In the article we consider a class of boundary value problems in the half-cylinders D = (x < 0)  (y 2 Q  Rm) bounded on the basis x = 0 of the two-layer film composed of strongly and weakly permeable layers. On the film we set a homogeneous boundary condition of the first type. In the half-cylinder we consider nonhomogeneous differential equations of a certain class. Using the method of convolution of Fourier expansions the solutions problems with film are expressed through the solutions of the classical problems in the cylinder D0 = (x 2 R)  (y 2 Q  Rm) without film with conservation of equation in D.

The article is devoted to the description of natural hazards and peculiarities of work in the Arctic zone. The method of their monitoring is considered. New dangerous phenomena are described, such as the ice tsunami, the rise of methane during the thawing of permafrost, the rise in the level of the world’s oceans, the increase in the rate of erosion of the shores of the Arctic Ocean. The question of global warming and cooling is being discussed.

We study the problem of approximation of tabular data with the same large size lines. We suggest a formulation of the problem in terms of fuzzy sets and approximate way of describing the  – slices of fuzzy sets of special polynomial functions – Bernstein polynomial for the case of several variables. An approximate algorithm for solving the problem allowing the decomposition of the original problem is an example of his work. We give estimates for the number of characteristics of the approximate function data table. The study provides empirical assessments of the time complexity of the algorithm for a number of practical applications of the algorithm.
