Öz Abstract Günümüzde her alanda olduğu gibi, kentsel lojistikte de sürdürülebilirliğin önemi giderek artmaktadır. Bu anlamda bir kentin kentsel lojistik performansı da sürdürülebilirliğin temel bileşenleri olan ekonomik, sosyal ve çevresel faktörlere dayalı olmalıdır. Bu anlamda kentsel lojistik performans kriterlerinin belirlenmesi, ekonomik, sosyal ve çevresel koordineli bir kalkınma için önemli bir temeldir. Bu çalışmada amaç bir Sürdürülebilir Kentsel Lojistik Performans Endeksi (Sustainable Urban Logistics Performance Index-SULPI) geliştirmektir. Çalışmada SULPI için gereken kriterler belirlenmiş ve sürdürülebilirlik bileşenlerine uygun şekilde sınıflandırılmıştır. Akabinde bu kriterler AHP Yöntemi kullanılarak, kentsel lojistiğin farklı paydaşlarını temsil eden 4 farklı uzman tarafından değerlendirilmiş ve her bir SULPI kriterinin ağırlığı hesaplanmıştır. Önerilen model, SULPI hesaplamasında ilgili kent için mümkün olduğunca gerçek ve hali hazırda var olan ve kolay erişilebilir verilere dayalı olması ve sürdürülebilirliği temsil eden kriterleri ele alan yapısı ile literatüre katkı sağlamaktadır. SULPI, yetkililerin kentlerin lojistik performanslarını belirlenen kriterlere göre karşılaştırmalarına, kentsel lojistik uygulamalarını sürdürülebilirlik açısından iyileştirmeye yönelik planlar yapmalarına ve/veya planlarını revize etmelerine yardımcı olacaktır. Öz Kablo sektörü, yüksek hammadde maliyetleri ile üretim gerçekleştirmektedir. Ekstrüder hatları; ürün kalite ve maliyetleri açısından fark yaratmaktadır. Bu nedenle en iyi hattın seçimi önem arz etmektedir. Bu çalışmada bir kablo firmasında üretime alınacak yeni bir yalıtkan malzeme için dört ekstrüder hattı ele alınmıştır. Tüm alternatifler için toplam yedi değerlendirme kriteri belirlenmiştir. Pisagor bulanık ve üçgensel bulanık sayı kümelerinde tanımlı dilsel ifadeleri kullanarak firma üretim yöneticilerinden oluşan karar verici grubu tüm alternatifleri, kriterler altında değerlendirmiştir. Değerlendirmeler neticesinde, Pisagor bulanık sayılar kullanılarak öncelikle Bulanık CRITIC yöntemi ile objektif kriter ağırlıkları belirlenmiş ardından üçgensel bulanık sayıların kullanıldığı Bulanık MAIRCA yöntemi ile ekstrüder hattı seçimi gerçekleştirilmiştir. Kriterlerin, elde edilen sonuçlar üzerindeki etkisini ölçmek için duyarlılık analizleri gerçekleştirilmiştir. Kriterlerin ağırlıklandırılması adımında enerji kullanımı kriteri ön plana çıkmıştır. HFFR ürününün mamule dönüştürülmesi için en uygun hattın ‘Bobin’ olduğu belirlenmiştir. Çalışma ile birlikte uygulama yapılan firma için öncelikli hat tanımlanmıştır. Extruder lines make a difference in terms of product quality and costs. Therefore, the selection of the best line is important. In this study, four extruder lines were considered for a cable company for the production of a new insulation material. A total of seven evaluation criteria were determined for all alternatives. The decision-making group, consisting of production managers of the company, evaluated all alternatives under the criteria using linguistic expressions defined in Pythagorean fuzzy and triangular fuzzy number sets. As a result of the evaluations, objective criterion weights were determined using the Fuzzy CRITIC method with Pythagorean fuzzy numbers, and then the extruder line selection was carried out using the Fuzzy MAIRCA method with triangular fuzzy numbers. Sensitivity analyses were conducted to measure the impact of criteria on the obtained results. In the step of weighting the criteria, the energy usage criterion stood out. It was determined that the "Bobin" line is the most suitable for the conversion of the HFFR product into the final product. The study identified the priority line for the company where the application was carried out.

Abstract The Electric Vehicle Routing Problem (EVRP) is an extension of the Vehicle Routing Problem (VRP), wherein electric vehicles (EVs) are utilized instead of internal combustion engine vehicles (ICEVs). Electric vehicles have a limited driving range due to their battery capacity and require recharging to complete their routes. Charging can take place at any battery level and can be done up to the battery capacity. Furthermore, the charging speed may vary depending on the technical infrastructure of the charging station (CS). In certain real-life applications, battery swap stations (BSSs) are used in conjunction with charging stations. This study specifically focuses on articles that discuss the use of electric vehicles in logistics activities, where they are charged during the route or through battery swapping. Firstly, the electric vehicle routing problem is introduced, explaining the evolution from the vehicle routing problem to the electric vehicle routing problem. Subsequently, a mathematical model for the electric vehicle routing problem is presented. The literature on the electric vehicle routing problem is then summarized using data and visuals, and classified based on different characteristics such as assumptions, constraints, problem types, and solution approaches. The emphasis is placed on the notable aspects and solution approaches within each category. Finally, future research opportunities are summarized. Öz Elektrikli Araç Rotalama Problemi (EARP), içten yanmalı motorlu araçların yerine elektrikli araçların (EA) kullanıldığı Araç Rotalama Problemi'nin (ARP) bir genişlemesidir. Elektrikli araçlar, pil kapasitesi nedeniyle sınırlı bir menzile sahiptir ve rotayı tamamlamak için şarj edilmeleri gerekmektedir. Şarj, pil seviyesine bağlı olarak ve pil kapasitesine kadar herhangi bir miktarda gerçekleştirilebilir. Ayrıca, şarj istasyonunun (Şİ) teknik altyapısına bağlı olarak şarj hızı değişebilir. Gerçek hayatta bazı uygulamalarda, şarj istasyonları yanında pil değiştirme istasyonları (PDI) kullanıldığı durumlar bulunmaktadır. Bu çalışma sadece lojistik faaliyetlerde elektrikli araçların kullanıldığı ve rota üzerinde şarj edildiği veya pil değiştirme yöntemiyle şarj edildiği makaleleri ele almaktadır. İlk olarak, elektrikli araç rota problemi tanıtılmış ve araç rota probleminden elektrikli araç rota problemine geçişin evrimi açıklanmıştır. Ardından, elektrikli araç rota problemi için matematiksel bir model sunulmuştur. Sonra, elektrikli araç rota problemi literatürü, veriler ve görseller kullanılarak özetlenmiş ve varsayımlar, kısıtlamalar, problem tipleri ve çözüm yaklaşımları gibi farklı özelliklere göre sınıflandırılmıştır. Odak noktası, her sınıfa dahil olan önemli yönler ve çözüm yaklaşımları üzerindedir. Son olarak, gelecekteki araştırma fırsatları özetlenmiştir. Öz Yaş meyve ve sebzelerin tarladan tüketiciye ulaştırılmasına kadar devam eden tedarik zincirindeki tüm unsurlar insanlık için büyük önem arz etmektedir. Dünyada olduğu gibi ülkemizde de yaş meyve ve sebzelerin tüketiciye ulaştırılmasındaki tedarik zincirinde farklı karar vericiler yer almaktadır. Ülkemizdeki duruma bakıldığında; ürünün üretiminden tüketiciye ulaşıncaya kadar geçen süreçte tarladan toptancı hallerine, toptancı hallerinden marketlere/manavlara ve marketlerden/manavlardan da tüketiciye ulaştırılması adımları yer almaktadır. Çalışma kapsamında yaş meyve ve sebze ürünlerinin tedarikinde söz sahibi olan toptancı hali komisyoncularının tarlalardaki ürün seçim yaklaşımları, market/manav yöneticilerinin toptancı hallerindeki seçim yaklaşımları ve son tüketicilerin marketlerdeki/manavlardaki seçim yaklaşımları araştırılmıştır. İncelenen her bir tedarik kanalı için tedarikçi seçimlerindeki en önemli kriterlerinin belirlenmesi amaçlanmıştır. Çalışma kapsamında Denizli ilinde bulunan yaş meyve ve sebze toptancı hali komisyoncuları, ilde faaliyet gösteren yerli ve ulusal marketler ile ilde farklı bölgelerde yaşayan tüketiciler kalite, fiyat, teslimat, hizmet, ürün ana kriteri ve bu ana kriterlerin alt açılımları üzerinden değerlendirilmeye tabi tutulmuştur. Farklı seviyelerde yer alan tedarikçilerin seçim kararlarında etkili önemli kriterlerin bulunması, en uygun tedarikçinin seçilmesi ve sonuçların karşılaştırılmasında AHP ve TOPSIS yöntemleri kullanılmıştır. Elde edilen sonuçlar incelendiğinde, yaş meyve ve sebze tedarik zincirinde yer alan tüketiciler dışındaki karar vericilerin bakış açılarının tüketici beklentilerinden uzak olduğu görülmektedir. Abstract All elements in the supply chain, from the field to the delivery of fresh fruits and vegetables to the consumer, are of great importance to humanity. Different decision makers occur in the supply chain of delivering fresh fruits and vegetables to consumers in our country and the world. Considering the situation in our country, there are steps to deliver the products from the field to the wholesale markets, from the wholesale markets to the markets/grocers and from the markets/grocers to the consumers in the process from the production to the consumer. In this study, the wholesale markets brokers, market/grocery managers and consumers who have a say in the supply of fresh fruit and vegetable products, product selection approaches in the fields, selection approaches in wholesale markets and selection approaches in the grocery stores were investigated, respectively. It is aimed to determine the most important criteria in the supplier selection for each supply channel examined. Within the scope of the study, the wholesale markets brokers in the province of Denizli, domestic and national markets operating in the province and consumers living in different regions in the province are evaluated on quality, price, delivery, service, main product criteria and sub -expansions of these main criteria. AHP and TOPSIS methods were used to find important criteria in the election decisions of the suppliers at different levels, to select the most appropriate supplier and to compare the results. When the results obtained are examined, it is seen that the perspectives of the decision-makers other than consumers in the fresh fruit and vegetable supply chain are far from consumer expectations.

Abstract A compressor manufacturer producing in Kocaeli/Dilovası region makes vehicle routing and employee planning daily to fulfill the maintenance and repair requests of the Marmara region and its surroundings the next day. The service types and times are agreed upon with the customer before service planning. The vehicles and their respective operators for a given planning day are known, with the service personnel's starting and ending points being the residences. All the planned services must be satisfied in the time windows customers give. We approach the issue as a multi-depot vehicle routing problem with time windows (MDVRPTW) and construct a mixed-integer linear programming framework. The solution is deemed adequate in resolving the company's service planning predicament. To tackle large instances, we formulate a clustering algorithm that yields a proficient solution in a concise duration. Özet Kocaeli/Dilovası bölgesinde üretim yapan bir kompresör üreticisi, Marmara bölgesi ve çevresinin ertesi günkü bakım ve onarım talebini karşılamak için günlük olarak araç rotalama ve personel planlaması yapmaktadır. Servis planlamasından önce servis türleri ve süreleri müşteri ile kararlaştırılır. Servis personelinin başlangıç ve bitiş noktaları ikametgah adresleri olmak üzere, belirli bir planlama günü için araçlar ve ilgili operatörleri bilinmektedir. Tüm talepler, müşteriler tarafından verilen zaman pencerelerinde karşılanır. Problem, Zaman Pencereli Çok Depolu Araç Rotalama problemi (MDVRPTW) olarak ele alınmaktadır ve bir karma tamsayılı doğrusal programlama modeli geliştirilmiştir. Matematiksel model çözümü şirketin problemini çözmeye yeterlidir. Büyük örnekleri çözmek için, kısa sürede yeterli bir çözüm sağlayan bir kümeleme algoritması geliştirilmiştir.
