The article considers the development of arts and crafts of the past and present times by the example of Pavlodar region of 40's and 80's of the XX century on the basis of analysis of history of traditional artistic culture of the Kazakh people.
The author considers a fashionable costume and its representation in fashion illustration, reveals features of functioning of these specific communication channels, analyzes tendencies of the development of a design ingenuity in the sphere of fashion illustration.
Article is based on the analysis of two hypotheses. According to the first one, recurrence in design depends on cycles in art, science and technology. The research is based on the theory of cyclical evolution of society. The author proves helical development of design and dependence on cycles in development of other spheres of social life. The second hypothesis supposes that dynamics of form and function as main components of product of design have the cyclical nature too. The author assumes that studying of the regularity between earlier considered cycles and dynamics of form and function makes it possible to predict market demand for certain products of design.

The nation creative role of language is highlighted in the article on the basis of theoretical heritage of world and Ukrainian thinkers. It is demonstrated that common language could be important integrative factor but does not reveal all the complexity of national unity. It is underlined that modern Ukrainian «Babylon» does not contribute to national consolidation.

The probability of formation approach to the problem of ethnos is underlined in the article on the basis of diachronic approach to problem of ethnos definition. It is established that first ethnos was formed in the period of slavery society. The basic character of cultural and psychological features for ethnic self identification is proved.
