The mankind will intensively transform the surrounding environment, forming natural and anthropogenous landscapes. As a rule, characteristics of natural landscapes are provided in a Landscape Science. However, a real situation such is that practically all landscapes of our region (forest–steppe landscapes) though to some extent, but are transformed. At the development of a landscape of people changes first of all such component of a landscape as a vegetable cover. And garden and kitchen garden landscapes of Ishim and the Ishim district, a vegetable cover, it seems, is present at natural and anthropogenous landscapes to which it is possible to carry, but in what species of plants and what their prevalence differs it is possible to answer only after carrying out research and the analysis of floristic structure of garden and garden landscapes. We conducted research on the floristic structure of garden and garden landscapes on three key sites (Ishim, the village of Strychnine, the village of Mizonovo) Ishim and the Ishim district. The analysis of the prevalence of species of plants of various agricultural groups is made, the abstract of types is made. Besides, the comparative characteristic of garden and garden landscapes of Ishim and the Ishim district is given. Among the group of vegetable cultures, the plants which are the most extended on all three key sites are well–known types: potatoes and tomato. Prevalence in all three key sites so of types, as is also high: cucumbers, carrots, cabbage, onions, etc. The most a little widespread type of vegetable cultures is soy, and in Mizonovo it isn’t present. Among green and the spicy plants of cultures, the most widespread in all key sites is fennel. Green and spicy plants, still “exotic” for our district, are widespread in the village of Mizonovo not so widely. Parsley, salad are also traditional onions on greens. Raspberry, currant, gooseberry is most widespread in a group of fruit and berry cultures. In Mizonovo pay to fruit and berry cultures insignificant attention. In the village of Strychnine fruit and berry cultures widespread, then in Ishim. Besides, in Strychnine select fruit and berry cultures for maturing terms that during all vegetative period there were fresh fruits and berries. However, “exotic” types, such as an apricot, sweet cherry, are registered in Ishim. The group of medicinal cultures is more various in garden and kitchen garden landscapes of Ishim. In spite of the fact that green manure crop in villages is grown up approximately twice less, than in the city, nevertheless, leaders are a bean (peas, haricot, beans) and oats. Citizens in garden and garden landscapes grow up a wide range of types–green manure crop. The decorative and blossoming plants in garden and garden landscapes of Ishim differ in a wider range than on other sites. However, prevalence is, as a rule, lower than them, than in the village of Strychnine. In the village of Mizonovo are more widespread one — the biannual blossoming plants and trees. We will note that on all sites there are plants included in the Red List, such as peony evading, Solomon’s seal, a globeflower, the adonis. Is interesting that fact that in garden and garden landscapes of Ishim practically all species of plants meet wider range, but less than in the village of Strychnine. In all three key sites of garden and garden landscapes, traditional species of plants of each group are the most widespread. In the village of Mizonovo, the studied landscapes are used for receiving food more. In Ishim and the village of Strychnine pay attention to novelties, expansion of specific structure, introduced new fruit and berry, vegetable and the spicy plants of types, to the decorative and blossoming plants more.

The article studies current challenges facing Russian financial policy in global economic turbulence. The research aims at assessing the Russian fiscal policy strategy up to 2018, and the opportunity to create the federal budget in 2016 through changes in export taxes and charges. Authors give the objective facts of a modern economic situation in Russia. Possible decisions and development of economic strategy are provided. The analysis of financial policy of Russia is constructed on the basis of these world rating agencies and documents of the Government of Russia. In the conclusion, authors draw conclusions on the possible tax to changes.

In the article, the new national standard of an assessment of business reputation of the state standard specifications P 66.0.01-2015 enterprises is considered. Authors concretize the guidelines of an assessment of experience and business reputation. Expert (qualitative) and quantitative (settlement) methods of an assessment of experience and business reputation of the companies are described. The purposes of an expert assessment of business reputation of subjects of business activity are given; for a factorial model of business reputation of the organization the index depending on the reliability of data and influence of various factors is used.

In the article are overviewed actual problems of communication in a global world, given the phenomenon of mass multimedia communication, which is based on an interactive and multichannel nature of mass media. Are developed basic concepts of mass audience multiplying connection system, which allows instant playback and multiplying of current meanings in time and space in certain situations, taking into account categorical apparatus of the multiplier theory? Certain approaches to system analysis audiences and media of multiplying connections are significant today both for the economy and for the sphere of mass media, media education, where the use of multiplying connections, interactivity and real–time mode are the norm. The systematization of the key particularities of the system had been held. Particular attention in the research is paid to informational media technologies (hypertextual, interactive, global dialog communication in real time), enhancing vertical and horizontal competition in the information value chain of multimedia resources users. Are emphasized seven modules of conceptual modeling analysis scheme of multiplying information in the context of globalization. To determine the key parts of analysis author uses of social communications theory scientific concepts, as well as innovative technological developments and models incorporating elements of broadcasting, the Internet, social networking and mobile phone connections. As a long–term (current) direction of topic’s development is allocated research of modes’ borders of public (open) dialogue and anonymous impersonal communication, combined with the system of the multiplying relations modeling in the digital environment.

In article questions of social protection in a services sector, in particular, the right for social security in old age, in the case of disability, and also the loss of the supporter and in others, the cases provided by the law are considered by the author. The analysis of a constitutional right is provided in the country and modern system of her realization. The author consistently gives the main problems connected with practical realization of the right for social protection of citizens and comes to a conclusion about the need of their decision through the simplest forms and methods. Not only the quantity or volume of the social sphere becomes the object of consideration, but also efficiency as the main criterion of an assessment of the social security of citizens. In the conclusion, the author comes to a conclusion that it is necessary to take appropriate measures for expansion and development of quality of modern hi-tech obsluzhivaniye, improvement and full support in the sphere of social security by preparation, retraining and professional development of shots.

In the article, the necessity of optimization of the educational process is examined with the purpose of more durable graphic preparation of students of technical institutes of higher. One of the methods of optimization is the use of modern facilities teaching, among which most essential for the teaching of descriptive geometry are those, which develop spatial thought, so necessary in studies and professional activity of engineer. Specific of educational discipline “Descriptive geometry” is such, that in it the didactic principle of availability of the studied material is indissolubly related to the didactic principle of evidentness, allowing most successfully to work out problems, related to the mental perception of difficult by volume figures. From a number modern facilities of teaching most effective an author counts multimedia technologies and electronic textbooks. In the article, their advantages are marked by comparison to a traditional lecture. Multimedia technologies allow, for the limited time to rot in the large volume of graphic material; to go back to previous material; to rot in the basic stages of decision of labour intensive tasks; to rot in the 3d images of surfaces under any point of view; to use animation; to routine application of separate figures on the real constructions. On the different stages of employment, it is possible to use multimedia presentations, as mean. The advantage of electronic textbooks is in that in them there are Refs.s of additional materials on the Internet, it allows to extend and deepen knowledge of students, form skills of independent necessary information retrievals. Due to evidentness and interactiveness, to the use of facilities of information technologies and computer possibilities as facilities of cognition active approach is carried out in the process of teaching of students. In the article a table over is brought with the results of watching of advantages of interactive board and tablet of data with a touch screen. All this hardware’s enable effectively, it is optimum to use time of employment, organize activity of students.
