ASSESSMENT OF MEDICAL SERVICES QUALITY

Evaluation of medical service quality becomes still more actual due to implementation of international standards in hospitals
of our country. There are a lot of methods of evaluation of medical service quality. An example of such a method described
by Hinchey et al. Traditionally, quality of medical care was evaluated in three general directions: structure, process and outcomes.
The value of quality assessment by means of outcomes may be limited by several other factors. First, larger samples
are needed for reliable estimates, especially for infrequent outcomes, like death. Second, outcomes assessment is more often
based on medical informatics such as “black box”, which is managed by restricted number of persons [20]. Example of such
system is a CHOICE, described by Hinchey et al. Third, some of the outcomes may be unresponsive to the quality standard of
medical care. Although it has a lot of potential, further efforts on several fronts are necessary for its techniques being effective
improvement of health of certain people and the population as a whole. These efforts should be directed towards a reasonable
conceptual framework of such methods, the development and testing of improved methods of quality assessment. It is necessary
to achieve integration of efforts on a quality assessment aimed to improve medical care, - both in each separate institution
and extensively. It also should be monitored what contribution the techniques of quality assessment bring to health of the
population: benefits should be money’s-worth.
