The Evolution of the North Caucasian Criminal Underground: from Separatism to Jihadism

In the late 20th and early 21st centuries, the North Caucasus has transformed into an unstable region due to the expansion of the extremist and jihadist ideas. While considering the evolution of radical forces in the North Caucasus and revealing the peculiarities of Jihadi Salafism, I suggest that, in spite of being territorially isolated, this region is connected with the main international terrorist zone in the Middle East. Terrorism turns from single fanatic actions to the extensive and well-functioning global system consisting of separate organizations that act in the same direction, pursue a shared goal, and have vast material, financial, ideological, propagandistic, and human resources. Terrorist organizations have been transformed from the national groups into the transnational associations with the established hierarchy, division of labor and into the network structures. The reasons for the stability of jihadi terrorism in the multiethnic macroregion are not only the activities of the Islamic State but also some reasons concerning the Russian internal policies, including economic problems and a generation gap.
