One has substantiated the existence of a potential barrier at the interface of interacting particles. The formation of the potential barrier in the contact area significantly increases the binding energy of the binary interaction. It has been shown which sets of different interactions should be taken into account when establishing the energy of binary binding.

This paper analyzes the implementation of cryptology algorithms in order to obtain the best possible performance in terms of speed, thus providing support for protected communication between two participants with the smallest possible impact on the performance of the given network infrastructure. The paper explains the difference between the hardware and software implementation of encryption algorithms. It shows the main characteristics of FPGA chips and the advanced technics of the VHDL design language that were used for the implementation of crypto algorithms. The AES-256 encryption algorithm is selected for the implementation since it has proven to be good both in hardware and in software versions. The development environment used is the Xilinx ISE Design Suite as well as the development boards Xilinx Spartan SP-605th and Xilinx Kintex KC-705th. All the results correspond to the devices that contain Spartan®-6 and Kintex®-7

This paper presents the results of the research into necessary capabilities (knowledge and skills) in the process of equipping the army. The necessary professional capabilities have been analyzed from the viewpoint of protecting the interests of customers and end-users of armament and military equipment.The capabilities are grouped according to the key activities of the process and analyzed through the following activities: planning and programming, defining tactical and technical requirements, contract making, research, development, testing, production, procurement, operational use, support and end of service life of armament and military equipment. The capabilities have been described in two ways, through a detailed description of a necessary capability, or through a description of the effect required from qualified personnel engaged in the process of equipping the army.

Smart instrumentation protocols are designed for applications where data is collected from instruments, sensors and actuators by digital communication technology. The HART protocol is a typical smart instrumentation Fieldbus. More than 40 million HART devices are installed worlwide, and the HART technology is the most widely usef field communication protocol for intelligent process instrumentation. Two communication channels supported by HART devices are the current loop 4-20 mA, and the HART digital channel. A digital communication channel simultaneously transmits information along the same wire and without disruption to the analog channel. This bi-directional communication channel provides a real time access to available data on HART smart devices. This paper deals with the properties and the application of the HART protocol.

The paper presents learning and the heuristic method in educating Civil Defense staff with a view to making appropriate decisions in emergency situations and a state of emergency with special reference to the use of heuristic models in the education of emergency teams and the command of the Army of Serbia. It is designed for command and teaching staff, as well as for the personnel of civil defense, the protection and rescue system (Department for Emergency Situations) and local governments (district chief executives, mayors and mayors-commanders and commanding officers of the Army of Serbia that can be employed in emergency situations during the protection and rescue of people and materiel. The heuristic approach to problem solving and learning should provide the training of command personnel from the local to the national levels in making adequate decisions after the proclamation of emergency and a state of emergency in parts of the territory, or across the territory of the Republic of Serbia.

The instructions to authors about the article preparation for publication in the Military Technical Courier are based on the Act on scientific journal editing of the Ministry of Science and Technological Development of the Republic of Serbia, No 110-00-17/2009-01 of 9th July 2009. This Act aims at improving the quality of national journals and raising the level of their compliance with the international system of scientific information exchange. It is based on international standards ISO 4, ISO 8, ISO 18, ISO 215, ISO 214, ISO 18, ISO 690, ISO 690-2, ISO 999 and ISO 5122 and their national equivalents. Offering a logistic system support, the Courier is a part of a unique technical support to the Army services in the field of fundamental, applied and development research. It also deals with production and use of weapons and military equipment as well as with theoretical and practical achievements leading to professional development of the personnel of the Ministry of Defence and the Army of the Republic of Serbia.
