THE HISTORY OF SCIENTIFIC RATIONALE OF TECHNOLOGIES OF GRANTING ACCESS TO SERVICES OF SCIENTIFIC LIBRARIES OF HIGHER EDUCATIONAL INSTITUTIONS IN UKRAINE Renat Rizhniak the candidate of Pedagogical Sciences, professor of Mathematics of the Volodymyr Vynnychenko Kirovohrad State Pedagogical University (Ukraine) e-mail: rizhniak@gmail.com SUMMARY: The study of the evolution of the theoretical study of information of scientific libraries in the higher educational institutions in Ukraine during the period of the 80th of the twentieth century to the present time is an important aspect of the study of the history of the introduction of science in higher education of our country. The evolution of scientific, technological and technical support of informatization of scientific libraries in the higher educational institutions of Ukraine during the period of the 80th of the twentieth century to the present lasted for three main stages: the first stage – justification of the processes of automation of the libraries in higher educational institutions; second stage – the rationale of technologies to provide access to local and external library services; third stage – study of theoretical foundations, development of strategies and the creation of full-text electronic technologies of formation the amounts of information (digital libraries). The aim of the paper is the study of the history of scientific rationale of technologies providing access to local library services and external scientific libraries (i.e. the content of the other from the above-defined stages) in higher educational institutions of Ukraine in the context of studying the history of the formation and development of computer science and its introduction in higher education in Ukraine. During the development phase of scientific support of informatization of the university scientific libraries that lasted for years 2000-2005 the study of processes of automation of libraries proceeded. But the main studies of Ukrainian scientists during this period were the works on providing access to local and external library service, which identifies conceptual positions of the National abstracting of scientific literature (M. Soroka), there were implemented theoretical and practical ways to search for patterns of providing access to local and external library services and the formation of digital libraries (N. Slobodyanyk, A. Chekrmarev, L. Kostenko, T. Pavlusha, I. Pavlusha), justified the terms and the creation of the development of methods and access to local library services (L. Filippova), formulated the main problems in the field of development and use of library information resources (M. Soroka). New studies made it necessary to conduct the searches of the peculiarities of library management in the institution of higher education in the age of globalization (V. Drygailo) to identify ways of proceedings innovation policy of the libraries (I. Davydova), to summarize the innovation of the development of modern university library in conditions of reforming higher education of Ukraine (N. Apshay). ABSTRACT The religious issue in Ukraine has recently attracted more and more attention, because to build democratic relations in the country, excluding religious features without establishing relations with the church impossible. Socio-political and demographic processes in the period from the end of XIX century. shaped the modern confessional structure of the Crimean region, today the most religiously mosaic region of Ukraine, on whose territory the acts 1365 thousand religious organizations, religious leaders, various trends and tendencies. It is home to more than 80 ethnic groups. The bulk of the population is ethnic Russian and Ukrainians. A special group of local population are people of the Crimean Tatars, Armenians, Karaites, Krymchaks, Greeks, Germans, Bulgarians, etc. In Soviet historiography today almost no special general works on the religious structure of the population Tauride province, however, there is literature that addresses some aspects of the problems. So urgent is the analysis of the confessional structure of the population Tauride province the second half of the XIX century. Based on the first general census of the Russian Empire in 1897 Taurian province – a region with a complex history of religious development. Historical feature is that a relatively small area at the same time there existed various religious denominations, the dominant Orthodox denominations and sects and ethnic minorities, who have had their relatively wide scale peninsula religious sphere, as well as autonomous sectarian administrative authorities , who spread their power on the territory of the province or its individual regions, which led to the need for religious policy against believers, precise regulation of their rights and responsibilities. The territorial scope of the study defined territory Tauride province of the Russian Empire. In the administrative-territorial structure of the province allocated 8 counties and two city government, including the Crimean peninsula 5 counties – Simferopol, Perekop, Feodosia, Evpatoria, Yalta and 2 city government – Simferopol, Kerch-Yenikalsky; and three northern county (Berdyansk, Dnieper, Melitopol). So, in the Tauride province absolute advantage over the representatives of other religions were representatives of Orthodoxy (73.9 %). Orthodox population consisted of a neighboring province in South Ukraine, immigrants from central and northern Ukrainian provinces of the empire, as well as part of the settlers of the Great Russian provinces. Among Orthodox Christians held a majority ethnic Ukrainian and Russian , as well as the majority of Belarusians, Greeks, Bulgarians, Moldovans, Gypsies and others. Also, to a large enough group classifies Mohammedan religious (13.2 %), which were mainly represented by the Tatars (98.4 %), Turks (0,9 %), Roma (0.6 %). To substantially smaller in size unlike the Orthodox and Mohammedan, but significant enough in the confessional structure of the province were Protestants (4.7 %). Among them are Lutherans (2.95 %), Mennonites (1.7 %), reformers (0.02 %), Anglicans (0.0076 %) and Baptists (0.0075 %). On the ethnic factor formed from the Germans and Estonians. Thus, the main link among Protestant Germans occupy. In the confessional structure of the population Tauride province also treated the Jews (4.2 %) and Roman Catholics (2 %). On the ethnic component Roman Catholics were represented Germans, Poles, Ukrainians, Czechs, French and Italians. From the results of population Tauride province can say that the most populous is dominant in the Russian Empire, the Orthodox confession. Summing up, we can say that the situation with religious affiliation of national minorities on the territory of the Tauride province partly reflected confessional of imperial policy. To substantially smaller in size unlike the Orthodox and Mohammedan, but significant enough in the confessional structure of the province were Protestants ( 4.7%). Among them are Lutherans (2.95 %), Mennonites (1.7 %), reformers (0.02 %), Anglicans (0.0076 %) and Baptists (0.0075 %). On the ethnic factor formed from the Germans and Estonians. ABSTRACT Rationality in politics from the perspective of the new institutionalism is understood as making optimal decisions. The individual does not the best choice in an unstable social and political situation. Human limited choice alternatives. The second limitation is due to the time factor. Commodity-money relations in politics means activates the manipulation of public opinion. This explains the choice of individuals who make decisions under the influence means the manipulation of consciousness. The purpose of this study is to identify major trends and conditions that contribute to the destabilization of society. We explore these trends and conditions in the various institutional options cycle. Consequences of political decision-making causes instability in the society when replaced basis for these decisions. Subjects policy under transients operate on the basis of informal norms more. Such actions are explained by opportunistic behavior of actors and the low efficiency of the formal norms. Instability institutional norms manifested in the absence of hard mechanism for monitoring compliance. Institute of losing its legitimacy because of dysfunctional core standards. Social stability can be achieved, if the actors operate within political institutions. This is the first condition. The second condition is formulated as follows. Stability is possible if the subject is able to provide a fully functional interaction structures that conflict. The third condition is. Stability is possible if the transaction costs offset conflictual relationship completely. If resources that compensate for the conflictual relationship is missing, then instability in the society will continue. Frequent changes in the "rules of the game" may have two options consequences. The result is an inefficient use of state social capital. The result may be to maintain the state bureaucracy of its dominant position in the political market. Institutional cycle we call the full dynamics of institutional changes from the beginning to the end of the electoral cycle. There are two main options for the functioning of the political institutions in terms of political and social instability. The first option presented institution that during the election cycle goes through a number of phases and the last phase is transformed into a new organizational capacity. Such dynamics can be described as the Institute "model of moderate instability." The second embodiment can be expressed as follows. Institute for the intermediate phase completes the cycle and goes to his last phase. Such an option is the dynamic functioning of the institution can be taken as a "crisis model." Expedient to distinguish the following phases institutional cycle phase active formation, structured phase, institutional exhaustion phase and institutional transformations. Instability manifests itself most explicitly in the final phases of institutional cycle. Full passage institutional cycle state institutions is not always possible when the polarization is enhanced socio-political forces in society.
