The establishment of a Border Liason Committee (BLC) between Indonesia and Timor Leste is a social, economic, and cultural cooperation between border communities, while providing support for border issues between Indonesia and Timor Leste. Implementation of BLC in cooperation between Indonesia and Timor Leste is consolidation among BLC members which aims to equate perception, activity plan and spreading, inventory the problems and settlement, and explore the potential of socio-economic and cultural cooperation such as cross border, art, culture, education, and sports. Where the role of BLC is expected to contribute to the central government to take the right policy to solve the problems faced by both countries.

This Article are trying to find the relationship pattern between the governor and regent/majors, in the field of government management, also to find out managing form that may show a sinergical inter relationship between province and regency government. Based on the research, we found that the relation pattern between governor and regents related to the implementation of good governance in governor enforcement as the representative of the central government is that inter relation between governor and regents/majors are in the gradual level, which governors can do a form of mentoring and supervising. In other hands, regents should always perform coordination in region governance enforcement, including the relationship between regency and province government.

The European Union issued an Eco Labelling regulations related to all the goods and services in the EU market, including timber products. The regulation is applicable to timber products in state member of the European Union and timber product which are imported by state member of the European Union. Eco Label system was first introduced in the EU by Council Regulation (EEC) No. 880 of 1992. The regulation set regarding Eco Label Award to a variety of products, including timber products. With the existence of these regulations, inevitably make states who export their products to the EU must pay attention to these provisions, including with Indonesia. Many Indonesian producers that export timber products to the state member of EU. So it is needed setting regulation about Eco Label in Indonesia. In addition, it is requirement to establish the institution that issued the Eco Label certificate so that Indonesian timber products can get into the EU market. This is due to the many Indonesian producers were exporting timber products in state member of the European Union. Indonesia’s requirement for regulations and institutions associated with Eco Label are caused by the globalization of international trade. In the end we realize it or not, with the globalization, a rule of law in one country will affect the rule of law in another country.

Village is Republic of Indonesia integral part. The existence of the village administration is constitutionally recognized and respected in Article 18B (2) of the Republic Indonesia Constitution 1945. The village has autonomy with its own characteristics. Through this autonomy village will be able to regulate and administer the village government. Basically village autonomy can play an important role in the development of national economic. The potential of village can be used in improving the national economy. There came the problems about how is the integration between modern legal state law with village law related to the national economic development, and how to optimize the national economic development through village autonomy. This kind of law integration needs to be done through the process of establishing a modern state of law (legislation). Based on three important step in their preparation. It is also necessary to reflect the understanding of Pancasila. Optimization of economic development based on the village autonomy, can be conducted through the empowerment and improvement of society, and the arrangement of the formation and implementation of village-owned enterprises.
