Facing turmoil and continuous stunning, local governing bodies, decision makers and local actors, in most of cases found the most stable solution has been the regional cooperation and particularly that of increasing and strengthening local human resources capacities at a regional level. Trying to increase competiveness, local systems understand more and more the importance of being flexible, on the frame of a sustainable strategic planning. Local infrastructure and interaction of all local factors and actors, at any time, must consider their development following a wider regional prospective. Important evolutions in the education area, mainly in higher education, gave breath to outstanding improvements in the capacities to develop qualified human resources, matching needs from local developments. While achieving standardized didactic tools at a Mediterranean and furthermore, EU level, they become able to deliver internationally recognized knowledge and capacities, improving so at a general level. human resources among countries with different socio-economic level. At the same time, these developments spread quickly the culture of interaction and collaboration among local actors. This also makes possible knowledge and expertise transfer from excellence center and universities toward local public administration and other local stake holders or public, and increases cooperation standardizing practices according to EU requirements. Local issues need local solutions, but this at no case must cause localization or isolation, all those developments must be conceptualized, oriented and managed in a wider prospective, specific needs must have specific answers, and universities are the best in doing this.

Social security schemes have been established and developed for a very important purpose, to protect individuals and their families against the attack of social risks. For the effect of organizing better social security, the Social Insurance System provides benefits to individuals divided into three groups, or otherwise termed, into three schemes: The scheme of special benefits. The scheme of general benefits. The scheme of unemployment. The recent liberalization of Albania’s Visa policy on travel is arguably the most positive situation for the Albanian people in decades. They are no longer required to obtain Visas to visit other European countries and places them on equal footing with other European nations in developing both personal and professional relationships. There is no a need to “feel” inferior in any in terms of their ability to travel. This liberalization will undoubtedly provide additional opportunities for both personal and professional travel throughout the region additionally, as witnessed by the tremendous celebrations of the announcement it has also served as a source of pride. However, along with the pride and opportunities the liberalization could have some both short term and some long term negative impacts. This paper will attempt to explore some of both the positive and potential negative impacts of these important changes.

Post-communist Albanian legislation (1995-2010) provides the preliminary context for the creation of enabling social niches for the engagement of people with disabilities and the family members representing them in the policy-making processes both at the national and local levels. The goal of this study was to determine the pattern of engagement of people with disabilities and their family members in the policy making process at the national and local level and identify the barriers as perceived by them. Participants were 874 persons with disabilities and their family members. The results indicated a strong interest but a poor engagement pattern of people with disabilities and their family members in the policy making process and various structural and attitudinal barriers. Conscious work needs to be done by the government agencies as well as advocacy organizations to create enabling social niches for people with disabilities that encourage their participation in the policy making process as valuable stakeholders in shared governance.

“Today, organized crime is affecting every segment of our society. It is a disease which infects everything that comes into contact with it. It is an insult added to every law-abiding citizen. It is high time our governments made a note and, moreover, took immediate action. Perhaps tomorrow will be late.” Organized crime is a form of criminality manifestation, perhaps its most specific type. It is a phenomenon that causes horror as much as wonder about the way it works and, at the same time, a sort of lure for its mystery and the particular way of comprehension. For years and years it has inspired volumes of writing, plenty of which have become best-sellers, or have produced blockbusters, arousing amazing mass interest. That is because criminal organizations and their activity have been to society both a tangible everyday reality and a remote thing, beyond comprehension. Many authors have researched into organized crime and criminal organizations, pointing out their characteristics and specifics. They attribute such features to it as a perpetual connection of many people engaged in criminal activity, an organizational hierarchy with a great power of the leaders, the domination of rule and order, discipline and responsibility among the members, imposed solidarity, maintaining the secrecy of activity and of the organization, and the international character of their activity. Unfortunately, there are a large number of worldwide notorious criminal organizations. Over time, they have been discovered and studied by various criminologists, who have managed to provide sufficient information on the specific features of each of them, the activities on which they focus and the territories in which they operate. But what means should we use in order to face organized crime today? It is necessary that differentiated strategies be studied according to the type of the mafia organization against which a concrete operation is to be launched. The strategy should also be coordinated not only in national level but also internationally, because the international character of organized crime is already an established fact.
