffer economic zone towards Russia and, accordingly, the differentiation of economic risks associated with foreign trade, taking advantage of the geographical position at the crossroads of the main economic routes from East to West and vice versa.

The article is aimed to identify the models of financial equalization applied in foreign countries, and to substantiate the possibilities for use of foreign experience in terms of financial equalization or individual elements of such models on the territory of Ukraine, for taking into consideration the foreign tools of financial equalization in the context of the State regional policy reforms is a priority and urgent task of the present day. During the generalization and systematization of scientific works by numerous domestic and foreign scientists, models of financial equalization, depending on the form of state structure in the country, have been identified. Determinants of the necessity of financial equalization were analyzed, such as: the imbalance between the own financial security and the level of assigned tasks; the level of fiscal decentralization. Methods of income and expenditures equalization, applied in vertical or horizontal levels for balancing regional development, have been substantiated. Features of expansion of financial security of budgets by using innovative tools for equalization have been determined. A comparison of the models of financial equalization in foreign countries was made and the major tasks for improving the mechanism and organization of financial equalization of budgets in Ukraine were defined. Prospects for further research in this area are diversification of tools for financial equalization, defining the investment component in the structure of budgets' incomes and studying the activities of sub-central authorities in the financial market

The article analyzes reforming the system of public procurements in Ukraine in the context of the European integration processes and provides proposals for further directions of reforming, taking into account successful international practices. As result of research, the system of public procurements and its development in the independent Ukraine, phases of reforming in the context of the European integration processes, as well as compliance of the law of Ukraine of 10.04.2014 No.1197-VII «On fulfillment of public procurements» with standards of the European Union in the field of public procurements were analyzed; the main directions of reforming the public procurement system in accordance with the Association Agreement between Ukraine and the EU has been summarized. It is displayed that, despite a number of shortcomings in the system of public procurements, an active reforming and implementing in the legislation of the main requirements for public procurement in the EU is going on currently. Directions of further reforms of the public procurements system have been suggested. Prospects of the further research will be studying and analyzing international experience in implementing the electronic public procurements with a view to formulating proposals as to the best model for a native procurements system.

The article determines the peculiarities of formation and development of the labor potential in the process of the reforming local self-government in Ukraine. It has been found that an integration of population, the system of economic entities, infrastructure units, scientific-technical potential allows to determine the need for modern spatial forms of concentration of labor potential, i.e. for consolidated territorial communities. With the purpose of formation and development of labor potential, considering impacts of the reform of local self-government in Ukraine, the following activities has been proposed to be carried out: improving the living standards of rural residents, creation of productive jobs, socio-economic cooperation between communities, infrastructure development, use of natural resources, socio-labor, agricultural and industrial capacities, effective use of rural socio-labour potential, development of agricultural production, rural non-farm activities, development of social infrastructure, creation of advisory service and introduction of a system of continuous education, development of family medicine, collaboration with regional and central authorities, involvement of the regional budget funds, establishment of a fund for economic development, cooperation with domestic and foreign investors. Importance of the academic discipline «Financial thought in Ukraine» for the formation of professional competence of future financiers has been displayed, objectives, tasks and content of the discipline have been substantiated. Objective of the academic discipline «Financial thought in Ukraine» contains studying and creative interpretation, which are directed at the basic stages of formation, development and features of current status of financial thought in Ukraine in the context of a critical analysis of the scientific heritage of Ukrainian scientists-financiers. The main tasks of the academic discipline «Financial thought in Ukraine» are as follows: exploration of the features of the both formation and development of financial thought in Ukraine; determination of the effect of the Western financial thought on its formation and development; determination of the specific features and characteristics of the Ukrainian scientific school of the State (public) finance; exploration of the theoretical developments by Ukrainian scientists in the area of budget, taxation, public credit, corporate finance, insurance, etc.; substantiation of proposals on how to use the existing theoretical provisions with a view to enhancing the efficiency of the public finance as well as the further development of the domestic financial science. Studying views on financial economy of the State was an integral part of the papers on finance and teaching of the theory of finance in the pre-revolutionary period. The article is aimed at the theoretical substantiation of the role and practicability of the both search and elaboration of innovative concepts, technologies and tools for regional management based on the contemporary management requirements of the managerial harmonization of goals, interests, relationships and interaction of participants in the regional markets under the respective acts on the part of public policy and regional management. A model for transforming resources of the regional social system into the economically and socially significant results of its development has been proposed. A graphical-analytic model for managing the status of dysergy-synergy of a socio-economic system by means of the organizational integration of its subsystems has been created, the coefficients for determining the degree of harmonization when controlling the system have been suggested. A base management algorithm for the 3С-Technology of harmonizing objectives and interests of the subsystems of a socio-economic system has been developed. Proceeding from the fact that the basis of the underlying algorithm for the managerial 3С-Technology is in its turn based on the algorithm for implementation of the management tool Strategic Planning (SP), which is supplemented by the mandatory use with the aim of the progressive transformation of the material resources of the system with an intensive and managed participation of the intellectual resources of the latter, becomes quite practical to explore and evaluate the relationship between the results obtained from the use of this technology

The article is aimed at studying the influence of resource-oriented exports and imports on the level of socio-economic development of the regions of Ukraine. The methodological basis of the research is a modified model of Sachs and Warner, which is based on the analysis of a correlative-regression relation between the share of exported and imported minerals and the indicators of socio-economic development of regions for the period of 2006-2013. The results of the study indicate that an increase in the share of the minerals in the structure of exports negatively affects the socio-economic development of the indicators for Zakarpattya, Zaporozhzhya, Kyiv, Lviv, Mykolayiv, Poltava, Ternopil, Cherkasy, Chernivtsi and Chernihiv regions. This correlation relationship was positive for the economy of the Republic of Crimea, both Vinnitsa and Sumy regions. The share of imported minerals had a positive impact on the socio-economic development of Vinnytsia, Zakarpattya, Zaporozhzhya, Kyiv, Lviv, Kharkiv, Cherkasy and Chernigiv regions. Statistical characteristics of the modified model of Sachs and Warner indicate significance and practical importance of the analyzed correlative-regression relationship in the regions of Ukraine for the indicators of the capitation GDP and the available income when analyzing the period in question.

The main sources of information together with approaches to cost management of industrial enterprises have been identified. One of these so important elements are costs of enterprise. The article is aimed at studying influence of European integration processes on scientific-technological development in Ukraine and formation of practical recommendations for their activating. Essence of the scientific-technological development at the present stage of formation of a new technological practice has been disclosed and substantiated. The current state has been analyzed and problems of the scientific-technological development in the contemporary context of integration in Ukraine have been discovered. Influence of challenges in terms of the European integration for the scientific-technological development has been determined. The carried out study of the influence of integration of Ukraine with the EU on the scientific-technological space suggests that, without being a member of the EU, Ukraine cannot get the ability to fully implement the economic, institutional and financial mechanisms for a joint scientific-technological development. The article discloses essence of the notion of «internal audit for corporate management system», which should be understood as activities of the specially established auditing service at the enterprise, which provides advice and recommendations to the management (institutional management level representatives) on the correctness of taking managerial decisions, aimed at achieving the goals of enterprise. A toolkit for analysis of both financial status and economic activity of enterprise has been submitted. A system for diagnostics of the market value of enterprise has been developed, which has the following key indicators: indicator of the level of enterprise capacity (integrated indicator of the financial, production, labor, socio-economic and innovation-investment capacities of enterprise); indicator of the level of enterprise capital; indicator of the level of impact of market environment on the enterprise; indicator of the net asset value; indicator of value of the liabilities of enterprise; indicator of the business reputation of enterprise. It has been found that diagnostics of the market value of enterprise should be based on both financial and non-financial information, with regard to the both retrospective and prospective parameters of its activity.

The article is aimed to study the theoretical and methodological issues on organization of forming the information flows for budgeting of the network trade enterprises. Leaders of the market of network trade were determined by the number of trade objects as well as by the performance indicators. By examining the term of «information», the notion of «information flows» has been clarified and its essence has been defined, with regard to the both semantic and prognostic information levels. Directions of formation of the information flows in the system for budgeting of the trade network enterprises have been determined, taking into account specificity of their activities as well as provision of their coherence, coordination and monitoring. The sequence of the information modeling of budgeting has been clarified, information sources for establishing the budgets have been systematized. A matrix of using the information flows on the stages of budgets preparation, as well as for analysis and monitoring of fulfillment has been developed. Criteria for selection of implementation of a computerized budgeting system have been recommended.

The article is aimed at addressing the theoretical, methodological and practical issues on the formation of the organizational-economic mechanism for ensuring the competitiveness of trade enterprise in the consumer market in the face of increasing competition and activation of global transformational processes. Possibility of improving competitiveness of trade enterprise in the context of availability of sustainable competitive advantages in formation of resource potential, quality of trade service and the effective functioning of an economic system, which is achieved on this base, were analyzed. Mutual relations of individual elements of the resource potential in the process of ensuring the competitiveness of enterprise were systematized. The basic approaches to gaining competitive advantage have been described: the consumers-oriented marketing approach and the competitors-oriented competitive approach. A matrix of strategies for competitive conduct of trading enterprise, depending on the availability of competitive advantages and competitive position in the market, has been proposed.

The article examines the theoretical-methodical questions of the contemporary development of tourism in the protected natural territories. An analysis of both the status and the prospects of development of natural parks in the Zakarpattia Region in the direction of tourist-and-recreational activities was conducted. A number of problems that hamper the development of tourism in the national parks has been identified, such as lack of common methods for determining the recreational charge and monitoring, as well as a clear legal provision of recreation in the nature reserves and national parks; wornout infrastructure; lack of quality promotional materials, no opportunities for entering the international market of ecotourism. It has been proved that a complex solution to the problems related to the development of tourism in national parks requires attraction of external resources (intellectual, material and financial), as well as building partnerships with local authorities, various commercial and non-profit organizations, local residents. Measures to improve the activities of tourist-and-recreational institutions related to the protected natural fund of the region, which can be implemented through the effective use of their resources, development of environmental and ecological-cultural tourist routes, as well as planning, managing and monitoring of the tourism activity, has been proposed.

The article is aimed at systematization of frameworks, identifying opportunities and threats in the use of insourcing, outsourcing and co-sourcing as options for organizing the process of transition to preparation of IFRS reporting and choosing the most optimal among them. Definition of insourcing, outsourcing and co-sourcing has been formulated, their advantages and disadvantages have been systematized, opportunities and risks that accompany their use have been disclosed. Criteria for assessing insourcing, outsourcing and co-sourcing in terms of their impact on organizing the process of transition to preparation of IFRS reporting have been elaborated. An authorial expert assessment of the criteria identified has been carried out according to the 3-point scale that reflects the risks, disadvantages, advantages and possibilities of insourcing, outsourcing and co-sourcing for companies. It has been substantiated that insourcing is a clear «leader» concerning the promptness of decision-making, flexibility of the transformation process, responsibility of workers and preservation of confidential information. It has been proven that co-sourcing creates more opportunities for the company's employees involved in the process of transition to preparation of the IFRS reporting, provides high quality of financial reporting, while outsourcing is accompanied by significant risks. It has been substantiated that co-sourcing, i.e. cooperative effort of the company's internal staff and the involved professionals, is the best option for organizing the transition to preparation of the IFRS reporting.

The article is aimed at studying the issues of direction of the budgetary process towards a sustainable development of country. A study of theoretical provisions related to the existing linkages between economic growth and public spending was carried out. It has been specified that public expenditures, which is calculated as a percentage of GDP%, can provide either accelerating of economic dynamics, or its deceleration. On the basis of generalization of world experience of transforming the public expenditures into a lever for sustainable development, the basic principles to ensure effective management under current conditions have been formulated. A study of the major indicators of the State budget of Ukraine highlighted the main problems, which require the application of contemporary management tools. Application of the results-based approach in the process of forming the budget of Ukraine was considered in the context of the accelerated economic growth orientation. Among other effective tools of the results-based approach, the use of budgetary consolidation, which objective is substantiated in the light of both medium- and long-term goals of sustainable development, can be reasoned. Prospect of further research in this area will be development of scenarios of economic development in the context of implementation of various objectives of the budget process.

The article is aimed at formation of the monetary component of the system of macro-financial indicators, which will provide comprehensive information on the status of the money-and-credit sphere, existing threats and trends of development for use in the management of the public finances of Ukraine. The use of monetary indicators as part of a system of macro-financial indicators in the process of management of public finances has been examined. In the analysis and systematization of existing practical and theoretical bases a number of aspects has been identified, which were not considered in the current practice of monitoring monetary indicators comprising the economic security of the country. Empirical studies of dependency between the money supply, the volume of gold and foreign currency reserves, the proportion of cash in circulation and dynamics of real GDP were carried out. Both the optimum and the safe ranges have been determined. Recommendations for using the monetary macro-financial indicators when calculating the integral indicator of the economic security of Ukraine have been generated. Risks by the directions that were not included in the existing methodology have been identified, indicators for their evaluation have been selected, as well as related rationing and prioritization have been carried out. Further research in this area will be developing a methodology for the practical implementation of the proposed integrated indicator as a component of system of the macro-financial indicators in the process of management of the public finances of Ukraine.

The article is aimed to examine both the basic theory and the current Ukrainian practice of forming the resource base of banks on the basis of household savings. The article discloses the significance of household savings in the formation of the resource base of banks; uncovers a complex of the internal and external factors, underlying the dependence of both resources and resource potential of banks on savings. In the course of the studies, an analysis of the role of deposits of physical persons in the asset formation of Ukrainian banks was conducted, the pivotal contradictions in this process were identified. It has been proved that harmonization of interests of both banks and savers can contribute to solving the problem of formation of the resource potential of the banking system at the expense of savings, though without elimination of the obstacles that create the nonspecific factors of general impact as well as factors of sustainability of the banking system no such harmonization is possible

The article is aimed to develop a methodical approach to determining the level of financial sustainability of the Ukrainian banks using the integral taxonomic indicator. A set of financial indicators to assess the level of financial sustainability by the components of financial sustainability has been composed, including: resource sustainability, liquidity, business activity, profitability by the method of ranking based on the results of an analysis of literature sources. The selected financial indicators were grouped by the components of financial sustainability, integral indicators for each group were calculated. The Ukrainian banks were grouped in clusters according to the calculated taxonomic indicators. The level of banks' financial sustainability in each cluster has been determined. Prospects of further researches in this area will be identification and analysis of the relationships between the level of financial sustainability for each cluster and the efficiency of certain banking operations with a view to determine the range of operations that have the greatest impact on the level of financial sustainability of the domestic banks.

The article is aimed at studying features of functioning and development of the domestic mechanism for monetary regulation of economy. Role of the National Bank as an institution that determines the domestic monetary system has been analyzed, strengthening of this role in the modernization of the national economy of the State has been substantiated. Dynamics of both the annual average NBU refinancing rate and the interest rates on deposits and loans in national currency have been examined. An analysis of operations on purchase and sale of Government securities at the open market was conducted and the structure of owners of the government debt securities was determined. Actuality of the indicator of economy monetization has been substantiated, changes in the structure of money supply, associated with objective processes in the domestic economy, have been examined. The mechanism for regulation of reserve requirement has been disclosed, a gradual reduction of this instrument's role in the monetary market regulation has been proven. Prospect of further research in this area is improving the management system of the monetary market, a thoroughgoing introduction of the mechanism for inflation targeting, limiting the National Bank's share in the ownership of bonds of internal state loan, lowering the level of cash in the structure of money supply and creating incentives to restore the positive dynamics of economic growth.

Objectives of article are: a study on the main trends, established in the process of generating and use of borrowed resources in the activities of domestic trade enterprises over the past five years; a comparative analysis of both dynamics and structure of the main sources of capital generating for enterprises of Ukraine in the context of major economic activities; development of methodical tools for planning both volume and maturity of long-term loans as well as its testing in order to assess the effectiveness and impact of using long-term borrowings in the activities of retail trade enterprises. Features of the use of borrowed financial resources by trading enterprises of Ukraine in modern context have been determined, both dynamics and structure of main sources for capital formation of enterprises of Ukraine have been analyzed in terms of the major economic activities. On the basis of the conducted analysis has been discovered that the highest level of borrowing in the overall structure of the generated financial resources was recorded for enterprises of wholesale and retail trade, reflecting their high financial dependence on borrowed capital. The proposed methodical tools for planning and evaluation of efficiency of the use of long-term loan at retail trade enterprises provided for determining the optimal time and cost parameters for attraction of the long-term credit resources as well as allowed to prognosticate the timing of their profitability along with the indicators of performance efficiency, taking into account possible limitations and risks.

The article is aimed at developing methodical approaches to integrated evaluation of capability of an airline company to develop partnerships of the existing forms and types with the banks of Ukraine. The methods proposed by the author are based on the process approach to studying economic phenomena, systematization of functional areas of activity, which determine potential capabilities of an airline company for long-term collaboration, as well as the appropriate indicators and characteristics for their evaluation. The article provides a classification of forms and types of interaction that forms basis for allocation of various requirements for an airline company in its creditworthiness in the process of interaction with bank and, respectively, for various methods of evaluating capability of airline companies to cooperate with banks. It has been found that high requirements to the airline's creditworthiness would be put forward in the case of strategic and project partnerships, based on the conditions of mutual interest in the development of its participants. Unlike the existing methods, the presented method for evaluating capability of airlines to partnership with bank is based on a comprehensive diagnostics of all directions of the airline's activities, which provide the potential for its development. Integral evaluation of all quantitative and qualitative characteristics of the airline's potential is carried out on the basis of scoring method.

The article is aimed at studying strengths and weaknesses of the existing approaches to definition of the economic evaluation of measures in the course of marketing and distribution activities of enterprises as well as problems arising in the process of this evaluation, in order to provide further development of a methodical approach to the evaluation and substantiation of marketing activities on development of the competitive advantages of enterprise. It has been determined that existing approaches do not allow to the full extent determine the causes and preconditions that contribute to efficiency and effectiveness of the marketing activity impact on competitiveness. It has been indicated that insufficient clarification remains relevant for the theoretical and methodical aspects of concentration of marketing measures, which are being developed in the framework of the respective functional strategy, on solving the problems of achieving competitive advantage and strengthening the competitive position of enterprise. From the author's point of view, addressing of this task requires a necessary strengthening of selectivity in applying the tools of the marketing impact (based on the in-depth market segmentation and a substantiation of priorities for the formation and implementation of a balanced product policy). Prospect of further research in this area is study on additional strategic planning of the procedures for the formation and use of the competitive advantages of enterprises.

Innovative development of contemporary enterprises is essential to enhance the competitiveness of enterprises, in the both domestic and external markets. However, nowadays there is a number of reasons, which hinder the innovation development of Ukrainian enterprises. For its rational use in the enterprise, it is necessary to create an effective system for management of these processes. The article is aimed to define the main directions of improving the system for management of intellectual property of enterprises in the cable industry. The basic problems of forming the intellectual property of enterprises were considered. The basic trends in the development of enterprises in the cable industry were examined, perspective directions of increasing the competitiveness of domestic enterprises in the indicated sector were allocated. Areas for improvement of the system of intellectual property management at the enterprises in the cable industry (transition from mechanistic to organic structures of management; creating specialized intellectual property management division; formation of a system for evaluation of effectiveness of the use of intellectual property; improving systems for accounting of intellectual property, etc.) have been identified.

The article analyzes the current analytical methods for management of the activities of industrial enterprises. Special attention is paid to allocating the advantages and disadvantages of the economic management methods, which are based on concepts and methodologies of information systems as well as IT-technologies. Complexity of adjusting these methods to the working conditions of domestic enterprises have been specified. A detailed analysis of the analytical economic methods, based on the balanced scorecard (BSC), has been conducted. Objectives and principles for evaluation of activities of enterprise according to BSC have been substantiated. Since today the domestic industrial enterprises are operating in the extremely difficult economic conditions dependent on the socio-political processes that are going on in the country, the effectiveness of activities is subject to the methods and tools used by administration in the management activities. This can be provided only by means of the analytical economic method, which provides for consideration of enterprise from the position of system approach, i.e. – in the light of the processes, mechanisms, structural organization, manifestation forms on the one hand, and the mission, policies, strategic objectives on the other. The article is aimed at identifying the key objectives of personnel security as component of the economic-financial security as well as substantiating effective ways to counter threats to personnel security of enterprise. Consideration is given to the definition of «personnel security» and improving the classification of risks and threats to the personnel security of enterprise. The objectives of ensuring the personnel security have been clarified, the most important of which are: timely identification of both actual and potential threats to the vital interests of enterprise on the part of staff; effective countering and combating factors impeding the realization of the legitimate interests of enterprise and its employees; preservation of intellectual and material property of company; identifying the causes and sources of causing material, psychological, physical and other damage to the company. Functions of personnel security in the system of personnel management have been determined and improved. Effective methods for countering threats to the personnel security of enterprise have been substantiated, the professional competences required of specialist in this field have been identified. Types of professionally unacceptable qualities were considered, among them: authoritarian style of management, propensity towards conflict, self-contradictoriness, demagogic style of discussion, intriguery.
