The article analyzes the Russian imperial strategy of using public space to legitimize the government’s policy at the «Polish question» during the nineteenth century. The author researched public opinion’s technologies, value-defined ideological and practical mechanisms of establishment’s interaction with the Russian public in the destruction of Polish influences at western regions of the Empire, including the Right-Bank Ukraine. The author concludes that this interaction contributed to the formation of a new national-imperial ideology, based on the recognition of the indivisibility and the historicity of the of Russian state’s borders. The government has appealing to public’s patriotic feelings in case of strengthening of Polish national cultural and social movement. The Russia’s administration applies at first time a strategy of using public communication as a means of shaping public opinion and therefore tolerance mechanism of government policy in the «Polish question». Resorting to the technology of transformation the Poles into internal enemies of the Motherland and updating the patriotic sentiments of the public, St. Petersburg formed a favorable 16 ЕМІНАК environment for the implementation of government programs of definitive integration of the western regions into imperial space and destroy the remnants of the sovereignty of the Kingdom of Poland after suppression of Insurrection of 1863-1864. As a result of this policy social movement aimed at preserving the national and socio-cultural identity of the Poles in the Russian Empire, was outside the legal public activity that adversely affected the Polish nation-building processes of the modern era

The article reveals the process of legitimization the state and mechanism of functioning of the Polish administration in Western Volyn in 1920. Found that the regional level of the Polish state administration in this period was introduced temporary political and administrative entities and county authorities. Studied primary measures of the administrative apparatus Second Polish Republic in the region and society response to short-term replacement Polish Bolshevik government in summer 1920 in the set period was establishing a new administrative system which had organized its activities according to the needs of all nations of the province. Given the multi-ethnic structure and its western Volyn and religious richness, performance goals significantly hampered. Part of society duly accepted the new political realities and tried to adapt to them, the other hauled organizational work for the destabilization of administration. Ukrainians who were in numerical majority, tried to achieve equality in political and economic life of Poles. Some organization want to worked with Ukrainian peoples on the traditional principles «free peoples with free peoples». Some Jews and Germans, especially during the Polish- Bolshevik war, distinguished cooperation with the Red Army. Affluent Czechs and Poles predictably supported the administrative apparatus of the Second Polish Republic.

This article deals with preconditions for creation and functioning of the back-channel system between Washington and Havana in the 1960s. The general description is given to U.S.-Cuban relations in the late 1950s – 1960s. There were analyzed the factors which influenced on the formation of the U.S. policy towards Cuba and determined the nature of its qualitative changes in the given period. The article is based on archival materials, which had recently opened for research. As a result of the research the author comes to the conclusion, that the process of establishing a secret dialogue between the U.S. and Cuba was difficult and had some special features. Due to the traditional views of Latin American policy, the United States missed the opportunity to normalize U.S.-Cuban relations after the Revolution in Cuba. It led to the severance of diplomatic relations and made it impossible to open dialogue to resolve the Cuban missile crisis in 1962. However, in the nuclear crisis, the leaders of both countries came to an understanding about the need to create a backchannel to reduce the degree of tension between Washington and Havana. In the context of the Cold war U.S.-Cuban dialogue could only be a secret. In 1963 was established the complex exchange system of secret messages between the American President and the Cuban leader. After the assassination of John F. Kennedy had been increased the anti-Cuban sentiment in the U.S. Because of it, the new President Lyndon Johnson refused to conduct secret negotiations with Fidel Castro and had not revised the main aspects of the U.S. Cuban policy.

The article considers the instrument of strategic partnership and its criteria. During the years of independent, Ukraine declared about 30 countries, its strategic partners, but verification of the list shows that the real partners of Ukraine are the 6 countries: USA, Canada, Germany and Poland. Relations between Ukraine and the Unated States were declared as a strategic partnership in 2008, but a special impulse they received after the events on the Maidan, and the Russian aggression on the East of Ukrain and in the Crimea. USA provides support to our country in confronting the aggressor, and also The United States is foreing creditor of Ukraine. Canada and Ukraine has relations of a special partnership, which in fact have are the strategic partnership. Canada supports Ukraine, and in the future plans to increase thi support in the political, economic and humanitarian spheres. The relations between Ukrainian and Germany do not have the status of strategic partnership, but they are very important for both sides. Germany successive advocates for preservayion of international sanctions on Russia until the Minsk agreement will be executed. Poland is a strategic partner of Ukraine since 1996, and it protects and lobbying our interests in the EU and NATO.

The article is given sacred to the problem of transformation of strategy of policy of party of christian democrats in the conditions of globalization. There are high-quality changes of correlation transnational and national in the modern world. Debatable is a question about the loss of leading role of ethnic, national component in the process of strengthening of migratory policy. The analysis of the personal touches of national policy of Germany allows to find out a degree through incompetence of conception of multiculturalis society of social adaptation of Germans to the consequences of іslamization country. Halved integration of millions of foreigners and form of its realization uncompleted, grew into the major political task of today. Germany long time was not instrumental in integration of these people, and such exclusion and entailed a social segregation. From the beginning of 1990th politician CDU/CSU was directed on creation of hard immigration legislation and acceptance of measures for integrations of immigrants which already live in Germany. Exactly here on a question attitude toward an islam a dissidence begins in CDU. One part of party considers an islam diaspore a threat safety and stability of Germany, while other part of party accedes to the obvious fact of force of islam diaspore and with that with it it is needed to be considered. Accordingly, two lines of inner-party policy are selected: domestication, germanization of islam.

This article deals with the role of Indonesia in international relations in Asia Pacific and around the world. The regulatory framework of its foreign policy strategy is analyzed; special attention is paid to the goals, objectives and principles of its foreign policy. The characteristic of Indonesia’s cooperation with regional organizations of the world is given. Its main initiative within cooperation with these organizations is improvement of the region security system. This study demonstrates that, despite the undeniable importance of the ASEAN’s foreign policy for Indonesia, the state focuses its attention on the other organization and cooperates with a lot of regional forums. This pragmatic and effective strategy can be an example for the Ukrainian leadership. Also his article deals with diplomatic, political, economic, trade relations, relations in the fields of scientific, technical, cultural and humanitarian cooperation between Indonesia and leading countries.

This article analyzes the publication in the academic Journal about seminary education and education in general. Collected and systematized the material made it possible to identify the main problems of the seminary and show academic suggested ways to reform the corporation first two parts of spiritual education. Among the burning problems of the seminary called isolation seminary education on life, congestion seminarians that led to apathy and backwardness in education, caste clergy, and thus this institution, the necessity of inserting new content into teaching homiletics, miserable financial situation of teachers seminary, which directly affect the seminary education in general, unfounded accusations seminary for allegedly spreading materialistic and nihilistic views of others. Reform seminary seen each other in carrying general subjects in religious schools, which would give a basic level of education and are graduates, like graduates of secular schools deliberately chose to study at the seminary as a way to clergy. This would contribute to elimination of caste clergy, and finally as the closure of the seminary.
