Purpose: the purpose of the study is to determine the main directions and conceptual approaches to modernizing analytical and computer support for the planning of strategic development of socio-economic systems on a national scale in the framework of improving the methodology of strategic planning in a digital transformation of the economy and management. Methods: the issues of improving the tools of strategic planning of socio-economic development are studied in the framework of a system approach to analyzing the construction and functioning of the state management mechanism in the context of active formation of the information society infrastructure and to evaluating of the impact of digital technologies on the content of management tasks in the process of co-evolution of objects and subjects of management in large-scale organizational systems. Results: the article deals with current problems and key tasks of modernization of scientific and methodological, informational and analytical support of state strategic management of socio-economic development. The trends of the evolution of objects and subjects of management in the conditions of the digital transformation of the information society are investigated. The institutional bases for the construction and operation of the strategic planning system of the Russian Federation are characterized. A block diagram of a complex of heterogeneous models of strategic planning of socio-economic development is given. Design solutions are proposed for building the architecture and developing a prototype of the computer support system for the scenario modeling technology when developing multi-level strategic decisions for planning socio-economic development in the emerging infrastructure of the digital economy is presented. Conclusions and Relevance: the study showed the importance and relevance of modernization of the methodological and analytical support of the strategic planning system of the Russian Federation, which takes into account the main consequences and requirements of the creation and distribution of digital technologies in various areas of society. The most important characteristics of innovative changes in the structure and content of strategic planning tasks, the solution of which is associated with the unification of the format of quantitative and qualitative assessments in the digital development management environment, are identified. Standardization of technologies for collecting, transmitting, storing and processing large amounts of data allows you to build computer software for the multi-level system of state strategic planning based on an open service-oriented architecture. The main direction of further research and development in the creation of an analytical platform to support strategic planning of socio-economic development can be the creation of a mathematical apparatus and software products for processing and analyzing large amounts of personalized information about the functioning of economic and social agents to identify and assess their potentials and priorities. This will allow to increase the degree of justification and consistency of planned decisions and regulatory measures developed by the state in the field of planning socio-economic development and ensuring the national security of the Russian Federation.

Purpose: in the present study, the author aims to analyze the strategic aspects of intellectual activity in the fashion industry and to develop recommendations for the formation of an intellectual property management system in this sector of the economy. Methods: the study is based on the use of a set of methods of theoretical and economic analysis, including analysis and synthesis, the method of description, the method of formal logic. Results: to achieve the purpose of the study, the author has solved the following tasks: 1) considered the key objects of intellectual property of the fashion industry, which are of strategic importance for the activities of companies in this field; 2) justified the strategic need for targeted management of intangible assets in the industry; 3) clarified the problem of intellectual property management and proposed recommendations for the formation of an appropriate strategic management system in the fashion industry. Conclusions and Relevance: it is very important for fashion industry companies to explore their competitive advantages for successful existence in the context of increasing international competition. Competitive advantages for this field of activity are mainly expressed in intangible assets. The main strategic objects of intellectual property of enterprises of the industry are commercial product, brand and technical innovations. The author analyzes the practices of companies in this sector of the economy in terms of situations involving to the use of objects of their intellectual property. It was revealed that the main strategic priority of managing the intellectual property of an enterprise today is the protection, preservation and development of intangible assets as a strategic resource needed to increase competitiveness, as well as the economic and information security of an enterprise. In this regard, the author proposed a strategic framework for building an intellectual property management system as a specific functional area of the centralized strategic management of the company. The study of the strategic aspects of intangible assets and the formation of the intellectual property management system is of scientific and practical interest for the development of effective strategies for the development of companies in the fashion industry.

Purpose: the main objective of this article is to understand the need to formulate and then apply a single approach to strategic planning for industrial development of regions, which allows more rationally approaching strategic development planning, as separate regions and territories of the Russian Federation, and individual industries, taking into account their level of modern economic and social development, as well as their provision with various types of resources. To achieve this goal in the article it is necessary to solve the following tasks: to identify the features of management of industrial complexes in the region, to analyze the dynamics and unevenness of industrial development in key regions of Russia, to substantiate the objective necessity of targeted formation of recommendations on their industrial development. Methods: this article is written using a systematic, functional, comparative, structural, interdisciplinary approach, as well as macro and microeconomic analysis tools applied to the development of the regional industrial sector of the economy. Results: the article forms the idea of the expediency of applying a synthetic approach to the classification of Russian regions, which makes it possible to group the regions on the basis of quantitative indicators of social and economic development and qualitative indicators of institutional development, as well as long-term development factors of the region under consideration, taking into account the structure of the dominant industries. The presented dynamics of the development of the regions shows the unevenness of their functioning, which in turn justifies the necessity of applying a differentiated approach in the process of strategic planning for the development of the regional industries. Conclusions and Relevance: the materials outlined in the article show the multifaceted nature of the process of managing the development of the regional industry, which consists in the need to take into account the different, sometimes multidirectional tendencies and interests of participants in the economic process at all levels of management, and the lack of a unified approach to strategic planning. Within the framework of a unified approach to strategic planning for the development of the regional industries, an important element is the spread of the practice of applying the synthetic classification of regions. The application of a single approach to the classification of regions contributes to a more competent formation of industrial policies of individual regions of the country and territories of Russia, and also creates opportunities for targeted planning, including the activation of activities of individual industries and industrial enterprises.

Purpose: the main purpose of this article is to study human capital as a factor of its efficiency growth. To achieve this goal in the article it is necessary to solve the following tasks: to study the theory of human capital; to study the world and domestic practice of the effectiveness of the territories (subjects of the Russian Federation); analyze human capital and efficiency of the Yaroslavl region. Methods: this article is based on the analysis of statistical data on human capital in the regions of the Russian Federation, the analysis of statistical data on human capital in the countries of the world and the method of benchmarking (comparison of data on the effectiveness of the countries of the world and the human capital of the regions). Results: the most important direction of development of the regional economy is the development of human capital, knowledge management and digital economy. The success of solving these problems is possible when synchronizing at the micro, meso- and macro-levels. Macro- and meso-level strategy sets the vector of micro-level development, in turn, the micro-level is an indicator of the strategy implementation. Conclusions and Relevance: the materials presented in the article show the special role of human capital in the competitiveness of the territory. The research carried out in this article is the development of scientific ideas about modern methods of assessing the effectiveness of territories (subjects of the Russian Federation) in terms of human capital. The practical application of the results of the article will allow to assess the human capital of the regions, to compare the human capital of effective regions and outsiders, to identify weak and strong areas of the territory through which it is possible to influence the efficiency of the region.

Purpose: the main purpose of this article is to review the Japanese policy to promote cooperation between the academic and large corporate sectors in the field of science and technology, and to analyze its role in the formation of the innovation system in Japan. Methods: this article is based on the analysis of scientific and analytical materials on the problem of research. The factual basis is the framework documents of the Cabinet of Japan. Results: the article provides a brief retrospective review on the support policy for universities and large corporate sector cooperation, identifies the key factors for the establishment of intersectoral cooperation; identifies the problem areas of the implemented policy that hinder the achievement of the set goals. The relative failure of the applied measures in the sphere of venture business support, commercialization of technologies and other instruments was noted. The hypothesis is put forward about the insufficiency of government efforts to monitor and analyze the activities already implemented, the lack of practice of taking into account failures in the formation of new programs and projects. Also revealed contradictions between the support programs implemented through various government agencies, which also leads to the inefficiency of scientific and technological projects and the establishment of dialogue with the corporate sector, including the need to resolve bureaucratic disagreements. It is also necessary to emphasize, that Japanese experience in implementing of science and technology and innovation policy is very important for Russian economic development. In particular, special attention is paid to study foreign experience in creating an effective mechanism of academic and private sectors interaction, where the key-supporting role is played by government in case of Japan. No doubt, it is not justified to try to copy any foreign institutional system, but the analysis of the negative and positive effects of foreign economic system cases is very valuable for self-institutional mechanisms development. Conclusions and Relevance: the analysis leads to the conclusion that Japan has not yet completed the transformation to a modern model of the national innovation system, the current problem is the weakness of relations between the academic and corporate sectors. At the same time, there is an excessive, "paternalistic" role of the state in the organization of intersectoral interactions, in the absence of attention to the optimization of conditions and incentives for this kind of dialogue. The Japanese government actively supports and tries to develop the practice of "open innovation" business model, but due to the obsolescence of existing institutional structures, as well as their unpreparedness to the development and perception of radically new business models, has not yet been able to achieve concrete sustainable results.

Purpose: the study presented in this article is aimed at improving the methodological tools for assessing intellectual capital, taking into account changes caused by the emerging of the information and network economy and deepening of digitalization. Methods: the article is prepared using a system thinking, a set of general theoretical and economic methods, structural-logical modeling and graphical methods for presention of information. Results: a structural and logical model of the navigator of intellectual capital is developed to take into account the complete set of resources of the enterprise operating in the information and network economy, including resources related to network interaction and the application of new production and management technologies. The shortcomings of the limitation of the existing model of the intellectual capital navigator have been identified and the approaches for their elimination have been substantiated. A new design of the structural and logical model has been developed to match the intellectual capital navigator with the accounting model of the corporate balance sheet. The content, hierarchy and interrelationships of the tangible and intangible resources are refined. The augmented model of the intellectual capital navigator incorporates know-how concept consisting of the production and organizational-management know-how, as well as it includes the concepts of "brand" and "business model" in accordance with the principle of emergence of a system thinking to meet the challenge of complexity. Conclusions and Relevance: the intellectual capital navigator is a promising methodological tool for the comprehensive accounting of the corporate tangible and intangible resources and presenting of information for management decision-making in order to overcome the limitations of the traditional accounting model. These limitations became especially significant with the emerging of the information and network economy and the deepening of digitalization. At the same time, the initial structural and logical model of the intellectual capital navigator has some shortcomings that do not allow to apply in full extent to decision-making. The modified intellectual capital navigator eliminates the most significant shortcomings associated with the non-conformity of the model to accounting principles, its internal contradictions that hamper the consistent accounting of the parts of intellectual property, and develops a structural and logical model for better accounting of intangible resources associated with the interaction of entities in the information and network economy.

Purpose: the purpose of this article is to study the evolution of oil & gas service outsourcing, to determine trends and factors that define these trends. The article also tests the methodology of “five forces of outsourcing” model formulated by the author. Methods: a number of factors, which constitute the “five forces of outsourcing” model, proposed by the author, influences outsourcing. The elements of the model are transaction costs, competitive advantages, trust and commitment, level of economic development and the “sourcing cycle”. The article uses extensive amount of company data and market research, contains assessment of the market volume and prospects of its growth. Results: oil & gas services are the most dynamic type of outsourcing in the oil & gas industry. The article analyses the evolution of oil & gas services outsourcing for the past 20 years through the lenses of the “five forces” methodology. This type of outsourcing first emerged when the Russian economy turned to market economy. It started from the “ground zero” point, evolved, matured and finally became an indispensable part of the oil & gas industry nowadays. At the same time the oil&gas industry reimagined its value chain, having concentrated on its competitive advantages and transferred service business processes to outsourcing providers. The market of oil & gas services outsourcing passed the test when an attempt to create a state monopoly in this field failed due to the maturity of the market. Conclusions and Relevance: the task of increasing efficiency of the oil & gas industry in Russia is paramount especially taking into account the decrease in oil prices. Outsourcing is, undoubtedly, one of the means of achieving such efficiency. Its volumes will keep growing. Yet some companies will continue to test the effectiveness of insourcing operations. The analysis also confirmes the validity of the “five forces” methodology as well as the “sourcing cycle” theory.

Purpose: is to form a comprehensive view of economic legal awareness as the most important factor in the progressive development of the domestic economy and the pledge of the further construction of the rule of law in Russia. Methods: the research is based on the principles of systemic, theoretical-cognitive, institutional, instrumental and interdisciplinary approaches, on the idea of the correlation and interaction of subjective and objective factors in social processes accepted in social science, with relative independence of the subject. Which is devoted to the following tasks: To characterize the legal awareness as a phenomenon and disclose the content of economic legal awareness; To investigate the interaction of the economic legal awareness of modern Russians with regard to the economic task of raising real incomes of citizens; To uncover the legal consciousness of modern Russian business, as the main actor of solving the problem of the Russian Federation becoming one of the five largest economies in the world; To outline the parameters of the influence of economic legal awareness on the creation of a high-performance export-oriented sector in the basic sectors of the economy, developing on the basis of modern technologies and provided with highly qualified personnel. Results: economic legal awareness should be understood as a process and result of the individual's comprehension and evaluation of his legal position in the economy. It is personal and socially conditioned. The state economic policy of Russia has applied specifics, which puts barriers on the way of intensive economic development. The modern Russian in most cases is economically active only for earning, for which he is ready to get a good education and work hard. At the same time, it easily enough goes on minor violations of the law, such as work, without registration for a higher salary or obtaining a loan, which certainly will not be returned in full. At the same time, Russian business, basically, works in the legal field. Conclusions and Relevance: it can be stated that the economic legal awareness of Russians, like the legal awareness in general, is situational in nature, where the individual's desires, needs and interests become a yardstick, for the implementation of which he is ready to violate the law. Overcome this situation can only complex and systematic activity of government bodies, institutions of civil society and the Russian society to solve the economic problems of progressive development facing it, including through legal education and enlightenment.

The article analyzes the main provisions of the strategy of social and economic development of the Lipetsk region for the period until 2020. The goal, tasks and indicators for the development of the Lipetsk region for the period up to 2020 are presented, and a scheme for justifying scenarios for the development of the region's economy with the predominance of a type of economic activity (PTEA) on the basis of a qualitative analysis of the established additional parameters. The testing scenarios for the development of the Lipetsk region have been tested on the basis of an analysis of the costs incurred by participants in the region's economy, which are necessary to implement the economic development scenarios of the Lipetsk region by years. Approbation of the process of substantiating scenarios for the development of the region's economy based on the example of the Lipetsk region was carried out. Preliminarily established and justified the most optimal scenario for the development of the economy of the Lipetsk region in conditions of the predominance of the type of economic activity "Processing industries". Purpose: to develop recommendations for choosing the preferred option for the development of the economy of the Lipetsk region on the basis of a detailed analysis of strategic development scenarios to improve the manageability of the region's economy in conditions of the predominance of a particular type of economic activity. Methods: the scientific results are based on the main provisions of the neoclassical institutional theory, the principles of sustainable development and the basic postulates of the regional economy. The article uses comparative, analytical and economic-statistical research methods. Results: the process of substantiating scenarios for the development of the region's economy with PTEA is formulated, additional parameters for comparing scenarios that take into account the specifics of the development of the region's economy with PTEA are described, steps for qualitative analysis of indicators for justifying scenarios for the development of the region's economy are described, scenarios for the development of the Lipetsk region are tested, development of the economy of the Lipetsk region. Conclusions and Relevance: the practical importance of the developed methodological provisions is the possibility of their application to manage changes in the economy of the region, aimed at increasing the sustainability of its development. In particular, in the Lipetsk region, it is advisable to implement a basic scenario of development, which implies a balanced growth of the prevailing and other types of economic activity.

The article highlights the issue of the institutional structure of small and medium-sized businesses in the Republic of Kazakhstan. In particular, the essence of the institutional environment of entrepreneurship is determined and its definition is proposed based on the analysis of scientific sources. The structure of the system of state regulation and stimulation of entrepreneurship in the Republic of Kazakhstan is analyzed. Estimates of the entrepreneurial climate of the Republic of Kazakhstan as an object of state influence for the formation of favorable conditions for the development of small and mediumsized businesses are given. Author notes the importance of a systematic approach to the formation of the state policy to stimulate and support small and mediumsized businesses. The article reveals the features of management and stimulation, as well as determines the main priority directions and target parameters for the development of small and medium business for the Republic of Kazakhstan. Purpose: the main objective of this article is to study the institutional framework for the operation of small and medium-sized businesses in the Republic of Kazakhstan and to assess the impact of the institutional working environment on the development of small and mediumsized businesses. To achieve this purpose, the following tasks were solved: to determine the essence of the institutional environment of entrepreneurship; to study the structure of the system and the mechanism of state regulation and stimulation of entrepreneurship in the Republic of Kazakhstan; to analyze the actual state of the institutional environment of entrepreneurship in the Republic of Kazakhstan; to determine the target criteria for the development of SMEs in the Republic of Kazakhstan. Methods: this article is based on the methods of structural analysis and of the system approach. Results: today, small and mediumsized businesses are the most promising actors in the development of a postindustrial economy, where advanced technologies and innovative solutions are a priority. Small and mediumsized businesses, by property of their mobility and flexibility, are the most susceptible to innovation and can be providers of high technology. In addition, the adaptability of small and mediumsized businesses is a factor of rapid and targeted response to the slightest changes in market or technological conditions. At the same time, small and medium businesses are an important factor in reducing unemployment (especially structural and cyclical). But at the same time, small and mediumsized businesses need protection from the state, since a small amount of capital, as well as a relatively small amount of production of each individual subject of small and mediumsized business, causes insecurity in the event of a market expansion of large businesses. Errors in the system of state regulation of business (tightening of taxation, inexpediently stringent regulations, etc.) can significantly slow down or even cause a reduction in the expansion of entrepreneurial initiative. Thus, the search for ways to organize the most favorable institutional and market environment for small and mediumsized businesses (in particular, priority for the implementation of state economic policy) is a priority task of the state regulatory system. Conclusions and Relevance: the research carried out within the framework of the subject of this article shows that the institutional environment for the operation of small and mediumsized businesses in the Republic of Kazakhstan is quite favorable, because the state implements a policy of maximum favor to the development of entrepreneurial initiative in the country. Moreover, by maximizing its efforts to create an effective mechanism for stimulating and supporting small and mediumsized businesses, the institutional environment is constantly improving. This brings its results, in the form of improving the general business environment. At the same time, there are certain aspects, such as customs barriers, the difficulty in obtaining various kinds of permits (often this is due to corrupt officials). Therefore, the incentive system for small and mediumsized businesses should include an effective mechanism to ensure compliance with rights and protect entrepreneurs.

Purpose: the Article is based on the results of a set of author's studies, which reveal the reasons why the long-term introduction of scientific and technological progress, including modern high-tech achievements of the 21st century, only intensifies the crisis in the social and economic development of Russia and the global world as a whole. The main purpose of the work is to outline the main conditions for solving these problems for the successful formation, development and implementation of the digital economy, as well as understanding the role of the state in this process. Methods: the study is based on the use of new methodological tools, in accordance with the author's approach to setting goals and the features of the development of the human system with a worldview position. Results: the ideological foundations of the study of patterns in the development of the human system made it possible to determine the paradigm of its development in which a certain model of relations between people is formed. This model does not conflict with digital technologies and other achievements of the 21st century and allows finding an adequate mechanism of functioning. Such a mechanism prevents the emergence of possible risks for each individual and society as a whole, and fully reveals the creative potential of the digital economy. Conclusions and Relevance: the article presents new methodological grounds that were not previously used in fundamental research and in science. They allow not only to determine the conditions of formation and mechanisms for achieving an effective digital economy, but also to expeditiously solve all the tasks set by the President of the Russian Federation in the Address to the Federal Assembly of the Russian Federation of March 1, 2018.

Purpose: the purpose of the article is to study the state of technological structures of the subjects of the macroregion, to determine the factors influencing its formation and development, to justify the ways of modernization of technological development. Methods: the methodological base of the research is based on the use of a systematic approach and General scientific methods: scientific abstraction, analysis and synthesis, generalization, system-structural analysis. Results: the analysis of the state of technological structures of the studied macroregion is carried out, the dominant structures are identified, the factors, among which are investments, commissioning of fixed assets and the level of education, which influence the formation and development of the technological structure, are considered. The direct correlation of the increasing level of technological structure with the increase of the educational level of the employed in the economy is revealed. The possible ways of technological development modernization for the macroregion are determined on the basis of the selection of the catching-up and advanced development strategy. Conclusions and Relevance: the main result of the research is the conclusion that the knowledge of the state of the technological structure of the region will allow to outline the strategy of its development, that the high educational level of the employed in the economy and social sphere will allow the region to move more rapidly to a higher technological structure. The implementation of the catch-up and advanced development strategy is designed to implement technological innovations that should lead to increased productivity, renewal of fixed capital and competitiveness, which will change the structure of the economy, to determine the most important areas of its modernization.

Purpose: the purpose of the presented research is to expand the possibilities of using information-logical models for the analysis of forecasting "bottlenecks" and quantitative assessment of ways to eliminate them in the development of socio-economic systems. Methods: the implementation of this research is based on the use of basic principles, properties and rules of construction of phased informationlogical models for solving complex problems. Their development involves the introduction of quantitative assessments of ways to reduce the negative potential of "bottlenecks" and comparing the expected results of their elimination with the initial state. Results: the authors presented a method of analytical directed search and elimination of "bottlenecks" in the development of complex systems. This method is based on the use of rules for building information-logical models. A quantitative analysis of the potential for reducing the potential of identified "bottlenecks" assumes the construction of a linear graph based on the information-logical model, as well as the calculation of integral estimates of the expected compensation of the initial potential of "bottlenecks". Conclusions and Relevance: the developed method of analytical representation of the possibilities of eliminating "bottlenecks" in the development of socio-economic systems is applicable for the analysis of the prospects of eliminating "bottlenecks" on the basis of building a scheme of a full cycle of decision-making. Testing of the presented approach on the example of analysis of known problem situations showed that the proposed tools allow a priori to evaluate the effectiveness of the proposed mechanisms, simulate their expansion and effectiveness in terms of impact on the final result. This increases the possibilities for finding effective solutions to complex scientific, technological and socioeconomic problems. In addition, it will be very useful in the examination of various projects and programs.

Purpose: the purpose of this article is to justify the choice of the strategic direction of effective development of the national economy of Russia. The authors see the solution of this problem on the way of improving the organizational and economic mechanism of the functioning of Russian enterprises. This problem is considered to be one of the main authors in the consolidation of society and its mobilization for the implementation of the tasks set in the may Decree of the President of the Russian Federation (№ 204 from 2018). Methods: the study was conducted using the methods of systematic, logical, comparative analysis, involving Russian and foreign experience in solving social and economic problems. Particular attention was paid to the validity of the conclusions. Results: national economic problems are touched upon through the prism of the economy of enterprises. An attempt has been made to prove the dependence of the acceleration of the rates of economic development on the improvement of the enterprise's internal economic mechanism. In the postindustrial society, the role of enterprises as the main link in the production of material goods and the provision of services is not diminished, despite the accelerated introduction of scientific and technological progress and the increase in the value of personal property. The improvement of the internal structure of enterprises proposed in the article can significantly reduce the negative consequences of the privatization of state property. According to the authors, this will improve the efficiency of the use of human capital in terms of all its components: ordinary workers, managers, specialists, owners. Conclusions and Relevance: currently, there is a situation in which the owners of enterprises (mainly large ones) have practically unlimited rights and very limited liability for the results of the work of their enterprises. This situation hinders the development of the productive forces of society. The proposed concept of an "effective enterprise" means solidary management of enterprises (ultimately - solidary management of the economy). It provides for a system of measures to remedy the situation. The first steps in this direction are the following: 1) the creation of a balanced system of enterprise management; 2) democratization of management and development of the institution of collective (people's) enterprises; 3) the movement in the direction of restraint unrestrained competition and finding ways of cooperation not only within enterprises but also in the relations between all participants of the process of production and realization of products, as well as authorities at all levels; 4) streamlining the processes for the establishment and liquidation of enterprises; 5) the active implementation of multilevel and multidimensional strategic planning. It is not possible to implement these measures in a short time. But the movement along this path creates systemic conditions for accelerating economic growth.

In the article the mechanism of realization of the program of sustainable development of the economy of the region with the predominance of the type of economic activity (PVC) is considered. The procedure for implementing the program for sustainable development of the region's economy was developed with the predominance of a separate type of economic activity: strategic vision, assessing the sufficiency of strategic resources, strategic planning, analyzing the attainability of strategic goals, program decomposition, control and regulation. The functional structure of the dominant type of economic activity in the regional economy and the cybernetic scheme for allocating resources for the sustainable development of the region's economy with PVC are developed. The result of using the simulation model of the sustainable development of the economy of the Lipetsk region for the period until 2020 was adapted. A matrix of mutual influence among the participants of the regional economy on each other and a matrix of opportunities for accessing the competencies of the regional economy to the available resources were constructed. The distribution of resources between competences in the economy of the Lipetsk region is calculated. A mechanism has been created for the implementation of the program for the sustainable development of the region's economy with the predominance of a separate type of economic activity. Purpose: to present the author's mechanism for implementing the program for sustainable development of the region's economy with the predominance of a separate type of economic activity. Methods: the scientific article is based on the provisions of the neoclassical institutional theory, the principles of sustainable development and the basic postulates of the regional economy. The article uses comparative, tabular, graphical and economic-statistical methods. Results: the final form of the mechanism for implementing the program for sustainable development of the region's economy was drawn up with the involvement of the predominant type of economic activity. It has been established that the development of a mechanism for the implementation of the sustainable development program for the region's economy with PVCD implies the use of a "contour-modular" approach in which all the main contours of the management of functional areas are linked within the modules describing the main stakeholder groups. Conclusions and Relevance: the practical significance of the developed mechanism lies in the fact that it can be used in any region. Particular attention should be paid to the information, technical and personnel contours in the process of implementing the sustainable development program for the region's economy, improving the quality of which is carried out using certain economic models that allow us to determine the optimal values of the specific parameters of the state of each of them.

Purpose: the aim of the thesis – analyze the development of the oil and gas sector of the Yamal-Nenets Autonomous District and assess the influence exerted by them on the socio-economic and environmental dynamics of the region. Methods: the methodological foundations of the research are based on modeling scenarios, analysis of open statistical sources, projected estimates and calculations, projected methods. As open statistical sources were used the data of the official statistics, analytical materials of international organizations, federal and regional authorities. Results: the main result of the research is the author’s methodology for assessing regional effects arising from the implementation of investment projects. Based on the created methodology, regional effects resulting from the implementation of investment projects in the Yamal-Nenets Autonomous District were identified, according to the analysis of which developed recommendations to strengthen their localization in the region. Conclusions and Relevance: during the analyzed period the carried out calculations of regional effects showed that the positive direct effects emerge in the economic sector only while indirect ones are too weak in the Yamal-Nenets Autonomous District. In these conditions, the regional authorities face the problem to strengthen the localization of direct and indirect effects in the region, because the investment projects can be a locomotive for the development of the region's prosperity.

Purpose: of the article is to analyze the causes of external and internal challenges that have emerged on the path of development of the Russian economy. The reasons for these challenges are also outlined and possible ways of overcoming them are outlined. Methods: the methodology of the research is based on the use of a systematic approach to the formation of a development space, the theory of competitive struggle, the construction of an information-logical model of a full cycle of justification and development management by identifying and eliminating bottlenecks in the development of socio-economic systems. Results: of the research consist of an attempt to rationalize the reasons for the emergence of external and internal challenges that counteract the country's socioeconomic development, and largely due to previous development mistakes, as well as the search for ways to eliminate these causes and their consequences. In particular, the list of external challenges for Russia, formed in recent years, is given and their causes are analyzed. It is noted that internal challenges affecting socio-economic development are due to a variety of reasons, formed both under the influence of external challenges, and as a result of inefficient management of the economy. The main directions for eliminating the contradictions between the challenges and the causes of their occurrence are identified, on the basis of which a step-by-step approach to the construction and adjustment of the model of the Russian economy is recommended. The author considers three possible strategies of technological modernization of the economy, based on qualitative preferences. It is emphasized that the choice of the most preferable strategy for the development of the domestic economy can be local, and depends on the development of scenarios and the specific conditions for its implementation. Conclusions and Relevance: the main result of the article is the conclusion that it is necessary to counteract the existing challenges on the basis of restoring and further developing the competitiveness potential, including its key components, such as production and economic, defense, scientific and technological, personnel, etc., to the Russian Federation. An important direction of reforming the mechanisms of managing the Russian economy at different levels of management is the widespread use of project management.

Purpose: the main objective of this study is to work out a detailed strategy to improve and develop the Northern Sea Route through an analysis of the current trends. The strategy is created on the basis of the graph theory, whereas the optimal strategy for the development of the NSR is selected according to certain financial and time criteria. Methods: the paper is based on the application of graph theory to the construction of a strategy for the development of complex economic and logistical systems. Results: the article explores the issue of formation and selection of the strategy for development and modernization of transport and logistics routes in the Arctic zone of the Russian Federation. Particular attention is paid to the main Arctic route – the Northern Sea Route. Based on the analysis of the main problems in the development of this transport corridor, a series of steps are proposed in the work, including such measures as updating the infrastructure of the NSR, increasing its capacity, creating an information system for safe and efficient navigation, as well as appropriate legislative changes for the establishment of port special economic zones. In the opinion of the authors, these steps will significantly increase the competitiveness of the NSR in comparison with alternative transport and logistics corridors. The research contains also an algorithm for choosing the most optimal way to implement the NSR development strategy, which will make it possible to achieve the main goal – providing the capacity of the route of 30 million tons of cargo per year by 2030. Conclusions and Relevance: the materials stated in the article indicate the special importance of the Arctic transport and logistics corridors for the social and economic development of the country and the regions concerned. One of the most important transport arteries in the Arctic is the Northern Sea Route. The article analyzes the dynamics, problem aspects, as well as the prospects for its development. The authors propose the strategy of modernization and development of the NSR until 2030 on the basis of the studies carried out and with the use of graph theory.

To achieve this goal, the article must solve the following tasks: to determine whether there are institutions in Japan that provide services for resolving financial disputes; to investigate the main problems associated with the definition of the concept and types of financial dispute, the conditions for the transfer of a financial dispute to the competent authority. Methods: this article is based on an interdisciplinary concept of research, which allowed to distinguish the distinctive features of the legal regulation of the settlement of financial disputes in Malaysia. Results: acts of Japan – The Financial Instruments and Exchange Act, The Banking Act, The Insurance Business Act, – refer to financial disputes – disputes resolved by "Designated Dispute Resolution Organizations", the so-called "financial DDRO". Financial disputes are disputes between suppliers and consumers of financial services. The Financial Instruments and Exchange Act details the persons, whose activities fall within the definition of financial provider services. A brief list of financial service providers is available on the website of Japan's main fi nancial regulator, the Financial Services Agency. The list include: Japanese banking institutions, branches and representative offices of foreign banks, business operators of financial instruments, insurance companies, trust companies, financial markets, foreign audit firms. However, unlike other countries of the Asia-Pacific region, consumers of financial services can be both physical and legal entities. Conclusions and Relevance: the materials presented in the article show the special role of "Designated Dispute Resolution Organizations" in resolving domestic financial disputes in Japan. The practical application of its results will improve the Russian legislation in the field of resolving financial disputes.

Purpose: the purpose of the article is to describe the Earned Duration Management method in relation to individual phases of the project and the project as a whole. This method can be used to monitor and control the project by purposefully measuring the duration and obtaining important information for making managerial decisions to coordinate the activities of internal and external stakeholders. Methods: this article is based on the Earned Duration Management concept, which formed the basis for the project monitoring and control system proposed by the authors, where estimated and forecasted time indicators are used as measurement technology for the project activity. The research is based on the use of systematic, comparative and structural analysis methods, as well as the use of expert assessment methods, graphical and tabular representation of the results obtained. Results: the Earned Duration Management method for project, divided into Phases, is proposed, which can be used as a monitoring and control system for stakeholders. The initial, estimated and forecast indicators are determined both at the level of individual Phases and the project as a whole. This method and the temporary status reports obtained on its basis have found practical application in the implementation of the LNG (Liquefi ed Natural Gas) plant construction project and led to eff ective communication between the Project Office and the company's management with external stakeholders. Conclusions and Relevance: these studies show that the Earned Duration Management method for a phase-split project is effective in coordinating project and ongoing activities, and can also serve as an Interpretation Model in the project monitoring and control system. With the help of the information obtained on the basis of this method, it is easier to monitor and control the activities of the company's departments if they participate in the execution of the project Phases and external stakeholders. The application of the Earned Duration Management method leads to better identification and management of risks arising from the poor communication of the Project Office with the company departments and external stakeholders. Estimated and projected time indicators at the level of individual Phases and the project as a whole, systematized in tables can serve as templates for future projects and training of project managers in the company.

Purpose: the article deals with the development of an algorithm for choosing the optimal scenario for the development of the regional economy. Since the "Strategy for socio-economic development of the Lipetsk region for the period until 2020" does not contain scenarios for the development of the region, the algorithm for choosing the optimal scenario for the development of the regional economy is formalized. The scenarios for the development of the economy of the Lipetsk region according to the indicators of the Program of social and economic development are calculated: "Quality of life index", "Average monthly nominal wage", "Level of registered unemployment", "Growth rate of gross regional product", "The share of innovative products in the total volume of goods shipped, works performed and services rendered by industrial organizations", "Total volume of atmospheric pollution per unit GRP" and "Satisfaction of the population with the activity of executive bodies of state power of the region". Based on the calculation of development scenarios, the dynamics of the values of these indicators was developed in the implementation of scenarios for the development of the economy of the Lipetsk region in 2016–2020. Discounted financial costs of economic participants for realization of scenarios of development of economy of the Lipetsk region are estimated. It is shown that the current situation in the economy of the Russian Federation assumes the choice of a paradigm for the innovative development of territories and requires all participants in economic relations at the regional level to concentrate their resources on the creation of new science-intensive products. An assessment of the effects of the implementation of reasonable scenarios for the development of the economy of the Lipetsk region was carried out. It is shown that the most acceptable is the "base" scenario, which assumes a consistent change in the main indicators. The specific economic effect from the implementation of scenarios for the development of the economy of the Lipetsk region and the specific economic effect per unit of all costs for the scenarios for the development of the economy of the Lipetsk region are analyzed. Methods: the scientific results are based on the main provisions of the neoclassical institutional theory, the principles of sustainable development and the basic postulates of the regional economy. The article uses comparative, tabular, graphical and economic-statistical methods. Results: the stages of the script justification process are developed and a formalized algorithm for selecting the optimal scenario for the development of the regional economy is formed in conditions of the predominance of a particular type of economic activity allowing the executive bodies of the regional government to use the resource potential of the regional economy to ensure the implementation of strategic changes depending on the activity of participants in the region's economy. It was found that the rationale and choice of the optimal scenario is an important stage in the development of the sustainable development program of the regional economy, since it helps to quantify the most probable trajectories of changes in the activities of all participants in the region's economy. Conclusions and Relevance: the practical signifi cance of the developed algorithm lies in the possibility of using it to improve the stability of the development of the economy of specific regions. In particular, for the Lipetsk region, the "base" scenario is the most optimal given the resources available in the regional economy and the general state of the economy.

Purpose: the main purpose of this article is to explore the possibility of adapting the foreign experience of using benchmarking tools to form promising areas of economic growth, as well as developing a tools for intensive economic growth in Russia and the regions. To achieve this goal, it is necessary to solve the following tasks: to study the basics of intensive economic growth, taking into account the increase in labor productivity and factors of production; to analyze the tools and methods of benchmarking used in foreign practice; to conduct benchmarking of the Russian regions to assess the opportunities for intensive economic growth. Methods: when writing this article, methods of scientific cognition were used, in particular, benchmarking, the method of comparative analysis, the method of system analysis, the graphical method of presenting the results obtained, the method of generalization and systematization of theoretical concepts. Results: in modern conditions, the main source of intensive economic growth is the increase in labor productivity and factors of production. Ensuring the intensity of development at the regional and macroeconomic level can be achieved through the use of benchmarking and analysis of best practices. A comprehensive analysis of the conditions and instruments for intensifying the economy of foreign countries and assessing the applicability / adaptability of world practice for the Russian economy allowed the development of a tools for intensive economic growth in the Russian regions based on the use of tools and principles of benchmarking. Based on the proposed group of indicators for benchmarking to ensure intensive economic growth, the ranking of Russian regions according to the level of socio-economic development was conducted. Conclusions and Relevance: the materials outlined in the article demonstrate the very high efficiency of the use of benchmarking tools to ensure intensive development, which is achieved, first of all, by reducing the differentiation of Russian regions, searching for the most promising and priority innovative directions for further long-term development, allowing to increase the manufacturability of production and labor productivity. The proposed approach to the formation of the tools of intensive economic growth in Russia and regions on the basis of benchmarking is the development of scientific ideas on the improvement of the management of the economy of the regions. The difference between this approach and previously obtained results is that the analysis of the state of the regions is realized taking into account the following elements: conditions / symptoms, premises, tools, results / effects, etc. It is shown that future growth and social welfare of Russia will depend on high-tech industries and services.
