The article is concerned with the search for a social mechanism capable of influencing the production of public goods and ensuring the growth of its efficiency. Among the arguments, existent in economic theory, about «the State failures» in the production of public goods (the inability to identify valid public preferences, unfocused behavior of officials) the problem of combining the interests of subjects in order to achieve collective goals and, accordingly, of the nature and mechanisms of their harmonization in the production of public goods is allocated. The mechanisms of market and the State-based coordination have been analyzed and their limitations in solving the problem of harmonization of individual actions in the production of public goods have been shown. The authors prove the increased socio-economic effect of civil coordination in this sphere, when economic subjects are united in one community and undertake obligations to narrowing the options for action to a specific, ethically justified set. It is shown that the mechanism for harmonizing the activities of subjects in such coordination is to adhere to generally accepted norms and rules of conduct, which reduces the likelihood of freeridership and contributes to the reduction of transaction costs. Based on the comparison of the target functions of the groups according to M. Olson and R. Putnam, the quality parameters of the community, which is able to generate a collective interest in the production of local public goods, are allocated. In order to improve efficiency, it is proposed to narrow the sphere of provision of public goods to the local level, in view of the criterion of institutional proximity of subjects, and to transfer a number of goods traditionally provided by the State to the zone of control and/or production by local communities.

The article is aimed at studying the concept of outsourcing, its impact on increasing the competitiveness of both the countries of the world and Ukraine. The theoretical bases for the emergence and development of outsourcing are covered, the essence of the concept is disclosed, the views of scholars are considered. The global market for outsourcing services has been analyzed in dynamics and in various industries, positive results of use have been identified, as well as plans for the future have been examined. The world’s major outsourcing centers have been defined; the problems and prospects for their development are indicated; the impact of outsourcing services on the competitiveness of countries has been identified. A study of the Global Outsourcing Attractiveness Ranking, based on four criteria (financial attractiveness, people skills, business environment, innovativeness), has been carried out, which points to the competitiveness of outsourcing countries and allows to effectively attract countries to have outsourcing services provided. Ukraine’s place in this ranking has been determined and positive changes in its indicators have been noted, which increases the country’s reputation in the international arena and contributes to the growth of its competitiveness. It has been proved that Ukraine is an exporter of outsourcing services, the largest percentage belongs to the IT outsourcing (90% of our IT specialists work on the basis of outsourcing exclusively). Models for the use of outsourcing services are analyzed; the pros and cons of each of these models are defined; it is proved that the success story of the outsourcing countries is explained by the clear supportive policy of the State, as well as the quality of the product, its innovativeness and reliability. Using the comparison of outsourcing countries, ways to improve the use of outsourcing services in Ukraine to increase its competitiveness in the global market have been suggested.

The article is aimed at researching the peculiarities of development of Japan’s high-tech TNCs in the context of globalization and obtaining a coherent picture of the historical, organizational, innovation-technological features of the development of TNCs. The task of the research is analyzing and evaluating the historical, organizational, innovation-technological features of development of Japanese TNCs on the example of Toyota Motor Corporation. It is specified that for the rapid technological growth of transnational companies and the country as a whole, Japanese entrepreneurs have accumulated and reinvested profits exclusively in the sphere of scientific development and innovation. Continued development and research of the above mentioned spheres will provide leadership in a globalized society. The authors research one of the largest Japanese TNCs, Toyota Motor Corporation, successfully active in the automotive industry. The emphasis is placed on the fact that the main feature of the company is the huge costs of research and development, cooperating with startups, while this cooperation be called the exception rather than the rule. Innovations occur on the basis of continuous improvement through training. Improving quality, problem-solving comes at the expense of working groups. However, Toyota’s significant secrecy of organizational culture reduces the ability to be institutionally flexible when problems needs a quick solution. It is concluded that with a reliable public-private partnership Japanese companies, investing in research and development of foreigners, improved them and produced a new technological product, which allowed them to a rapid growth.

The article solves an important scientific-practical task in terms of studying the impact of innovative processes in Ukraine on the transformation of business in the context of digital economy. Problems arising from the innovation activities of organizations often have an economic, even macro-economic, nature, are expressed in the imbalance of economic processes, slowdown (during the period of transformation) of economic growth, and mismanagement of resources. It is specified that today a significant number of indices and rankings are used in the world, with which it is possible to assess the innovative development of the country in various directions of public life. The carried out analysis of Ukraine’s ratings in the world showed both positive and negative trends of their dynamics, timely accounting of which will allow to form a strategic vector of stable functioning and development of business. However, it is digital transformation that has the greatest potential, so we look at the digital transformation model of business, which defines approaches to transforming business models, business processes and transforming the customer service. It is defined that online commerce is one of the most progressive directions for trade organizations nowadays. The carried out research proves its slow development, which confirms imperfection of Ukrainian regulatory framework for the digitalization of business, weakening of the economy as a whole, passivity of the leadership of organizations in regard to the introduction of innovative technologies for business development. Therefore, the problem of business transformation in the context of digital economy can be solved by gaining new knowledge, transition to a managed socio-cultural evolution, building up a socially oriented economy.

The article is aimed at researching the infrastructure and infrastructural-transformational processes of the formation and development of the investment potential of the region. Infrastructure provision of investment processes in the Black Sea region is analyzed. The analysis showed that, in general, the region has a fairly strong infrastructure potential, which, if used efficiently, is an important basis for developing the investment potential of the economy. A comparative analysis of development of the region’s transport and logistics subsystem of investment potential showed that, despite the rather high performance indicators of enterprises in the region, there are some problems in the territories of the region related to the state of road surfaces, especially on roads of regional importance; reduction of service infrastructure and lower, compared to the average indicators’ values, functional characteristics of individual services. It is substantiated that the infrastructure potential of the region due to insufficient governmental support and certain transformations going on in the economy is not used thoroughly and requires the development of comprehensive strategic solutions to optimize and adapt to the needs of the region’s economic development in the long term.

The article is aimed at developing models for reduction of the information space for the assessment of the socio-economic development of Ukrainian regions (SER), as well as allocating the factor groups of indicators that are of particular importance for improving the efficiency of formation and decision-making in the elaboration of the development strategies of regions. The carried out monograph analysis, systemization and generalization of modern scientific developments of domestic and foreign scholars allowed to determine the existence of a number of approaches to the definition and evaluation of the uneven socio-economic development of regions and the absence of a single base of assessment indicators of the SER. As a result of the study, a model to reduce indicators for evaluating the uneven socio-economic development of Ukrainian regions by Data Mining methods is developed, in particular by the principal components method, which allows to significantly narrow the system of estimates. As a result of the carried out modeling, the degree of influence and load of uneven indicators in the context of individual factor groups of the SER indicators in accordance with their principal components is determined. Prospects for further research in this direction should be the development of models for the classification of the SER statuses and forecasting the level of unevenness of the SER on the basis of the proposed complex of models for assessing the asymmetry and unevenness of regional development; forming a system of directions and the most significant strategic levers of regional development. The obtained results will allow to scale models according to the data of the European Union countries, which will serve as a basis for improving models of equalization of the asymmetry of the macro-regions development.

The article considers the possibility of alternative crediting to small farming enterprises, as credit is a form of movement of loan capital and an integral attribute of the economic management mechanism for all economic entities. In addition, the use of borrowed funds has a positive impact on the financial activities of agricultural producers. These funds include: increasing the producer’s financial potential; providing an opportunity to accelerate the turnover of investments; increasing the return on equity. Many small farming enterprises can not get the necessary crediting from banks because of lack of turnover in financial statements, lack of collateral, bad credit history. Beyond that, the low level of liquidity of banking activities along with the political processes in Ukraine have led to a conservative policy of crediting to the agricultural sector. The emergence of new business models in the financial sector can be one of the most modern and effective instruments for attracting credits. Therefore, the article considers the possibility of introducing P2P crediting for small farming enterprises – borrowing financial resources provided without collateral, from private investors. Special credit programs, which domestic banks develop for agricultural producers, have been analyzed. Modern and efficient instruments for attracting credit resources are considered. The process of applying for a loan through the Internet site is described. The benefits of P2P crediting for the agricultural producer are allocated. Its shortcomings for both the investor and the borrower have been formulated. Steps to promote Internet crediting and increase financial resources in the agrarian sector of the economy are proposed.

The publication is aimed at researching the current status of the global civil aviation market and forecasting its development in the face of unstable demand for air transportation caused by the pandemic of coronavirus infection COVID-19. It is specified that civil aviation is one of the most important components of the global transport system, which provides jobs and influences development of the economy of any country in the world. The status of the global civil aviation market, the dynamics and structure of air transportation by regions of the world are analyzed; role of air transportations in the development of world trade and tourism is defined; the main trends in the global civil aviation market for the next decade are presented. To plan the activities of airlines, airports, aeronautical systems, etc. forecasts of passenger and freight transportations, the aircrafts’ traffic together with the related parameters are required. Both global and regional forecasts of the global civil aviation market for 2020 before and after the unstable demand for air transportation caused by the coronavirus pandemic are analyzed, economic consequences are provided. In 2020, it was planned to increase revenue from air transportation by 4%, up to 872 billion U.S. dollars, but due to the spread of COVID-19, carriers around the world could lose between 63 billion and 113 billion U.S. dollars. However, it is not yet possible to provide a definitive assessment of the impact of the current situation in the global civil aviation market.

Mystical tourism is not very common in Ukraine, but is an innovative instrument and a new promising direction to improve the tourist appeal of Ukraine, including Lviv region and the city of Lviv. The article analyzes the possibilities and prospects for the development of mystical tourism in Ukraine on the example of Lviv region. It is identified that Lviv region has a significant number of known mystical places and objects, the considerable «mystical» potential, which should be developed, as it will bring additional money income to the country’s economy, increase the tourist flow and develop related sectors of the economy. The theoretical aspects of the development of mystical tourism as a kind of «dark» tourism are covered and its specific features are allocated. Based on research on the approaches of scientists, an authors’ own vision of the interpretation of the concept of «mystical tourism» is proposed. The tendencies of the tourism development in Lviv region and the prerequisites for the development of mystical tourism as such are analyzed. According to the results of the research, a plan of the most popular mystical places of Lviv region is developed by marking them on a map with a distribution by the number of search queries in the web service Google Trends. A comparative analysis of the proposals of tours of mystical nature by the tourism companies of Lviv and Kyiv is carried out. A number of events to popularize mystical tourism in Lviv region is proposed.

The article focuses on the study of the essence of the logistics of miles in the supply chain. It is proved that in the midst of the coronavirus pandemic, demand for online orders will increase and, accordingly, the role of logistics of the last mile in the chain of delivery of goods to the final consumer will increase. The main prerequisites for the development of the last mile logistics market in electronic commerce in Ukraine are identified. In the course of the study, it was found that for the organization of logistics of the last mile, the following factors should be taken into account: delivery speed, tracking accuracy, warranty and insurance, convenience, cost and price. It was determined that in the city of Kiev, under quarantine conditions, with increasing demand for food products, logistics of the last mile becomes the most relevant. With the development of technology and competition between enterprises, the consumer expects that the goods will be delivered within a few hours, but in this situation, with increased demand for online orders, the consumer can wait for his order for a few days. The problems that retail chains encounter when completing an order and organizing the delivery of goods by online stores in the pandemic circumstances are considered. It is noted that the service zakaz.ua provided the opportunity to make online purchases on its own platform for such retail chains as Novus, Metro, Auchan, Megamarket, Buffet. The market of postal and courier services in Ukraine is analyzed. The evaluation of the choice of postal logistics operators in the Ukrainian market is carried out and the main characteristics of the courier services are indicated, their advantages and disadvantages are determined. The features of the implementation of crowdsourcing principles in companies providing courier services are analyzed. The prospects for the development of logistics of the last mile in electronic commerce in Ukraine and in the world have been defined. Given the international experience to save human resources in the current situation, it has been proven that the latest technologies for delivering goods to consumers in hard-to-reach places using artificial intelligence can be used.

The article is aimed at identifying the influence of the institute of government on the labor market and youth unemployment by means of econometric research (modeling) and statistical analysis, as well as defining the main directions of improvement of institutional regulation of the youth labor market. Youth unemployment has been shown to be a complex socio-economic phenomenon, influenced by many factors, from the technological restructuring of the modern economy up to the features of the mental nature in adaptation of youth to the challenges of unemployment. An econometric modeling of youth unemployment in Ukraine for the period 2006-2019 was carried out. In the first stage of the modeling, the institutional status of government was specified, in the second a statistical analysis of the youth labor market was carried out for the relevant periods in the context of domination of the institute of presidency as the main political institution. The influence of the institutional factor (institution of presidency) on the regulation of the youth labor market is studied in detail. This influence occurs indirectly, through the development and implementation of relevant laws and programs at both the State and the regional levels. It is proved that, along with the influence of common factors (technological revolution, cyclical nature of development, structure of economy, geopolitics, etc.), the institutional environment plays a significant role both in growth and in overcoming youth unemployment. Institutional actions must be comprehensive, effective, covering all youth population groups. This can be achieved by establishing an inclusive institutional regime, integrating young people into the socio-economic reproduction process and their quality education.

The article attempts to present the evolution of generations of people of the 20th and 21st centuries through the prism of economic, institutional and professional substantive peculiarities. The professional qualities and features of each generation’s training are specified. The skills of the classical employees of the baby boomer generation are generalized and compared; the contents of the new progressive skills inherent in the digital generation are disclosed. The authors specify the economic and organizational benefits for the company from the work of digital specialists, including the following: ability to scale the business; increase in income; exit from the routine without having to check every action of employee. The professional flexible/soft skills of a digital person gaining knowledge at an innovative-entrepreneurial university are defined as follows: ability to effectively communicate with the surrounding; emotional intelligence; time management; flexibility and creativity; stress resilience. It is reasoned that there is an urgent need for the all-round advance with regard to equipping and providing with the most recent capabilities for every employee in their digital workplace. The benefits of a digital workplace for a generation of millenials, buzzers, and alpha people are presented via the prism of the matrix structure of advantage of the Office 365 along with the challenges it poses. It is concluded that the innovation-entrepreneurial universities are exclusive in producing innovations, educating active and progressive youth, entrepreneurs. The economic vocational education gained by the generation of digital people at an innovative-entrepreneurial university will cause influence on: salaries of developers; presence of high-level professionals in the labor market; transparency of the rules for selecting IT companies as contractors, etc.

Objective reasons for updating the needs of enterprise in the activities on provision of security are presented (exponential increase in the number of threats to the enterprise’s activities, their multiplied influence and serious consequences of their materialization). The contents of the activities on provision of the enterprise’s security is disclosed on the basis of interpretation of the concepts of «economic security of enterprise» and «ensuring the economic security of enterprise» in terms of the convergent and pragmatic approach. It is displayed, that the activities on provision of the enterprise’s security should be considered as a result of objectization of the system of ensuring the economic security of enterprise, which, in turn, acts as a subsystem of the first level of the enterprise’s economic security system. A cognitive map of the activities on provision of the enterprise’s security is elaborated, elements of which, taking into account the links between them, allow analytically, within limits of each of the methodological approaches of the economic security of the micro-level, to explore the conditions under which such activities should be carried out. A general scheme of the activities on provision of the enterprise’s security is provided, where each of the directions is complex as to content and participants. The principles of the activities on provision of the enterprise’s security, operationalization of which results in the methods for its implementation, are considered. A general characterization of methods of the activities on provision of the enterprise’s security is provided.

The article is aimed at forming a methodological approach to assess economic security in the implementation of the system of economic interests of air transport enterprises, which allows to detect risky states and further on make managerial decisions on avoidance of losses and prevention of their occurrence. Building up an efficient system of economic security in the conditions of uncertainty due to influence of the external environment and conflict of interests of economy entities is possible on the basis of modern scientific and practical approaches. Under such conditions, the need to develop new methodological approaches to assess economic security in the implementation of the system of economic interests is increasing. Formation of the system of economic security based on the detection and prevention of threats to implement the economic interests of enterprise is based upon: a methodical approach to the identification of risks, estimation of them; determining the factors of influence on the formation of the risk to economic interest; forecasting the impact of factors on the condition of sustainability, stability, enterprise development; formation of management actions to prevent the negative impact of risk factors and assess the results of implementation of managerial actions; calculation of efficiency of the system of economic security of enterprise. To bring the assessment values to one qualitative expression, the Harrington scale has been applied, which essentially simplifies the perceptions of the obtained as a result of evaluation of the performance indicators of the domestic air enterprises («Aviation Company Ukraine International Airlines» PRJSC, «Motor Sich» PJSC, «Windrose Aviation Company» LLC, «YanAir Airlines» LTD) and identifies the dangers and risks in the system of economic relations of air enterprises and their stakeholders.

The article is aimed at developing an integrated mechanism of intensification of management of economic behavior of industrial enterprises under the conditions of neo-industrial modernization. According to the results of carried out research it is defined that modern domestic enterprises can be vulnerable to the influence of internal and external threats, which leads to negative consequences in their activities. Therefore, intensification of management of the economic behavior of enterprises is one of the priority areas in the conditions of neo-industrial modernization. It is formulated that the economic behavior of enterprise may be partly or completely changed dependent on various factors of direct and indirect influence, e.g.: time-based factors; innovative technologies; political or economic situation, etc. Basis to form the integrated mechanism of intensification of management of economic behavior of industrial enterprises under the conditions of neo-industrial modernization, in order to provide targeted movement of their functioning and development, is a set of methods and means of influence. In recent decades, the development and spread of Internet technologies have gained enormous momentum. The use of the mobile Internet has greatly accelerated this process. People no longer need to stay at home or in an office to stay online, and some have even completely moved their work to an online environment. Social network, blogs and mass media are important elements of this environment. Social media quickly gained popularity as it enables people to communicate and share their thoughts. Automated data analysis is important to obtain meaningful information that potential businesses, users, and consumers need. In order to better learn the use of social media, the first necessity is to focus on the overall approach and find reliable indicators. These indicators can be presented by information and communication technologies (ICT) data that impact all aspects of human life. They play a significant role in work, business, education and entertainment. This article includes an overview of the algorithms of common clustering methods and references to the studies carried out in recent years that have used appropriate algorithms: 1) based on division; 2) based on hierarchy; 3) on a hybrid basis and 4) based on density. The use and spread of Internet technologies in the regions of Ukraine are researched. The information base of the research is indicators of the existing ICT infrastructure in the regions of Ukraine as of year 2018. Based on the data on Internet use in the regions of Ukraine, a cluster analysis was conducted and visualization of distribution to the resulted groups was presented.

The purpose of the article is to research theoretical and practical approaches to the formation of accounting policies of the enterprise based on management objectives in the context of accounting harmonization and reporting. The approaches of scientists to the definition of the concept of "accounting policy" with the construction of its structure, the definition of goals and objectives are generalized. The accounting policies are defined in accordance with applicable laws and international standards. The main problems encountered by enterprises in forming accounting policies according to international standards and ways of solving them are described. Taking into account the norms of harmonization, specifics of activity, accounting and reporting information of the enterprise the stages of organization of work of the accounting apparatus are suggested. Directions of accounting policies have been developed to meet the practical needs of stakeholders. To optimize the process of accounting and control the movement of goods, ensure the implementation of quality reporting characteristics and control function of accounting, in the system of effective management of commodity assortment a factorial information model of accounting policy is proposed. It is determined that the methodology of accounting policy, which regulates the implementation of management accounting, based on the principles of IFRS, is a multi-stage process, reflecting the relationship of international standards, financial and management accounting. The problematic issues of transition of enterprise to the use of the conceptual framework of IFRS are researched, which are connected with the change in the structure of accounting policy order. It is determined that the development of accounting policies for management purposes reduces the costs of transformation procedures and is interrelated with the performance of enterprise. Advantages of creating effective accounting policy for investors are based on the relationship of accounting with the main trends of standards at the international level, the integration of management accounting in the IAS and IFRS, and in view of tax purposes. Based on the carried out research, it is concluded that the formation of effective accounting policies will provide additional opportunities for enterprise.

In the course of this research it is determined that in order to develop a comprehensive approach to the methodology of economic analysis of the activities of audit firms, it is necessary to consider economic analysis as an information system. In view of the specifics of the activities of audit firms, the research on economic analysis as a system takes into account the industry features of all its components. The article is aimed at exploring the comprehensive mechanism for economic analysis of the audit firm’s economic activities. Scientific literature concerning the application of systems theory to economic analysis is studied. It is determined that system approach can identify the features of economic analysis as academic discipline; functional economic science; professional activities and the information subsystem of the enterprise’s management, including the audit firm. In the context of the research, economic analysis is considered as an information subsystem of management of the audit firm’s economic activities. The economic analysis of the activities of audit firms is considered as a system in the classical sense of its components, namely: users of the results of economic analysis, subject of economic analysis, object of economic analysis, methodological action, feedback. The author’s own approach to the system of economic analysis of audit firms is proposed, taking into account their specifics as subjects of economic management and as subjects of independent financial control. It is determined that the key objects of economic analysis are defined as follows: financial potential, human resources, reputational capital. A meaningful content of the functioning of the elements of the system has been formed and industry features of development of economic analysis have been identified.

The development of the stock market largely characterizes the level of the country’s economy as in general, as it allows to obtain additional financial resources through instruments such as securities. Since the stock market of Ukraine began its formation not so long ago, it can be argued that there are certain shortcomings of its functioning, because it is still at the stage of development. The article analyzes the development of the national securities market, defines the impact of the efficient functioning of the stock market on the overall economic development of the country. The structure of trading volumes in the securities market with financial instruments has been researched and the dominant role of the domestic government loan bonds (OVDPs) in their structure has been concluded. It is determined that the vast majority of securities trades are carried out on the over-the-counter market. The main organizers of trade, namely, «PFTS» and «Perspective», which have the largest share of exchange contracts with securities (92%) are allocated. It is concluded that there are insufficient government intervention and weak legislative framework, lack of adequate infrastructure and an adequate level of transparency. It is defined that the domestic stock market is inferior in terms of capitalization of stock exchanges to other countries, so it needs the support om the part of the State and measures to improve it. Directions to improve the development of the securities market in Ukraine are proposed, which consist in overcoming the structural imbalances of the economy; improving and harmonizing the legislation governing the stock market; ensuring a high level of openness and transparency in the stock market.

The article considers the specifics and features of the application of a simplified tax system in Ukraine and the directions for its reforming in accordance with the modern conditions of the small business development. The pros and cons of the simplified system in today’s environment are considered. Four groups of single tax payers are described, depending on the level of annual income, the number of employees and the legal rates. The role of the single tax in the formation of local budget revenues is researched. It is noted that the fixed rates of this tax are set by rural, town and city councils. The main threats that hinder the efficient conduct of business are identified. An analysis of the dynamics of single tax revenues to local budgets during 2015-2019 is carried out and it has been identified that the largest share of this tax comes from self employed persons. The general reasons for hiding the real incomes of entrepreneurs and ways to eliminate them are considered. The major legislatively sound reforms are analyzed: new limits for self employed persons and the introduction of payment transactions recorders. Some changes and delays in the legislation in connection with the coronavirus pandemic (COVID-2019) are indicated. It is substantiated that the increase in the number of entrepreneurs in the sphere of small business and the growth of tax revenues from their activities are possible only in the implementation of a comprehensive reform by the State authorities, which will include sufficient government support. The article presents an analysis of problems of the lack of financial resources with regard to Ukraine’s local budgets, which necessitates improvement of the system of mobilizing the income base of local budgets. The problems of dependence of Ukrainian local budgets on the central budget is disclosed, attention is focused on the insolvency of local authorities, which leads to a low level of the socio-economic development of regions. The Ukrainian realities of distributing the bonds of local loans are analyzed. The reasons for the slow development of municipal bonds in Ukraine are diagnosed. Comparisons of the volume of municipal bonds in developed countries and in Ukraine are made, as well as the main reasons for this situation are allocated. Proposals to stimulate the development of the local loan bond market are made forward. Attention is drawn to the low activity of local government bodies in the bond market, which leads to significant losses. Issues of the need to strengthen the financial security of regions are disclosed, which requires local authorities to strengthen their initiative in the search for alternative development resources, as well as to increase the level of interest of city councils and potential investors in municipal securities by increasing their advantage, profitability and the liquidity level. Strategic directions for reforming this market are substantiated and a number of recommendations for achieving them have been formed. It is concluded that in Ukraine the municipal borrowing market contains both significant potential opportunities and a number of challenges related to the general economic situation of the State and the level of development of the financial market, the confidence of potential investors and creditors in the securities market.

This article is aimed at researching the system of taxation of personal income in Ukraine and the world, as well as a making forth a proposal to reform the existing system of taxation of personal income in Ukraine. The basics of taxation of personal income in the economically developed world countries, such as Germany, USA, France, Great Britain, and Poland, are analyzed. The carried out analysis displays the feasibility of reforming the current principles in the following directions: changing the taxation base in favor of the average household income; introduction of progressive taxation; introduction of a zero interest rate; focus on social justice by taking into account marital status and the presence of dependents; accounting for annual income. Taking into account the current status of the national economy, it can be noted that the thoughtless copying of the world experience of the tax model for the current realities of Ukrainian economy is untenable. At the same time, the experience of the high-income countries shows that such an approach should help to reduce income stratification. That is why it is advisable to introduce a proportional taxation system. Applying a moderate progressive scale of 10 to 40% would reduce the tax burden on the low- and middle-income taxpayers, and the introduction of a 0% rate would protect low-income citizens. With the introduction of the proportional rate, Ukraine will achieve the long-awaited balance between income, and, as a result, will increase revenues to the budget. At the same time, reducing the tax burden on the low- and middle-income citizens should solve the problem of shadow wages, as the amount of taxes will decrease and the social guarantees for workers will remain. The experience analyzed demonstrates the efficiency of the proposed steps and proves the need for the specified reforms, providing vivid examples of the results of such changes.

The article is aimed at studying the impact of digital transformation processes on changing the financial security system of the banking payment environment. Scientific approaches to understanding the essence of the category of «financial security of bank» are analyzed, allowing to identify the main signs of the bank’s payment environment in the current conditions of establishing the digital economy. It is defined that this type of security depends on the economic and political stability of the country, as well as on the level of the users’ access to the Internet and related electronic devices. It is determined that the largest number of cases of loss of money accounted for payment card fraud, so the main types of fraud are described: online payments on unprotected sites (fishing sites); phone fitting; re-issue of SIM cards; unprotected Wi-Fi hotspots; fraud with lost and stolen cards; ATM fraud (skimming). The nature of these types of scams and ways to protect against them are described. The banking payment environment in Ukraine in the conditions of digitization is analyzed in detail, which has allowed to identify a number of new directions of innovative banking activity (FinTech, InsurTech, WealthTech, etc.). Also presented is an analysis of the tendencies of losses from card fraud on the example of leading European countries. The main instruments to improve the proper level of security of the banking payment environment (open banking based on the API protocol, Third Party Provider (TPP), Strong Customer Authentication (SCA), 3D Secure, etc.) are considered and ways to protect confidential information for banking institutions and their customers are presented. Much attention is been paid to describing the benefits of Open Banking, which is gradually changing the authentication of customers based on modern digital capabilities and enabling rapid innovation; personalizing banking products for the customer; customer and bank security; simplifying the licensing procedure; transition from competition between banks and FinTech to a cooperation; cheaper banking products for the customer availability of banking products.

The article covers the problems of public financing of social services in Ukraine. The peculiarities of financing the social sphere before and after the beginning of sectoral reforms are identified. Regionally, expenditures of local budgets for social protection and social security are analyzed. An increase in the regional asymmetries both for the main recipients of social allowances, privileges and services, and for the allocation of the dedicated budget resources is noted. It is displayed that the growth of social expenditures does not correspond to the economy’s capabilities, and their nominal increase in volumes does not always mean an improvement in the quality of social services for the population. It is proved that this fact points to the need to take into account regional specifics in the formation and implementation of social policy. Among other problems of public financing of social services as a result of the study are determined the following: imperfect mechanisms for financing social benefits; inefficient use of budgetary means directed to this sphere; an non-rational network of social services agencies. The directions of modernization of public financing of social services are defined. Among the measures that could improve these processes are: legislative harmonization of the distribution of powers and responsibilities in relation to the public social guarantees; creating competitive positions for non-governmental organizations in the social services market and introducing efficient financial support mechanisms for community initiatives in terms of provision of social services at the local level; transition from financing for institutions to financing for social services; defining a consistent list of basic social services and the number of people to whom they are covered.

The article defines that the competitiveness of industry in the system of management of the national economy is a key guideline, a factor in ensuring the sustainable development of the country. The study is aimed at developing a methodical approach to assessing the competitiveness of both the industry and its types of economic activity (TEA) in the country. To achieve the goal of the article, the existing approaches to assessing the competitiveness of both the industry and its TEA are researched, and it is determined that today in Ukraine and other countries over the world there are no governing documents that would regulate the assessment of competitiveness of both the industry and its TEA. An analysis of the available approaches has defined that they are based on both integrated estimates and systems of partial indicators. At the same time, in assessing the competitiveness of the industry, as in the assessment of individual industry branches, the aggregated private indicators are used the most, which does not allow to take into account the specifics of branches, their importance in the industry, the technological level, as well as to assess structural shifts and their impact on the socio-economic development of the country. To address the shortcomings of the existing approaches, a methodical approach is proposed, based both on a specific composition of components and on the partial indicators of the integrated assessment of the competitiveness of the industry’s TEA, which allows to comprehensively assess the competitiveness of both the country’s industry and its TEA, determine their technological level and importance.

The article is aimed at considering the essence of the concept of «competitiveness of insurance company» and existing approaches to the definition and classification of the company’s key competencies. The results of the analysis of the essence of the concept of «competitiveness of insurance company» are presented, which shows that most scholars consider the competitiveness of the insurer as an ability to create and implement more attractive insurance services, in terms of both price and non-price characteristics. Modern approaches to determining the company’s key competencies are generalized. A classification of the insurance company’s key competencies has been developed, taking into account the needs of consumers and the life cycle of the insurance product, based on the selection of the following classification features: material and intangible; verbal and declared; available and potential; individual and corporate; external and internal; market and resource. It is proposed to define the concept of «competitiveness of the insurance company» as the ability of its key competencies and intellectual capital to implement the company’s strategic policy to create competitive insurance products and services in demand in the market to meet the specific needs of consumers of insurance services. It is substantiated that key competencies are at the core of the company’s strategic architecture. The aggregate of key competencies in their interaction and continuous development allows the insurance company to achieve the synergistic effect and/or effect of emergence and thus ensure its competitiveness and sustainable development. Promising directions for further research are monitoring the resources and capabilities of the insurance company, identifying indicators showing how each competency is implemented and developed.

The object of the research is the peculiarities of the formation, use and improvement of the system of indicators for economic and statistical determination of enterprise efficiency with regard to legal aspects of management. It is determined that the enterprise efficiency is the ability of enterprise to provide the efficiency (effect) of process, project, activities, etc., which can be calculated as the ratio of the effect (achieved result in a certain form of manifestation – monetary, material, social, ecological, etc.) to the costs that ensured this result in the system of determining the result of economic activity «information – resource – time – conditions (risk factor, opportunity) – responsibility.» It is identified that in practice there are problems related to the formation and use of the system of indicators for economic and statistical determination of enterprise efficiency, taking into consideration the legal responsibility of business. It is determined that under the legal responsibility of business should be understood the following: 1) duty of managers to respect the legality of actions in achieving the economic goals of the enterprise; 2) five main groups of legal responsibilities of managers: to the owners (board of directors), to the staff (subordinates), to customers, to suppliers, and to competitors of the enterprise. The results of the research improve the system of indicators for economic and statistical determination of enterprise efficiency, taking into account: financial and economic efficiency; production efficiency; commercial efficiency; legal efficiency – depending on the level of compliance with the legality of the actions of managers in achieving the economic goals of the enterprise in the financial, economic, industrial and commercial spheres. All this should be taken into account when improving the system of integrated diagnostics of the enterprise's competitiveness to form and support the process of making and implementing managerial decisions, including checking up effectiveness of these decisions in the management system.

The main conclusions are: the key factors influencing the fluctuation of personnel at trade enterprises are: wages, working atmosphere, relationships with management, security, stress, career growth, work schedule, workplace infrastructure. In order to reduce financial costs and improve the reputation of company, it is necessary to organize the right approach to finding staff, providing truthful information about the position claimed by applicants. By training employees and providing the prospect of personal and career growth, financially stimulating and providing decent pay, encouraging bonuses and additional bonus payments, a company will be able to manage the fluctuation of personnel.

The article is aimed at developing an organizational and methodological mechanism for assessing project risks of enterprises in the construction industry, as well as improving the methodology for assessing project risks. In order to achieve this goal, a structural scheme has been developed for the functioning of subjects in the organizational and methodological mechanism for assessing project risks, whereby in the perspective uncertainty between the managing and managed subsystems is avoided. The mechanism proposes a quantification assessment of project risks based on a system of quantitative and qualitative parameters that allow identification of the degree of project risks and the level of their threat regarding the failure to implement an investment project on the basis of aggregated quantitative parameters. The article also proposes application of the Shannon method, which provides to determine the degree of entropy, i. e. uncertainty, regarding the possibility of implementing an investment project. As a result of development of the organizational and methodological mechanism, it is determined that the main thing is the identification of all categories and subcategories of risks and a competently planned system of project risk assessment. The developed organizational and methodological mechanism should form a stable system of the process of identifying project risks and determine their level of threats. It should therefore be able to respond quickly to the variability of the external and internal environment; to maintain a dynamic balance between the sources of information, their reliability, timeliness, and the assessment instrumentarium, that will, according to the final results, determine the extent to which the system of implementaton of an investment project can deviate from the status of being ordered.

The expediency of analyzing the external conditions of the enterprise in the process of establishing and improving its image is defined and reasoned; specific features of the lighting market are identified; the main trends and tendencies of the change in the market of lighting products are determined; it is proved that the process of image formation should be based on an understanding of the specifics of behavior of different stakeholders. As a result of the research, the key tendencies in the development of the lighting market are defined, namely, the growth of production and, accordingly, consumption; the growing popularity of LED products; increase in the attention on the part of different market segments to complex solutions; an activation of local and the State authorities in the implementation of infrastructure projects, which certainly is related to the processes of energy efficiency. The research allows to suggest that the market for lighting production in Ukraine is competitive, which necessitates improvement of the management of marketing activities of producers, including image-building. It is substantiated that improving the image of «LEDLIFE» LLC will improve the efficiency of advertising and various promotions, facilitate the process of introducing new products to the market, and increase the enterprise’s competitiveness.

The article is aim at developing the theoretical-methodological frameworks, as well as scientific-methodological approaches, and providing practical recommendations to enhance the role of budget policy in ensuring the development of territories. The main levels of methodology of studying the budget policy for the development of territories are defined, namely, fundamental (philosophical), general, specific-scientific and technological. The author allocates and characterizes the successive stages of studying the budget policy for the development of territories: theoretical (substantiation of the theoretical basis of the budget policy for the development of territories, clarification of the conceptual apparatus); methodological (developing principles, methodology and setting approaches to the study on the budget policy for the development of territories); evaluative (formation of a system of indicators, analysis of the status and tendencies of the formation and implementation of the budget policy for the development of territories); scientific and experimental (modeling the impact of budget policy for the development of territories, testing hypotheses) and practical (substantiation of directions and mechanisms to improve budget policy and strengthen its role in the development of territories). The methodological basis of the author’s scientific research on the budget policy and its impact on the development of territories is specified. The author allocates multiple approaches to researching the budget policy for the development of territories as a system because of the fundamental complexity of their structure and properties; the system’s dependence on environmental factors (internal and external) under which the system manifests and changes its properties. The main approaches include: behavioral, institutional, synergistic, program-targeted, behaviorist and interdisciplinary. Prospect for further development in this direction is to identify new stages of research that will influence the formation of methods, principles and methodological approaches.

The main goal of the study is to determine the basics of modeling socio-economic systems, taking into account the dialectics of the segments that make up society. System analysis is used to reveal the essence of modeling processes. The fundamental foundations of the formation of scientific theory and separate economic theories are considered. The features of modeling socio-economic systems with the account of dialectical factors are studied. It is substantiated that the fundamental ones are: creation and redistribution of national wealth resources and individual and universal utility. In particular, it is pointed out that the principles laid down in the production and distribution of national wealth resources determine the diversity of types and forms of socio-economic systems, and modern society is characterized by the presence of two separate segments: production and distribution. The influence of financial technologies on the development of society was also analyzed and a relevant classification analysis was carried out. Another studied factor that needs to be taken into account in socio-economic modeling is the dialectics of individual and generalized utility. Various behavioral models (in particular RREEMM) are considered and their critical analysis is carried out. Studies of both factors show a critical violation of their dialectical balance in the direction of dominating the interests of individual groups of the population. Ignoring the laws of social dialectics led to a certain departure of economic theories from the principles of scientificity. Under the slogan of economic freedom, the strictest limits and restrictions on the existence of society are accumulated. At the moment, of relevance are the creation of such theories of modeling and forecasting of development that would meet the interests of all segments of the population, necessarily including measures not only to preserve, but also to restore the natural part of the national wealth resources.

The Silk Road Economic Belt aims to promote the free movement of economic factors, efficient allocation of resources, deepen market integration, and support the coordination of economic policies of countries along the «One Belt, One Road» initiative, expanding and deepening regional cooperation, creating an inclusive and balanced architecture of regional cooperation in which all parties obtain benefits and opportunities for sustainable development. It is defined that to date there are already such results of cooperation between countries within the framework of the «One Belt, One Road» initiative: Asian Infrastructure Investment Bank (AIIB) – an international financial organization, which aims to promote international financial cooperation in the Asia-Pacific region, to finance projects from constructing roads and airports to sphere of services; The University Alliance of the New Silk Road (UANSR), whose tasks are defined as follows: improving the quality of education at universities in the countries that have joined the alliance; facilitating the economic growth of the Silk Road Economic Belt countries; establishing international relationships between universities in conducting joint research in the economic and political sectors; cultural activities to help strengthen diplomatic ties between the countries; developing educational exchange programs between universities; Strategic Union of Higher Education Institutions and the Tourism Union of the «One Belt, One Road» Cities. The cooperation of countries within the «One Belt, One Road» initiative is developing and deepening very quickly, which leads to interest in further study of this problematics.

Accelerated technological advances in information and communication sphere have become a powerful driver of the active deployment of media globalization processes as a complex process of deepening economic interaction, specialization and cooperation of media corporations around the world. To date, the main forms of media globalization have been clearly crystallized and sustained. First of all, a dynamic increase in the total value of international trade in media products and services in recent decades should be noted, which include, in particular, film and television programs, books and sound recordings, as well as broadcasts and similar recordings of events, etc. The next form of manifestation of media globalization is the internationalization of the business operations of national media corporations, with the transfer of their individual links abroad on the basis of direct foreign mechanisms investment, and its main motivations stem mainly from commercial purposes. In addition, the manifestation of media globalization is the growing trends of international fragmentation of media production in recent decades, which are implemented by the licensing mechanisms of issuing printed products by national publishing structures. Another important direction is the widespread distribution of international multimedia newsrooms, which are a model for the production of information and entertainment content by a highly professional creative team of journalists. The expansion of national media brands into new foreign markets deserves special attention in the analysis of the prevailing forms of media globalization. At the same time, the dominance of transnational corporations in the global media market makes the issue of impact of foreign ownership of the media in the context of their service to the public interest a priority.

The article is aimed at generalizing the features of forms and instruments of government assistance to the companies of pharmaceutical sector in Europe, substantiating the possibility of implementing best practices in Ukraine, defining the key guidelines of the State policy on the innovative development of the national pharmaceutical manufacturers and reducing the impact of exogenous factors on economic growth. It is determined that the pharmaceutical manufacturers in the EU countries receive financial assistance mainly through regional and horizontal mechanisms that national governments apply in the context of the technological, innovative and industrial priorities that are defined at the national level. It is substantiated that one of the most common horizontal mechanisms to facilitate the development of pharmaceutical industries in the EU is providing aids to economic entities in terms of their research, develop and innovation activities. The public procurement system is considered as one of the instruments to support and protect pharmaceutical manufacturers. Recommendations for Ukraine have been given, the implementation of which will accelerate the endogenization of economic development through the development of national high-tech pharmaceutical industries and related sectors of the economy.

Scientific research gives new knowledge, a part of which can lead to significant profits. However, assessing the efficiency of scientific activities is a challenge. The entry price for such researches can be measured in the number of years of efforts of a scientist, research team, department or program, or in terms of the required amount of funding for research. However, it is problematic to assess the performance of scientific activities. The article is aimed at elaborating an authors’ approach to determining the efficiency of research and development results based on modern evaluation instruments. In the course of the study, the authors described and analyzed existing approaches to assessing the efficiency of research and development works in order to find the best instrument that allows to take into account not only the theoretical and applied results of the research, but also the possibility of their commercialization in the future. We believe that the most efficient and informative method is the key performance indicators (KPI) method, which allows to assess not only the quantitative, but also the qualitative results of research. Nine generalized key performance indicators to assess the effectiveness of research are proposed. Also the performance indicators of research in terms of application of the earned value method are proposed. The consistent and comprehensive application of the instruments and methods reviewed in the article will allow to assess the efficiency of the research and development both at the beginning of the project evaluation and in the implementation process for adjustment purposes. This will help to avoid inefficient activities, save resources, both financial and material, and intellectual.

The article is aimed at substantiating the theoretical-methodical bases for planning the introduction of a new product to market and elaborating practical recommendations for its implementation in enterprises. In order to achieve the goal, the importance of such projects for domestic enterprises in terms of innovation activity is proved; the main stages of planning the introduction of a new product are identified; the key measures to develop, introduce and promote a new product are provided. The results of a practical approval of the proposed measures for the researched enterprise and their impact on the enterprise’s activities in general are described. As result of the research, the key stages of planning the introduction of a new product to market are defined, namely, analysis of internal and external tendencies and opportunities; analysis and testing of product samples; evaluating the efficiency of the project to introduce a new product to market; identifying the potential risks when introducing a new product; planning the volumes of release of the new product; planning the activities of informational-marketing communications to support the promotion of new product in the market; monitoring the implementation of the designed plans, analyzing the results and setting tasks for future periods. The most efficient measures in terms of the described stages are considered. The results of the authors’ research were approved on the basis of the enterprise «Pirana» Trading House» LLC. The carried out evaluation of efficiency of the recommended measures indicated a positive impact on the enterprise’s development process. It is determined that planning the introduction of a new product to market contributes to strengthening the competitive position of the enterprise, achieving its goals, and improving the efficiency of innovation activity. Further research should be directed towards finding new ways to improve efficiency of innovation in domestic enterprises, in particular in the plane of product innovations and the creation of conditions for their development, as well as improving the methods and instruments of shaping the innovative strategy of enterprise.

The article is aimed at evaluating the status of foreign direct investment in the Ukrainian economy and defining the impact of foreign investment on the development of the country’s agrarian sector. It is defined that by attracting foreign investment, the competitiveness of national products is increased, for which they must come in the form of not only material resources, but also new equipment, technologies, know-how, patents for conducting reconstruction and modernization of agriculture, etc. The carried out analysis shows that part of the agrarian sector in the investment portfolio of investors in Ukraine remains the smallest in comparison with trade, construction and industry. The study has identified that in order to improve the competitiveness of the national economy, it is necessary to improve the legal and organizational framework, preserve and improve the mechanisms for ensuring a favorable investment climate. At the same time, increasing the volume of foreign investment in the country’s economy will not solve the issue of increasing the level of economic development. Prospects for further research are to find and implement additional ways to revitalize investment processes in the agrarian sector, in face of many adverse factors, such as political instability (military actions in the east part of the country), the constant reform of the economic spheres, underdeveloped infrastructure, problems in the money sphere, high level of corruption, distrust in the judiciary system, and others.

In accordance with the task of substantiating the economic-mathematical model and the method of optimizing the main directions of investment to maintain the raw-materials and technology base of a mining and dressing enterprise, their current status and problematic issues of production are analyzed. The main areas of investment activity are highlighted and their connection with the major resource and technological facilities of the enterprise’s production infrastructure is displayed. A stochastic factor analysis is carried out and the closeness of investment investments by the areas with the main economic indicators of the enterprise as a whole is determined. The most acceptable effective indicator for the working conditions of a particular enterprise is substantiated. Correlations between net profit and volumes of investment in technical rearmament, major repairs to machinery and equipment and capital construction are determined. The nature and degree of joint influence of directions of investments on net profit are analyzed. A criterion for evaluating the efficiency of investment use is proposed and an economic and mathematical model is developed. The method of optimizing the structure of directions, which is the method of dynamic programming, is substantiated. The model is adapted and implemented in the working conditions of a typical mining and dressing enterprise. The results of the efficiency of implementation of the optimal structure of investment directions are presented. For the working conditions of a particular mining and dressing enterprise, an optimal structure is determined that, in comparison with the actual, allowed to get a significant increase in net profit. The possibility of expanding the application area of economic-mathematical models together with the methods of optimization of this type to solve other production tasks has been indicated.

On the basis of theoretical and statistical data, the prerequisites for development of the circular economy in both European and Ukrainian markets are characterized, the focus is set on the orientation of the European Union on the transition to circular models, also the relevance of researching this topic for Ukrainian enterprises is substantiated. The meaning of the 6R concept (Reduce, Reuse, Recycle, Repair, Recovery, Replace) is disclosed; interpretations of the terms «recycling», «recovering» and «reusing» are provided; a comparative analysis of the structure of waste management in Ukraine and in the EU is carried out. The advantages and disadvantages of introducing the «self-contained» models of production and consumption are allocated using the SWOT model, a PEST analysis of aspects of the external environment affecting the development of the circular economy in the Ukrainian market is carried out. Based on regional statistics for 2016–2018, the dynamics of the main indicators of waste management in the Lviv region’s enterprises are shown; the level of involvement of enterprises of Lviv region to the circular economy and features of the use of «circular» models are diagnosed; the main problems with the treatment of industrial waste in Lviv region are characterized; activities of selected enterprises involved in the circular economy, as well as enterprises that pollute the ecology of the region, are analyzed; structure of the formed waste is depicted by species. The main «self-contained» business models aimed at minimizing and disposing of waste are also analyzed, and recommendations on the introduction of business models of the circular economy for use in the enterprises of Lviv region are formed.

The article is aimed at identifying the factors and obstacles to the reindustrialization of Ukraine’s economy on the basis of technological modernization at the current stage of the country’s socio-economic development. The article is aimed at formulating the basic factors for the development of tourism event programs in the city of Kiev; formation of the tourist product and its branding in order to attract tourists. The article analyzes: event-tourism resources, event-related topics, rating of popularity of major actions of the eventive nature in the capital city, demand structure in the foreign tourism market for the purpose of travel; ranking the sources for obtaining information about tourist attractions of Ukraine by foreign tourists; components of successful event implementation and identified popular event activities are defined. In the course of analysis were used data from a survey of foreign tourists commissioned by the GIZ and the Kyiv State Administration's Office of Promotions and Tourism and from an analytical review of the results of the assessment of the quality of tourism services of the capital city. The results of the article are: definition of the term of «event program» and classification of types of tourism for the purpose of event travels; the results of studies of the demand for tourism services of the city of Kyiv among foreign tourists are analyzed; the quality and popularity of the events of the capital city are evaluated. Given the popularity of individual cultural and political events, mega-events, sporting and arts events, music and literature festivals, we offer a number of events that have already formed their own brands and are held in the well-known places of attraction; marketing measures for successful holding and location of various types of events in Ukraine. Promising places for events are the brand destinations that are already known and are gaining popularity with foreign tourists.

The main aim of this article is to deepen the theoretical provisions of the functioning and development of forestry in Ukraine, allocating the features of economic activity in this sphere. The article puts special emphasis on the definition of the essence of the category of «forestry». To do this, the contents of such definitions as: «forest sector», «forestry», «forest complex», «forest industry», «forest-industry complex» and «forest-based industry sector» were analyzed. A detailed study of these categories, in addition to a closer definition of their essence, has also allowed us to determine their relationship. The result of the study provides the following interpretation of the essence of the category of «forestry» - this is a material production industry that studies, records, reproduces and protects forests, as well as regulates their use to meet the needs of economic actors in the forest-based and other related resources. Thus, in our opinion, forestry should be considered as a separate industry, as a part of the forest sector of the country. The article also defines the functioning and development of forestry as a separate, holistic economic system.

Significant efforts have been made over the past five years to improve the economic situation and economic growth to simplify the conduct of business. However, Ukraine is now perceived as a country with excessive regulation and high levels of corruption, which is not favorable for the business environment. Therefore, research on the factors that affect business expectations at the current stage is extremely relevant. The article is aimed at studying the conditions for creating a favorable environment for business by introducing deregulation measures, eliminating excessive administrative burdens on business and reducing the State control. In the study, the methodology of statistical analysis and the scientific approach of «forecasting» are used. Business expectations, which mainly consist of positive assessments and forecasts regarding the economic situation in Ukraine, are evaluated. However, the business environment notes that Ukraine still has problems in organizing and implementing reforms. The main problem directions have been defined as follows: unstable production growth, shortage of qualified personnel, low growth rates, coherence of the legislative environment. The existence of informal relations between the various branches of government and business has been discovered. Respondents of all economic activities, except energy and water companies, predict growth in total sales volumes and improved financial-economic conditions. Enterprises in the trade and processing industries have the highest expectations. The shortage of qualified personnel may be one of the factors that will hamper economic activity in the future. Prospect for further research in this direction is the issue of developing measures to improve the expectations of the business environment. In practical terms, there is a disparity between the regions of Ukraine and the scale of business relative to the economic expectations for 2020.

The article explores the networking features of entrepreneurship and defines the principles of ensuring the competitiveness of the national economy through network entrepreneurship in the context of globalization. The modern strategy of Ukraine’s socio-economic development in the context of globalization processes is analyzed. It is concluded that the need to form the networking structures of entrepreneurship is becomes actualized under the influence of globalization. The factors that actualize the need to take into account the networking principles of the organization of entrepreneurial structures are considered: transformation of the level of obtaining competitive advantages from an individual entity to a network; changing the organizational model of entrepreneurial structures; information revolution and the development of technology; competitive advantages from the networking synergistic effects. The main tendencies in the network operations have been defined, including the development of long-term partnerships with suppliers, buyers and contractors to gain competitive advantage in partnerships and reduce risks; decentralization of responsibility, strengthening coordination through the development of horizontal communications. It is concluded that the basis of network formation is synergy, which can improve the efficiency of entrepreneurship development in Ukraine by formalizing the optimal ratio of vertical and horizontal links and interactions. The main synergistic effects are provided in terms of causes and forms of manifestation, including: improved management efficiency, elimination of duplication of functions, savings on the scale of production, diversification, integration of the scientific research base, optimization of commodity flows, reduction of payments to budgets, monopolization of the market, improvement of financial indicators, effect of a large organization.

The article is concerned with the problems of implementing the requirements of international standards in the national practice of estimation of the financial status of producers of medicines. It is specified that the purpose of financial analysis of the enterprises producing medicines is to obtain an objective estimation of the financial results of their activities, to define the financial status on the basis of the system of key indicators, to define the current financial stability and prospects for its change. It is determined that the system of indicators, which exists in the national practice of financial analysis, in some directions is significantly different from that used by foreign financial analysts and investors. Thus, the most essential discrepancy is the lack of a market value estimation of a company in the national practice, as well as the presence of a large number of indicators used in evaluating the financial sustainability and business activity of pharmaceutical enterprises (FE). In order to unify the system of financial indicators used and to bring the national practice of financial analysis of FE closer to world experience and the IFRS, using the content analysis, the appropriate sum of financial indicators, allowing to estimate the liquidity ratios of the domestic FE, their financial stability (leverage ratios), profitability (profitability ratios), business activity (efficiency ratios) and market value (market value ratios) has been defined and recommended for further application. It is determined that in terms of liquidity indicators and business activity indicators, the domestic FE are at the level of foreign FE, and in terms of the market value indicators - at a much lower level, which indicates their low market position compared to foreign pharmaceutical companies, and, accordingly, the lower potential for development. The introduction of the proposed approaches in the practice of financial analysis of domestic enterprises producing medicines will contribute to greater transparency of their activities and investment attractiveness for foreign investors, also allowing to more objectively assess their competitiveness and potential of market development.

The growing interest in social networks is coupled with the dissemination of widely available network data, there is a significant increase in methods and understanding of how to analyze social media data and where the results of such researches can be used. The use of this data can be of key nature in modern sociology and be important in economics, anthropology, biology, demographics, communication research, geography, history, informatics, organizational research, political science, health, social psychology, outlook studies, sociolinguistics and others. It is an present-time affordable consumer tool, so the growing interest in the analysis and modeling of social data, as well as the relevance of this topic should not be underestimated. This article presents the methods used to analyze a wide range of social media based on relationship, business cooperation, political alliances, etc. In this context, network structure and internal information structures can be decisive. In some cases, they can have a positive impact on the efficiency of economic growth, while in others, the network structure can have destructive consequences due to the existence of many links between some central actors (e.g., the spread of phenomena such as epidemics or financial crises). The article is aimed at researching the directions and features of the transformation of Ukraine’s shadow economy in the sphere of online activities. The general tendencies of its development are defined on the basis of different approaches and methodologies to determine the level of shadowing of the national economy (the Putnins and Sauka methodology - sample survey of enterprises using the micro-macro modeling approach); methodologies of calculating the volume of the shaded economic activity (integral indicator of the level of the shadow economy, «population expenditures - retail turnover»; unprofitability of enterprises, electric and monetary methods), as well as the volume of budget losses from various tax abuses. It is determined that although there are some differences between the results of the research using these methods, all of them confirm the fact that Ukraine has a huge shadow sector. It is proved that over the past decade the sphere of shady relations has significantly expanded, spreading to the online environment. Today, shadow activities are carried out through the Internet, covering areas of the real economy, such as gambling business, fast credits to the population, trade in alcohol, tobacco and narcotics. In addition, cybercrime has also become a real shadow economy. On the Darknet market, you can now buy almost everything from stolen credit card data to malicious code to infect computers. It is substantiated that shadow activities both in the real sector of the economy and online leads to negative socio-economic consequences for the State and society, and therefore requires the development of a system of measures to ensure the curtailment of such activities.

The article is aimed at researching the problem of risk when substantiating decisions not only of a strategic nature, but also at the stage of short-term planning. In this regard, the problem of risk assessment takes on an independent theoretical and applied value as an important part of the theory and practice of the system of information security management. The next step was to review, research and analyze the system of business planning management for an economic entity that relates to a complex IT system. One of the options for solving this issue may be the development and creation of a computer expert system of business planning. The research results are the types and categories of business risks being analyzed, as well as the impact of IT risks in business, in particular, techniques of business risk management are disclosed. The risk management methodologies such as CRAMM, COBIT, FRAP and OCTAVE, which are among the main and widely used in both government and commercial organizations around the world, have also been described. The methodologies under research have both positive and negative aspects in risk management, and do not provide for the resolution of the consequences of risks that have not been minimized or prevented. Studies have shown that as methods of economic and mathematical modeling of the solution to the task of optimizing the management of business planning processes is proposed to use the results of works on the study and use of artificial intelligence methods, namely, technologies for the development and creation of computer expert systems to implement information support and support managerial decisions. Prospects for further research in this direction are our proposed development of an expert system as an instrumentarium of the system of business process management and support of managerial decision-making, as well as the use of such expert systems to assess risks by business entities, which will provide them with an efficient instrumentarium of forming business plans for the implementation of various production and commercial projects.

The article is aimed at researching the existing problems of accounting and monitoring of settlements with staff and providing recommendations for their improvement in the current business environment. The relevance of the topic is conditioned by the fact that the issues of accounting and control of settlements with staff in domestic enterprises are not sufficiently covered. In order to optimize settlements with staff, it is advisable to improve the accounting and control over the rational and efficient use of the workforce resources of economic entities, as well as to comply with all requirements regarding the correctness and completeness of the formation, distribution and carrying out settlements with staff. The theoretical bases for accounting and monitoring of settlements with staff have been disclosed, the main aspects of their improvement have been analyzed, and the main violations that enterprises allow in accounting reflection of settlements with staff have been systematized. The efficiency of operation and social development of economic entities is ensured primarily by the formation of appropriate individual and collective material incentives, the leading form of implementation of which is the remuneration of labor of different staff categories. At the same time, the process of financial control of settlements with staff requires clear regulation at the level of information and organizational-methodical support, as to date there is no effective system of financial control, allowing not only to detect violations, but also to prevent their occurrence.

The article is aimed at analyzing the problems of the current status of accounting outsourcing services and search for new approaches and instruments to minimize the risks of outsourcing services. The problems of introduction of outsourcing in domestic enterprises in order to improve their competitiveness and economic efficiency in the current conditions are analyzed. The essence of the concept of «outsourcing» and its types are considered. The issues of transfer of accounting and financial reporting to outsourcing companies as an effective way to achieve economic benefits and minimize costs, as well as to reduce tax risks, are covered. The features of the use of accounting outsourcing and the fulfillment of the tasks set before it are analyzed. The main negative and positive features of the use of accounting outsourcing in domestic enterprises are substantiated. The terms and structure of the contract between the customer and the provider are defined. Measures and directions to introduce outsourcing of accounting services in the business structure of our country are proposed. In particular, the first-priority measure of accounting outsourcing in Ukraine is to improve the regulatory framework, which would encourage entrepreneurs to apply this type of outsourcing, as well as take into account the interests of entrepreneurs, not solely the State. The article is aimed at researching the theoretical and practical provisions of the formation of capital of commercial banks in Ukraine to provide recommendations to solve the problem of insufficient capitalization of the State-owned banking system. The main factors influencing the size of the bank’s capital are considered and characterized. Attention is paid to the dynamics of the number of commercial banks in Ukraine for 2016-2019 and the reasons for the decline in the number of banking institutions. The list of regulations of banks as requirements of the supervisory body in the regulation of the banking sector is provided. A comprehensive analysis of the capital size dynamics of Ukraine’s banks for 2016-2019, as well as the status of compliance with economic regulations, is carried out. Changes in the prudential liquidity regulations are described. A list of Ukrainian banks has been formed by the size of their capital. The problem of finding sources of attracting resources in the formation of the bank’s capital is indicated. It is emphasized that the use of the latest technologies by banks will allow to better meet the needs of customers in various banking products. The relevance of the increase in the size of bank capital as a guarantee of increasing the stability of the banking market in general is substantiated. Proposed solutions to the problem of capitalization of the banking system in Ukraine are the activation of regulatory policy of the National Bank of Ukraine in the application of stress-diagnosis of the economic indicators of banks; usage of efficient risk management systems in banking institutions; optimization of the structure of banks’ deposit and loan portfolio; transparency in the operations for refinancing of the NBU, etc.

The article is aimed at researching the analysis of the modern dominants of quantitative measurement of the development of the financial architecture of Ukrainian economy in the context of public finance. It is defined that the development of the financial architecture of Ukrainian economy is virtually impossible without a practical test of theoretical developments; estimates of the overall status and individual tendencies; analysis of the structure and dynamics of income and expenditure, both in the system as a whole and in terms of its individual components; elaboration of development strategy, etc. It is substantiated that a macro-economic study of the status of financial architecture as a whole is appropriate to carry out on the basis of the indicators reflecting the total volumes, distribution and use of the country's financial resources in terms of its components. In the most generalized form, such components of the financial architecture are the subsystems, which represent grouping the homogeneous economic actors according to certain attributes, and the sectors of the economy, which at a slightly lower level of the system can detail, specify and complement them. It is proved that the current financial architecture of Ukrainian economy can be seen as a basis for the development and implementation of a more efficient financial system, which will constitute a reliable basis for the economy and will ensure the life of the population at the proper level. The article analyzes and evaluates the impact of the dividend policy on the financial sustainability of enterprise on the example of individual mining enterprises of the Kryvyy Rih iron ore basin. On analyzing the specialized publications, the authors define the features of interpretation of the definition of «financial sustainability of enterprise» and determine that the knowledge increment in understanding the essence of the concept in recent years is due to consideration of several applied aspects and changing economic conditions. It is substantiated that the financial sustainability of enterprise is influenced by external and internal factors, among which the enterprise’s policy on profit distribution and dividend payments holds an important place. On the basis of the analysis results is determined that there is a direct relation between the volume of undistributed profits, the obligations to the participants to pay dividends and the level of the financial sustainability indicators, in particular the structure of the sources of financing. It is proved that in recent years the management of the researched enterprises has pursued a very aggressive dividend policy, which leads to a significant deterioration in the financial sustainability of Kryvbas mining enterprises in the context of the projected economic crisis.

The article is aimed at specifying the differences between the categories of «consumer» and «customer» in the sphere of insurance services. It is determined that in the current Ukrainian legislation the terms of «consumer» and «customer» are used in many regulations concerning economic entities, and are sometimes identical. The results of a comparative analysis of the contents of the concepts of «consumer of insurance services» and «customer of insurance company» are presented. Both the common features and the major differences are defined. The essence of the concept of «consumer of insurance services» is an individual who uses or intends to obtain an insurance service in order to meet the personal needs in terms of non-entrepreneurial, independent professional activities. The expediency of introducing a new concept of «customer» is argued, which means the consumer of financial services, who uses the services of financial institutions, including insurance companies. It is identified that the concept of «customer» is a broader one and includes the end consumer as well. The authors’ own definition of the concept of «customer of insurance company» is proposed: it is an individual (including a consumer of insurance services), an individual – an entrepreneur or a legal person who receives or can receive insurance service legally or in accordance with an insurance contract. Prospects for further research lie in researching the aspects of the practical manifestation of the main characteristics of the insurance company client.

The article is aimed at studying the possibility of accounting for crowdfunding as a financial instrument in the implementation of the State’s credit and investment policy. The concept, features and main subjects of the State’s credit and investment policy are analyzed. Beyond that, the publication studies the concept of «crowdfunding», its subjects and features of implementation. Differences in crowdfunding activities in both developed and developing countries are analyzed, including: taking account of the specifics and complexities of crowdfunding; choosing a crowdfunding platform; choosing the type of campaign and its duration; analysis of the cost of placing the project on a crowdfunding platform, as well as the amount of the banking commission and commissions of payment systems; constant and high-quality content provision (video, articles, social media activity, blogging activity, etc.) in order to increase the number of project supporters; collaboration with representatives of the crowdfunding platform, business incubators, business accelerators and mentors; maximizing the use of non-financial benefits of crowdfunding (increasing trust from the public and investors, increasing new partnerships, increasing sales, increasing investment attractiveness). Crowdfunding recommendations based on studying its status in developing countries have been systematized. The impact of innovative infrastructure (business incubators, business accelerators, etc.) on the development of crowdfunding activities is identified. The dynamics of Ukrainian external debt and its share in the structure of the gross domestic product are analyzed. A number of actions is elaborated and recommended, which should be taken by the State and local authorities to carry out public administration in the sphere of crowdfunding activities. It is concluded that taking into account crowdfunding activities in the development and implementation of the State’s credit and investment policy allows the banking sector and investment intermediaries to increase their volumes of both credit and investment activities.

The article is aimed at considering the sustainable development goals in the context of formation and development of human capital. Based on the analysis of approaches to understanding the category of «human capital» the authors generalize its content. Among the levels of definition of human capital it is necessary to allocate not only personal, level of organizations and national level, but also meso-level. This level is important not only for determining the human capital of region, but also in relation to individual territorial communities, which is essential in the context of the implementation of decentralization reform. This will enable us to use the goals of formation, development, use of human capital in the preparation of planning documents and the formation of reports from individual communities. Based on an analysis of scientific approaches, the understanding of human capital at the State level is closer defined, which should not be equated solely with the financial costs of the spheres of education and health care. In addition, it is not appropriate to measure the formation of human capital through the time spent on education. Given the importance of human capital for ensuring the sustainable development of society, the degree of reflection of the goals and objectives of sustainable development recommended by the UNO and directly related to human capital in the domestic government strategic documents is analyzed. The carried out sample found a partial representation of the objectives detailing the goals of sustainable development and related to education, medicine in the government strategic documents. Aside from that, education and science programs do not have appropriate action plans, are assessed only partially or have no indicators for monitoring and controlling at all.

Retrospective historical aspects of the need for corporate transparency have been analyzed and differentiated. Approaches to understanding the essence of corporate transparency in the systems of principles and in the codes of corporate governance are analyzed. The concept of transparency is considered in the context of the concept of good corporate governance. A lack of a general and common understanding of the concept of transparency in the various standards and documents regulating the process of corporate governance is determined. The feasibility of using the internationally recognized accounting standards or best practices that meet regulatory expectations (IAS / IFRS and GAAP US) to ensure transparency of corporate structures is substantiated. The search for the relationship between understanding the concept of transparency of corporate governance and various accounting constructs (accounting principles, qualitative characteristics of financial information, goals and objectives of accounting system, etc.) is actualized, improving which will ensure achieving a higher transparency level in corporate structures. It is determined that a converged conceptual framework of financial reporting should be used to substantiate the concept of corporate transparency.

The article substantiates that in the conditions of digitalization of the Ukrainian economy, the decision of the online buyer to choose and purchase goods is influenced by reviews/comments on the Internet. It is determined that the successful online activity of the retailer, including a positive image and the desired level of sales, is provided by her/his ability and skills to correctly respond to the reviews/comments of the online buyer. On the basis of the systematized literature sources and a comparative analysis of the results of empirical researches of well-known leading scholars and economists at the national and international levels, the author presents the typology of reviews/comments of the online buyer, which defines the specifics of the retailer’s response. The need and importance of developing alternative patterns of timely response of retailers to reviews/comments of the online buyer in ever-changing realities is proved with arguments. Appropriate recommendations to the retailer regarding an adequate response to the reviews/comments of the online buyer are suggested according to the typology, their differences are interpreted. A simulation model of the retailer’s response to negative reviews/comments of the online buyer with desensitization of the target audience according to the context of the current situation has been developed. In the development of this simulation model, using the «BP Simulator» software to simulate business processes, a relevant low-abstraction approach was applied, taking into account management features at all strategic levels, and providing for the possibility of modifying the model based on the scale and metrics of the retailer’s practical activities. The results of the practical approval of the developed simulation model show the feasibility of its implementation by retailers of different market segments to improve the efficiency of online activities.

The article is aimed at forming a categorical syllogism of intellectualization of the management of holistic development of enterprises in modern conditions. It is defined that at the present stage of development there is a problem of intellectualization of the management of holistic development of enterprises, adapting to changes in both the exogenous and the endogenous factors. To address this problem a deterministic optimization apparatus was used. However, it does not take into account the turbulent influence of the external environment, which does not allow to find the best solutions. In this regard, it is necessary that the instrumentarium of intellectualization be used to improve efficiency of the management of holistic development of enterprises and to ensure adaptation to random situations. The carried out research analyzed the scientific directions related to intellectualization, management and development of enterprises, as well as the holistic paradigm that forms the categorical syllogism of intellectualization of the management of holistic enterprises. By this one should understand the process of purposeful and meaningful influence on objects and systems, by means of improving both the qualitative and the quantitative changes, which: proceeds under the influence of both the exogenous and the endogenous factors; is directed to increase the use of intellectual and knowledgeable assets of enterprises; uses information-communication technologies. Ground transport is one of the main sources of pollution, deterioration of the ecology of the planet. Gases emitted by burning fuel in internal combustion engines contain more than 200 items of harmful substances, including carcinogens. Oil products, remnants from worn tires and brake pads, bulk and dusty cargoes, chlorides, which are used to sprinkle roads in winter, pollute roadside lanes and water objects. Despite the extraordinary relevance of the introduction of environmental transport in Ukraine, this topic was not considered in the context of scientific research. The vast majority of public materials are presented on HEvCars - the information portal of electric and hybrid cars in Ukraine and the world - in the form of popular review articles on the current trends and prospects for the distribution of electric vehicles in Ukraine and Europe, as well as published data on the volume and structure of sales of electric vehicles. This article is concerned with studying of the current status of the electric vehicle market in the world. Contemporary problems in the ecology as the grounds for emergence of the aforementioned market are considered. Statistics from the past few years are provided to help better understand the major tendencies in this area. The major problems of the industry, hindering its development, are considered. The problematics of the automotive industry in the face of the increasing share of electric vehicles are described. The emergence and development of electric vehicles are analyzed, and the actions of the leading countries implementing governmental policies to stimulate the transition of the population to alternative modes of transport are reviewed.

The publication explores the problem of happiness as a common, universal indicator of socio-economic development. The factors influencing the subjective, individual estimation of happiness are defined. The relationship between the level of happiness and the pace of economic growth is characterized. A relatively new direction of economic theory – the economics of happiness – is considered; the object and subject matter of its research are determined; the main issues that fall into account of the scholars working within terms of this direction are listed. A number of experimental studies on happiness were considered, which used primarily psychological methodology and relied on the results of mass opinion polls in different regions of the world. The global happiness index (The Happy Planet Index) and the World Happiness Report are paid the major attention. The methodology for carrying out these studies is described. The leaders of these ratings are identified according to the data for 2019 and 2020. Ukraine’s place in these ratings is determined. The need to clarify the links between the objective indicator of economic well-being (GDP per capita) and subjective estimates by the population is substantiated. The essence, purpose, main tasks and directions of the State policy on the formation of happiness are considered. The main components and priorities of the State policy in this context are characterized. It is concluded that the main goal of the State policy focused on achieving happiness is to create conditions under which timely, complete and qualitative satisfaction of various needs of both the lower and the higher levels is possible for the population, i.e. ensuring material and spiritual satisfaction with life. It is specified that traditional objective indicators of economic well-being retain their importance when assessing the level of socio-economic development of a certain country, however, they are not sufficient to have the problem fully studied, and it is necessary to take into account subjective assessments of the population. These subjective indicators are necessary because they allow a better choice of the right directions of economic and social policy.

The article examines the peculiarities of the emergence and formation of the concept of social capital. The article is aimed at a theoretical substantiation of the process of formation of social capital and formulation of the definition of the category of «social capital» from the position of multiaspectivity of its study. The formation of social capital is considered as a process of creating and capitalizing social ties. It is proved that the process of formation of social capital is characterized by the presence of not only direct, but also inverse interactions between the subjects in the exchange of resources. The mutual influence of factors that change due to the use of social capital is substantiated, and conclusions about the process of formation of social capital are drawn as follows: social interactions should be considered as a mutually inverse process of linear nature; the content of social capital is determined not by «input» factors, but the structural characteristics of the mechanism of influence on social capital; each time when studying the impact of certain factors on social capital, the consequences are much wider; dynamics (pace, speed) of changes in the amount of social capital multiplicatively influences socio-economic processes; there is a possibility of transition of positive dynamics of the growth of social capital into the negative dynamics and vice versa; the presence of synergistic effect due to the influence of factors of both direct and inverse influence on the formation of social capital. The formation of social capital is a dynamic and multifactorial process of accumulation of social ties on the basis of trust, characterized by systemic relationships of both direct and inverse influence, the defined interdependences of structural components of social capital, which are influenced by cultural, historical, economic, political, socio-psychological, mental, and information factors.

The article is devoted to the study of existing approaches to defining the content and essence of the concept of "development". The content of development is considered as the acquisition of a new qualitative state of the system through the use of its own potential, as the transition of the system to a new attractor from the bifurcation point, as a reaction to the influence of the external environment. It is proved that development is characterized by quantitative, qualitative and structural changes, as well as the emergence of new connections both within the system and with the external environment. The existence of impulses of the external and internal environment is substantiated, which provoke the need for changes, as a result of which development takes place. A semantic network of the researched concept is constructed using the TextAnalyst software. It is determined that the key components of this concept are "process" and "direction", but the priority is clearly the concept of "process". As a result of further in-depth analysis of the structure of the "process" it was proved that it is economic, manifested by qualitative characteristics, involving the process of natural change and transition from one qualitative state to another, quantitative changes in the system, emergence of an aggregate of changes, accompanied by a change in quality and appropriate transformations. The key properties of development are defined as the following: direction in time, reversibility of the process, uniqueness, emergence of a new quality during development, directedness, subordination to a particular law (especially the laws of dialectics), increasing the complexity of the system, the presence of causal links between phenomena and processes, which determine the nature of the acquisition of a new quality while maintaining its own authenticity, the presence of a vector of motion that arises as a result of the impulse, and causes change. It has been proved that revolutionary and evolutionary changes should be considered as integral components of the development process, the alternation of which ensures constant progress and the existence of regressive and progressive directions of development. But the return of the system to its previous state as a result of the refusal to acquire a new level of complexity of the regression input is more consistent with the trajectory of the spiral.

The article is concerned with the main trends of technical and technological development, which are characteristic of the world economy in the 21st century. The facts of economic history relating to technical and technological development demonstrate the periodic change in technological leadership of certain countries of the world. The system of indicators is singled out, on the basis of which the country’s place in the global technological space is diagnosed, as well as the forecasting of further trends in its development on the path of scientific and technological progress is carried out. Based on the world rankings on the total domestic costs of science, their share in the gross domestic product of the country, the cost of R&D per researcher (equivalent to full employment) shows the provisions of individual countries as to financial support of technical and technological development. The research potential is described on the basis of such indicator as the total number of researchers in a particular country. It is demonstrated that these indicators, describing in its totality the level of provision of a particular country with financial and labor resources, through which new knowledge is created, do not always indicate its success. With the involvement of the indicators of research and patent activity (which reflect the number of published articles and submitted applications for patents), as well as the global index of innovations, plus the index of development of information and communication technologies (which characterize the result of technical and technological development achieved by the country), the directions of advancement of countries in terms of technology and technology are determined. It is identified that the provision of resources for the production of new knowledge is a necessary, but insufficient condition for obtaining technological primacy in the world. It is proposed to evaluate the positions achieved by the country on the path of technical and technological development through the formation of an internal indicator, which reflects both its provision of resources for the production of new knowledge and the degree of return on their use. It is proved that this approach to the evaluation of technical and technological development allows to obtain more thorough information about its sources and factors, as well as to identify weaknesses on which the country should focus to promote scientific and technological progress.

At the present stage of development of the world economy, problems of capital migration in offshore zones began to manifest in relief, which adversely affects the state of the global financial system. These trends lead to the need to evaluate new directions of the anti-offshore regulation. It is proved that the transformation of the anti-offshore regulation by its nature, driving forces, vector orientation and mechanism of development at all stages of the world-economy progress clearly reflects the systemic transformations of global financial imbalances. It is found out that the evaluation of offshore jurisdictions comes out of the degree of transparency of their activities, as well as readiness to cooperate on the exchange of tax information within the framework of the OECD’s special concept of mutual assistance in tax affairs. The role of international organizations in regulating anti-offshore activities has been identified, and the prospects for their influence have been evaluated. It is determined that the anti-offshore regulation is implemented, on the one hand, through shifting of emphasis from combating the fiscal benefits of offshore zones to limit activities with the «black» (tax-free) zones, and on the other hand – through the mechanisms of international economic policy implemented on the institutional platform of international currency together with the credit and financial organizations. The author describe preventive measures on tax evasion, which consist in the development of an inclusive structure of the OECD and G20, which will allow interested countries and jurisdictions to cooperate in the development of standards on issues related to tax evasion, as well as with supervision and control over the implementation of the entire package of actions. It is determined that the mechanism of de-offshoring should be directed not only towards the elimination of territories with preferential taxation, but also towards benefits from their use on the basis of the existing financial infrastructure of the world’s leading offshore centers.

The article considers the peculiarities of socio-economic transformation in Estonia in the post-Soviet period. The specifics of the transition to a market model of the economy in the country are highlighted. It is specified that the first steps towards market transformations were liberalization of both pricing policy and economic activity; introduction of a special regime of the credit and monetary policy – the currency council, which provided for the free exchange of national currency at a clearly fixed rate; reorganization of the mechanism of management of Estonia’s banking system. It was found out that the nature of market transformations that took place in the Republic of Estonia was largely determined by the country’s foreign policy course towards Euro-Atlantic integration. The author discloses peculiarities of the privatization process in Estonia, the main difference of which was its clear legislative regulation, which helped to avoid numerous financial pyramids and voucher auctions, as it was in other countries of the post-Soviet space. The specifics of socio-economic development of the Republic of Estonia after accession to the European Union and NATO are shown. Tax reform as an important component of creating a favorable investment and business climate in the country is analyzed. The process of modernization of the Estonian energy sector from the point of view of ensuring energy independence and improving the energy efficiency of the State economy has been studied. This was possible due to the implementation of the program of modernization of the energy sector, one of the components of which was the widespread introduction of energy-saving technologies, including the use of alternative energy sources. It has been proven that the implementation of market transformations in accordance with European requirements has accelerated the process of Estonia’s integration into the EU and NATO, as well as strengthened the country’s ties with its Western partners.

The article is devoted to the study of national features of realization of the State potentials in influence on economic development of subjects of agro-industrial production. The analysis is based on the decomposition of the mechanism of influence by such elements as object, subject, goals, tools. The object is represented by agro-industrial production in the multi-complexity of its structure. The subjective component of the external influence on the enterprises of the agro-industrial production system is analyzed on the basis of a detailed identification of the spheres that are not amenable to direct control by the object. The result of the decomposition was the selection of the following levels of systemic impact on the business environment: mesoeconomic, macroeconomic, supranational. The macroeconomic level of regulation/management is subjectified to the levels of governance in the system of public administration bodies. Target determination is disclosed on the basis of program documents of various levels and areas of application. The instrumental content of the State activity is studied, which is represented by a set of tools of direct impact (legislative and regulatory framework, implementation of the State programs and investment projects, tariff restrictions, non-tariff restrictions) and indirect impact (monetary, financial, and social policy; financial assistance). The role of the tax mechanism in regulating the activity of the agro-industrial sector is determined. Expenditures of the State budget to support the agro-industrial complex in 2020 have been studied. The mechanism of public procurement and instruments of social policy are considered. Attention is paid to lobbying as an institutional phenomenon, which is an exception to the principle of the impossibility of direct influence by individual actors in the structure of agro-industrial production on decision-making by management entities at the macroeconomic level. The positive and negative features of lobbying are considered. At the same time, the dialectical essence of lobbying is revealed in the perspective of the relationship of goals - the synchronicity and mismatch of individual interests of the microeconomic level with the social needs of the macroeconomic level.

The article is concerned with studying the factors of external and internal environment that ensure the competitiveness of higher education institution (HEI). It is proved that the competitiveness of HEI is expedient to consider as an innovation-active activity, which acts as a critical condition for the long-term and sustainable economic development of education in the modern global knowledge economy. The article is aimed at identifying the competitiveness factors of the HEI of Ukraine as the basis for the formation and further development of an innovation-active university in the current conditions of transformation of the national higher education system. The carried out systematic and morphological analysis allowed to group the factors by the degree of influence on the competitiveness of HEI (client-orientedness; source of financial resources; innovation and investment potential; strategic management; rationing of labor; internationalization; monitoring; informatization; quality of training of applicants) and to build a graph of the relationship between these factors. An hierarchy of the university’s competitiveness factors is proposed, which allows to combine goals and objectives directed towards forecasting, improving, solving, modeling, analyzing educational processes. This, in turn, will act as an instrument for comprehensive assessment of the level of competitiveness of an HEI. The carried out analysis and application of the problem-oriented approach allowed to define five levels at which the mutually conditioned hierarchical influence between factors was determined, which would be the basis for the formation of conceptual measures directed towards increasing the competitiveness of HEI.

The article is concerned with the current principles of regional development management and formation of regional policy. The key aspects and mechanisms of regional governance such as public administration and regionalistics are examined. The directions of research in the sphere of regional development management are provided. The main stages and components that provide for the implementation of the State policy of regional development are considered. Based on both Ukrainian and European regional development strategies, the following key principles of regional development management and regional policy formation are allocated: regional development based on the principles of sustainability; regional development based on the principles of circular economy; regional development based on the principles of typologization of regions; regional development based on the principles of investment policy. Each of these principles is considered separately in terms of the importance of application in the formation of regional development policy. During the analysis, it was noted that the topical issues in the formation of regional development strategies on the basis of sustainability were and remain the issues of assessment of the achieved results, which are distilled down to the development of a single conception and determination of the relevant goals of the group of indicators on which this conception should be based. It also emphasized the need to develop certain measures for the implementation of circular business models, development of transition strategy and policy of both the State-controlled and regional support. It is specified that in order to effectively develop territories in the management of regional development and formation of regional policy, it is necessary to take into account the specifics of each region, and therefore to perform a preliminary typologization. When considering regional investments in the formation of a regional development strategy, it is emphasized that in the formation of an effective investment policy at the regional level, the application of the approach based on the typologization of regions both in terms of development in general and in terms of investment development in particular becomes an important aspect. The general conception of regional development management and regional policy formation has been formed. The author emphasizes the conformity of such a conception to modern conditions for the development of Ukrainian regions.

The article examines the food provision, which is an important indicator of the quality of socio-economic development of a territory (region) in the daily consumption of food products by the population, strengthening the food security of the country. The conditions of administrative-territorial reform aimed at transferring powers from central authorities to local authorities have significantly changed the system of food provision of territories, which forms the level of integrity in terms of food security of the country. The changes have also affected the centralized food provision system through the transfer of novel principles from the State level to the regional level. A balanced and effective system of providing the population with food affects the quality of its life, economic security of the State, its regions, competitiveness of Ukrainian agrarian industry world-wide, including in the European markets. The measures developed in order to implement the targeted tasks of the Food Security Strategy of the Regions are planned for the period of 3-5 years. A structural-logical scheme of the organizational-economic mechanism for food provision of region is proposed as a set of economic, technological and organizational measures carried out by the State and other market actors at the level of both the country and the regions to meet the needs of the population with food products, regulating the sale of agricultural products, its processing, guarantees of improvement of quality and security of food products and their price availability. The author examines the main directions of implementation of the mechanism for food provision of region, which are the following: ensuring sustainable growth of production, availability of products for consumers; exchange of agricultural products; formation of a mechanism for regulatory influence on production, trade in agricultural products (national and regional levels); association of small farms within the regions; introduction of guaranteed minimum purchase prices (high profitability of production); improving the level of product quality, introduction of ecological norms to stimulate the production, producing and selling of environmentally friendly foods.

The article proves that a strong and positive image of the city is considered to be the effective and efficient mechanism allowing to fight for limited resources, competitive advantages and high competitiveness, representing a holistic set of characteristics, combining unique and original features of the city, as well as figurative ideas or perceptions that makes it possible for consumers, tourists, investors to distinguish and identify the city from among many other. The structure of the city’s potential, i. e., its economic, political, social and environmental components, on which the image of the territory is based, is provided. In the research, the existing instruments for creating and promoting a territorial image that can be used in both external and internal communications are proposed to be classified according to the four-component image structure, which includes conceptual, active, personal and attributive components. Studying the currently established image of the city and getting an idea of what position it occupies in the minds of target groups is an exceptionally important stage in the planning of urban marketing. Studying the image of the city is anything but easy task. That is why the article suggests to use an aggregate of different approaches, methods and specific tools in order to study the entire complex and multi-aspect nature of the image of the city of Kharkiv. An evaluation of such kind is needed in order to develop an algorithm for strategic management of the image of the territory. The article analyzes the status of investment activity of personal peasant farms (PPFs). Investment is one of the most important factors in the development of the economy. Especially of great importance are investments aimed at the development of agricultural production, because on its development depend the development of all other sectors of the economy, accelerating the processes of reproduction and increasing its efficiency. It is proved that the investment activity of the PPFs is unsatisfactory, investment processes are insignificant, and the sources of allocation of resources are irrational. The sources of investment provision of personal peasant farms have been identified. It is concluded that internal sources of financing of PPFs, which consist of: income from economic activity, related types of activities, provision of services, lease of land plots, pensions, wages, scholarships of members of the PPFs, funds from the sale of property, rent for land plots, interests on deposit investments, insurance payments from reimbursement of losses, previously accumulated savings, etc., are not sufficient. Therefore, we need to look for opportunities to provide resources for external sources of funding. The key role here should be played by the State. It is necessary to develop an effective mechanism for attracting and implementing investment support from the part of the State, as well as external and internal investments, along with joint projects.

Launched in 2015, the reform of decentralization of power and governance has led to the formation of amalgamated territorial hromadas (ATHs) and establishing the new districts as relevant parts of the administrative-territorial structure of the country. Further success in the development of these socio-spatial formations of the agglomeration type will depend on their economic capacity and self-sufficiency. The solution of this important social task is largely derived from the efficiency of economic entities and their social responsibility to expand the productive employment of the economically active population, access of all its strata to the created public goods. Large agri-food holding companies should play a key role in this process. In view of this, the purpose of research is defined, which is to substantiate the fundamental role of the institutional environment in the inclusive development of agricultural holdings. In accordance with the purpose of the study, the following tasks are formulated: to determine the essence of the concept of institutional environment as a system and analyze its current state; to reveal the content of an integrated approach to the formation of an environment for inclusive development of agricultural holdings; identify the potential for inclusive development of agricultural holdings. To achieve the goal and objectives of the study, the authors used interdisciplinary methodology, namely – systemic, synergistic, institutional, political, economic, social approaches, methods of synthesis and analysis, deduction and induction, SWOT-analysis, comparison, analogies, statistical and sociological researches. The article sums up the main factors that characterize the tourist attractiveness of the regions of Ukraine, through which it is possible to assess the tourist attractiveness of the respective regions to identify the most promising directions of development of the tourism sphere and overcome spatial differentiation, which will allow developing an effective strategy for sustainable development of tourism in the regions in the future. The author’s definition of «tourist attractiveness of region« is proposed, which takes into account all theoretical-methodological and practical researches of the problem. Methods for solving problems of multidimensional assessment are defined and it is substantiated that the method of taxonomic analysis distinguishes the simplicity of the mathematical apparatus, the absence of any requirements for the set of the objects studied, a more convenient scale of the received estimates, making it easier to analyze and rank objects. The scheme of taxonomic analysis using factor analysis is proposed, the main purpose of which is to reduce the number of indicators and determine the structure of the relationships between them. The matrix of standardized indicator values was developed and it was concluded that the use of the economic-mathematical model, which is based on taxonomic analysis, allows forming reasonable sets of indicators and getting ratings of regions of Ukraine by the level of the economic component of tourist attractiveness. Practical application of this method is shown in the definition of progressive and depressed regions of Ukraine in the sphere of provision of tourist services.

An important function of the socially oriented State is the formation of its social security. The implementation of a number of measures that guarantee the protection of interests in the social sphere of both an individual citizen and the country as a whole is a task of social security. The purpose of the article is to develop a conceptual approach to the formation of a new quality of life as part of social security. The provisions of the conceptual approach to the formation of social standards of a new quality of life as part of social security in Ukraine are formulated. One of the steps towards the systematic transformation of social policy is the development of a conceptual scheme for the formation of social standards of a new quality of life in Ukraine, which closer defines and details its components: principles, techniques, directions of use, sources of funding, forms of financing, system of provision. It is noted that the basis for the construction of a conceptual scheme for the formation of social standards of a new quality of life in Ukraine is the use of two groups of techniques: the first group directly reflects the provision of citizens: determining the norms and standards of quality of life of the population, determining the normative standard of living, determining the budget limits; the second – indirectly, through the tariff policy in the sphere of social insurance and benefits influences the welfare of citizens. It is also emphasized that in the formation of social policy in terms of determining the social standards of a new quality of life it is necessary to combine and gradually move from the administrative-subsidized to the insurance system of provision. Formation of social standards of new quality of life of the population of Ukraine in the context of social security requires the State to form a balanced socio-economic policy, which aims to implement structural changes in the economy in the context of the implementation of social priorities of society, to form a socially fair and effective system of distribution of created amenities, to ensure social orientation of expenditures of the State Budget of Ukraine.

The article defines the directions of development and implementation of the strategy for ensuring social security in the labor market of Ukraine, taking into account the current state of the sphere of labor and employment. In particular, the main structural elements of the strategy are defined, including its purpose and objectives; subjects, object and subject matter; fundamental principles of strategy; characteristics and assessment of both external and internal threats to social security in the labor market (in particular, by means of SWOT analysis); criteria and indicators of social security in the labor market; priority directions, measures and mechanisms for ensuring social security in the labor market, taking into account its multilevelness. The author’s own vision of the concept of a multilevel strategy for ensuring social security in the labor market of Ukraine is substantiated and the priority directions of its implementation at the State level are characterized. Among the strategic priorities are defined the directions and measures of public policy that will contribute to the neutralization of major threats and negative phenomena at the national level. In particular, measures have been characterized that will contribute to the achievement of key goals for ensuring social security in the labor market: balance of its development; deshadowing of employment; reducing unemployment, primarily among the least competitive categories of the workforce – young people and older people; increase in the level of remuneration and labor incomes of the population. As result of the implementation of the proposed measures, it is expected to improve the state of social security in the labor market, which will have an expression in the growth of the level of balance of the labor market; reducing the scale of the manifestation of major threats to its development, including informal employment, the spread of unemployment, low level of real wages; as well as in ensuring the increase in income and welfare of the population of Ukraine.

The article considers topical issues regarding the impact of products (goods) quality on the formation of a sufficient level of competitiveness of enterprise. Views on the conceptual and categorical apparatus related to "competitiveness", "product competitiveness" and "quality" are generalized, including foreign experience. The purpose of this article is consideration and analysis of the impact of product quality on the formation of the competitiveness of enterprise and the achievement of its appropriate level in modern market economy. The essence of the concept of "product quality" from the point of view of the manufacturer is highlighted. The interdependence between product quality and ensuring the appropriate level of enterprise competitiveness is shown. The main advantages of improving product quality as a factor of competitiveness of products and the enterprise as a whole are given. The main attention is paid to quality as a factor in the formation of consumer confidence, technology "word of mouth", the importance of aesthetic indicators of products (goods). It is determined that the high quality of products (goods) provides greater return on investment and insufficient level of quality at the initial stage is a positive factor in the development of an enterprise. The main ways to improve product quality and product competitiveness are proposed. It is determined that the quality of products (goods) is influenced by a number of different factors, both internal and external (production technology, pricing policy, efficiency of product quality management system, the level of competition in the market, consumer requirements, etc.). Product competitiveness and enterprise competitiveness are correlated as part and whole. The main measures to improve the quality of products (goods), we see: the formation of consumer confidence and communication, the use of technology "word of mouth", the importance of aesthetic indicators in product or goods development, and development of competitive strategy based on marketing research of competitors, consumers, and the market as a whole.

This article is concerned with the actual problem of statistical forecasting of the development trends in the telecommunications sphere of the economy in the context of digitalization. During the globalization of digital transformation processes, forecasting the development of the telecommunications sphere is one of the effective ways for Ukraine to enter a ranked position in the international market. The article carries out a comprehensive study and allocates the main trends in the development of the telecommunications sphere of the Ukrainian economy according to the following indexes of the international rating: development of electronic government; openness of digital space; innovativeness of technologies and degree of development of human capital. According to the assessment of the state of the telecommunications sphere, the main problems are defined and the directions of digital transformations are allocated. The impact of development of the digital economy on the reformatting of many spheres of economic and social life is proved. For a complex and well-grounded scientific forecasting, methods on the basis of systematization of both the search and the scientific approaches were used. On the basis of extrapolation of data, the forecasting of the ranked place of Ukraine by three indexes is made, namely: EGDI – E-Government Development Index, ICT Development Index – IDI, Global Open Data Index – GODI. For the successful implementation of the Conception of development of the digital economy of Ukraine, increasing the level of development of telecommunications and digitalization, achieving effective management of the telecommunications sphere of the economy in general, the main indicators of forecasting the development of digitalization of the telecommunications industry for the strategic perspective are defined.

The article works out the essence of theoretical concepts of both the internal and the international effects named after I. Fisher. A review of professional publications gave reason to conclude that in the countries with higher levels of marketing of the economy, the strength of these effects is higher, which indicates a higher level of integration of their national financial markets into the global financial market. Based on the results of an econometric analysis, the authors have concluded about the relative weakness of the internal Fisher Effect and, consequently, on the need to use multifactor analysis in the study of the dynamics of the real interest rate in Ukraine. The empirical evaluation of the dependencies of monetary variables in the model describing the international Fisher Effect gave reason to conclude about the relative weakness of this effect, in particular for the currency pair of «dollar – hryvnia», and therefore, the differential of national interest rates is not sufficient basis for forecasting the dynamics of the foreign exchange rate. The article uses a number of statistical criteria and tests to examine the used econometric model, which gave grounds to conclude about its adequacy and statistical significance of variables. The authors elaborated the factors that have a restrictive impact on the international movement of capital and therefore can cause differences in the real interest rates, especially in emerging markets, namely: asymmetry of market information, psychological barriers, national legislative restrictions that quota the international capital flows, high transactional costs, peculiarities of the tax system, currency risks, political risks, etc. The thesis that the presence of weak Fisher Effects for the Ukrainian economy is one of the reasons for the low effectiveness of the interest channel of the transfer mechanism of monetary policy in Ukraine is substantiated.

The article is aimed at actualizing the definition of the essence and content of the concept of small business in view of further research of its functional capacity in the changing conditions of today. To achieve this aim, the essence and content of the concept of small business are defined, which is a system of relations arising from the interaction of small and medium-sized business entities with representatives and institutions of the market on an initiative basis of conduct of economic activity, which is accomplished at the expense of own or borrowed resources at their own risk and subject to social responsibility and sets the main goal of profit and the own business development. The definition of small business as a system of relations provides the advantages of a system approach as an instrument for researching the complex systems, where any of the systems is seen a set of interrelated elements that have «input» – purpose and «output» – result, as well as communication with the external environment, feedback and processes, that is, consistent changes in objects and phenomena occurring in a certain order. Determination of the role of small business in the national economy is carried out on the basis of its main properties, namely: rapid adaptation to the level of demand and purchasing power in local markets; ability to create unique products and fulfill one-time orders of consumers; organization of paid employment of a significant number of people against the background of a reduction in the production of large enterprises; development of local crafts, taking into account the mental specifics of consumers; facilitation of professional training of employees on the basis of acquiring practical skills. On the basis of the results of regression analysis, the existence of a close relationship between the condition of small business development and the condition of the country's economy is proved. The analysis was carried out according to official statistics of Ukraine for the period of six years (2013–2018). Based on the results obtained, it can be suggested that the creation of conditions for the development of small business on the part of the State will contribute to the strengthening of the State economic system.

The article is aimed at researching the impact of a properly organized accounting system in forestry enterprises in the termination of illegal felling of forests. The development trends together with the status of accounting support of forestry enterprises affecting the volume of illegal felling are analyzed. On the basis of the study of tax legislation and statistical data on the volume of felling by types and systems, as well as the amount of revenues from rent for special use of forest resources, the need to abolish the norms for reducing rent on selective felling, as well as felling on the formation and sanitation of forests is substantiated. The problem of the accounting-methodological nature, which contributes to illegal felling, – the non-display in the accounting and financial statements of biological assets of the forest is determined. This is a fundamental problem of accounting in the forestry industry, which does not allow to ensure proper control over the preservation and reproduction of forest resources, to form the real value of the forest, the self-cost of manufactured products and to reliably evaluate the work of the industry as a whole. The need for further implementation of electronic timber accounting and its maximum combination with the accounting system of forestry enterprises is substantiated. International experience in the use of modern technologies in the organization and accounting of forestry activities is studied. As a result, it is proposed to implement in Ukraine the following: inventory and value assessment of forests, including laser scanning; creation of digital maps of forests; formation and use of DNA databases of wood, etc. The carried out research concluded that there are legal, organizational, methodological and technical factors that relate to accounting and prevent illegal felling of forests.

The article is aimed at researching the essence of costs for the quality of production, their importance and necessity, the reliability of reflection in the accounting system, which will ensure the efficiency of managerial decision-making and the introduction of a cost management system at the enterprise, including in terms of costs for the production quality. Approaches to the essence of quality costs are analyzed, researches of scientists on the need for such costs in the cost management system of enterprise and the production quality management system are substantiated. Approaches to the feasibility of classification of quality costs on the basis of requests from the managers of different levels of management are considered, as well as the formation of their nomenclature and catalogue in terms of costs for quality provision and for the correction of rejects. The need to introduce a system of accounting for the production quality as an informational component of making effective managerial decisions is substantiated. The researchers’ proposals for displaying quality costs in the accounting system are examined. A generalized algorithm of the process of organization of accounting for costs of production quality is proposed, which provides for: setting tasks for accounting costs for quality; determination of objects of accounting and classification of such costs, methods of assessing the costs of production quality, system of accounts; development of a complex of documentary support. The components of each stage of this algorithm are substantiated. It is determined that the efficiency of the quality costs management system depends on reliable accounting and analytical provision at all stages of the economic process of their occurrence, accumulation, distribution and write-off.

The article discusses the issues of developing a qualimetric model for assessing the internal compliance risks management system in the system of accumulative pension provision. The object of the research is the compliance risks management in the system of accumulative pension provision. One of the least developed issues is the lack of research on the assessment of the internal risk management system on the basis of a qualimetric approach. This hinders the practical aspects of introspection regarding the assessment of the quality of the internal compliance risk management system in the system of accumulative pension provision. Using the methods of analysis and synthesis, the general components for the development of a qualimetric model of quantitative assessment of the internal system of compliance risk management in the system of accumulative pension provision are defined. A qualimetric approach was used during the research. Thus, the article, using the factor-criterion modeling (qualimetric approach), develops a qualimetric model of quantitative evaluation of the internal system of compliance risk management in the system of accumulative pension provision. The proposed qualimetric model has a number of features, including organizational and informational, methodological and process components of compliance risk management in the system of accumulative pension provision. This provides such an advantage as the possibility of introspection and internal control of the formed internal system of compliance risk management in the system of accumulative pension provision. Also, the developed model allows the application of a qualimetric approach to solving the scientific task of assessing the internal system of compliance risk management in the system of accumulative pension provision, which will provide a multi-criteral approach to the management of these risks.

The article is aimed at theoretical deepening the understanding of the essence of savings of the population and their role in the formation of the resource base of banks, as well as analyzing the domestic banking practices on the use of this source in the formation of the banks’ resources. The article explores the essence of savings of the population and defines their role in the formation of the banks’ resources. Based on the consideration of the approaches to understanding the concept of «savings of the population», it is stated that their essence is manifested in four aspects: firstly, the savings of the population are a deferred part of their income; secondly, savings are part of the money supply; thirdly, savings can be conceived as the process of making decisions on asset accumulation; fourthly, savings are embodied in the accumulated assets of different nature. The authors’ own understanding of the concept of «savings of the population» is proposed. The main forms of savings of the population, which are represented by both the financial and the non-financial instruments, are generalized. Considerable attention is paid to the analysis of analytical indicators of savings of the population and their role in the formation of the banks’ resources. It is determined that the savings of the population play an exceptionally important role in the formation of the resource base of banks. This is justified by the share of deposits of individuals in the resources of banks, which since 2015 has been steadily growing and at the end of 2019 amounted to 37%. The problematic aspect in the analysis of public savings is the lack of data on their size accumulated by the total. The assessment of the State-based programs of Ukraine showed that they do not focus on the importance and role of savings of the population as a source of investment resources for the development of the economy. The main tendencies and problems that prevent the maximum efficient use of savings of the population for the formation of banks’ resources are allocated.

The article is aimed at disclosing the issue of financial support for the construction, reconstruction, repair and maintenance of motor roads in the context of implementation of budget decentralization and decentralization of road management. The article specifies the steps taken towards implementation of decentralization in the sphere of road infrastructure of Ukraine and the introduction of budget decentralization: distribution of functions and powers in the road sphere at the subregional level of management and the updated mechanism of financing the road industry. Both the dynamics of formation and distribution of the State Road Fund and the status of distribution of subvention on the streets and roads of settlements are analyzed. The vision of the main risks of financial support for the maintenance of streets and roads of communal property in settlements in 2021 is disclosed. The directions of improvement of the system of financial support for the construction, reconstruction, repair and maintenance of motor roads are proposed, including in particular: the need to deepen diversification of sources of formation of the State Road Fund; consolidation of the proper guaranteed part of the State Road Fund’s costs for the maintenance of streets and roads of communal property in settlements; balancing the expenditure load and financial support for the implementation of road projects; increasing the level of transparency of decision-making in the distribution of financial resources intended for the construction, reconstruction, major, ongoing repair of motor roads.

The publication outlines theoretical aspects of the system of personal income taxation and determines that individuals and the tax agent are the paramount actors in certain synergistic relations of the institutional system elements. The state of formation of the revenue part of the Consolidated Budget of Ukraine was researched. Monitoring the formation of the revenue part of the consolidated budget is a set of methods for identifying and assessing the causes and signs that may lead to an increase in the tax culture of personal income tax payers and, at the same time, to increase the revenue part of the budget. The study of the structure of the tax determined that income in the form of wages and income tax, which is paid by the tax agent on income in the form of wages, dominate with great advantage and indicate the urgency of changing the policy of the State and in the minds of taxpayers oward their diversification. The fiscal pressure of income tax on taxpayers is analyzed. The tax burden should also take into account the cost of social benefits received, and therefore local self-government bodies should have information on the amount of taxes paid by one person or one employee and their dynamics in the future. A forecast of the tax burden on payment of tax to local budgets is carried out. It is proved that local self-government bodies should have not only a sufficiently predicted, but also an ever-growing amount of income tax, which requires urgent reform of the current taxation system. Ways to improve the system of personal income taxation are proposed. The author singles out the main stages of the strategy for reforming the personal income taxation system and the strategic goal: obtaining maximum revenues to the budget with an acceptable tax burden on the taxpayer. A set of factors of influence and differences between the taxation system of Ukraine and those established in other countries is formed.

The strategic development of most large enterprises, as well as successful productions of medium and small businesses is focused on expanding sell markets beyond the national economy. The logic of the research as formed by the authors is based on a combination of both quantitative and qualitative methods of analysis, which provide an opportunity to identify trends in the implementation of export strategies, allocate clusters of markets on price grounds, and assess the consequences of the implementation of export strategies of Ukrainian companies. The competitive environment of global markets is changing in space and time. It is substantiated that the development of marketing export strategies of companies should be based on the analysis of industry markets taking into account the main competitors – both countries and companies. The method of calculating the country’s participation coefficients in the world market of imported goods on an industry basis is applied. The absolute and relative indicators are analyzed, which in combination give a holistic picture of the current state of implementation of Ukraine’s export potential, as well as the initial data for further actions towards improving the efficiency of the process of internationalization of business. The overall efficiency of the company’s development, in particular the quality of functioning of all systems involved in exports, depends largely on the quality of management, which determines the need to implement certain measures of the organizational and economic support in the sphere of staff, finance, production, and sales at the enterprise. The problems that substantially affect the competitiveness of Ukrainian exports are outlined. At the same time, a significant backlog of global trends in the exports of high-tech goods and services, leading to low profitability of export activity in general, is identified. The analysis of structural shifts in the export activity of Ukrainian enterprises is carried out, the types of price strategies in the practice of promotion to new markets are identified. The practice of conduct of export activity shows that companies use different export marketing strategies both in the developed and in the developing countries. The obtained results of the research should be used by representatives of Ukrainian business for analysis, elimination of shortcomings and disparities, as well as development of new business models of export activity. Recommendations for improving export strategies in the conditions of digitalization of markets are formed. Prospect for future research is to find possible ways to increase the technological efficiency of Ukrainian exports and, consequently, increase the competitiveness of the national economy.

The results of recent studies of the processes of domestic enterprises prove the need to focus on decision-making in conditions of high uncertainty, institutional restrictions and interests of interested groups influencing the adoption of the strategically important decisions. The authors propose to consider the strategic decision as a result of collective choice as to means and actions that meet the principles of corporate management and the interests of the main groups – participants of corporate relations to achieve strategic goals. From such positions, the types of strategic decisions are grouped according to the following signs: purposefulness and content of the issues to make up decisions; organizational model of decision-making; completeness of knowledge and ways of their application by decision-makers. The results of a comprehensive analysis of the state and prospects of enterprise development are presented in order to study the peculiarities of strategic decision-making at the enterprises of the machine-building industry according to their allocated signs. The technology of comprehensive analysis of the strategic decisions of enterprises consists of stages and an evaluation-analytical instrumentarium – indicators and criteria, methods of evaluation, analysis and interpretation of results. The built up system of indicators corresponds to the functional spheres of the enterprise according to the criteria of financial-economic stability, production efficiency, effectiveness of marketing activities and efficiency of use of staff. The defined criteria and indicators act as rational basis for the development, comparison and choice of alternatives to development, substantiation of strategic decisions of enterprise. As a result of the carried out cluster analysis according to the computed generalized performance indicators of 18 machine-building enterprises of Kharkiv region, clusters of enterprises, development strategies and identical strategic solutions for each cluster of enterprises are allocated as follows: technical and technological development (product renewal, expansion of sale markets and search for new ones, restructuring of production capacities) and ensuring the sustainability of the financial-economic condition (through consolidation and movement of capital, saving, costs reduction, search for additional sources of income, recovery of assets).

Also, the model of process-oriented management of economic potential of enterprises has been developed, which will allow to identify approaches to its assessment and will provide an opportunity to analyze its structural elements in the system taking into account interrelations and interdependences as a whole. The article is aimed at determining the level of maturity of the business process management system of an agro-industrial enterprise. The existing common approaches to assessing the maturity of the business process management system are identified, their defining features are determined. A definition of maturity of the business process management system of the enterprise is made. The features of the process and enterprise maturity model (PEMM) developed by M. Hammer are described in detail. Four levels of business processes that form the system according to the Hammer model are characterized. The aspects and directions of research of maturity of the business process management system of enterprise according to the PEMM model by M. Hammer are specified. The scale of assessment of the level of maturity of the business process management system of enterprise according to certain criteria is provided. The procedure for assessing the maturity level of the business process management system of the enterprise under research is described and a scale is provided that helps to determine the current level of maturity of the system from the very low to the very high (five such levels are defined in general). Descriptions of the levels of business processes according to the PEMM model are specified in terms of the aspects of Projecting, Contractors, Process Owner, Infrastructure and Indicators. For each aspect, an assessment of the business process management system of the enterprise under research was carried out. The results are presented both by a separate direction and by each aspect of the assessment of the maturity of the business process management system of enterprise. For each aspect of the assessment of the system maturity, the characteristic features are determined, the main disadvantages and achievements are indicated. On the basis of the determined estimates of the business process management system of the enterprise under research, an assessment of the maturity of the business process management system of this enterprise in view of certain aspects is computed, as well as its current level is defined. To identify the most problematic areas in the business process management system, the existing level of maturity of the system is depicted using a petal chart. The main directions of further improvement of the existing system are defined.

As a result, companies continuing their operations need to apply different strategies for long-term sustainability, which maximizes the shareholder value. However, corporate social and ethical responsibilities have become higher expectations. Therefore, the research examines the corporate strategy, management and ethical practices of the successful global company PepsiCo Inc. The article emphasizes and proves the growing role of the conception of sustainable development in the activities of large companies, as well as analyzes the connection, mutual influence and fundamental differences in the interpretation of the concepts of sustainable development, corporate social responsibility, and business stability. The PepsiCo’s core stakeholder groups are analyzed; the relevance of the implementation of sustainable development strategies by the company is determined and it is shown how the implementation of sustainable development strategies allows to gain additional advantages in management and quickly respond to changes in both the internal and the external environment. Based on the analyzed data, the company needs a more comprehensive ethical policy to ensure the production of healthier and safer products. The research concludes that PepsiCo should improve its conception of social responsibility, corporate strategy, ethics, and corporate governance policy in order to obtain results that best meet the interests of stakeholders.

The article is aimed at carrying out a comprehensive analysis and an evaluation of innovative processes that are currently taking place in the organization of school meals of general secondary education institutions (GSEI) of Ukraine and aimed at improving the management of their activities. To achieve the aim, general scientific and special research methods were used. The content essence of some concepts in the theory and practice of catering are closer defined. It is determined that innovations for the development of the organization of catering of schoolchildren in modern GSEI are being implemented in the following directions: updating the collection of recipe dishes for schoolchildren; development of a multi-variant menu of dishes, composed breakfasts and lunches; organization of production of semi-finished products and finished products, new forms of student service; providing new forms of communication between students (their parents) and the head of school canteen production, etc. The assessment of the quality of organization of catering in 10 schools of different districts of city of Kyiv, which have not same level of propensity for innovative changes, is carried out. It is determined that there is a sufficiently strong correlation between the introduction of innovations in the organization of catering in GSEI and the score assessment of the quality of this organization. It is identified that each innovation has certain advantages and probable disadvantages of its implementation, in order to overcome which it is necessary to plan and implement the proposed management measures. Concluding it is substantiated that a system approach to solving a complex of issues related to innovative processes in the organization of catering will increase the efficiency, safety and quality of nutrition of GSEI students and will contribute to improving the management of their activities. It is justified that the presented results are suitable for improving both the management of GSEI and the restaurant facilities organizing meals at the place of study.

The article is aimed at more profound elaborating the theoretical and methodological principles while improving the content of the concept of «cross-border region», singling out its characteristic features, and carrying out a systematization. Taking into account the review of the existing scientific works, the author’s own approach to the interpretation of definition of «cross-border region» is proposed. As a result of research, the principles of functioning of the cross-border region are substantiated, i. e.: subsidiarity, vertical and horizontal partnership, aggregate of the development programs and concepts, institutionalization of structures at local and regional levels, co-financing, systemacity, bi- and multipolarity, proportionality. The author brings in proposals for classification of cross-border regions by introducing a number of new criterion features, such as: scale, development and degree of cross-border cooperation; integration type; geographical location; homogeneity (uniformity); level of development and support in the EU’s structural policy; natural features; implementation mechanism; instruments and forms of implementation. This approach allowed to identify cross-border regions as follows: identical, homogenic and with no affinity; peripheral and underdeveloped; leaders; initiators of cross-border cooperation; functional. Prospects for further developments in this direction are the study of the latest organizational forms of cross-border cooperation and substantiation of the methodological approaches to evaluating the degree of integration and interpenetration in the cross-border region.

In the article, the authors actualize the issues related to the problems of ensuring economic security from the position of growth of global integration processes in the world economy. It is specified that the formation of the global world is connected with the emergence of new global threats in the field of economic security, as exemplified by the coronavirus pandemic COVID-19. This creates the need to review some of the negative effects of globalization in order to provide greater control over global processes, making them more conscious, focused on both comprehensive security and sustainable development of countries. In the course of the research, the authors analyze the consequences for the economic activity of countries as result of the COVID-19 pandemic. The research draws attention to the pandemic-detected breaches in the economic security of countries related to some aspects of globalization. The results of the carried out research allow to identify the sectors most affected by economic pressure and consider possible directions and tendencies of further economic recovery. It is also assumed that in the future stress tests of all levels of economic security will have to take into account and analyze a wider range of possible scenarios and risks associated with the threat of pandemics and the impact of the related effects on the public interest. Prospect for further research in this direction may be the study on the relationship and possible consequences that arise in the social and political spheres in connection with global threats to economic security.

The specifics of the modern stage of development of the world-economy system, among other things, is manifested in the growth of the level of internationalization of research and innovation activities, which was naturally accompanied by the intensification of international scientific-technological exchange (ISTE). It is the main factor that characterizes the grade of integration of the country into the world economy. This exchange is identified with the spread (diffusion) of knowledge, covering almost all industries, sphere of services, economy sectors. The article examines the main elements of the theoretical base of the ISTE research (theories of diffusion of innovations, industry diffusion of innovations, S-shaped curve, value of transactions, strategic management, industrial organization, social exchange, theory of international trade and internationalization, theory of economic mechanisms, the authors’ own concepts and models). The concepts according to which the ISTE is described (diffusion, transfusion of knowledge; diffusion of innovations as embodied knowledge; international technology transfer) and its main channels (global, interregional, international, cross-border) are researched. The reasons for the development of the ISTE are analyzed and its importance is substantiated. The peculiarities of participation in the ISTE of both the developed and the developing countries are considered – the main motives, forms, prevailing channels, and basic limitations. The grounds that determine the country’s success in absorbing new knowledge are provided (universities, information infrastructure, human resources, perception of innovation). The important role of international organizations (UNCTAD, WTO, WHO, etc.) in the ISTE, which form international policy in the sphere of intellectual property protection and ensuring global cooperation, is underlined. It is emphasized that the main problems in the ISTE are related to the divergence of interests of the State and business. The main tasks for the governments of the countries on achieving the optimum of the ISTE (improvement of the national innovation system, formation of special infrastructure of ISTE, training of scientific personnel, organization of special work on the absorption of new knowledge and their adaptation, dissemination of advantages of the ISTE, formation of the State policy on development and regulation of participation in the ISTE) have been formulated.

The article is aimed at examining the mechanisms of organization of transport and logistic flows in Ukraine and the Countries of the European Union (EU). Analyzing the scientific works of many scientists, the measures taken by the EU countries were considered, which are reduced to the elimination of administrative barriers related to the objective inability of entrepreneurs and their employees to meet the requirements provided in the EU regulations. It is determined that transport and logistic flows play not only a strategic role in the development of all industries, but also a social role, because they are able to increase the quality level of living standards of citizens. In the process of researching the impact of the global pandemic on the transport industry, the authors diagnosed the main macro-economic measures to be followed to minimize the consequences, to slow the sharp reduction of cargo flows and prevent transport collapse. Taking into account the tendencies in the activities of transport companies, it is extremely difficult to predict the distant future of the market in the current situation. However, all companies without exception need support from governments. A positive example in this regard is the mobility package in transport management presented by the European Union. The main emergency measures and rules developed by the EU are also recommended for use by citizens of other countries, including Ukraine, if they are necessary to ensure the free movement of goods within the EU. It is determined that one of the peculiarities of activity during the pandemic is the reduction of the volume of services provided, in particular, the owners of companies are already counting on their curtailment at the end of this year. Experience in the management of transport and logistics systems shows extremely close and dynamic integration processes in this sphere, but it can not always cope with the challenges facing the world community. Prospects for the development of domestic logistics in the global dimension will depend on the improvement of the economic situation in the country and its most important trading partners, and at the level of market actors – on using the most effective instruments in their management of transport and logistics flows.

Coronavirus pandemic, which unfolded in the modern world, became a trigger for the development of economic crisis. Its most acute manifestation is the food crisis. There are a number of fundamental reasons for this: firstly, the world of the XXI century is a «full world» (Herman Daly), which is populated by almost 8 billion people, which results in a contradiction with the resource potential of the planet; secondly, the food crisis belongs to structural crises, which cannot be solved in the conditions of the established system of economic activity; thirdly, the world faced the before unrealized level of inequality – in human development, income, consumption and other forms, which is reflected primarily in gaps in the level of food consumption; fourthly, there is a growing requirement for quality of life in the world, which leads to new approaches to quality, calorie content and food balance. The problem of economic security is complex, aggregated, interdisciplinary, the solution of the problem requires a fundamental transformation of thinking, the development of a new system of values and civilizational shifts. The use of the latest technologies for the first time creates an opportunity to achieve a high standard of living for all people of the planet, not just for the «golden billion». However, the system of economic activity in the capitalist system is not able to provide this type of development. It is the food crisis that shows the «failures» of capitalism. Based on this, we believe that the solution to this problem should unite the countries of the world, complementaryly link them in the achievement of food security. Actualization of the solution of the food crisis requires not only the participation of the entire world community, but also a rapid response to the novel challenges. The latest technologies with enormous potential must be used rationally to enhance the welfare of all mankind, eliminate hunger and poverty. If we do not provide humanitarian guidance for new technologies, they will contribute to further deepening of food disparities and undermining food security.

The article is aimed at assessing the main tendencies in the development of ecologically oriented business in Ukraine and in certain regions of the world. The major tendencies in the development of ecologically oriented business both in Ukraine and worldwide are researched. The production of organic products in the world for 1999–2018 was analyzed in terms of acreage, production volumes and structure. It is emphasized that the growth rate of this market is very high in all analyzed indicators. Global organic products market volumes in 2017 amounted to USD 97 billion, compared to USD 15.2 billion in 1999. In view of the volume of consumption per inhabitant, the leaders were Switzerland (USD 325), Denmark (USD 315) and Sweden (USD 268). In Ukraine, the amount of consumption per capita was less than 1 US dollar. The largest markets in absolute terms were the USA and the EU countries. The structure of the organic market of different countries was studied, as well as the leaders in the consumption of organic products were identified. It is specified that the structure of the organic products market in each country has significant features. Thus, in Norway, a significant proportion belongs to baby food products (33.1%), while Germany has the widespread consumption of organic bread and bakery products (8%), and eggs (21.0%). It is underlined that the vast majority of organic products produced in Ukraine are exported (EUR 104 million in 2018). In Ukraine during 2002–2017, acreages under organic crops grew at a high rate (from 164.4 thousand hectares to 420 thousand hectares). However, in 2018 there was a decrease in these areas to the level of 309.1 thousand hectares, although the number of enterprises engaged in production increased from 375 to 501. It is concluded that further development of the organic products market is possible only if the level of incomes together with the State support of producers increase.

The progressive development of each country is the result of an effective management system at all levels of economic administration. Of particular importance is regional (territorial) development, due to the growing role of public regional management, the formation of local self-government, the influence of public organization of power on the socio-economic development of territories. In the context of activation of processes of decentralization of power, public management, transfer into the regions of certain powers to local authorities and increased responsibility for their activities significantly expands the socio-economic status of certain territories (regions, communities), the issues of development and stimulation, availability of effective mechanisms and instruments for socio-economic development of region (territories, communities, etc.) are becoming relevant. The existence of regional development problems in Ukraine with clear signs of increasing disparities of socio-economic indicators, increasing the number of problematic and backward territories, exacerbation of interregional socio-political tensions necessitates studying the world experience of functioning and development of territorial socio-economic systems and opportunities for the use of best practices for the formation of their own regional policy on the basis of effective management of territorial development in the conditions of decentralization of power. Changes in the legislation of Ukraine in terms of decentralization of power should concern the consolidation of the constitutional basis of local self-government, determination of its system and functioning with further detailed legislative regulation. This, on the one hand, will ensure the constitutional guarantee of local self-government, on the other hand – will provide a legal framework for its further development and improvement.

The article is aimed at diagnosing the costs of textile industry enterprises and developing economic strategies for innovative competitiveness of enterprises focused on the growth of their results. In terms of dynamic approach to the growth rate of value added volumes the article allocates the following sub-sectors - leaders and outsiders. In terms of structural approach, it is shown that the bulk of the value added accounts for the production of other textile products, primarily the production of finished textiles, except clothing. The overall tendency of textile production to increase positive financial results during 2010-2019 is statistically proved. The sub-sectors with cumulative losses and the greatest contribution to the formation of the financial result of the textile industry are allocated. The tendency of all types of textile production to increase the proportion of profitable enterprises is identified. It is shown that there are no large enterprises in the textile industry, and the main share of the financial result is formed by medium-sized enterprises, except for the production of finished textile products, apart from clothing, and other textile products for technical and industrial purposes. The main economic strategies of innovative competitiveness of textile industry enterprises are substantiated.

The article is aimed at substantiating the basic technical-economic characteristics of energy plantations of miscanthus and production of solid fuels from the obtained biomass on the example of a particular project. As a result of the study: the analysis of the production volume of solid biofuels on the basis of quantities from a given area of plantation was carried out; net income of the complex was determined, which was calculated on the basis of accepted production volumes and «reasonable» wholesale prices, which were determined in a costly manner and provided for the provision of a sufficient level of profitability of economic activity; the current (operational) costs of economic activity of the complex were determined, calculated according to the standards established by analogues of industrial production of biomass from energy crops and its processing into solid biofuels. Also the economic feasibility of implementing an investment project on laying the plantation of miscanthus and production of solid biofuels from the resulting biomass was assessed. In general, in the presence of adequate State-based stimulation of solid biofuel production from miscanthus biomass, the economic efficiency of the project will be high, and the project itself is commercially feasible. Prospects for further research in this direction are substantiation of the main technical-economic characteristics together with feasibility of creating complexes for the transformation of solid biofuels into commodity energy – both electric and thermal.

The article is aimed at generalizing the essential content of the concept of «remote employment» in the context of components that form it, analyzing the main factors of influence on these components, determining trends and features of development and spread of remote employment in coronavirus crisis. Analyzing and summarizing the scientific works of many scholars and practitioners, the sequence of development and implementation of the novel alternative forms of employment is researched. The tendency to change their essential content is defined as being dependent on the development and introduction of modern technologies. The main factors influencing the possibility of transferring novel forms of employment into a virtual mode are analyzed. The main advantages and disadvantages of spread of remote employment in lockdown conditions are allocated and analyzed. It is specified that a significant part of them can be formulated as follows: the first ones – as an advance that needs to be shared; the second ones – as problems to be solved. Doing this is quite feasible and necessary in order to develop the appropriate policy. As a result of the research, the main obstacles to the development of remote employment are identified, which include a large-scale downturn in the economic attitudes of business entities and the growth of social tension. It is reasoned that under such conditions, the strong-willed orders on the part of government can only worsen the existing situation. It is proved that only strengthening the partnership between the State, business and civil society on the basis of restoring mutual trust of all economic actors will provide an opportunity to develop a deliberate policy of recovery, part of which is the large-scale proliferation of remote labor. Remote labor will become not only a mechanism for overcoming coronavirus crisis, but also a mechanism for large-scale renewal of Ukraine’s economy on the basis of the use of the latest technologies. Prospects for further research in this direction are the creation and adapting of novel forms of remote labor, their formalization, institutional and legal support, the construction of new models of full-fledged social partnership between the State, business and civil society in the sphere of labor and employment, etc.

The article explores the issue of institutional provision for the employment of unmanned passenger aerial vehicles with electric propulsion (urban electric aerial vehicles) in Ukraine. The use of such vehicles is considered a promising direction in the development of urban air transport, able to unload traffic bottlenecks of the transport system in megacities. Among the main factors that favorably distinguish urban electric aerial vehicles from traditional air transport are: safety, economic efficiency, quietness, environmental friendliness and low requirements for related infrastructure. Preparations for large-scale use of urban electric aerial vehicles are currently being carried out in Germany, the USA, South Korea and the city of Dubai. The analysis of the advantages and possibilities of using urban electric aerial vehicles is provided; the history of development and the current status of this transport type is carried out. Despite the fact that the first samples of urban electric aerial vehicles are only being tested, there is already a significant competition in this market. Among the main developers of this class of aircraft one can single out the companies EHang (PRC) and Lilium GmbH (Germany). The article reviewes legislative requirements for the use of unmanned aerial vehicles with electric propulsion in certain countries of the world. Borrowing this experience can be useful for Ukraine due to the lack of terminological definition of such a class of vehicle in the natonal legislation; uncertainty of the conditions of their operation and safety measures; lacunas in the existing classification of unmanned aerial vehicles, which does not provide for the existence of programmable aerial vehicle, the control of which does not require a special control station located outside the vehicle, or vehicles that carry out programmable flight. In order to eliminate existing lacunas in Ukrainian legislation, measures have been developed, the implementation of which will allow the use of unmanned passenger aerial vehicles with electric propulsion and will contribute to the further development of air transport in Ukraine.

The article is aimed at examining the main microeconomic factors of the development of hospitality sector enterprises in the region in the context of changes. The definition of regional micro-environment of the enterprises in the hospitality sector is provided; the main factors of economic development of enterprises of the industry are systematized. On the basis of the carried out analysis the peculiarities, tendencies and problems of development of hotel business enterprises in Zakarpattya region are defined. The main microeconomic factors that form the situation of the regional market of hotel services are examined. The peculiarities of micro-environment of hotel business in the region are defined, among which: insufficient level of use of the existing natural, resource and tourist potential of the territory; increased competition in the market; development of both the «shadow» and «gray» markets of hotel services, especially in the conditions of restrictive measures; reducing the number of foreign tourists; insufficient level of development of various forms of tourism, which limits the possibilities of hotels to expand services. The methods of adaptation of hospitality sector enterprises for survival and development in new macro- and microeconomic conditions are proposed, which include in the first instance: the formation of an effective security system for guests; researching target audiences and focusing services on their needs; intensification of development of various forms of tourism in the region, in particular therapeutic, ecological, educational, children’s, and development of appropriate hotel products; intensification of innovation activity and introduction of information technologies. Further researches will focus on the development of methodological approaches to the assessment of the micro-environment of hospitality sector enterprises and their use for the formation of a regional strategy for tourism development and hotel-restaurant business in the region.

Attention is focused on the innovative component of social entrepreneurship. The essence of social entrepreneurship is researched, its main features are closer defined. The key differences between traditional and social enterprise are specified. An estimation of social entrepreneurship in the conditions of development of the market economy of Ukraine is presented. The advantages, types of social entrepreneurship, organizational and legal forms and industry affiliation of social enterprises are analyzed. Domestic social enterprises were researched on the criteria for duration of their existence along with their size. The territorial distribution of enterprises by regions of Ukraine is analyzed. During the research, the main aspects that hinder the development of social entrepreneurship at the regional level are identified. The main problems of development and formation of social entrepreneurship in Ukraine are examined and substantiated. It is noted that one of the directions of activity directed towards supporting the growth of social entrepreneurship is optimization of the legal environment. The prospects for the development of social entrepreneurship for households in Ukraine are defined. It is emphasized the importance of promoting social entrepreneurship among the population and raising its awareness of this type of activity. It is proved that in today's conditions social entrepreneurship is an effective innovative instrument for solving social problems. Examples of successful social enterprises in Ukraine are provided.

The article examines the application of the DEA (Data Envelopment Analysis) method in assessing the efficiency of commercial banks. This approach does not require knowledge of the efficiency function form. Using empirical input values and results of the financial and banking institutions, we are looking for a weight ratio to maximize efficiency. The article is aimed at evaluating the quality of management of commercial banks using the DEA model. As the methodology was chosen the DEA-modeling, because this method eliminates the problem of heteroscedacticity, which occurs during the parametric modeling. In the methodology of the analysis of the environment of the banks’ operation, commercial bank is considered as an economic unit with specific costs, which, as a result of the implemented activities, are used to generate concrete results. The article develops the principle of extracting information from observations. Thus, compared to the parametric approach dealing with the data averaging within a single regression model, the DEA method allows building up a Pareto-optimal-limit of all solutions, taking into account each individual observation. When analyzing the activities of commercial banks, their assets and the number of employees were selected for research taking into account resources, respectively. On the other hand, the result was the achieved value of deposits, the cost of loans, the number of clients of the bank and the provision of this bank, determined by the solvency coefficient. It is determined that the greatest impact on the results of the research have the size of the received deposits and loans of commercial banks. Measuring the efficiency in this article lies in finding a minimum value of the efficiency ratio, which reduces inputs, but so that the level of the source data remains at the same position. Upon the basis of the research, it can be stated that human resources and assets mostly influence the size of deposits and loans and have a high level of efficiency. Therefore, competition between financial institutions for clients is intensifying.

A substantiation of economic decisions in the process of using incentives and adapting to changes on the part of management necessitates applying an integral target indicator for the development of enterprise. As a result of the research, it is proved that it is advisable to choose as such an indicator the value of the business, in particular by discounting money flows. It is substantiated that in order to evaluate the efficiency of stimulating the development of the shipbuilding enterprise, the application of the revenue approach appears to be rational. Both the Ukrainian and foreign experience of horizontal and vertical integration in shipbuilding is analyzed and it is proved that the formation of integrated diversified corporate structures is an urgent stimulus for the development of the shipbuilding enterprise. Some owners of shipbuilding enterprises of Ukraine use them to build a fleet for the needs of their other business: agricultural, metallurgical, etc. Certain enterprises become part of diversified companies engaged in ship repair and port activities. The efficiency of integration of shipbuilding enterprises should also be evaluated using business value indicators. It is necessary to determine the impact of incentives relating not only to shipbuilding, but also to ship repair, shipping, maritime and other activities – not only on a separate shipyard, but comprehensively on the entire association, a structural and functional unit of which the enterprise is. The effect of the introduction of incentives is determined on the example of shipbuilding and ship repair plant «Nibulon». Evaluating the impact of economic incentives on the proposed integral target indicator enables to establish the feasibility of implementing the overall strategy of the enterprise and facilitates the adoption of informed economic decisions both at the level of individual structural units and the enterprise in general.

The article is concerned with the issues of determining and evaluating the economic sustainability of enterprise. The publication analyzes the views of scholars on the definition of «economic sustainability of enterprise». A closer definition of this concept is proposed, according to which under the economic sustainability of enterprise it is advisable to understand its complex ability to respond to and withstand the influence of negative relevant factors of the external and internal environment, while maintaining its internal structure, dynamics of operation, which contributes to the achievement of the main goals of functioning and development of enterprises. The main components of economic sustainability of enterprise are allocated, including: financial, industrial, personnel, organizational, marketing, social, environmental, investment, innovation. The main stages of the process of ensuring economic sustainability of enterprise are proposed, the basis of implementing which is the principles of unity – interconnectedness and subordination of all components of sustainability; complexity, which involves taking into account relevant factors of influence; continuity – implementation of the regulatory process on the basis of permanence and sustainability; adequacy, i.e. compliance of the system with patterns of enterprise development. The proposed components and stages of ensuring and determining the economic sustainability of enterprise are used as the basis of the developed methodical approach concerning its quantitative assessment, which is built up using methods of multidimensional factor, cluster analysis, additive convolution method for calculating the integral indicator of economic sustainability of enterprises. Global industrial revolution significantly affected the lives and views of all nations. On the basis of the carried out study, time ranges of the duration of crisis cycles are explored, an analysis of the cycles of crises (rise and depression) according to M. Kondratiev is carried out. The article is aimed at analyzing the external operational environment of machine-building enterprises in the context of economic security and identifying the prerequisites for motivational management of the economic security of enterprise. Nowadays, effective management of the economic security of enterprise is one of the established imperatives that provide for the sustainable development and protection of the enterprise’s interests in the face of the contemporary challenges. Industrial enterprises operate in conditions of constant uncertainty and variability, which contributes to the search for effective instruments to ensure the proper level of protection of economic interests of a particular economic entity and industry in general. The article analyzes some indicators of activity of enterprises of machine-building industry of Ukraine. It is concluded that, despite the reduction of indicators such as the share of the processing industry in the GDP of the country, the number of employed people in the enterprises of the industry and the number of enterprises, along with the other, equally important indicators, show growth. First of all, it’s a question of the growth of sales volumes, net profit and profitability, which indicates the existing potential of the industry to implement the motivational management of economic security, because it provides not only for satisfying interests of the owners of enterprises, but also of all elements of the economic security system. Prospects for further research in this direction are the definition of the main elements, stages and methods of implementation of motivational management of economic security at machine-building enterprises.

The article is aimed at researching the digitalization of business, which will significantly reduce costs, increase both profits and the pace of development of companies. The article examined the essence of the concept of «digitalization» and diagnostics of its possible impact on the development and improvement of accounting systems, analysis, taxation. The analysis of changes and their impact on the development and improvement of accounting-analytical information is carried out, allowing to justify the need for rapid dynamic digitalization processes in various spheres. In addition, the digitalization of accounting-analytical systems will significantly save money by transforming and expanding the duties of relevant officials. Technologically, digitalization allows optimizing a significant number of accounting processes and freeing up accountance workers to perform more important tasks. The research groups the principles of development of accounting and audit systems based on the latest information systems and technologies. Accountants need to go beyond the formation of financial reports that produce information of previous periods, and use technologies of present and future time in order to predict efficient actions and development of the enterprise. In the process of researching the process of digitalization as an inevitable phenomenon in the organization of the accounting process, the authors proved that one of the most promising factors in today’s market is the use of blockchain technologies. Moreover, in the near future, leading firms will introduce blockchain technologies into the accounting and taxation system. The authors present an example of technological application of blockchain in accounting processes, describe the main advantages of using blockchain in the accounting system, which will improve the accounting system, scale it in order to create additional value of the enterprise in the long term.

The article is aimed at finding ways to optimize costs at the production subdivision «Operational wagon depot Kupyansk» of the Regional division «Southern Railway» of the Private Joint Stock Company «Ukrainian Railways» on the basis of the performed analysis of the composition and structure of costs, profitability, the impact of the amount of costs on performance indicators, the level of costs per 1 UAH of the consummated services, and operational analysis. The views of scholars on the term «costs» are explored. It is defined that cost management is quite a complex and important process in the course of carrying out economic activity along with determining the quality of further results of enterprise. The main methodological bases of cost management, economic condition of the enterprise are researched. Optimization measures for further development of the enterprise are proposed, which will allow to use its resources more efficiently, to achieve an increase sales and maximize profits. The authors provide recommendations on managing the enterprise costs in order to stimulate the growth of competitiveness. The focus is placed on the mechanism of minimizing the costs of the enterprise in the total amount of net income, because efficient use of costs can not be carried out without structural changes in the sphere of their management. It is identified that cost management is an interconnected complex of works, which forms and influences the behavior of costs during economic activity, as well as is aimed at achieving the optimal level of costs. The proposed measures as to optimizing costs can be used by directors and managers of the enterprise to make informed decisions on the prospective development of the enterprise.

The article examines the essence and directions of identification of compliance risks of banks. The criteria for assessing compliance risks of financial monitoring of banks are purported to be: the level of development of the compliance system; experience in applying influence measures to banks by the NBU for violation of the requirements of legislation in the field of prevention and counteraction to money laundering and financing of terrorism (in the form of written warnings and fines); operational risk level and staff turnover. The defined directions of assessment include result factors (taking into account cases of risk materialization) and the factors that make the compliance function implementation process uncertain. The sequence and methodological instrumentarium for assessing compliance risks of financial monitoring of banks are presented, which provides for: formation of a database for analytical research by means of digitization of data (using coefficient approach and binary characteristics method); consolidation of the results of computation of indicators for the integral assessment of the researched phenomenon (by building up a composite indicator by means of the weighted amounts method). Based on information on the activities of individual banks, which during 2014-2020 belonged to the category of systemically important, practical approbation of the developed methodological instrumentarium was carried out. Recommendations on minimization of compliance risks of banks in the field of financial monitoring are formed, including: improvement of intrabank control systems; ensuring uninterrupted work and thorough training of staff; introduction of operational algorithms of actions to identify the reasons for their involvement in the processes of money laundering; using a risk-oriented approach to test business functions; introduction of effective monitoring systems and expansion of the list of compliance risk management instruments.

The article is aimed at researching the tax regulation of investment activity of banks of Ukraine in the current conditions of development of the national economy; identifying the tax stimuli and deterrent factors of investment activity of banking institutions in the formation of investment portfolio. Tax regulation of the banking system directly influences the development of not only the monetary system, but also the national economy in general. Tax instruments for stimulating investment activity of banks are proposed to be grouped depending on the mechanism of influence, goals and types of investments. The dynamics of investments and their share in the assets of Ukrainian banks over the past five years are analyzed. The annual advance in the share of investments in the assets of Ukrainian banks shows an increase in the interest of banks in placing funds into investment objects. The assessment of the change in the composition and structure of the investment portfolio of Ukrainian banks for 2015–2019 was carried out, identifying that domestic banks focused on improving the liquidity of investments, i. e., financial instruments that can be sold at any time at favorable prices. The dynamics of the composition and structure of the portfolio of securities of domestic banks in recent years was researched, determining that the largest share for 2015–2016 made the securities for sale (more than 86%), while the securities before maturity amounted to more than 10%. When considering the structure of the portfolio of securities of banks during 2017-2019, it is specified that the most important is the proportion of investments in securities, which are accounted for at fair value through other comprehensive income, namely, more than 70%. Having examined the problems of domestic banking investment, we believe that stimulation in this direction should be carried out in terms of creating a favorable stable regulatory framework and an effective taxation regime.

The article is aimed at studying the essential component of decentralization and budget revenues; determining the main results of the implemented reform of budget decentralization in Ukraine; analyzing the current situation of own revenues of local budgets. The following general scientific methods were used in the research process: theoretical generalization, comparison and grouping – to determine the essence of the concepts of «budget revenues», «decentralization» and disclosure of components of budget revenues; analysis – when considering own revenues of local budgets for 2014–2020 and the structure of incomes in the revenues of local budgets for January – July 2020; system approach – in the formation and disclosure of the essences of the main stages of the reform of budget decentralization in Ukraine. The views of various scientists on the concepts of «budget revenues» and «decentralization» are examined. It is determined that budget revenues are an aggregate of financial relations that participate in the process of distribution of part of GDP in order to form targeted cash funds at the level of the State and local self-government bodies, designed to finance their own functions and obligations defined in accordance with the current legislation. The main components of budget revenues are determined and their classification is provided. The main stages of the budget decentralization reform in Ukraine are defined and systematized, their detailed characterizations are provided. The analysis of own revenues of local budgets for 2014–2020 and revenues in local budget revenues for January – July 2020 was carried out, during which it was determined that local taxes, despite the introduced budget decentralization, comprise only about 30% in the structure of incomes in the revenues of the general fund of local budgets, while in some countries of the European Union this figure reaches 50–60%. Practical steps towards further implementation of the budget decentralization reform for local self-government bodies are proposed.

The value of small business for the economy and the need to stimulate it in lockdown conditions remains an unchanged position both at the level of the scientific community and at the level of public administration. The situation with the pandemic not only complicated the conditions of functioning of small and medium-sized businesses (hereinafter referred to as SMEs), but also justified the need for its support as a non-alternative measure for stabilization of the unemployment rate in the country, the possibility of effective operation and self-reliance at local levels of the budget system, specially, local budgets. The status and conditions of SME functioning, its importance in the structure of local budget revenues are researched. Changes in the tendencies as to the volumes and structure of tax revenues of local budgets are defined. The dynamics of tax revenues to local budgets is analyzed in order to determine the budget-forming taxes. The key factors of influence on the revenue part of local budgets are systematized as follows: economic, political and legal, demographic, socio-cultural. The emphasis is placed on modern trends in the functioning of SMEs, financial relations between the State at the level of local budgets and SME entities. The analysis of the implementation of plans and the planned task of tax revenues to local budgets is carried out and the value of small businesses in the structure of sales of products is determined. The dynamics of financial results before taxation of small enterprises is determined, which substantiates their higher productivity and maneuverability in the conditions of instability. A study of the dependence between the level of tax revenues to local budgets from a single tax and the productivity of small enterprises and individual entrepreneurs proves the author’s position on the need to use a simplified taxation system as a measure to preserve the viability of small businesses in lockdown conditions in order to stabilize the economy at the local level. The importance of SMEs in the employment structure in terms of enterprises by their size proves the need to stimulate entrepreneurship in the face of global instability.

Today, the telecommunications company «Kyivstar» is one of the most successful Ukrainian employers due to modern approaches to human resources management and creation of favorable conditions for employee development. The main task of human resources management is to combine its effective training, qualification advancing and labor motivation to develop the skills of employees and encourage them to perform top-level work. The peculiarities of personnel policy of Ukrainian telecommunications company «Kyivstar» are considered; the quality staff composition, system of staff development and motivation are analyzed. The factors that have a direct impact on the development of personnel potential of the enterprise, in particular intrasystem and individual ones, are described. Measures are proposed to improve the system of development and preservation of the company’s staff. A further important direction of research in the field of staff development and preservation is the formation of an automated mechanism for the process of assessing the enterprise’s staff. Modern realities of the national economy to ensure the competitiveness of enterprises require the use of the latest management methods and technologies for the development of professional level of employees, new approaches to the formation of an organizational-economic mechanism of staff management, which necessitates further research.

The processes of globalization of international trade involve the unhindered movement of resources and goods, which is objectively impossible to carry out without maritime transport. Currently, maritime transport provides sustainable foreign economic transport and production relations between individual countries. Sea transportation occupies about 80% of the world’s cargo turnover, and this percentage increases every year. Sea transportation is the most efficient, reliable and economical way of international transportation of most goods. Corporate social responsibility is an integral part of sustainable development of maritime cargo transportation companies and includes care for the environment, labor rights and human rights, business ethics. In 2018, a strategy directed towards reducing annual greenhouse gas emissions from vessels by 2050 by at least 50% of the total volume compared to 2008 was adopted. The article proposes methods for calculating tracking indicators of the sea transport energy efficiency, basic elements of planning the energy efficiency management of the vessel are allocated. The sustainable development strategy of the Danish company Maersk, specializing in maritime freight transportation and port terminal maintenance, envisages four areas - climate change, inclusive trade, food loss and ship recycling. The Maersk’s partners are international organizations that contribute to the implementation of the UN sustainable development strategy. Since 2019 Maersk reports a 42% reduction in relative CO2 emissions compared to 2008. The company plans to jointly develop carbon dioxide fuel types and sustainable fuel solutions with energy suppliers, as well as with technology developers, researchers, investors and other transportation companies and logistics providers. Thus, Maersk is gradually demonstrating a global commitment to the ecologically sustainable logistics in line with its commitment to reducing carbon emissions across the supply chain. Maersk has taken the initiative to abandon the use of fossil fuels and has set a global goal of achieving zero carbon emissions by 2050 in the performance of all its operations.

The transformation processes that take place in each sphere of the socio-economic system lead to certain changes in the structure and condition of its individual components, which are characterized by the appropriate level of innovation, technology, creativity, etc. compared to the basic state of the system. A succession of such mutually determined changes leads to the cyclicality of transformational processes, the implementation of which at different levels of the economic system provides the an-order-higher results in terms of technical and technological, innovative, intellectual, etc. characterizations, which is the basis of neo-technological reproduction. In the context of neo-technological reproduction, the efficiency of the enterprises’ functioning is ensured by the effectiveness of their diversification-integration development, which ensures optimal implementation of the business processes of the enterprise through the rationalization of the necessary resources and opportunities for their development and implementation by their own and/or third-party forces of the attractive stakeholders. Since the efficiency of any process depends on the rational mechanism for its management (which will ensure optimal and effective implementation of it, aimed at maximizing the achievement of the set goals), then, accordingly, the article is aimed at forming a causal-demerminated management mechanism for diversifying-integrating development of enterprise in the conditions of neo-technological reproduction. The necessity of forming a causal-determinated mechanism for management of diversification-integration development of enterprise in the conditions of neo-technological reproduction is substantiated. The components of this mechanism are outlined, the aggregate interconnected implementation of which, within the framework of the selected specific management functions, ensures the efficiency of managerial decision-making, taking into account the conditions of neo-technological reproduction. A more detailed examination of peculiarities of the motivational mechanism as a general one within the structure of the integrated mechanism of management of diversification-integration development of enterprise in the conditions of neo-technological reproduction is carried out. It is proved that the use of the causal-determinated mechanism will ensure the formation of an optimally effective configuration of the main subsystems of the enterprise’s functioning and the processes of creating an additional effect, which will lead to the formation of the appropriate competitive advantages of the enterprise necessary for the sustainability of its activities in the conditions of neo-technological reproduction.

The article reveals the concept of "development of economic entity" and the formation of the concept of "one", "two" and "many" criteria for assessing its development. The development of the enterprise is considered as a process of acquiring new qualitative, quantitative or structural properties that involves changing the parameters of its state. The system is transformed through the growth, activation or structuring of the constituent elements. It is determined that growth (horizontal, vertical, diversified) involves the expansion of the size of the enterprise, its potential and scale of activity. Activation occurs due to the increase of business activity of enterprise, through the establishment and strengthening of communication with the contact audience (suppliers, customers, regional community, etc.). Restructuring is characterized by the rebuilding of relationships in the system and changes in enterprise management, i. e. the choice of a new leadership style, modernization of the organizational structure of management, and so on. The developed conceptual model for assessing the development of economic entity is based on the understanding of development as a threefold essence of potential, functional activity and effectiveness. Changing any of these elements affects development and characterizes it. An inherent property of enterprise development is the advancement of the rate of change of indicators of functional activity in relation to the pace of change of efficiency and potential. Based on the definition of development as a permanent process, which is always associated with the emergence in time of something qualitatively new or a new combination of existing elements, which leads to the formation of a new result, a triangle of development of economic entity is formed. Stages of the enterprise development assessment have been developed. The criteria for assessing the development of economic entity are defined.

The article is aimed at defining the role of improving the management of logistic processes as a method of improving the activity of enterprise. The relevance of application of logistic approach in the management of enterprise and definition of the concept of «management of logistic processes» is explored. The reasons for the relevance of the problem of improving the management of logistic processes of enterprise, especially during the period of instability in all countries of the world because of the COVID-19 pandemic, are allocated; factors influencing the efficiency of the supply chain are defined. The goals of supply processes management and supply chains management for the enterprise and logistic system are indicated. The importance of established communications and transparency of information flows of the logistic system in the process of regulation of activities at different levels of organization of logistic processes is substantiated. It is emphasized that the most common type of organization of logistic processes is outsourcing. A definition of logistics outsourcing is provided, the advantages and disadvantages of using outsourcing in logistics activities are considered, since the cost-efficiency of its use is quite a complex parameter, as is the service itself. The expediency of using a methodical approach in the management of logistic processes is examined, according to which the effectiveness of outsourcing of logistic functions is considered as the difference between the costs of the process. The research showed that improvement of management of logistic processes is of particular importance, since their competent organization is the key to improving the efficiency of production and economic activity of enterprise along with rapid adaptation to a changing environment.

Marketing services, their importance for trade business in modern conditions of economic development are researched, as well as the main efficient marketing instruments are explored (marketing steps to increase sales), which are actively used by trading enterprises in the conditions of modernity. Significance of marketing, which served as the basis for the systematization of marketing costs in various forms of its organization, is considered. The indicators of performance, effectiveness and evaluation of marketing services (absolute amount of marketing costs, level of marketing costs, profitability of marketing costs, return to marketing costs on turnover of goods, pace of changes in marketing costs, absolute deviation of marketing costs, relative deviation of marketing costs) are generalized. The documentary registration of marketing services by groups (for the organization of marketing events and confirmation of the reality of incurring of costs) is summarized. The purpose, subject, object of marketing according to the managerial approach are defined and described in detail. The objects of marketing in solvency management are revenue centers (shops, other outlets and places of sale), wherein purchase, sale, and supplies are being materialized and positive factors for promoting customer needs, obtaining the highest trade income are being formed.

The study notes that the activities of commercial enterprises are constantly becoming more complex, as it is influenced by factors related to economic crises, unstable economic environment, globalization of the economy and digitalization processes. All this causes changes in existing approaches to managing domestic enterprises. In this regard, the expediency of using the brand and brand strategy in the activities of a trading enterprise to ensure its competitiveness and market position is justified. The purpose of the study is to determine the scientific and theoretical content of the brand strategy of a trading enterprise. Approaches to defining the concepts of brand and brand strategy are considered and generalized, as a result of which it is determined that in the scientific literature there is no consensus on their interpretation, due to the semantic ambiguity of the characteristics of these definitions. The features and essence of the brand from the standpoint of subject, functional, emotional, cost-oriented and integrated approach are identified. The author's position on the expediency of defining the concept of brand taking into account the integrated approach is substantiated. The brand strategy is characterized as an orderly set of measures designed for the long term, the implementation of which is aimed at: increasing the popularity, demand for the company's product among consumers by forming an appropriate image, ideas, associations, expectations about it; increasing the value and competitiveness of a product or service; development of the trade enterprise as a whole. The stages of formation of enterprise strategy, creation of brand and brand strategy are generalized, their features in the context of activity of trade enterprise are defined. It is proved that the development and implementation of brand strategies in the framework of strategic management play an important role in the development and formation of the image of a trading company, which requires additional research on practical aspects in the theoretical plane.

The revival of the activation of domestic firms in international markets is a complex process that requires systematic marketing research, determination of potential and creation of sustainable competitive advantages. Therefore, the shortest and fastest way to launch this process is to introduce marketing technologies. This topic is relevant because currently our market does not pay enough attention to the promotion of the latest technologies for Ukrainian enterprises and uses their classic list without observing the stages. The article is aimed at exploring the possibilities of using marketing technologies to activate the development of domestic enterprises. Statistics on the use of marketing technologies in Ukraine are analyzed. Both the classical and the novel marketing technologies are examined, the classic ones being: segmentation, targeting, positioning, analysis, forecasting; the novel being: viral marketing, event marketing, Internet marketing. The concept and essence of these technologies are disclosed in view of practical content. The advantages of modern marketing technologies in competitive rivalry are determined; it is specified, why more and more enterprises prefer marketing technologies when creating new products. The main factors that facilitate the introduction of marketing technologies for Ukrainian enterprises are allocated and systematized. The advantages of each proposed marketing technology are outlined. The publication is aimed at developing theoretical bases for research of the causes and consequences of global financial crises, as well as systematizing the typology of global financial crises to determine effective and efficient measures to influence their course and reduce losses from their consequences. Scientists-economists of different scientific schools provide unequal explanations, definitions and substantiations of the essence and causes of the development of global financial crises. In all cases, global financial crises cover financial markets, money turnover and credit, international finance; they manifest themselves through the rapid growth of interests, debts, reduction of loans, large-scale downfall in the securities exchange rate, massive losses in the market of derivatives, uncontrolled decline in exchange rates, etc. The introduction of effective and efficient measures to prevent global financial crises in early stages of their development can significantly affect their course and reduce losses from their actions and consequences. A typology of global financial crises is proposed, which takes into account the connections of their causes and consequences on the following grounds: the coverage of the monetary and financial system, the level of international economic relations, and perturbing factors. The latter cause global financial crises by implementing the cause-and-effect economic mechanisms. This results in the occurrence of contradictions between economic needs and a monetary and financial system.

Thus, ensuring the effective functioning of national customs systems is included in the list of priority tasks not only of the authorities of individual countries, but also of leading international organizations. The integrated efforts of authorized agents at both the State-based and the international levels to develop and improve the work of customs authorities are represented by the international customs cooperation. The research was based on a thorough study of the peculiarities of international cooperation between customs authorities around the world and, in particular, Ukraine. It was determined that in the conditions of functioning of the customs authorities of Ukraine in the structure of the State Fiscal Service, international cooperation remained at a fairly low level of development. Thus, the relevance of activation of the development of interaction between the customs authorities of Ukraine and the international organizations in order to successfully reform the national customs system as an independent authority is substantiated. On the basis of the results obtained, it is identified that today the key international organizations that actively contribute to the functioning and development of customs authorities are the following: the World Customs Organization, the Organization for Democracy and Economic Development, the European Bureau for Combating Fraud, the World Trade Organization. A comprehensive and thorough analysis of the activities of selected international organizations in the context of facilitating the development of customs authorities, including the example of Ukraine, was carried out. On the basis of examining the specialized materials and practices of international cooperation of customs authorities, it is determined that the activities of certain international organizations are directed to: support of work and solving problems of customs authorities in various spheres; providing technical, informational, consulting or financial assistance; improvement of implementation of certain customs operations; introduction of progressive customs instruments and technologies; exchange of best customs practices and experience; creation of a single customs environment by unification of customs rules and principles, etc. It is substantiated that an effective, permanent and mutually beneficial cooperation of the State authorities, including customs authorities, with leading international organizations is a powerful instrument for the development and improvement of the functioning of the national customs system in order to ensure the successful implementation of priority goals at both the national and the international levels. The results of the research can be used by representatives of customs authorities as a systematized informational base for the establishment and further development of cooperation with the major international organizations.

The article is aimed at researching the problem of external debt of developing countries. The current status of external debt of developing countries is analyzed. The growing demand for investors, combined with the growing number of firms looking to take on large debts, has led to a deterioration in underwriting standards and the credit quality of such loans. The grounded relevance of the use of borrowing resources today is not necessarily a bad thing, even on the contrary – it is one of the most effective ways to stimulate the growth of the economy. When these resources are used targeted and efficiently, they generate more revenue for the borrower. But this gets worse when loans are used inefficiently, that is when they stimulate excessive consumption rather than bring in additional benefits. The author concluded that the reasons for the current fears began long before the crisis of 2008. A debt is not a bad instrument if it is used to finance investments that make a profit or create assets that are worth more than the debt itself. It’s hard to find such data, but if we trace the tendency of global growth and compare it to the tendency of debt accumulation, we’ll see that doesn’t happen. Therefore, it seems that the situation is out of control, i.e., debts continue to accumulate, excessive accumulation of loan portfolios increases, and low interest rates imply the survival of companies and countries. This leads to liquid risks with the expiration of the debt repayment period. Governments have been addicted to increased loans – none of the more developed economies could cope with a possible tightening of monetary policy. This means that when the time comes to severely lower the credit shoulder, economic growth will suffer. Central banks, in turn, find themselves trapped because maintaining such loose monetary policy and a high credit shoulder poses a risk of forming the price bubbles. It is determined that while rates remain at current low levels, investors will be looking for a bigger return, which means taking more risk – this, in turn, could trigger the «butterfly effect», causing destruction to the entire financial system.

It is illustrated that the basis of economic growth for Ukraine and the only opportunity to take its own place among developed countries is to embark on the path of innovative development. The evolution of conceptions describing the impact of innovation on the process of economic growth within the limits of a country is traced, the existing models of innovative development are explored. The statistical relationship between the level of development of the economy and the amount of financing for innovative processes is specified. The theoretical studies on the impact of financing for innovation on economic growth are justified by the results of the author’s own econometric analysis. On the basis of the comparison of international ratings, the main problems are identified and the peculiarities in the formation of an innovative economy in Ukraine along with the factors influencing its development are analyzed. It is substantiated that Ukraine still has sufficient innovation potential (in particular, high quality of human capital, wide coverage of the population with higher education, growing level of exports of IT services, development of both fixed and cellular communication, dynamics of patent activity), constituting the main and necessary component of modernization of the economy and its transition to a new technological level. However, due to the difficult socio-economic and political situation, the lack of imperative and vector of scientific-technological development and modernization of the country in terms of public policy, as well as an adequate strategy for innovative development, Ukraine loses a number of its competitive positions in the world market, especially in the market of high-tech products. The author substantiates the necessity to move in the nearest time from theoretical design of the «problematic field» of priorities of the State innovation policy to the strategizing processes, which include: choosing the most adequate model of innovation development; elaboration of a methodological instrumentarium for allocation from a wide range of scientific-technological and organizational-economic innovations the most significant for the growth of the economy and, on this basis, selection of the main priorities for the scientific-technological development of the country; development of a realistic strategy taking into account the interests of all stakeholders: representatives of government, business and science; ensuring financial, institutional, infrastructure and other mechanisms of its implementation; strict control over the mechanisms for strategy implementation.

The article is aimed at researching the processes of establishing and developing interaction in innovative processes. The reasons for the low efficiency of innovation activity in Ukraine are analyzed and the importance of increasing the indicators of interaction in innovative processes to overcome the causes of low innovativeness of the economy is substantiated. The main elements of conceptual bases of formation of interaction systems in innovative processes are defined: formation goals, expected results, conditions for establishing interaction. Particular attention is paid to determining the range of potential participants of interaction systems and their systematization into four groups: the State, science, business, consumer. For each group, the prompting factors of establishing interaction in innovative processes and possible contribution in the course of formation of systems of interaction in innovative processes are determined. It is specified that the interests of groups of participants of interaction systems can be multidirectional and have their own criteria for the effectiveness of satisfaction. Therefore, in order to avoid conflicts and with purpose of rational mutual understanding of interests, it is proposed to evaluate the feasibility of participation in innovative processes through the indicator of the value of interaction. On the basis of the carried out study, the concept of the value of interaction in innovative processes is substantiated and the fundamental components of this concept are determined, namely: the usefulness and the cost of interaction. According to the author, the value of interaction for the participant is formed through the comparison of the received usefulness from participation in the systems of interaction to the expected costs associated with this participation. In connection with the acceleration of the dynamics of world economic processes and, in particular, innovative ones, the importance of taking into account the factor of time when assessing value is emphasized. Firstly, the interaction in the innovation process is developing, taking new forms both for partners and for different market participants. Secondly, the impact of time on the usefulness and cost of interaction can take different meanings: increase, decrease or not affect the level of value (usefulness, cost) of interaction.

The article is aimed at deepening the scientific-methodological principles of management of investment and innovation activities and analyzing its current status in Ukraine. Investment and innovation activity is peculiar to any enterprise, representing one of the most important aspects of its development. The article covers the peculiarities of interpretation of the concept of «investment and innovation activity». It is defined that a single point of view has not yet been yielded among both domestic and foreign scholars. On the basis of the analysis of their approaches to defining the concept of investment and innovation activity, the major key characteristics of the interpretation are allocated. A classification of forms of investment activity in the sphere of innovation has been formed. It is noted that today’s research on the problems of innovation and investment development becomes of particular relevance, because it is very important to find ways to improve the management of innovations, investments and the innovation-investment development. The current status of investment and innovation activity in Ukraine is analyzed. It is specified that nowadays the dynamics of investments in the economy of our country has gained a positive tendency. The dynamics of capital investments by sources of financing during 2010-2019 are characterized by the prevailing own funds of enterprises and organizations, whose share ranged from 60% and up to 70%. It is determined that the structure of capital investments by types of assets is characterized by the prevailing investments in tangible assets, while the least funds are invested in water supply, sewerage, waste management. The trend of fixed capital investing also has positive changes, although the turning point was 2008, after which there is no clear dynamics in the growth of fixed capital investments. After estimating the situation in the investment and innovation sphere of Ukraine, the authors have formed the main categories of problems that worsen its development.

The article is aimed at studying the problems of employment of the young population of Ukraine, exercising a decisive impact on labor indicators in the domestic labor market. In particular, the authors carried out the study on employment of young people under the age of 29, among which the unemployment rate is high, which causes the outflow of personnel to foreign markets. Also, the structure of the status of work of the young population as of the first half of 2020 is examined; problems with youth employment are identified and the main ways to reduce youth unemployment are considered. According to the results of the accomplished research, it is determined that a significant contribution to solving the problems of youth employment can be carried out by the development of dual education in higher education institutions (HEI) and professional higher education institutions (PHEI). The publication defines the content of the dual educational component for the institution of higher education, the main advantages that the applicant of higher education with the dual system of education will receive. An important aspect of the carried out research is the strengthening of the role of employers in the system of educational and professional training of applicants of higher education, which will ensure a high level (not only theoretical, but also practical) of training of graduates of a HEI. Prospect for further scientific searches on this topic is to identify the main factors that create preconditions for the introduction of dual education in higher education institutions and the development of DE in technical HEIs.

In the course of research, the content of strategic financial analysis for retail trade enterprises is defined. It is proved that an important direction of strategic financial analysis is the study of the financial potential of retail trade enterprises, which is proposed to be carried out in view of two aspects: 1) determining the availability and sufficiency of financial resources; 2) analysis of the level of development of financial competencies. The tasks that are being solved during the assessment of financial capabilities of enterprises are defined. The analytical system for assessing the financial potential of retail trade enterprises is substantiated, which takes into account the status of both resource and competent components of financial potential according to the criteria for availability of financial resources, their provision with sources of financing, as well as the level of development of financial competencies. This allowed to ensure the complexity and systematicity in the research of internal financial capabilities of retail trade enterprises. To study the status of available financial resources, a system of indicators has been developed, allowing to investigate the resource component of financial potential according to the criteria for the availability of financial resources and their provision by sources of financing. The main components of financial competencies of retail trade enterprises are: competences to ensure solvency, increase business activity and profitability, competence in value management. To define the level of their development, the enterprises were offered a system of estimating indicators. The research of communication of the status of the resource component of financial potential and the development of financial competencies is proposed to be carried out using the method of combination analytical grouping.

In Ukraine, the importance of small business for the economy and the need to stimulate it are being realized at the level of both the scientific community and public administration. The situation with the pandemic has complicated the conditions of functioning of small and medium-sized busines entities (hereinafter SMEs), but at the same time has justified the need to support it not only in the situation of collapse, but also as a matter of socio-economic stabilization and the prospect of reducing the unemployment rate. The status and conditions of SME functioning, its importance in various spheres of economic activity and in the labor market are researched. The emphasis is on modern trends in the functioning of SMEs, financial relations between the State and SME entities. A comparison of classification characteristics of SMEs was conducted in accordance with the Tax and Commercial Codes of Ukraine. The conditions of operation of small and medium-sized businesses on a simplified taxation system are compared. The latest legislative changes related to the stabilization policy of the State are taken into account. To identify the main trends of small business development, an analysis of the dynamics of the quantity, composition and structure of business in terms of its size, as well as the dynamics of the number of small enterprises and individual entrepreneurs by the largest groups in accordance with the classification of domestic economic activity in the country was carried out. The significance of SMEs in the employment structure is defined in the plane of enterprises and in terms of their size; the need to stimulate entrepreneurship in conditions of global instability is proved. A chronological analysis of the introduction of fiscal instruments for supporting the State in an emergency situation was carried out. In view of international experience, alternative quarantine preferences are considered as possible measures of the State support.

A holistic understanding of the state of economic security of enterprise is ensured by the implementation of process management and assessment of security based on the maturity of business processes. Introduction of measures to improve the economic security of the enterprise on the bases of maturity of business processes allows to optimize the operational and investment activities of the enterprise and ensures its safety against the risks of inconsistent implementation of measures in accordance with the spheres of activity. The purpose of the research is to substantiate the maturity of the business processes of trade enterprise as a criterion for their economic security and on this basis the development of a system for assessing the economic security of the business processes of the enterprise. The ground for linkage of conceptions of process management and security management are the economic interests of the enterprise, which have to be protected (in terms of economic security) and implemented (in terms of process management). The attributes of maturity of business processes (safety of business process taking into account the materialization of the stakeholders’ interests, completeness of business process implementation) and the criteria for evaluation on their basis (effectiveness, efficiency, quality, completion of the management cycle) are allocated, which are taken into account for the formalization of the system of assessment of the level of economic security of the enterprise on the basis of maturity of their business processes. The developed system of indicators for assessment of business processes of trade enterprise allows to identify the level of maturity of business processes and determine on this basis the level of economic security of the enterprise. Prospects for further research in this direction are the substantiation of a scientific-methodological approach to the assessment of economic security of trade enterprise on the basis of maturity of its business processes.

In the world, product quality has long been one of the major instruments for ensuring the economic development of companies. Achieving high quality parameters, in turn, is an important part of the economic strategy of any success-oriented business organization. The article is aimed at developing directions for improving products of PJSC «Beer and Non-Alcoholic Plant «Radomyshl». The object of the research is the quality of beer produced by PJSC «Beer and Non-Alcoholic Plant «Radomyshl». The assessment of the quality level of the selected product in accordance with the requirements of DSTU 3888:2015 was carried out using the following groups of indicators: microbiological, organoleptic and physic-chemical. The process of assessing the product quality parameters is presented, which consists of seven consecutive stages and is carried out throughout the product life cycle. The factors under the influence of which the quality of products are formed and which may cause deviation from the specified quality parameters are analyzed and structured. The defects that appear due to these factors have been identified. The basis for improving the quality of products is primarily a thorough study of changes in demand for the business organization products. Three groups of measures are singled out, with the help of which one can achieve the desired level of product quality, namely: technological, organizational and socio-economic. A complex of priority measures to improve the quality of products of PJSC «Beer and Non-Alcoholic Plant «Radomyshl» is proposed. The element of scientific novelty is the development of an algorithm for the implementation of measures to improve the quality of products. During the implementation of measures to improve the quality, it is necessary to carry out systematic monitoring and generate reports on the implementation of the project in order to make possible an adjustment of the final result.

In recent years, Ukraine experienced inadequate efficiency in forming strategic goals for the development of animal husbandry industries, which comprise the potential not only of agriculture, but also of the country as a whole, so research and scientific substantiation in this sphere is relevant. Particularly, the relevance of the study lies in the need to analyze the level of animal husbandry potential in terms of the number of animals and selling for slaughter in all categories. The article is aimed at studying the regional development of Ukraine according to the key indicators of animal husbandry, further identifying characteristic regional features and developing recommendations on development prospects. To research the impact of these factors on the development of animal husbandry, regions of Ukraine were classified using the methods of cluster analysis. This approach allows to build up scientifically grounded classifications, to determine internal links between individual objects of the studied population in the conditions of constant increase and complication of the statistic data flows. Two cluster analysis methods have been applied: building up a dendrogram and the k-means method. The carried out analysis defined three groups of regions characterized by similar features, where the regions belonging to the third cluster have the highest level of animal husbandry development, the second cluster has an average level of development, and the first cluster has the lowest level of animal husbandry development among all regions. Cluster analysis allowed to identify problematic situations and set out ways to solve them. Cluster approach allows to classify regions of Ukraine according to the aforementioned indicators, as well as develop differentiated strategies for improving the strategy of animal husbandry development at regional levels, to compound comprehensive ratings of animal husbandry development. Disparities in the levels of development of regions and individual components have a negative impact on the development of the State in general and should be researched to determine the government and regional policy, which would account the features indicated.

The article is aimed at analyzing the peculiarities of the introduction of digital technologies by the international business in the conditions of COVID-19. Based on the analysis of the impact of COVID-19 on the introduction of digital technologies by the international business, the authors concluded that the crisis, on the one hand, slowed down the financing of some investment projects, but, on the other hand, it stimulated the implementation of projects related to the digitalization of international business (5G, start-up factories, the Internet of Things, robotics and blockchain). There was an increase in financing for projects related to remote work, virtual cooperation instruments, mobile devices, security programs. In the long term, COVID-19 will exacerbate the problem of digital gap between both countries and businesses and among the population. It is concluded that the Big Tech’s digital innovations increase the profitability of tech giants, and flows of cheap liquidity (as a means of countering COVID-19) lead to the formation of a new bubble in the market (P/E is close to 75). After the pandemic, traditional business will resume, but the digital gap will increase and remain a major economic and social problem. To solve these problems, it is imperative to improve the State-based regulation.

The article is aimed at researching the key problem of information and analytical provision of enterprise in the context of digitalization of the economy. The publication indicates the growth of the role of information in the implementation of management activities by an economic entity and its general role in the operation of the modern enterprise. Approaches to interpretation of the concepts of «information» and «information provision» are examined. It is defined that today the main problem of information-analytical provision of economic activity is the leakage of confidential information as one of the forms of materialization of threats to the information security of enterprise, which consists in violation of confidentiality, integrity and availability of information. It is further defined that the leakage of information at the enterprise is usually caused by the following actions: unauthorized access to confidential information; disclosure of confidential information (including the unintentional disclosure); leakage of information via the imperfect technical channels. The channels of possible information leakage are considered. In addition, the analysis of statistical data on information leakage in the global dimension was carried out. According to the researches, in 2019, among the total volume of information leakage, 49.7% of the volume is accounted for by external actors and 50.3% by internal offenders. In general, in the system of information and communication provision, special attention of the management of enterprise should be directly paid to internal communications, since more than 90% of the information comes in from employees. It should be noted that the reasons for the leakage of the enterprise’s information due to the fault of internal actors may be: unintentional actions on the part of the enterprise’s employees related to errors in the processing, storage or transmission of confidential data; the caused by certain reasons actions of employees who have access to confidential information. This may include the actions of employees who use the enterprise’s data for fraud purposes, as well as the actions of former employees who, motivated by their desire for retaliation for dismissal, «contribute» to the leakage of confidential information, passing it on to competitors or using it for their own mercenary purposes.

Implementation of foreign economic activity in a volatile economic environment, influence of uncertainty on the results and the effectiveness of foreign economic operations cause the need for accounting reflection of the consequences of risks of foreign economic activity. On the basis of studying the approaches of different authors and scholars to the interpretation of the essence of the concept of «risk of foreign economic activity», the economic content of this concept is determined and an author’s own definition is proposed. According to the results of the study of existing classification features and types of risks of foreign economic activity, the need to expand and improve them is substantiated. A classification of risks of foreign economic activity for accounting needs, taking into account the peculiarities of the formation of an institutional environment and the specifics of implementation of foreign economic operations, is scientifically substantiated and presented. It is proved that the use of the proposed classification of risks of foreign economic activity will ensure the formation of a comprehensive system of accumulation of information on the probability of occurrence and source of formation of risks of foreign economic activity of trade enterprises, their impact on accounting objects, indicators of financial statements and results of the operation of the enterprise. If the consequences of the risks of foreign economic activity, along with the measures aimed at minimization of them, can be reflected promptly and correctly, it is possible to ensure that the optimal financial results of trading enterprises in conditions of uncertainty can be achieved.

The article is aimed at examining the economic ground of the formation of information-analytical provision for the management of non-material assets of enterprises. A review of normative and professional literature showed that the concept of«non-material assets» is used in terms of their use as property of the owner, which has no materially reserved form and can be identified in the following way: as means of work – resources with a term of use for more than one year in order to obtain economic benefits for the enterprise; as objects of intellectual property rights. In order to strengthen the significance of information about non-material assets, their classification for accounting and economic analysis purposes by a number of features and relevant types is closer defined, allowing to form and provide disclosure in the financial statements. For modern domestic accounting methodology, accounting policy on a separate accounting object is a priority, so the article proposes a generalized architecture of accounting policy on non-material assets in the following three blocks: general, methodical, organizational and technical parts. Each block is imbued with with basic components that ensure the implementation of accounting policy on non-material assets at the enterprise. Taking into consideration the accounting objects concerning non-material assets of the enterprise, both external and internal factors that influence the elements of accounting policy are generalized. It is recommended to introduce a system of analytical accounting of accounting nomenclatures on the following objects of non-material assets: capital investments, identifiable objects and not always identified objects. The main directions of economic analysis of non-material assets at the enterprise are formed by developing the appropriate algorithm. The proposed algorithm can be used for carrying out analysis along with formation of analytical indicators on non-material assets in order to substantiate managerial decisions in the system of implementation of the enterprise’s development strategy.

The purpose of this work is to substantiate the principles of financial stability of investment funds, which are inverse (opposite) to the principles of creating financial pyramids. The elements of scientific novelty include the specification of the peculiarities of compliance with the principles of financial stability of investment funds in modern conditions in Ukraine. An investment fund is also a kind of financial pyramid, but it can be created on the basis of the principles of stability, which are the opposite of the rules of existence of fraudulent financial pyramids. The such principles are defined as: dominance of assets over liabilities and minimization of overhead costs (including advertising); income from assets must exceed the value of liabilities; use of financial leverage or formation of assets according to a certain rule, which cannot be achieved by an individual investor; transparency and controlThe economic reasons for the existence of investment funds are considered, and the reasons for the success of individual financial institutions, which are essentially the relevant funds: Vanguard S&P 500 ETF and Berkshire Hathaway, are analyzed. The structure of the balance sheet of the investment fund is determined, which allows to adhere to certain principles of financial stability and use financial leverage. It is specified that an individual investor (individual) cannot use financial leverage for investment activities in the stock market, as it cannot issue bonds. The use of borrowed funds (broker or bank loans) allows an individual investor to make only short-term speculations that are very risky. Modern operation conditions of the market of non-bank financial services in Ukraine require the search for unconventional forms of innovation development and the need to implement information systems and digital technologies. This corresponds to the provisions of the Association Agreement between Ukraine and the EU, the Comprehensive Program for the Development of the Financial Sector of Ukraine until 2020, the Financial Sector Development Strategies and FinTech in Ukraine by 2025. The research is aimed at identifying the major tendencies in the development of microfinance organizations in Ukraine as a key element of the market of non-bank financial services using digital technologies, including FinTech. To achieve the aim, research methods such as analysis and synthesis, statistical analysis, comparison, generalization, structural and logical method, expert survey and estimation are used. The dynamics of the main indicators of the development of the market of non-bank financial services in Ukraine are analyzed: the number of microfinance organizations, the volume of assets and financial services. The specific features of «split» as an important reform of the development of the national market of non-bank financial services have been identified. The peculiarities of FinTech development in different world countries are researched. The content of the key development tendencies of microfinance organizations in terms of FinTech-transformation of the financial sector in Ukraine are covered, including: marketplaces (providing loans to customers through intermediary digital platforms); balance crediting; AI-based solutions; banking-as-a-service as a model that allows non-financial companies to add banking services to their own applications and digital products. The formation and implementation of a qualitatively new model of regulation of the market of non-bank financial services will create conditions for the use of new financial instruments and business models that will meet the requirements of the dynamic institutional environment of microfinance organizations in Ukraine.

One of the key factors on which the efficient functioning of the entire national economy depends is the organization of the State taxation system. In today’s conditions, a sufficient amount of revenues of local budgets are needed to meet the social needs of the population, to solve problems of local nature at the administrative-territorial level. For the successful social and economic development of territories, it is necessary to have a reasonable amount of funds in the budget, as well as a plan for the efficient use of these funds. As result of the research, the essence of local taxes and their efficiency are allocated. It is specified that the Tax Code is a prerequisite for fulfilling the tasks of tax reform and a step towards creating a more perfect taxation system. The current status of the revenue base of budgets in Ukraine, the dynamics of collections of taxes and fees in budget revenues during 2014-2019 are analyzed; the role of local taxes in the formation of the revenue part of local budgets is defined. The results of the process of financial decentralization in Ukraine are summarized, in particular, the increase of powers that can be transferred to the local level in order to increase the independence of local budgets and improve the inter-budget relations. The mechanism of budget alignment, which replaced the formula for distribution of the volume of inter-budget transfers, is researched. The necessity of further reform of local taxation taking into account the competitive advantages and interests of each individual region, optimization, expansion of the base of local taxation and the right of local authorities to establish and collect local taxes and fees in order to avoid problems of forming the revenue base of local budgets of Ukraine is substantiated.

Authors: Aligning the Interests of Business and Society: Shared Value, Integrated Value, And Corporate Social Responsibility

The evolution of CSR is largely the history of reconciling economic goals of business and social goals of society. Relatively recent CSR related concepts “creating shared value” (CSV) and “integrated value creation” (IVC) aim at aligning interests of business and society by producing economic and social value simultaneously. The purpose of this article is to compare the CSV and IVC concepts and show their relation to CSR. In particular, we discuss whether CSV and IVC can be regarded as substitutes for CSR, varieties of CSR or completely new paradigms, and come to the conclusion that the positioning of both concepts depends on how broadly CSR is defined. We summarize major criticisms of the CSV concept and provide our own vision of the strengths and limitations of both concepts, showing why at least the CSV concept cannot supplant CSR. Comparing CSV and IVC, we focus on the differences between them and show that IVC represents a more fundamental shift in business philosophy and aims at a deeper and system-wide rather than local and fragmentary integration within society. We maintain that the CSV and IVC ideas can and should be used in strategic planning as inspiration for innovative thinking, as guidelines for increasing business competitiveness and societal well-being. We also point out the need for refining methodological frameworks for the practical implementation of the CSV and IVC ideas.

The article is aimed at offering and highlighting the results of the authors’ research on existing approaches and methods for change management, as well as to finding ways to improve the effective implementation of changes at the enterprise. The subject of the research was methodological approaches to the process of change management at the enterprise. The research was carried out by analyzing scientific works of foreign and domestic scholars on the topic of the article. The concept of change management is substantiated, which is based upon the possibility to reproduce the model of successful changes on the basis of specific instruments that allow to effectively implement changes. In the course of the analysis, the main competitive advantages that the enterprise can get in the implementation of effective change management were allocated. The models that allow efficient implementation of changes are defined. The choice of a particular model depends on the nature of the enterprise’s work and its chosen development strategy. It is proposed to classify approaches to change management by the nature of changes and the nature of management. Also noted is the necessity to distinguish between approaches to development management by the nature of planning, organization, management and control at the enterprise. In addition to approaches to change management at enterprises, it is advisable to consider existing models of implementation of changes, taking into account the specific situation and the desired results. The authors developed and proposed the process of managing changes at the enterprise in the form of a specific algorithm. As a result, the direction of further development of classification of approaches to change management is obtained. The authors propose their own vision of the change management process, which is advisable to present in the form of a specific algorithm for implementing and managing changes at the enterprise. Prospects for further research are coverage of applied aspects of change management at domestic enterprises.

The article is aimed at generalizing the theoretical and practical principles of transformation of business models of retail enterprises in the digitalization of the economy. The determinants of innovative transformation of retail business models are characterized, which allow, based on internal and external conditions, to critically rethink and adjust the basic principle by which value is created. The need to search for ideas of the latest business models of retail trade, on the basis of which enterprises will be able to be successful and grow rapidly in the conditions of digitalization, is proved. A scientific generalization and systematization of business models of value creation in both off-line and on-line channels is carried out. According to the model of Graf and Schneider, a value chain is defined, which is based on the following primary activities: supply (range, focused on demand); presentation of the product (photo of the product, listing, recommendations, text); marketing and sales (off-line marketing, on-line marketing, sales channels); executing sale and purchase (issue of check, payment methods, risk analysis); logistics (delivery of goods, management of return of goods); customer service (dialogue with the client in social networks, hot-line, chat, on-line self-service). These determinants in the course of value creation can be materialized on the basis of innovative approaches, through multichannel sales, use of brands, pricing management, integration of customers into various processes and shopper marketing (buying marketing), which allows to focus on the decision-making process from the first opinion of the consumer about the purchase of goods and further on, during making the choice. It is noted that the rapid response to changes, the proactive search for new ideas and high readiness for digitalization are triggers of the successful transformation of the business model of retailers in the digital revolution. As the main competencies at the retail enterprises the author defines innovation, digital intelligence and personalization, which must be adequately used to win the competition.

The article defines that the implementation of the strategy for managing the innovative sustainable development of machine-building enterprises consists in selecting and using the effective internal mechanisms for crisis neutralization at enterprises. The measures are divided into operational and strategic, defensive and offensive. At the same time, operational measures should be carried out within the terms of the chosen strategy and can be both defensive or offensive, while strategic measures bear offensive nature exclusively. Defensive operational measures do not require significant time spent and raising additional funds for their preparation and conduct and should be carried out as part of a «reduction strategy». Offensive operational measures are advisable to use after defensive ones in the implementation of «strategy of reduced growth». Strategic measures require more than one year to be implemented and do attract significant additional investments. They are the basis of the «growth strategy» and consist in the restoration of equipment, improving the quality of products, improving the organization of production and labor, finding new markets, implementing progressive technologies, developing new types of production, elaborating a common concept of sustainable development of enterprise. It is concluded that the implementation of the strategy of management of innovative provision for sustainable development of machine-building enterprises is carried out, starting with the implementation of the most effective programs through defensive operational measures. If the results of these measures did not allow enterprises to achieve the targets and move to a zone with a lower level of crisis, it is necessary to move to offensive operational measures, and if necessary – to strategic innovation-managerial measures, adjusting the programs taking into account the new position of the enterprise in the matrix of statuses. According to the results of control, the management of machine-building enterprises makes the necessary adjustments aimed at improving the efficiency of strategic management of innovative provision of sustainable development.

The article is aimed at highlighting major changes in advertising and marketing at the international level as a result of the coronavirus pandemic and the resulted global economic crisis. When carrying out a detailed analysis of scientific articles, the main trends were identified, according to which the modern advertising industry in the world will continue to change, and a vision of possible ways to further develop the situation in the context of the international crisis in the economy has been formed. The key indicators of the economic crisis have been defined and their impact on the decisions of advertising agencies on the choice of means, channels and content of advertising campaigns is highlighted. A new direction has been formed in which advertising agencies implement and promote their own campaigns. The relevance of on-line advertising during the lockdown period is substantiated, namely, advertising on social networks, video resources and streaming platforms; advertising embedded in online games, etc. Benefits of broadcasting advertising through on-line channels compared to traditional advertising methods are allocated and substantiated. Prospect of this direction of research is to determine the most effective methods and topics of on-line advertising in order to reach a new audience and increase the customer base of advertising agencies. For in today’s world information technology occupies the position of the most actual way to move business forward in any sphere, a significant share of investments are made in new ad formats, payment models and technology solutions that meet or surpass global industry standards. Further development of the sphere of digital advertising can lead to even more displacement of the off-line methods of advertising from the market: because the end consumers no longer use a PC in order to go on-line, but more often browse the Internet resources from their portable devices.

Competitiveness of enterprises in the international market of goods and services is one of the main trends in the development of the world economy. In order to preserve and strengthen their competitive advantages, transnational corporations (TNC) are forced to reconsider sometimes conservative approaches to the development and implementation of marketing strategies. The article is aimed at studying the theoretical and practical aspects of the formation of TNC marketing strategies, analyzing the factors that influence the choice and substantiation of these strategies in the context of uncertainty of the global environment. TNC do not use only global or transnational marketing strategy. For the most part, compromise approaches prevail, which can be conventionally defined as standardized adaptation. Reducing the product life cycle (PLC), the use of synchronous expansion of national markets provide TNC leadership on a global scale. Finding the best time to enter foreign markets, rationalizing of marketing strategies and prioritizing the use of marketing mix tools at each stage of the international life cycle is the key to the success of TNC in the competitive struggle for international and national markets. For all TNC, the problem of marketing strategy efficiency remains the main one. Each company experiences a discussion on global and adaptive strategy in different periods of its life cycle. The combination of global thinking and local implementation according to the needs of the market, building a new level of relationships with partner (manufacturer, supplier, consumer, etc.), business processes management and integration of management functions with effective saturation with digital solutions and innovations is not an easy but effective formula for the success of TNC marketing strategies.

Currently, the tourism industry continues to outpace the global economy despite deteriorating global economic prospects, tensions in international trade, social worries, geopolitical uncertainty, instability and the COVID-19 pandemic. The article is aimed at identifying modern trends of marketing research as part of the complex of marketing instruments in the tourism sphere. To achieve this aim, the article uses the following research methods: abstract-logical; situational analysis; mean, absolute and relative values; comparison, graphic, sociological; statistical analysis; economic-mathematical; expert surveys and estimations. Based on the data of the World Tourism Organization, the indicators of development of the world market of tourist services are analyzed. Performed were the following: analysis of the dynamics of the number of subjects of tourism activity (tour operators and travel agents) in Ukraine; total average number of full-time employees; income from the provision of tourist services; operating expenses for the provision of tourist services; number of tourists served by tour operators and travel agents in Ukraine. The content of marketing research is disclosed as a multi-stage process, which should include the collection, registration and analysis of data in the sphere of tourism business. Marketing researches should be conducted according to 8 stages: determining the problem; development of the concept of research; cabinet marketing research; field market research; analysis of market conditions (supply and demand); research of foreign markets; simulation modeling; formation of a marketing information system. In order to determine the rating of tour operators of the mass segment of the tourism market in 2020, a questionnaire containing 16 questions is specified. Its results can be used when evaluating tour operators in terms of customer comfort and cooperation with travel agents. It is proved that marketing research in the tourism industry is advisable to be carried out systematically. This will provide for substantiating and elaborating managerial solutions in order to maximize the satisfaction of the needs of consumers of tourist services and solve the problems of significant seasonal fluctuations in demand.

The article focuses on the actual problem of ensuring economic security of enterprises and justifies the inter-sectoral nature of the problem studied. To effectively ensure the economic security of enterprise, a mechanism of strategic management of its economic security is needed, which represents a set of directed actions to achieve the goals of the enterprise by creating favorable conditions for the efficient use of resources. The article is aimed at highlighting the theoretical and methodological aspects of the formation of such a mechanism. On the basis of the use of methods of analysis and synthesis, scientific abstraction and logical generalization, through the prism of researching the approaches of scholars to the interpretation of the essence of economic security of enterprise, both the concept of economic security of enterprise and the system of economic security of enterprise are generalized; the principles of the mechanism of strategic management of economic security of enterprises are substantiated; the essence of the definition of the «mechanism of strategic management of the economic security of enterprise» is determined and the methodological aspects of its formation are specified. With applying the analytical modeling method, the structure of the mechanism of strategic management of the economic security of enterprise is proposed. This topic has the prospect of researching the applied aspects of the application of the mechanism of strategic management of the economic security of enterprise in specific industries using the peculiarities and directions of their development.
