The national plan of education and the financial difficulties to implement it

In this article, it is argued that the National Education Plan (PNE), due to its required amount of money, faces difficulties to be accomplished. In accordance with the Federal Constitution, art. 214, and to the LDB/96, art. 9, line I, the PNE, approved in 2014, demands an extra-amount of money (R$ 158,3 billion), whose parameter was based on the price of a barrel of crude oil, which no longer maintains the same level. The federal government won’t be able to cover the investments required by the PNE in the next 10 years. In fact, Pré-sal is no longer a reference to trust, and the government will have difficulties to cover the new expenditures in education. Accordingly, it can be said that there won’t be financial resources to pay the bill of education in Brazil. Despite these difficulties, there will be alternatives to be pursued, especially those which derive from strategic priorities.
