Practical aspects of preparing information for making decisions about the expediency and feasibility of the project by means of the project analysis are investigated. A need to change the concept of project analysis is revealed.
Based on selected criterion base of indicators using the fuzzy multi-dimensional comparing the mathematical model of regional education cluster portfolio formation is proposed.

Its basic elements and interrelations are described. Method for analyzing and monitoring of the project performance indicators is proposed.

The method of the project portfolio components evaluation at its forming on the basis of introformation model is formalized, and relations and laws of change of final integral mark of components are formalized. On this base most rational parameters of method are set as following: 1) in basis of calculations in the introformation model of method it is expedient to put a method that is based on the introphysical model of the impulse change; 2) it is desirable to attract to evaluation from one to seven experts that have centrist evaluation style, for calculations to use a makeable for them evaluation enia-scale, pressed from 01-valued membership function to 0,3-0,7-valued membership function; 3) for the calculation of final integral marks of components it is expedient to apply the chart of rolling up of marks given by separate experts.
