On this base most rational parameters of method are set as following: 1) in basis of calculations in the introformation model of method it is expedient to put a method that is based on the introphysical model of the impulse change; 2) it is desirable to attract to evaluation from one to seven experts that have centrist evaluation style, for calculations to use a makeable for them evaluation enia-scale, pressed from 01-valued membership function to 0,3-0,7-valued membership function; 3) for the calculation of final integral marks of components it is expedient to apply the chart of rolling up of marks given by separate experts.

Based on the literature and statistical analysis using method of total ranks on the set of factors which have unmediated impact on regional socio-economic systems, the model of estimation of level of regional development is developed in purpose to initiate a process of forming the project portfolios. With the help of the MS Excel’s built-in functions the classification of regional socio-economic systems is done. Total ranks of Ukrainian regions for 2012 are calculated, out of which the resulting final grade is determined. This allows to streamline regions of Ukraine by the level of development and forms the basis for initiating the formation of regional project portfolios.

Purpose To provide the ways of adapting the system of industrial enterprise personnel management to the conditions of foreign markets operation. Design/methodology/approach The peculiarities of foreign economic activities are determined and the key issues of adapting the enterprise personnel management system to the conditions of foreign markets are investigated. The motivational aspects and personnel development in process of adaptation are considered in details. Findings Provides the ways of adapting the system of industrial enterprise personnel management to the conditions of foreign markets operation. Describes the tariff-free version of the wages system with determining the coefficients of an employee personal qualification level and labor participation taking into account the conditions of foreign economic activities. Gives the ways of personnel development in conditions of foreign economic activities. Research limitations/implications It may take much time to develop and to convey to each employee the rules and the sequence of determining the coefficients of qualification level and labor participation. Practical implications The possibility of making quick decisions in personnel management in changeable environment and taking into consideration the peculiarities of each employee activities in conditions of foreign economic relations. Originality/value This paper raises the problem of adapting the system of personnel management to the conditions of operation on foreign markets and gives the ways of its solving.

Modern economics is developing due to activity of innovative project-oriented enterprises. However, these enterprises have the greater complex of threats and therefore there should be a different approach to understanding the ways of ensuring their economic security. Based on the proposed model of life cycles of entrepreneurial innovations that are presented as counter logistic curves in coordinates "time - structure of innovation expenses", the role and the place of innovative labour in ensuring of economic security were identified; the prospects of description of economic security situations were determined; the metrics for the strategic economic security assessment was offered. Based on the obtained results it is proposed to develop a measures system as to ensuring of the strategic economic security for innovative project - oriented enterprises.

Problem. Today at forming on competitive basis of large by size project portfolios the problem is of too large labour intensiveness and high degree of subjectivism when evaluating the portfolio components by experts. The projects of this sphere are examined as complex multidimensional socio-economic events. Therefore they are multidimensional integral objects of evaluation, presented by heterogeneous components, including, intangible nature, with nonlinear dependences. It predetermines the necessity to apply for evaluation not system-element, but system-integral methods of receipt certain integral mark that integrally characterizes the degree of the component accordance to the set requirements. The system-integral evaluation of the portfolio component is based on such parameters of component that allow characterizing features of its display. Most close to this requirement is a non-force interaction theory. However for the task of integral evaluation of the portfolio components at its forming this theory was not used yet. Purpose. To expose essence of the portfolio components evaluation at its forming from positions of non-force interaction theory. For this purpose to interpret base positions of evaluation in context of introformation state of a project managers that accept evaluation decisions, as non-force interaction objects; to explicit evaluation mechanism of the portfolio components in terms of non-force interaction theory. Design/methodology/approach. Theoretical research of connections and laws of the project portfolio components’ evaluation using methods of formalization, mathematic and graphic modelling and main points of the project portfolio management methodology, theories of evaluation, decision making, non-force interaction, fuzzy sets. Findings. Introformation essence of evaluation mechanism of the project portfolio components at portfolio’s forming by project managers as objects of non-force interaction is exposed. Project managers as non-force interaction objects expose their expert activity (they accept evaluation decisions about the portfolio components at its forming) in spaces of introformation action and non-force interaction. Quality (objectivity, authenticity, exactness) of their evaluation decisions is caused by their "introformativly correct state". Project managers are expedient involve for development of introformative rules of the portfolio components evaluation (as rules maker), and direct calculation of components marks to execute by means of expert model on the basis of non-force interaction introformation model and worked out rules of evaluation. Introformation rules are presented by criteria and evaluation scales. A conceptual model of the project portfolio components’ evaluation mechanism is worked out that is based on two key procedures - development of introformation rules of evaluation and direct evaluation of components within the framework of separate strategic directions and project portfolio as a whole. Procedures of evaluation mechanism must base of the only methodological approach to the construction of corresponding evaluation scales and mathematical apparatus on the basis of introformation model in the fuzzy raising. Originality/value. Offered mechanism allows to create conditions needed for the substantial increase of evaluation objectivity degree and decline of its labour intensiveness.

It is shown that the most essential types of state support and financing are envisaged for those entrepreneurs who implement investment projects in priority industries of economy. It is well-proven that the legislation of Ukraine is not forbid to realize the state registration of the same project as innovative, investment or investment in priority industry of economy simultaneously and to receipt a few types of state support in case of its scope accordance to the requirements.

Essence of concept "safety" is analysed, the subject field of securitology is outlined. Purpose: to considerate the status of education in Jordan from the perspective of system-historical aspect. Methodology approaches: the system analysis method that includes system-historical, system-structural and system-functional aspects was used while researching. Graphical data representation method was used for a better perception. Results: the publications concerning problematic issues existing in Jordanian educational system were reviewed. The key historical milestones and events that have influenced the course of reforms were outlined. The strategic targets of reformations and the results achieved during the course of national projects implementation were compared. The evolution of the change of Jordanian’s place in the international ranking of countries’ readiness to move into the knowledge economy was shown. The advantages of studying in Ukraine for Jordanian students comparing with studying in the United States, Britain and in other countries were also shown. Conclusions: The system of education in Jordan is rather young from the historical aspect and it is dynamic developing. Thanks to the strategic goal of the transformation of Jordan into a regional center for information technology correctly chosen by His Majesty King Abdullah II today's vector of Jordanian education development coincide with the economy development vector of advanced countries, which is directed to the knowledge economy.. However, there is some lag in the pace of development of the knowledge and knowledge economy indices. Therefore it is necessary for the Government of Jordan to carry out definite adjustments of the designed development programs in the direction of reforms' pace increasing in the field of education. Further researches prospects: the studying of possibilities to build distance learning systems in Ukrainian universities for students from Jordan.

Problem. Investigation of the educational project initiation phase using the analytic hierarchy process and its synthesis leads to the problem of factors interrelated hierarchies construction for the preparation modeling and decision making on main work packages. Previously a hierarchy of factors for the investigation of the educational project viability at the stage of initiation was developed. The construction of preparation models system and decision-making in education programs management for other main work packages of this phase requires the investigation. Purpose. The purpose of the article is the factors hierarchies construction as tools of main work packages research on the initiation phase of educational projects with taking into account possible distributions of stakeholders’ roles. Design/methodology/approach. During the publication preparation the studies on project life cycle, including the peculiarities of educational projects, analysis of interconnected decision areas and the analytic hierarchy process were used. Findings. Various researchers opposing to preinvestment phase of the project life cycle juxtapose the phase of educational project initiation or phase of planning and conceptual stage of the project. Based on consideration of the initiation phase of the educational project as a problem of system analysis the proposals for the generic names identification and the main content of work packages on it were formulated. The investigation concerning the distribution of work packages on the initiation phase among executors in typical educational projects, their actions and results was conducted. According to results the typical distributions of work packages between the main participants of educational projects were formulated. It made it possible to make a table of distribution of main stakeholders roles in the implementation of educational projects. The obtained results allow to assure the specific content of suggested in the publication essential schematic hierarchies factors for work (stages) packages of the problem formulation, ideas generating and sponsor search. Originality/value. On the basis of the educational project initiation phase and the possible roles of stakeholders research the preparation and decision making models in the form of fundamental hierarchies AHP/ANP for the stage of problems formulation, ideas generating and sponsor search were proposed. Thus, the AHP/ANP method can be used for the preparation and decisions making concerning all work packages on the initiation phase of the educational project. Typical distributions of work packages between main participants of educational projects allow to use the formulation of the objectives of generalized stakeholders for the construction of the factors hierarchy in AHP/ANP.
