19. yüzyılın sonlarında İstanbul’da bilimsel ve modern usullere göre faaliyet gösterecek bir mezbaha ihtiyacı had safhaya ulaşmış ve bu ihtiyaç birçok kurum tarafından dile getirilmiştir. Şehrin muhtelif yerlerinde mezbahalar bulunmasına rağmen sıhhi ve bilimsel kurallara riayet edilmemesi, kesim öncesi hayvanların ve sonrasında da etlerin kontrollerinin yeterince yapılamaması halkın sağlığını tehdit etmekteydi. Öte yandan mezbahaların tam olarak gereğince vergilendirilememesi nedeniyle devletin gelir kaybı da söz konusuydu. Bunun yanı sıra Şehremaneti tarafından mevcut haliyle mezbahaların ve hayvan satış mahallerinin ihtikâra, dolayısıyla et fiyatının makul bir sebep olmaksızın ciddi şekilde artmasına neden olduğu iddia ediliyordu. Şehremaneti, mezbahaların ıslah edilmesinin çok zor olduğu düşüncesiyle tüm İstanbul halkına hitap edecek sıhhi, bilimsel ve modern özellikleri içeren umûmi bir mezbaha ve hayvan pazarının kurulması amacıyla 1911 yılında bir proje ihalesi açmıştır. İhtiyaçları karşılayabilecek en uygun projeyi belirleyebilmek amacıyla bir komisyon teşkil edilmiş ve kazanan proje sahibine müesseseyi kurması karşılığında işletmesi için kırk yıllığına imtiyaz tahsis edilmesi, bununla birlikte mezbaha ve hayvan pazarı gelirlerinden Şehremanetine de belirli bir pay ayrılması kararlaştırılmıştır. Makale, Osmanlı arşiv belgeleri üzerinden söz konusu mezbaha ve hayvan pazarı tesisi kurma çabalarını ele almaktadır. Böyle bir tesis ihtiyacının ortaya çıkış nedenleri, ihaleyle ilgili hazırlanan raporlar, ihaleye karşı gösterilen tepkiler, devlet kurumlarının ve sektör temsilcilerinin meseleye yaklaşımı birinci el kaynaklardan faydalanarak ortaya koyulmaya çalışılmıştır. In Istanbul, the need for a slaughterhouse operating under scientific and modern methods reached its peak toward the end of the 19th century, leading numerous institutions to address such demand. Although there were already established slaughterhouses in various locations of the city at the time, the public health was in jeopardy as medical and scientific principles were not followed, and no pre or post-slaughter inspections of animals were carried out. Moreover, these slaughterhouses were not subject to appropriate taxes, resulting in government revenue loss. Furthermore, the “Şehremaneti” (Municipality) claimed that the slaughterhouses and livestock markets in their current form were generating unfair profits, causing the meat prices to spike without any precedence. Considering the reformation of current slaughterhouses a grueling task, the Şehremaneti launched a tender in 1911 for the construction of a public slaughterhouse and livestock market equipped with all the medical, scientific, and modern standards for use of all the inhabitants of Istanbul. A commission was appointed to determine the most suitable project and it was decided to grant the operating rights of the establishment for 40 years to the winning project in return for the construction of such establishment, as well as to allocate a certain share to the Şehremaneti from the revenues of the slaughterhouse and the livestock market. The present paper examines the efforts undertaken to build a slaughterhouse and a livestock market using Ottoman archival documents. The causes of the demand for such an establishment, the reports on the tender process, the reactions against the tender, and government institutions and industry leaders’ approach on the issue were identified through first-hand sources.

Fetihle birlikte Fatih İstanbul’u hızla yeniden yapılandırmaya başlamıştır. İstanbul nahiyeler ve bunların altında mahalleler şeklinde idari birimlere ayrılmıştır. Bu nahiye ve mahallelerin hemen tamamı vakıflar tarafından kurulan vakıf eserler etrafında şekillenmiştir. Bu durum, Fatih’in İstanbul’un yeniden yapılanmasını vakıflar üzerinden planladığının göstergesidir. Fatih kendi kurduğu Fatih Külliyesi ve Ayasofya-i Kebir Vakfı’yla Fatih, Ayasofya ve Vefa nahiyelerinin bizatihi kurucusu olmuş, vakfın hayır müesseseleri bu nahiyelerin merkezini teşkil etmiştir. Sur dışında Eyüp Sultan Vakfı’yla da Eyüp Sultan semtinin kurucusu olmuştur. Fatih beylerine, paşalarına emir ve izin vererek her birinin İstanbul’un bir yerini belirleyip orada kendi adlarıyla vakıflarını ve mahallelerini kurmalarını teşvik etmiştir. Kurulan vakıf müesseseleri nahiye ve mahallelerin her tür sosyal hizmetlerini görecek şekilde planlanmıştır. Bu faaliyetler neticesinde ve kurulan vakıf müesseseleri sayesinde İstanbul ilim, irfan, kültür, sanat, inanç, sağlık, sosyal dayanışma ve yardımlaşma ve şehircilik alanlarında İslam medeniyetinin en önemli şehirlerinden biri haline gelmiştir. Çalışmamızda, Fatih Sultan Mehmed’in kurduğu Fatih Külliyesi ve Ayasofya-i Kebir Vakfı’na ait Türk ve İslam Eserleri Müzesi’nde 2202 numarayla kayıtlı vakfiye esas alınarak vakfın kurmuş olduğu hayır müesseseleri, bu müesseselerin görevlileri, ücretleri, yapacakları hizmetler, vakfın idamesini sağlayacak akarlar ve vakfın yönetimi ele alınmakta, vakfın yapmış olduğu bu hizmetlerin sosyal politika açısından değerlendirmesi yapılmaktadır. Fatih began to quickly restructure Istanbul with the conquest. Istanbul is divided into administrative units in the form of sub-districts and neighborhoods below them. Almost all of these districts and neighborhoods are shaped around foundation’s established. This indication shows us that Fatih planned the reconstruction of Istanbul through foundations. Fatih Social Complex and Hagia Sophia Foundation were established by Fatih, and Fatih became the founder of the Fatih, Hagia Sophia and Vefa sub-districts, and the charities of the foundation constituted the center of these sub-districts. He also became the founder of the Eyup Sultan district with the Eyub Sultan Foundation. He encouraged his lords and generals to establish their foundations, and allow each of them to determine the location. In those foundations were planned to see all kinds of social services of townships and neighborhoods. As a result of these activities and the foundation institutions, Istanbul has become one of the most important cities in Islamic civilization in terms of science, knowledge, culture, art, belief, health, social solidarity and urbanism. In this study it is based on the Fatih Social Complex and Hagia Sophia Foundation which established by Fatih. Organization of the foundation, and charitable institutions which established by the foundation, and their workers, the wages of workers, services of the institutions, income of the foundation, and management of the foundation are examined. In addition these, the serves of the foundation are reviewed in terms of social policy.

Batı ile Doğu medeniyeti arasındaki diyaloji ile şekillenen oryantalizm, Batı’nın Doğu’yu alımlama biçimlerine dayanan Batı odaklı epistemolojik bir yaklaşımdır. Yüzyıllar boyunca kurumsal bir bilgi alanı olarak dikkat çeken oryantalizmin, Edward W. Said’in 1978 yılında yayımladığı Şarkiyatçılık Batı’nın Şark Anlayışları adlı kitabı ile kurumsal bir alan olmaktan çıkıp kurgusal bir atmosferde metinler aracılığıyla şekillenen kuramsal bir söylem biçimine dönüştüğü görülür. Michel Foucault’nun bilginin nesnel değil üretilebilir bir olgu olduğu ve iktidarla yakın bir ilişki içinde bulunduğu felsefesinden yola çıkan Said, Batı’nın salt emperyalist edimine odaklı oryantalist yaklaşımını yapı sökümüne uğratır. Said’i kendisinden önceki oryantalistlerden farklı kılan, benimsediği hümanist dünya görüşünün etkisiyle Batı ile Doğu’yu birbiri için gerekli kılarak oryantalizmin tıpkı bir anlatı gibi kurgusal bir düzlemde anlatının bir parçası olarak şekillenen bir söylem olduğunu savunmasıdır. Bu çalışmada günümüz Türk edebiyatının öne çıkan yazarlarından biri olan Murat Gülsoy’un (1967) Gölgeler ve Hayaller Şehrinde (2014) adlı romanı kuramsal bir analize tabi tutulacak ve oryantalizm bağlamında yazarın postmodern anlatı geleneği içerisindeki konumu belirlenecektir. Orientalism, shaped by the dialogue between the West and the Eastern civilization, is a Western-oriented epistemological approach based on the forms of the West’s uptake of the East. It is seen that orientalism, which has attracted attention as an institutional field of information for centuries, has turned into a form of theoretical discourse formed by texts in a fictional atmosphere rather than being an institutional field with the book of Orientalism Western Conceptions of the Orient of Edward W. Said published in 1978. Said, based on the philosophy of Michel Foucault, that knowledge is not an objective but producible phenomenon and that it has a close relationship with power, deconstructs the orientalist approach of the West, which is focused solely on its imperialist performance. What makes Said different from the previous orientalists is that he defends that orientalism is a discourse formed as a part of the narrative in a fictional plane, just like a narrative, by making the West and the East necessary for each other with the effect of the humanist worldview he adopted. In this study, the novel called Gölgeler ve Hayaller Şehrinde (2014) of Murat Gülsoy (1967), one of the prominent writers of today’s Turkish literature, will be subjected to a theoretical analysis and in the context of orientalism, the position of the author in the postmodern narrative tradition will be determined.

Menbaʻu’l-Ebhâr, Arapça ve Farsça’nın Türkçe sözdizimine dahil edilmesi yönüyle karma dilli, Doğu ve Batı Türkçesi’nin karışımı olması bakımından karışık dilli; yani karma ve karışık dillidir1. Büyük bir âlim ve mutasavvıf oluşu yanında kalemini nazım ve nesir türünde aynı güçle oynatabilen usta bir edebiyatçı, her türlü edebî sanatı kullanmakta son derece yetkin divan sahibi bir şair olan Hazînî2, Menbaʻu’l-Ebhâr’daki manzum parçaları çoğunlukla mesnevi nazım biçimiyle yazmıştır. Hazînî, bunun yanı sıra bir Farsça şiirinde kıta; on iki şiirinde de gazel nazım biçimini tercih etmiştir. On iki şiirden sekizi Farsça; dördü Türkçe’dir. İşte, içinde yüksek edebî değer taşıyan nazım ve secili nesir parçaları bulunması açısından önemli bir edebiyat metni de olan Menbaʻu’l-Ebhâr’ın gazel formunda yazılmış dört Türkçe manzumesi, bu yazının ana malzemesini oluşturmaktadır. Öncelikle gazeller şekil (vezin ve kafiye) açısından incelenecek; sonrasında Türkiye Türkçesi’ne aktarılarak bu şiirlerdeki söz ve anlam sanatları tespit edilecektir. Menbaʻu’l-Ebhâr has mixed-language because Arabic and Persian is included in Turkish syntax. Also Menbaʻu’l-Ebhâr has complicated-language in terms of being a mixture of Eastern and Western Turkish. So it has mixed and complicated-language. Hazînî was a great scholar and sufi; and he was a master of literature that could write with the same power in verse and prose. Hazînî was a poet with “divan” who has highly competent in using all kinds of literary art and he wrote the verse pieces in Menbaʻu’l-Ebhâr mostly in mathnawi. On the other hand Hazînî has used stanza in one Persian poem and he has preferred ghazal in his twelve poems. Eight of these twelve poems were written in Persian. The rest of poems were written in Turkish. These four Turkish ghazals in Menbaʻu’l-Ebhâr which is an important literary text in terms of verse and selected prose pieces with high literary value, are the main material of this article. Firstly, these four ghazals will be examined in terms of shape (meter and rhyme). After that, poems will be translated into Turkish and figure of speech and literary arts in these poems will be determined.

Bu çalışmada, Kur’ân’da muhtelif bağlamlarda farklı anlam örgüleri içinde kullanılan “rics” kavramı üzerinde durulmaktadır. Sözlüklerde rics; pis, pislik, kötü iş, işkence, ceza, şüphe, gibi anlamları yanında ayrıca şirk, günah, azap, azaba götüren iş, öfke, vesvese gibi manalarda da kullanılmaktadır. Kumar oynamak, alkollü içki içmek, putlara tapmak, fal ile uğraşmak, ölü eti/leş, akmış kan ve domuz eti yemek gibi insana maddî ve mânevî zarar vererek onun hem fıtratını bozacak hem de iki cihan saadetini engelleyecek olan çirkin eylemler de Kur’ân’a göre “rics”tir. Kur’ân-ı Kerîm, münafıkları, kalplerinde hastalık olanları ve kâfirleri bozuk inançları sebebiyle “rics” olarak nitelediği gibi aşağılanmayı hak etmiş kişiler ve tiksinti uyandıran durumları da “rics” olarak tavsif etmektedir. “Rics” kavramı; burada kullanım şekilleri, anlamları, nüzul sebepleri ve ayetlerin muhatapları bakımından incelenmekte; barındırdığı manaları daha iyi anlamak açısından muhtelif tasnifler altında irdelenmektedir. This study further elaborate the concept of “rijs” in different meanings within various aspects in the Qur’ān. Rijs; literary means dirtiness, abomination, nasty occupation, torture, punishment and doubt, besides, such meanings as polytheism, sin, punishment, an act that cause punishment, wrath and apprehension. In addition, nasty acts that cause both changing human’s nature and preventing the happiness of the world and the hereafter by damaging physically and spiritually is called “rijs” according to the Qur’ān, such as gambling, taking intoxicants, worshipping idolatry, playing fortune games, eating dead meat/ carrion, blood and pork. While the Qur’ān has described hypocrites, one in whose heart is a disease and those who reject Faith as “rijs” because of their wrong believes, also has qualified those who deserve to be insulted and abominable cases as “rijs”. In this article, the concept of “rijs” has been studied in respect to formal conceptual usage, meanings, conditions-reasons, and the addressee; and has been scrutinized beneath various classification in terms of comprehending more its meanings.

Telif edilen eserler, müellifin yaşadığı çağda kabul gören bilimsel verilerden bağımsız değildir. Dolayısıyla bir metnin anlaşılması için müellifinin içinde yaşadığı sosyal, ekonomik, siyâsî ve coğrâfî durumlar kadar o yüzyıldaki bilimsel gelişmelerin neler olduğunu bilmek de gerekli görünmektedir. Dînî metinler için de aynı durum söz konusudur. Tefsirler, hadis şerhleri, fıkhî meselelere yaklaşım ve sûfî metinler ortaya çıktığı yüzyılın kabul görmüş bilimsel verilerinin tesirinden uzak görülemez. 19. yüzyıl sonu ve 20. yüzyıl başlarında İstanbul’da yaşamını sürdürmüş olan Ahmed Avni Konuk, yaşadığı dönemin bilimsel verilerinden uzak kalmayarak tasavvufî meseleleri bilimsel verilerle aynı metinde buluşturan mütefekkirlerdendir. Öyle ki 13. yüzyılda telif edilmiş bir eserin 20. yüzyıla kadarki şerhlerine bakarak, şerh edildiği yüzyılın bilimsel verilerini, kültürünü, kozmolojisini ve modern bilimin verilerini tespit etmek mümkün olduğu gibi, şerh edilen metinlerde bilimsel bilginin değişim, dönüşüm ve gelişimini takip etmek de mümkün görünmektedir. İslam düşünce geleneğinde etkili ve yaygın bir yere sahip olan Mesnevî, Füsûsu’l-Hikem ve Tedbîrât-ı İlâhiyye gibi klasik eserlerin ilgili konularını yer yer, modern bilimin verileri ile şerh etmekten imtina etmeyen Ahmed Avni Konuk, yaşadığı yüzyılın bilimsel gelişmelerini yakından takip etmiştir. Bu çalışmada, Mesnevî-i Şerîf Şerhi üzerinden sûfî-şârihin yaşadığı yüzyıldaki bilimsel veriler ile olan güçlü bağına işâret etmek amaçlanmıştır. The works had been written, are not independent from the accepted scientific parameters in the era of the writers lived. Thus, to understand a text, as much as the social, economic, political, geographical situation, it’s essential to know about scientific developments in the writer’s century. This practise applies for the religious texts, too. Interpretations, hadith explanation, Islamic law methodology and Sufism texts cannot be considered as out of the influence of well accepted scientific findings in related century. Ahmed Avni Konuk, lived in Istanbul between the end of the 19th and early of 20th century, is one of the thinkers who brings together Sufism topics and scientific data in same text by not keeping himself away from scientific findings in his era. In fact, by looking the Interpretations done by 20th century of a work that written in 13th century, scientific data, culture, cosmology and modern science data of the time that interpretations written, can be determined. Also keeping track of alteration, transformation and evolution of the scientific knowledge is possible in the text of interpretations. Concerned topics of Masnavi, Fusus al-Hikam and At-Tadbidrat al-ilahiyyah expounded by Ahmed Avni Konuk, who hasn’t abstained to have scientific data in his Interpretations of works which are influential and extensive in Islamic thinking tradition, he kept up with scientific development of the century he lived in. In this study it is aimed to point out the strong relation of Sufi expounder and scientific data in the era he lived, based on Masnavi Interpretation.

Bu çalışmada, Türkiye’deki Suriyelilerin Avrupa’ya göç deneyimlerine göçmen kaçakçılığı üzerinden odaklanılmaktadır. Göçmen kaçakçılarının ve kaçak göçmenlerin nasıl bir toplumsal profile sahip olduğu, Türkiye’nin sınır bölgelerinde kaçak göçler için ne tür bir mekânsal kurgunun oluşturulduğu, göçmen kaçakçılarının kaçak göçmenlere bakış açısının ne yönde olduğu, göçmen kaçakçılığının nasıl bir değişmeyen yüzü ortaya çıkardığı, göçmen kaçakçılığının kendi içinde nasıl bir iktidar mücadelesi, direniş ve yeniden tahakkümü barındırdığı ve göçmen kimliğinin anlaşılmasında sembollerin ve toplumsal hafıza mekânlarının nasıl bir rol ve işleve sahip olduğu, bu çalışmanın temel sorunsalını oluşturmaktadır. Çalışmada, “Daha” filmi üzerinden göçmen kaçakçılığı sosyolojik açıdan incelenmiş ve bu inceleme sonucunda birtakım sonuçlara ulaşılmıştır. Göçmen kaçakçılarının kaçak göçmenler üzerinden para kazanan ve onlara şiddet uygulayan, kadınlara tecavüz eden, onları fuhuşa sürükleyen, hastaları ve çocukları ölüme terk eden kişiler olduğu anlaşılmıştır. Türkiye’nin sınır bölgesinde Kandalı olarak bilinen bir mekânın kurgulandığı, bu mekânda kaçak göçmenlerin depoya hapsedildiği ve onlara her türlü insan onuruyla örtüşmeyen muameleler yapıldığı tespit edilmiştir. Kaçak göçmenlerin kaldıkları deponun duvarlarına çeşitli sembolleri kazıdıkları, bu sembollerin depoyu bir toplumsal hafıza mekânına dönüştürdüğü ve göçmenlerin umutlarını, arzularını, dileklerini, beklentilerini, özgürlüklerini, kurtuluşlarını temsil ettiği sonucuna ulaşılmıştır. Neticede, kaçak göçmenlerin yaşadıkları sorunlara rağmen hedef ülkeye varmak için mücadelelerini sürdürdükleri anlaşılmıştır. This study focuses on the migration experiences of Syrians in Turkey to Europe through migrant smuggling. A social profile of migrant smugglers and illegal immigrants have created what kind of spatial organization in the border regions of Turkey for illegal immigration, immigrant smugglers, illegal immigrants viewpoints in the direction of an invariant face uncovered smuggling of migrants, migrant smuggling and how a power struggle, resistance and re-host the spaces of domination and immigrant identity and collective memory in the understanding of the role and function of symbols that constitutes the main problem of this study. In the study, migrant smuggling was examined sociologically through the movie “Daha” and some results were obtained as a result of this examination. Migrant traffickers were understood to be people who made money off illegal immigrants and used violence on them, raping women, driving them into prostitution, leaving patients and children to die. It was established that a place known as Kandali was built in the border region of Turkey, where illegal immigrants were imprisoned in warehouses and treated without any kind of human dignity. It is concluded that illegal immigrants engrave various symbols on the walls of the warehouse where they stay, these symbols transform the warehouse into a social memory space and represent the hopes, desires, wishes, expectations, freedoms and liberations of immigrants. As a result, it is understood that illegal immigrants continue their struggle to reach the target country despite their problems.

Kainattaki herşey oran ve orantı sistemleri üzerine yaratılmıştır. Bir çok varlığın yapısında bulunan helezonlar da bu oransal harmoniyi barındırarak oluşmuş sarmal biçimli yapılardır. Sanatçılar kâinattaki bu mükemmelliği yansıtmak istemiş ve İlahî Oranlar’ı eserlerinde uygulamaya çalışmışlardır. Yüzyıllardır farklı sanat dallarında kullanılan helezonlar geleneksel sanatlarımızdaki bitkisel kompozisyonların temelinde de yer almaktadır. Helezonların tarihçesi insanlık tarihi kadar eskidir. Sanatçılar tabiatı gözlemleyerek, sabır ve yetenekleriyle mükemmel tasarımlar oluşturmuşlardır. Kompozisyonların kusursuzluğu kullanılan oranlara bağlıdır. Sanatçılar bu uyum ve dengeyi helezonlarla sağlamışlardır. Makalemizde, geleneksel sanatlarımızda kullanılan bitkisel kompozisyonların temel taşını oluşturan helezonların tarihçesine ışık tutmaya çalışılacaktır. Everything in the universe was created on proportion and proportion systems. Spirals which exist in the essenace of many entities are formed in spiral-shaped structures that contain such a proportinal harmony. The artists wanted to reflect this perfection in the universe and tried to apply the Divine Proportions in their works. Spirals, which have been used in different art branches for many centuries, also lies at the basis of floral compositions in our traditional arts. The history of spirals is as old as human history. The artists observed the nature and formed perfect designs with their patience and talent. The perfection of the compositions depends on the proportions used. The artists achieved this harmony and balance with spirals in their works. In our article, we will try to shed some light on the history of the spirals, which is supposed to be the cornerstone of floral compositions used in our traditional arts.
