The Relationship between Governments and Administrative Auth0rities in the Towns of Tobolsk Province in the Late 19th – Early 20th Century

Regional administration and municipal administration have a strong relationship in virtue of their positions. Its vertically hierarchical expression is due to the occurrence of the municipality into a complex system, in which the sending side is a regional power. Often two levels of management have different interests, matching, overlapping, or conflicting, depending on the situation.
In the second half of the 19th century the control system of the Russian Empire has evolved, the process largely related to issues of local government and municipal authorities. Zemsky, and urban reforms, which followed it, have led to a significant transformation of the everyday life, the formation of a new type of political culture bearer – the voter. The evolution of the local control apparatus occurred during the breaking of the old grand institutions of all spheres of public life, while the government didn’t plan radical restructuring of them. Therefore, these processes could not be stable and long lasting, and were constantly in need of refinement and further implementation.
