In 2009, the world economy crossed the strongest postwar economic crisis, affecting all the economic and social areas. The process of recovery after the global recession started at the end of 2009, but the level of investment and production will be slow in 2010. In 2009, the international trade and FDI flows showed significant decreases as a result of the global financial and economic crisis. Serious consequences of the current economic crisis occurred and affected the employment situation in most countries of the world.

The increasingly strong process of interdependence between globalization and regionalization - in the context of the end of the bipolar power at world level - has engendered a new philosophy regarding the evolution of the world, a reconsideration of the strategy of political and diplomatic, economic and also cultural and human relationships. In my opinion, in a multipolar world, that will bring into the first line of international relations new big actors of regional and universal vocation (China, Rusia, Brasil, India), the European Union will play an extensive role in participating at the geostrategic, regional and global equilibrium, through promotion of an „open diplomacy” that will allow – by dialogue and cooperation – the resolving more rapidly and efficiently the great challenges of the beginning of the century and millenium: the reduction of the great development gaps, the regional and global security, in a very solid economic background. A new dimension of the EU enlargement policy at regional scale is represented by the cooperation relations and the attraction into the European circuit of material and spiritual values of the countries in the Central and Eastern Europe. In the context of deepening the interdependence and complementarities at regional and global level, more focus should be put on the viable ways and modalities to intensify the cooperation in the Danube-Black Sea and Euro-Mediterranean geo-economic and strategic areas. The two big geo-strategic regions of the world belong to the same civilization and are subject to similar changes as the other regions of the world, despite some specific features of history and culture. The intensification and diversification of the cooperation at the Central and South-Eastern European level, as well as the Euro-Mediterranean and Danube-Black Sea region, does not represent an alternative to the general objective process of integration into the Euro-Atlantic structures, but a complementarity meant to support the material and human efforts of the participants to the cooperation agreements, to a more rapid development and modernization of the economic-social structures.

After 30 years of restructuring, high economic growth and development, China could face the onset of the global economic crisis from a very favourable position: it was the third largest economy in the world, the second most important FDI destination, a leading manufacturer in many industries, the second largest exporter and the third largest importer globally and, maybe most importantly, the holder of the highest foreign exchange reserves among nations. This allowed a bold attitude of the Chinese leaders, which aimed not only at subduing the crisis but also at taking the best advantage of it. The governmental prompt response, with a comprehensive interventionist package, to the collapse of the foreign markets, seems to have yielded the expected results, but these results may prove unsustainable in the longer run if the Chinese development model is not changed.
