The paper analyzes the collections and databases of the online local history research created by Latvian public libraries, as well as describes the content of the databases as well as available sources of information and its formats. The research base is websites of the main libraries of Latvia's regions and the digital local history research available online. The result of the research led to the conclusion that Latvian public libraries offer a wide range of online local history research resources and databases: local countyman databases and encyclopedia, libraries history materials, information about county, oral history collections: personal records and memory stories. The interviews can be evidenced in audio format. The full texts of the interviews have also been published. Several Latvian public libraries also offer a video format. It is concluded that the local history databases of Latvian public libraries store and provide unique information about the time, place, historical events and people in the region. The sources of oral history included in the local history databases in the collections of Latvian public libraries are an important part of the historical heritage.

It has been proven historically how important feelings and expressions are. They form an important role in communications between individuals of different culture. In the present day, Globalization has led to exchange of vast number of ideas among people on Earth. This gives rise to a unique challenge of identifying what the person in front is speaking about and formulate opinions likewise. Failing to do that would often result in unfortunate consequences. This paper leads to make inroads in this field and provide a basis to other future researchers. We took images from a pre-existing video dataset and recognize the emotions behind it. Through a series of experiments, a final neural network model was created which gave an accuracy of 88%.

The purpose of this paper is to compare data, covering four types of industrial property – patents, utility models, trademarks, and industrial designs in the period 2015-2020, based on the World Intellectual Property Organization (WIPO) Indicators. In the category patents and utility models are compared percentage shares of total patent applications by the top five offices; patent applications for the top 10 offices; top 10 Patent Cooperation Treaty (PCT) applicants; utility model applications for the top 10 offices. In the category trademark are compared percentage shares of total trademark filing activity by the top five offices; application class counts for the top 10 offices; Madrid international applications for the top 10 origins. In the category industrial design are compared percentage shares of total design filing activity by the top five offices; application design counts for the top 10 offices; designs in Hague international applications for the top 10 origins. The analysis shows the development in all areas of intellectual property (IP), which is directly related to raising awareness of IP issues in university environment.

This paper presents the architecture and implementation of a service that delivers personalized content to open-air museum visitors. The service uses push notifications to deliver this content. Notifications can be delivered to all visitors or personalized - to a group of visitors or to a specific visitor. The service segments museum visitors according to their location and their profile, which is built dynamically over time. For the geospatial segmentation of visitors, geofencing is used - each visitor is assigned to a segment that corresponds to a specific geographic area - part of an open space or exhibit. The service allows localization of visitors by their GPS coordinates or by estimating their distance from Bluetooth Low Energy (BLE) beacons. The geofences are described as a polygons or circles. Geospatial segmentation is implemented using a NoSQL database MongoDB, which has built-in capabilities for working with geospatial queries. Depending on the profile, each visitor falls into one or several segments: professional researcher, non-professional researcher, inspiration seeker, casual visitor, and visitors with disabilities. For each visitor, personalized content is delivered, depending on the segments to which the visitor is assigned. The necessary experiments have been conducted and analyzed to prove the applicability of the service for real-time delivery of personalized content.

This paper aims to demonstrate some solutions of a new method for constructing modal interfaces for information structure of a smart Gallery, which allows using the context-oriented calculations and subject-oriented knowledge base to offer the user the most suitable interface, based on available resources, situations, context, preferences and constraints. This article is devoted to the creation of a mathematical model processing the output signal of video surveillance systems, based on information about the characteristics of the signals of the objects of observation, in order to protect cultural heritage. The subject of the study is the relationship between the structure and parameters of the output signal, certain changes in the situation in the area of observation and detection of a signal from foreign objects against the background of noise. Typical physical conditions for the functioning of video surveillance systems are defined and general recommendations for maintaining the operating point are offered. Algorithms have been developed that realize the functionality of the optimal detector device by numerical methods.

To identify structural deficiencies, floorplan digitization is essential for legacy buildings, and historically significant and culturally rich sites. However, these technologies heavily depend on vector graphics. This paper studies problems related to the development of craft software. It proposes an approach to developing an application for digital representation of stitches in cross stitch pattern software. The software is oriented to people manufacturing national Bulgarian costumes and clothing employing national Bulgarian cross stitch and embroidery. As UI elements, stitches are represented in XAML code. Graphic primitives are described in vector format; character transformations are allowed, and there are possibilities for creating combinations of stitches. The solution will be used in cross stitch software development.

In the paper are discussed security problems related to online digital libraries and portals. Special attention is placed to one the methods to distinguish usage of online digital libraries from non-human users. The present work aims to create approaches for applying the means of digitalization in the design stage and selection of (graphic) design solutions intended for the needs of the preservation and dissemination of the cultural-historical heritage. In order to expand the applicability of the proposed approach, the emphasis is mainly on the moment of the exact selection of exhibits of a given type in order to use them to achieve the best presentation for various needs of the graphic, industrial, etc. design for a wide range of objects - artefacts from museum collections such as costumes, costumes, jewellery and the like. One of the possible options for achieving the goals of the present development envisages the use of artificial intelligence tools and modern approaches to image analysis. The paper gives an overview on the Bulgarian participation in the einfrastructure part of the NI4OS-Europe project, funded by EC through H2020 program. NI4OS-Europe team has identified a set of necessary services and the corresponding policies that resources have to produce and publish, clearly stating to the users the ways these resources could be used, as well as the actions that are not allowed. By offering service providers a clear procedure for onboarding, NI4OS-Europe project partners are able to on-board more services with pan-European significance. Here we briefly present some of the services developed by the Bulgarian team.

The workshop on Approaches, Models and Tools for Digitization of Specific Ethnographic Objects presents the main outcomes of the international project Europe Ritual Cuisine – Digital Presentation and Preservation (EURICA), funded by the European Union through the Erasmus+ Programme KA2 Strategic Partnerships. The workshop outlines the proposed methodology and model for digital presentation, preservation and promotion of the ritual recipes as specific ethnographic objects and presents the developed online training resources.
