The article reflects the research results of the world experience in the fair transformation of coal regions on the example of Australia, Great Britain, Greece, Netherlands, Germany, France, Czech Republic and Poland. It has been revealed that the most successful countries on the way to implementing the concept of a just transformation were Germany, France, Czech Republic and Poland. Their representatives tried to create the necessary conditions for ensuring the balanced development of regions and communities that will be affected by the transformation process. To do this, they sent financial support to labor-intensive sectors of the economy, indicating the importance of alternative development vectors at all levels of government (national, regional, local). The features of transformational changes have been considered through the implementation of the program tools provisions in the above countries. In the implementation context of a fair transformation concept in the coal regions of Ukraine, the issue of planning the coal industry development have been researched in the current provisions of domestic regulatory legal acts. The main challenges facing our country in the context of the inevitable transformation of approaches to global problems of energy development have been analyzed, which made it possible to highlight the main problems of the functioning of the coal industry in Ukraine. One of the main environmental problems of our entire country has been determined by the unsatisfactory ecological state of the East territories of Ukraine (Donbass), which are now suffering from hostilities. The necessity of providing an integrated and sustainable approach to transformation processes in Ukraine, not only at the macroregional, but also at the national level, has been reasoned. It has been proven that for regions dependent on the coal industry, rapid transformation is almost impossible, but the key to gaining successful experience in this process should be taking into account the urgent needs of the local population on the basis of the social justice principle. It has been argued that the inaction of the Ukrainian state authorities will only delay the process of a fair coal regions transformation, which will lead to the conservation of existing socio-economic problems and slow down the further development of coal-dependent regions.

The article is devoted to the definition of directions of solving the problems of ecologically safe development of the city based on the results of the analysis of the existing scientific-methodical and applied approaches. The role of ecological safety as an integral part of sustainable development of the city is considered; conditions for balanced functioning of the socio-ecological-economic system of the territory; the process of forming the city’s environmental policy; the role of local governments in the development of the city’s environmental safety strategy (taking into account their own powers and compliance with administrative and legal norms) and mechanisms for its implementation using the tools of eco-design, eco-investment and eco-entrepreneurship. As a result, it was concluded that the scientific and methodological aspects of environmentally friendly urban development require the use of general scientific and special research methods. Of particular note is the approach, which is based on the close relationship between internal and external factors; uncertainty and variability of the socio-ecological and economic environment. This requires the use of comprehensive analysis to identify internal relationships and their interactions. In addition, the study of the process of sustainable development of the city must be carried out in the unity and interaction of all its components. Applied aspects of ecologically safe development of the city consist in substantiation and acceptance of the corresponding decisions for realization of ecological policy. These solutions include the development of environmental projects (systems of principles, approaches, methods and management technologies), environmental investment (based on tasks, characteristics, areas and sources of funding), support for environmental entrepreneurship, including small businesses. The implementation of the adopted decisions seriously depends on the activity of local self-government bodies, their powers and possibilities of administrative and legal regulation in the ecological sphere. The complex approach to substantiation of theoretical and methodical bases and development of practical recommendations on ecologically safe development of the city is offered, including revealing of features of ecological safety of the city as system, an estimation of a condition of ecological safety of the city, adaptation of domestic and foreign exp erience of maintenance of ecological safety of the city. its implementation. In further research, it is necessary to pay attention to generalization of branch features of system of ecological safety of the city (including protection and rational use of air, water, land resources, utilization of industrial and household waste, improvement of the city territory, ecological tourism).

The article considers the directions of application of innovative tools of marketing research in the processes of formation of marketing commodity and communication policy of trade establishments. The options for companies to use artificial intelligence tools and in-depth site analysis in the marketing commodity and communication policy of FMCG market players are generalized. Prospects, advantages and problems of using Big Data Analysis as an innovation of marketing research in the field of retail are outlined. Areas of marketing innovations in FMCG are structured based on the application of big data. It is noted that the management of leading companies in the field of food retail should pay attention to the available budget information technologies Big Data and ensure their quality implementation in the system of marketing communications. The tasks that Big Data Analysis technology is able to solve in the processes of formation and implementation of marketing commodity and communication policy of local and regional retail chains, other retail business operators are identified. It has been proven that Big Data in itself does not give any competitive advantage and only its proper use can give the marketing of the retail network an understanding of how to act properly. Some data collection tools that are most effective in offline retail, online retail are considered. The directions of search of decisions on development of actions on overcoming of consequences of corona crisis by the analytical tools which can adjust a commodity and communication policy of trade establishments are defined.

The dynamic processes of urbanization and administrative reform in Ukraine are challenged by a range of problems and tasks to improve the public urban policy, including the reforming and development of public transport systems, greening and humanization of environment, and improvement of conditions and living standards of residents. The problem of forming the cities’ financial foundation and efficient links between the cities and surroundings, as well as achievement of financial and economic effects from their consolidation into joint socio-economic and spatial structures is one of the most urgent to be solved. The paper aims to substantiate the conceptual financial model of urban systems that takes into account the new conditions and trends in the development of the cities in Ukraine that are related to the intensification of agglomeration processes. It will contribute to efficient cooperation between communities to solve complex tasks of spatial and socio-economic development and to disclose the cities’ opportunities to form budget policy in conditions of agglomerations. The paper contemplates the possibilities to form the financial-economic model at various territorial levels. The author develops the structural model of an urban system with a city as the core of the urban system, which is the administrative-territorial unit with defined boundaries, specific territorial development with prevailing spots of non-agricultural functions, capital concentration, economic activity types, economic and social benefits, and residents employed in non-agricultural production, institutions, and organizations. The legal framework is analyzed, contributing to the substantiation of financial-economic models at the level of cities, urban agglomerations, and urban systems. The financial-economic model of a city and consolidated territorial communities is built. The perspectives of urban systems’ development are outlined, and opportunities to search for efficient mechanisms of local budget forming through cooperation between territorial communities to solve the problems of the socio-economic and spatial development of territories are substantiated.
