Abstract The safety and quality of agricultural raw materials are important in the food service industry because raw materials are temperature sensitive and perishable. Hence, they should be stored in cold storage and temperature-controlled truck to maintain quality and safety. This study investigates the current cold chain management of a chain restaurant. The objective is to identify the problems and suggest how to establish the proper cold storages and temperature-controlled trucks. The scope of the study is a restaurant having nine branches, two refrigerated containers (20 feet) for storing raw material and three temperature-controlled trucks for sending raw material to each branch. We conduct in-depth interviews with the restaurant owner and operators and check the temperature in cold storage and during transportation of raw material by using an infrared thermal camera and data logger to identify the problem. Then, we analyze the causes of the problem and suggest solutions for the improvement such as the design of cold storage and delivery platform. In summary, this research will be beneficial to other cold storage and temperature-controlled truck users. It can enhance the cold chain efficiency and food safety as well as energy cost-saving. Öz Tarımsal hammaddelerin güvenliği ve kalitesi gıda hizmet endüstrisinde önemlidir, çünkü hammaddeler sıcaklığa karşı hassastır ve bozulabilir. Bu nedenle, kalite ve güvenliği sağlamak için soğuk hava depolarında ve sıcaklık kontrollü araçlarda depolanmaları gerekir. Bu çalışma bir zincir restoranın mevcut soğuk zincir yönetimini incelemektedir. Amaç, sorunları belirlemek ve uygun soğuk hava depolarının ve sıcaklık kontrollü araçların nasıl kurulacağını önermektir. Çalışmanın kapsamı, dokuz şubesi, her bir şubeye hammadde göndermek için hammadde depolamak için iki frigorifik konteyner (20 feet) ve sıcaklık kontrollü üç kamyondan oluşan bir restorandır. Sorunu belirlemek için, restoran sahibi ve işletmecileri ile derinlemesine görüşmeler yapılmış ve kızılötesi bir termal kamera ve veri kaydedici kullanarak soğuk hava deposu ve hammaddenin taşınması sırasındaki sıcaklığı kontrol edilmiştir. Ardından, sorunun nedenleri analiz edilmiş ve soğuk hava deposu ve dağıtım platformu tasarımı gibi iyileştirmeler önerilmiştir. Özetle, bu araştırma diğer soğuk hava depoları ve sıcaklık kontrollü kamyon kullanıcıları için faydalı olacaktır. Soğuk zincir verimliliğini, gıda güvenliğini ve aynı zamanda enerji maliyetinde tasarruf oranını artırabilir. Abstract City logistics, which started to examine as a subdivision of logistics, aims the planning and management of transportation, efficiency, protection of the environment, reduction of traffic, security, and energy-saving. Rapidly growing population and migration from rural to urban areas have an important place in many of the problems of cities. A smart city is an approach that has a significant potential to solve urban logistics problems with information technologies. "Smart city logistics solutions" such as full adaptive traffic management system, security, and emergency systems, electronic detection system, etc. present based on information technologies to meet the increasing demand for logistics services more efficiently, safely and environmentally. In this study, the evaluation of smart city logistics solutions that contain many components is considered as a multi-criteria decision-making (MCDM) problem. Given the complex nature of this problem and insufficient knowledge, the decision-making approach is supported by fuzzy logic. In this context, the smart city logistics solutions in Istanbul determined by literature review and expert opinions are modeled, analyzed, and the results are interpreted by using the House of Quality matrix of Quality Function Deployment (QFD) approach with fuzzy MCDM methods. Öz Lojistiğin bir alt dalı olarak incelenmeye başlanan "Kentsel Lojistik", genel lojistikte olduğu gibi dağıtım ve ulaşımın planlanmasını, yönetilmesini, etkin bir lojistik sisteminin sağlanmasını, çevrenin korunmasını, trafiğin azaltılmasını, lojistikte güvenliği ve enerji tasarrufunu amaçlamaktadır. Hızla artan nüfus ve kırsal alanlardan kentsel alanlara olan göç, şehirdeki lojistik problemlerinin yaşanmasındaki başlıca sebepler arasındadır. Akıllı şehir yaklaşımı, bilgi teknolojileri ile bu problemleri çözmek için önemli bir potansiyele sahiptir. Lojistik hizmetlerinde artan talebin daha etkin, güvenli ve çevreci bir şekilde karşılanması için bilgi teknolojilerini baz alan tam adaptif trafik yönetim sistemi, güvenlik ve acil durum yönetim sistemi, elektronik denetleme sistemi gibi “Akıllı kentsel lojistik çözümleri” sunulmaktadır. Bu çalışmada, birçok bileşeni bünyesinde barındıran akıllı kentsel lojistik çözümleri, Çok Kriterli Karar Verme (ÇKKV) problemi olarak ele alınmaktadır. Bu problemin karmaşık yapısı ve bilginin yetersiz olduğu göz önünde bulundurularak karar verme yaklaşımı bulanık mantık ile desteklenmektedir. Bu kapsamda, İstanbul’da akıllı kentsel lojistik çözümleri literatür taraması ve uzman görüşleri ile modellenmekte, analiz edilmekte ve sonuçlar Kalite Fonksiyon Göçerimi yaklaşımının Kalite Evi matrisi ve bir bulanık ÇKKV tekniği kullanılarak elde edilmektedir. Abstract Milk-run is one of the lean logistics implementations defined as a cyclic materials delivering system. In-plant milk-run system, a variant of milk-run, runs for the delivering materials within the plant from warehouse to assembly stations in a cyclic manner. It is implemented using Automated Guided Vehicles (AGV), which provide automated materials handling in plant. In this study, in-plant milk-run system is discussed and the importance of determining milk-run routes and period is emphasized. A mixed integer mathematical model is proposed for the determination of milk-run routes and its period simultaneously for AGVs. Besides, the mathematical model allows split deliveries for assembly stations. The proposed model is coded using GAMS software and the success of this model is shown on randomly generated test problems. The proposed model obtains the optimal solution approximately in 1 second for generated two test problems. This points out the advantage and practicability of the proposed mathematical model for in-plant milk-run system. Öz Milk-run döngüsel malzeme taşıma sistemi olarak yalın lojistik uygulamalarından birisidir. Milk-run’ın bir çeşidi olan fabrika içi milk-run sistemi, fabrika içinde depodan montaj istasyonlarına döngüsel bir yaklaşımla malzeme taşıması için çalışır. Fabrika içi milk-run sistemi fabrikada malzemelerin otomatik olarak elleçlenmesini sağlayan otomatik yönlendirilmiş araçlar (OYA) kullanılarak gerçekleştirilir. Bu çalışmada, fabrika içi milk-run sistemi ele alınmış ve milk-run rotalarının ve periyodunun belirlenmesinin önemi vurgulanmıştır. OYA’ların milk-run rotalarını ve periyotlarını eş zamanlı olarak belirlemek için bir karma matematiksel model önerilmektedir. Matematiksel model aynı zamanda montaj istasyonları için bölünmüş teslimatlara izin vermektedir. Önerilen model GAMS yazılımı kullanılarak kodlanmış ve modelin başarısı rassal olarak türetilen test problemleri üzerinde gösterilmiştir. Önerilen model, türetilen test problemlerinin en iyi çözümünü yaklaşık 1 saniye içinde elde etmiştir. Bu durum, fabrika içi milk-run sistemi için önerilen matematiksel modelin avantajını ve uygulanabilirliğini göstermektedir. Abstract The fact that the production and consumption amounts are different from each other gives a dynamic feature to the concept of storage. In addition, an effective storage activity hinges upon the selection of the right warehouse location that takes into account capital and labor investments; minimizes the transportation cost and time. The aim of this study is to investigate the preliminary researches in the selection of the warehouse location selection and to present information on which success factors and methods are preferred. Within this scope, many academic studies have been examined by filtering various databases. According to the results of the study, the most used methods in warehouse location selection are multi-criteria decision making methods such as AHP, ANP and TOPSIS; and the most commonly used success factor is determined as the cost-based factors. Öz Dünya üzerinde üretim ve tüketim miktarlarının birbirlerinden farklı olması depolama kavramına dinamik bir özellik kazandırmaktadır. Ayrıca etkin bir depolama faaliyeti; sermaye ve işçilik yatırımlarını dikkate alacak, taşıma maliyet ve zamanını minimize edecek doğru depo yerinin seçilmesinden geçmektedir. Bu doğrultuda çalışmanın amacı, depo yeri seçiminde yapılmış olan öncül araştırmaların incelenmesi ve depo yer seçiminde hangi başarı faktörleri ve yöntemlerin tercih edildiğine dair bir bilgi sunmaktır. Bu amaç kapsamında çok sayıda akademik çalışma çeşitli veri tabanları süzülerek incelenmiştir. Çalışmanın sonuçlarına göre depo yer seçiminde en fazla kullanılan yöntemler AHP, ANP ve TOPSIS’in başını çektiği Çok Kriterli Karar Verme yöntemleri, en çok kullanılan başarı faktörü ise Maliyet içerikli faktörler olarak belirlenmiştir. Abstract The accessibility of airports and the airport preference of users are significant criteria for the competitiveness of airports. When passengers choose a route, they actually expect the completion of the transportation chain and they want to travel to the door from the door. For this reason, the factors that affect the passenger's decision for a significant option go beyond the price and quality of air services. The decision for a specific air service and a particular airport depends on the accessibility of the airport to a considerable extent. Factors affecting the choice of the airport can simply be divided into two categories. The category that reflects the number of air fares, frequencies and served destinations is defined as "air side". The category of airport accessibility, namely access, is also called "land side". The locations of the airports are usually set up around the periphery of the city’s with a reasonable length such as 50 km. The access of the airports may affect the passenger demands, so this study investigate the Turkish airport coverage in length of 50, 75 and 100 km radius from city centers. The main purpose of this study thus investigates whether a new airport construction is needed or not for domestic flights. Results showed that if 100 km radius length is used as a criterion for building new airport, only 10 cities with total population of about 2.5 million people will be outside the airport access. Socio-economical features are highly related with the location choice of airports. Therefore, accessibility properties are compared with the special properties of the cities and possible new airport locations have been determined. Öz Havaalanlarının erişilebilirliği ve kullanıcıların havaalanlarının tercihi, havaalanlarının rekabet edebilirliği için önemli kriterlerdir. Yolcular bir rota seçtiklerinde, aslında taşıma zincirinin tamamlanmasını beklemekte ve kapıdan kapıya seyahat etmek istemektedirler. Bu nedenle, yolcuların belli bir seçenek için kararını etkileyen faktörler, hava hizmetlerinin fiyat ve kalitesinin ötesine geçmektedir. Belirli bir hava hizmeti ve belirli bir havaalanı için verilen karar, havaalanının büyük ölçüde erişilebilir olmasına bağlıdır. Havaalanı seçimini etkileyen faktörler sadece iki kategoriye ayılmaktadır. Uçuş ücretlerini, frekansları ve sunulan varış noktalarının sayısını yansıtan kategori "hava tarafı" olarak tanımlanmaktadır. Havaalanına erişilebilirlik kategorisine de, yani erişime, "kara tarafı" denir. Havaalanlarının yerleri genellikle kentin çevresine 50 km gibi makul bir uzunlukta kurulmaktadır. Havaalanlarının erişimi yolcu taleplerini etkileyebilir, bu nedenle bu çalışma, Türk havaalanlarının şehir merkezlerinden 50, 75 ve 100 km yarıçapı uzunluğunu araştırmaktadır. Bu çalışmanın temel amacı, iç hat uçuşları için yeni bir havaalanı inşaatının gerekli olup olmadığını incelemektir. Sonuçlar, 100 km yarıçap uzunluğunun yeni bir havalimanı inşa edilmesinde bir kriter olarak kullanılması durumunda, toplam nüfusu yaklaşık 2,5 milyon olan sadece 10 kentin havaalanına erişimin dışında olacağını göstermiştir. Sosyo-ekonomik özelliklerin havalimanlarının yer seçimi ile yakından ilgili olduğu görülmektedir. Bu nedenle erişilebilirlik özellikleri şehirlerin diğer özellikleri ile karşılaştırılmış ve olası yeni havalimanı yerleri belirlenmiştir. Anahtar kelimeler: Havalimanı, Yer seçimi, Erişilebilirlik
