Düvel-i Muazzama’nın Osmanlı İmparatorluğu’nu parçalama ve paylaşma projesi anlamına gelen Şark Meselesi, 1877-1878 Osmanlı-Rus savaşı ile doruk noktaya ulaşmış ve Balkanlar’da Osmanlı hâkimiyetine büyük ölçüde son vermiştir. Böylece, projenin birinci ve önemli bölümü hemen hemen tamamlanmış oldu. Bunun üzerine Şark Meselesi projenin ikinci kısmını ilgilendiren Anadolu’ya kaydırılarak Ermeni Meselesi haline getirildi. Hedefi, Doğu Anadolu’nun altı vilayetinde (vilayet-i Sitte) muhtar ve bağımsız bir Ermenistan teşkil etmekti. Bunun üzerine Ermeniler, bölgede nüfus üstünlüğünü sağlamak maksadı ile Müslüman halkı bölgeden kaçırmak için silahlı çetelerle terör ve şiddet hareketlerine giriştiler. Ermenilerin bu davranışı bardağı taşıran son damla oldu ve II. Abdülhamid’i tedbir almaya sevk etti ve Ermeni çetelerine karşı Müslüman halkı korumak için savunma maksatlı Aşiret Alaylarını kurdu. Bunun üzerine Ermeniler ve Düvel-i Muazzama Aşiret Alaylarının kaldırılması için Abdülhamid’e baskı yapmaya başladılar. Sonuçta Osmanlı-Ermeni münasebetleri iyice kötüleşmeye başlamıştır.

Bu makalede, Yeni Uygur Türkçesinde yat- ve tur- tasvir fiillerinin bildirme kiplerine etkisi konu edilmektedir. yat- ve tur- tasvir fiilleri, bildirme kipi ekleri olan -Di / -DU, -i (<-A) / -y, -(i/U)p, -ĠAn / - An, -r ve -Ar ekleri ile birleştiklerinde hem fonetik hem de semantik açıdan farklı birleşik ekler meydana getirirler. Bu tür kaynaşarak birleşmiş kip ekleri Yeni Uygur Türkçesinde yaygın olarak kullanılır. Özbek Türkçesinde de yaygın olan yat- ve tur- tasvir fiillerinin ekleşmesi hadisesine Çağatay Türkçesinde rastlanmaz. Makalede, Yeni Uygur Türkçesindeki yat- ve tur- tasvir fiillerinin nasıl bir fonetik değişikliğe uğrayarak kip eklerinin birer ögesi durumuna geldikleri ve bildirme kiplerinin anlamlarını ne biçimde etkiledikleri üzerine fikir yürütülmektedir. Söz konusu tasvir fiilleri yer yer Özbek Türkçesi ile de karşılaştırılmaktadır.

Dünyada artan rekabet, işletmeleri ayakta kalma ve büyüme yolunda yeni süreç ve yöntemler aramaya itmiştir. Bu arayışın son yıllardaki en geçerli ifadesi “marka”dır. İşletmeler yoğun rekabetin yaşandığı hızla gelişen ve değişen iş yaşamında sürekliliği sağlamak ve korumak için ürünlerini markalayarak satmak zorundadırlar. Markalaşma; işletmelere, hedefledikleri pazar payına ulaşabilme ve uzun süreli rekabet yeteneğine sahip olmada ciddi avantajlar sağlayabilmektedir. Bunun yanı sıra markalar bir ülkenin zenginlik kaynağıdır. Günümüz ekonomik koşullarında gerçek ekonomik hayata daha yakın olan tekelci rekabet ancak markalar ile sağlanabilmektedir. Bunun yanısıra marka ve kaliteye önem vermeyerek ucuza satılan ürünlerin iç ve dış piyasalarda oldukça önemli pazar paylarına ve etkilere sahip olduğu da bilinen bir gerçektir. Gerek firmalar gerekse de ülke ekonomileri açısından bu ürünlerle fiyat rekabeti zaman zaman firma ve ülkeleri zorlayabilmektedir. Çalışmamızda marka kavramı firmalar, tüketiciler ve ülke ekonomileri gibi farklı açılardan inceleme konusu yapılmakta ve markası tanınan ürünlerin markası tanınmayan ürünler karşısındaki konumu, tüketici tutum ve davranışları; yapılan bir anketle tanımlanmaya çalışılmaktadır. Çalışmamız sonucunda da; küreselleşme olgusunun her alanda olduğu gibi; işletmelerin üretim sürecini de etkilediği, ürün tanıtımı, markalaşma, markaya yatırım gibi kavramları birer pazarlama stratejisi olarak daha da önemli hale getirdiği fark edilmiş, Her ne kadar markalı ürünler markası az bilinen çok ucuza satılan ürünlerle fiyat rekabetinde zorlanıyor olsalar da, uzun vadede kaliteli üretimin bu rekabetten üstün çıkacağı gerçeği bir kez daha anlaşılmıştır.

Рассматриваются некоторые аспекты управления земельными ресурсами, оценка земель сельскохозяйственного назначения и плата за их использование, различные виды стоимости земли, принципы определения рыночной стоимости земельного участка, существующее законодательство по развитию земельных отношений. Автором обоснованы меры по совершенствованию правых методов управления в целях повышения эффективности использования земель сельскохозяйственного назначения, недопущения вывода из оборота, предотвращения нарушений земельного законодательства; проанализирована действующая система земельного налогообложения в сравнении с Россией и некоторыми странами дальнего зарубежья; обозначены мероприятия, направленные на повышение эффективности системы управления земельными ресурсами, возможные риски при реализации Программы рационального использования и охраны сельскохозяйственных земель до 2010г., связанные с существенным изменением законодательства, проведением работ и финансированием ее мероприятий, риски, возникающие при невозможности быстрого вовлечения в оборот отдельных земельных участков сельскохозяйственного назначения; показаны пути их минимизации. Доказано эффективное использование земельных ресурсов сельскохозяйст–венных товаропроизводителей при осуществлении ипотечного кредитования под залог земли, обеспечивающего привлечение дополнительных инвестиций в сельскохозяйственное производство, что необходимо для получения максимального эффекта от реализации земельного потенциала и, как следствие, снижения рисков в аграрном производстве. Представлено авторское видение моделей, субъектов, сроков и механизма ипотечного кредитования, способствующих эффективному использованию кредитных ресурсов в сельском хозяйстве и, прежде всего государственных средств, необходимости процесса формирования инфраструктуры земельно-ипотечного кредитования и льготные условия для земель сельскохо–зяйственного назначения. Рекомендации и предложения автора направлены на совершенствование системы управления земельными ресурсами и учета предлагаемых мер и практических действий исполнительными органами управления. Могут быть полезны для научных работников, преподавателей ВУЗов, занимающихся развитием земельных отношений. Ключевые слова: управление земельными ресурсами, земельные отношения, оценка земель сельскохозяйственного назначения, категории стоимости земли, подходы к рыночной оценке земельных участков, принципы определения рыночной стоимости земли, модели, субъекты, сроки, механизм ипотечного кредитования. - Some aspects of land resource management, evaluation of agricultural lands and payment for their use, different types of land values, principles of identifying mar-ket value of land, existing legislation on development of land issues have been highlighted. Measures on improvement of the right management methods aimed at increasing the efficiency of agricultural lands, preventing from being unused, pre-venting violations of land legislation have been justified. The existing system of land taxation has been analyzed in comparison with Russia and some CIS coun-tries. Measures aimed at improving the efficiency of land resource management have been outlined, and possible risks in management system, rational use and con-servation of agricultural lands associated with a significant change in the legisla-tion, performing the works and funding of its activities. It is shown that the land resources of agricultural producers can be effectively used in the implementation of mortgage lending at security as land, which provides the attraction of additional investments in agricultural production and is needed for get-ting maximal effect from the sale of land potential and, consequently, reduction of risks in agricultural production. The author's vision of mortgage lending models, stakeholders, timing and mechanisms contributing to the effective use of credit re-sources in agriculture, primarily public funds, the need in the process of forming the infrastructure of land mortgage lending and preferential conditions for agricultural lands have been presented. The recommendations and offers of the author are directed on improvement managerial system land resource and account of the proposed measures and practical action executive management. Can be useful for scientific workman, teachers high school, concerning with development land relations.

Современная глобализация социально-экономических отношений в плане–тарном масштабе открыла новые возможности для дальнейшего развития и благополучия человечества и, вместе с тем, вызвала новые глобальные угрозы, в числе которых транснациональный характер принимает в настоящее время и теневая экономика. По мнению сотрудников МВФ общий объем теневых операций в мире достигает 10-11 трлн. долларов, т.е. почти равным ВВП США. Свои особенности теневая экономика имеет в странах переходного периода. Специфика теневой экономики здесь связаны с радикальными изменениями во всей хозяйственной системе и общественно-политической жизни, несо–вершенным законодательством, низким уровнем жизни, формированием незаконного рыночного типа поведения. Тем самым здесь возникли многие факторы для увеличения масштабов теневой экономики. В Кыргызской Республике разрастание теневой экономики достигло такого уровня, что стало серьезным препятствием для развития законного бизнеса, самим присутствием создавая неравные условия конкурентной среды. Кроме того, теневая экономика стала одним из основных источников коррупции и взяточничества в стране. - Modern globalization of socio-economic relations in a global scale has opened up new opportunities for further development and prosperity of mankind and, at the same time, raised new global threats, including transnational character is in the process and the shadow economy. According to IMF staff, the total amount of shady operations in the world reaches 10-11 trillion. dollars, ie almost equal to U.S. GDP. Its features shadow economy is in transition. The specifics of the shadow economy are associated with radical changes in the entire economic system and socio-political life, imperfect legislation, low-life, an illegal market-type behavior. Thus, there emerged many factors for the increase of the shadow economy. In the Kyrgyz Republic, the expansion of the shadow economy has reached such a level that has become a serious obstacle to the development of legitimate business, the very presence creating unequal conditions of competition. In addition, the shadow economy has become a major source of corruption and bribery in the country.

Monitoring of the level and quality of life of the population is the important analytical tool of government’s socio-economic policy. It allows to carry out an analysis of the current level of socio-economic development of the state and to find ways for the further improving of population well-being. In this paper authors focused on the analyzing the poverty indicators in Kyrgyzstan. Methodology of assessment of the Kyrgyz poverty is considered. Figures reflecting the progress in alleviation of poverty and extreme poverty are presented. It is shown that the increase of the average income will more affect on poverty than re-distribution of resources with the purpose of inequality reduction. At that, for the alleviation of extreme poverty the strategy of direct support of the poorest population should be conducted. A short analysis of causes for poverty reduction was carried out. - Бул макалада Кыргызстандагы кедейчиликтин көрсөткүчтөрүн өлчөө мето–дологиясы каралган жана кедейчиликти кыскартуу боюнча топтолгон статистикалык маалымат анализделген. Few years before the fall of 2007 inflation in Kyrgyzstan was low relatively to the neighboring states. Unfortunately this achievement was not supported by high levels of economic growth. In our article we consider these phenomena, analyze their interrelation and try to find ways for more rapid growth of Kyrgyz economy. We assume that economic growth should be the main goal of the National Bank as well as the government, while maintaining an acceptable level of inflation should be an instrument to achieve this goal. - 2007 жылдын күзүнүн алдында, бир нече жыл бою Кыргызстанда инфляция коңшу мамлекеттерге караганда төмөн болгон. Located within the Pisidia region, Isparta and its suburbs witnessed continous settlements that correspond to the Roman, the Byzantine, the Seljuk, the Emirates and the Ottoman periods. The suburbs of Isparta, especially Sarkikaraagac, Gelendost and Egirdir, owe their significance to their being situated on the caravan routes from the capital Konya to Antalya and Alanya, which are important ports on the South. Uluborlu and Egirdir have significance not only with their urbanite textures and their constructions, but with their being the capital of the Hamidoğulları Emirate as well. Construction works under patronage of Atabey Mübarizeddin Ertokuş, I. Alaeddin Keykubad, II.Gıyaseddin Keyhüsrev in the Seljuk period, and Dündar Bey, Hızır Bey, Hüsameddin İlyas Bey in the Hamidoğulları period are of importance. Also being worth paid attention to are the Atabey Ertokuş Madrasa, Gelendost Ertokuş and Eğirdir Karavanserais, Eğirdir Dündar Bey Madrasa, Barla Çaşnigir / Great Mosque. Isparta and its suburbs was the home of innumerable political, social, commercial and cultural developments during the Seljuk and the Hamidogulları periods. In accordance with its ages old commercial identity, the region is famous for its wood products, viniculture, fishing and textile industries even today.

In this study, which aims at building a model that helps to minimize the firm's distribution costs, first of all, the distribution strategies of the chosen firm as an example are determined. In line with the existing plan, the total distribution cost of the firm is determined, then the model is established on the basis of the same distribution system and the data set related to the firm. This study shows that the distribution cost is minimized once the distribution cost obtained from the model is compared with the actual distribution costs. The strategies of distribution, primarily, are concerned with the firm’s own talents belonging to its own structure; product or service distribution is needed to be determined within these strategies against the firm's rivals. After that, it is required to develop policies which increase the level of competiti–veness of the firm by determining a list of existing or possible opportunities and threats related to outer environment. Such issues like improvements in transportation infrastructure, which is the important element of making distribution strategies (such as recently constructions of new roads, attempts to make rail roads, sea lines and airways more attractive in Turkey); advantages and disadvantages provided in fuel by changing alternative fuel prices and/or taxes; security in the preferred route; economic activity in the region; political activity are some of the examples of opportunity and threats considered in outer environment analysis. Firm has to develop defense strategies to protect itself from existing or possible threat and attacks in the fields that it is weak and evaluate existing or possible opportunities in the fields that is strong. A closer look to inner and outer environment analysis employed in determining the strategies will indicate that it is important to obtain route based distribution costs, which is one of the fundamental data employed in determination of true strategies, systematically, correctly, as reliable as possible. In this study, the integer linear programming (ILP) model is employed in the minimization of the product distribution costs to determine route based distribution costs systematically, correctly and reliably and to provide competition advantages for firms. The results indicated that the integer linear programming model used in the empirical analysis provides the total of 32384.013 YTL savings for the firm compared to the distribution costs occurred when the firm sticks to the distribution plan prepared by its logistic department. - Firmanın dağıtım maliyetini minimize etmeyi sağlayacak model oluşturmayı hedefleyen bu çalışmada, öncelikle örnek olarak seçilen firmanın dağıtım stratejileri belirlenmiştir. Mevcut plan doğrultusunda firmanın toplam dağıtım maliyeti tespit edilip, aynı dağıtım sistemi ve firma değerleri esas alınarak model kurulmuştur. Bu çalışma, modelle yapılan dağıtım maliyetinin gerçekleşen dağıtım maliyeti ile karşılaştırıldığında, dağıtım maliyetinin minimize edildiğini göstermektedir. Dağıtım stratejileri her şeyden önce işletmelerin kendi iç bünyesine ait yetenekleri ile alakalı olup, ürün veya hizmet dağıtımı bu stratejiler çerçevesinde rakiplerine karşı net bir şekilde ortaya konulması gereken politikalardır. Daha sonra, dış çevreye ait varolan veya varolması düşünülen fırsat ve tehditleri bir liste halinde belirleyerek işletmenin rekabet edebilirliğini artırıcı politikalar geliştirmek gerekir. Dağıtım stratejilerinin oluşturulması bazında ulaşım altyapısındaki gelişmeler (Türkiye’de son zamanlardaki yeni yol yapımları; demir, deniz ve hava yollarının daha cazip hale getirilmeye çalışılması gibi), alternatif yakıt fiyatlarındaki ve/veya vergilerindeki değişiklikler sonucu oluşabilecek yakıt bazındaki avantajlar/ dezavantajlar, oluşturulacak güzergahtaki güvenlik, bölgedeki ekonomik hareketlilik, siyasi hareketlilik, vb. gibi konular fırsat ve tehditleri oluşturabilecek dış çevre analizine ait yalnızca birkaç örnektir. Firma, rekabet üstünlüğü olan alanlarda varolan veya olası fırsatları değerlendirecek ve aynı zamanda zayıf olduğu alanlarda varolan veya olası tehdit ve saldırılardan kendisini koruyacak savunma stratejileri geliştirmelidir. Strateji belirlenmesine yönelik gerek iç ve gerekse dış çevre analizine yakından bakıldığında, doğru stratejilerin belirlenmesine esas teşkil edecek temel verilerden biri olan güzergah bazlı dağıtım maliyetlerinin sistematik, metodolojik, doğru ve güvenilir olarak temin edilebilmesi son derece önemlidir. Bu çalışmada işletmeler için rekabet üstünlüğü sağlamak, güzergah bazlı dağıtım maliyetlerini sistematik, doğru ve güvenilir olarak tayin etmek amacıyla Tamsayılı Doğrusal Programlama (TDP) modeliyle ürün dağıtım maliyetlerinin minimizes–yonu yapıldı. Uygulama sırasında, bir firmaya ait lojistik bölümünün dağıtım planında, firmaya tasarruf sağlayacak ve firmanın dağıtım maliyetlerine karşılık, ürünlere ait tablolar kullanılarak (Türkiye genelinde) Tamsayılı Doğrusal Programlama (TDP) modeli uygulanarak firmaya 32384.013YTL. tasarruf sağlandı.

Bu araştırmanın amacı; Ortaöğretim Alan Öğretmenliği Tezsiz Yüksek Lisans Programının Öğretmen Adaylarına Kazandırdığı Mesleki Yeterlikler Yönünden değerlendirilmesidir. Çalışmada, 2001–2002 Öğretim Yılı Güz Döneminde İnönü Üniversitesi Sosyal Bilimler Enstitüsünde Orta Öğretim Alan Öğretmenliği Tezsiz Yüksek Programına başlayan 318 öğrenci araştırma kapsamına alınmıştır. Programa kayıtlı öğrenciler Fizik, Kimya, Biyoloji, Matematik, Felsefe, Tarih, Coğrafya ve Türk Dili alanlarından mezun olmuşlardır. Öğrencilerin mesleki yeterlik algılarını belirlemek amacıyla bu araştırma için araştırmacı tarafından bir ölçek (Öğretmenlik Mesleği Yeterlik Algısı Ölçeği) geliştirilmiştir. Bu ölçek, öğretimi planlama, öğrenme-öğretme sürecini belirleme, sınıf yönetimi-iletişim, gelişim ve rehberlik, ölçme ve değerlendirme alt yeterlik alanlarından oluşmaktadır. Ölçek, 2001–2002 öğretim yılı güz dönemi başında (programın başladığının ikinci haftası) ve 2002-2003 öğretim yılı güz döneminin sonunda olmak üzere öğrencilere iki kez uygulanmıştır. Her iki uygulamada bulunan 209 öğrenciden elde edilen veriler değerlendirmeye alınmıştır. Ön-test ve son-test puanları arasındaki farkların anlamlılık düzeylerini belirlemek amacıyla bağımlı gruplarda uygulanan t-testinden yararlanılmıştır. Araştırmadan elde edilen bulgulara göre, öğrencilerin üç dönemlik tezsiz yüksek lisans programı sonunda öğretimi planlama, öğrenme-öğretme sürecini belirleme, gelişim ve rehberlik alt yeterlik alanlarındaki algılarında anlamlı bir yükselme olduğu; sınıf yönetimi-iletişim, ölçme ve değerlendirme alt yeterlik alanlarındaki algılarında ise anlamlı bir değişmenin olmadığı ortaya çıkmıştır. Araştırmanın sonunda orta öğretime alan öğretmeni yetiştirmeye ve öğretmen adaylarına gerekli yeterlikler kazandırmaya yönelik öneriler sunulmuştur. - The aim of this study is to evaluate secondary school field teaching master programme with no dissertation from the point of view of vocational competencies that it provides teacher candidates. The research included the 318 students who had registered the programme in İnönü University Social Sciences Institute in the 2001-2002 academic years fall semester in its scope. The students graduated from Physics, Mathematics, Philosophy, History, Geography, and Turkish Language and Literature departments of the institute. A scale (the scale of teaching profession competence perception) was developed by the researcher so as to determine the students’ perception of professional competence. The scale was composed of such sub-competence fields as planning the teaching, determining the process of learning-teaching, classroom management-communication, development and guidance, and measurement and evaluation. The scale was applied on the students two times: at the beginning of the 2001-2002 academic year fall semester (in the second week) and at the end of the 2002-2003 academic year fall semester. The data that was obtained from the 209 students who had taken part in both applications were evaluated. In order to determine the significance levels of the differences between the pre-test and post-test scores, t-test that was used with dependent groups was employed. The research findings showed that at the end of the three- semester master programme with no dissertation, there was a significant rise in the students’ perception of the sub-competence fields of planning the teaching, determining the process of learning-teaching, development and guidance whereas there was no significant change in their perception of the sub-competence fields of classroom management-communication, and measurement and evaluation. Consequently, suggestions concerning secondary school field teacher training, as well as recommendations for providing them with required competencies were made.

Son 30-40 yıldır dış ticaret kalkınmanın ve dünya ülkeleriyle bütünleşmenin en önemli unsurlarından biri olarak görülmektedir. Bu kadar önemli olan konunun ülkelerin büyümesine olan etkilerinin tespit edilmesi gereklidir. Bu nedenle bu çalışmada Türkiye’de 1990-2006 tarihleri arasında büyüme ile dış ticaret arasındaki gelişmeler incelenmiştir. Bu çalışma sonucunda 1990-2006 döneminde GSMH artış hızının, dış ticaret artış hızıyla paralellik gösterdiği tespit edilmiştir. Hatta belli dönemlerde, dış ticaretteki artış hızı GSMH’nın artış hızından daha yüksektir. - In the last three decades, foreign trade seen as a tool of economic development and integration of the countries. Foreign trade is important and it effects of countries growth should assign. For this reason, this study scrunties growth-foreign trade relationship in Turkey between 1990-2006. It has shown that higher growth rate of foreign trade goes withing growth of GDP. In some periods, growth rate of foreign trade much more higher than GDP growth.

Bu çalışmanın amacı, 2005 sosyal bilgiler programında yer alan Atatürkçülük ile ilgili kavramları öğrencilerin algılamalarını belirlemektir. Araştırma 2006-2007 Öğretim yılında Türkiye’de Ankara ilinde bulunan 104 ilköğretim öğrencisi üzerinde yapılmıştır. Betimsel bir çalışma yapılarak, veriler anket ve açık uçlu sorular yoluyla elde edilmiştir. Programda verilmesi istenilen kavramlardan hangilerinin Atatürkçülük konularında verildiği tespit edilmiş daha sonra öğrencilerin bu kavramları tanımlamaları ve öğrenmelerini algılamaları istenmiştir. Öğrencilerin bazı kavramları öğrendikleri ancak bazılarında yanlış algılamalarının olduğu görülmüştür. 4.ve 5. sınıflar arasında kavramları algılamada anlamlı farklılıklar vardır. - The purpose of this study is to determine perceptions of the students on concepts of Kemalism in the 2005 Social Studies curriculum. This study in 2006-2007 years was constructed 104 primary school students in Ankara, Turkey. Descriptive study was used in this study. Qualitative and quantitave datas were collected. Questionnaire and essay-type test were used. The concepts of Kemalism were determined in this program. These concepts were explained by the students. Students learned some concepts. Some concepts were not learnt by the students. There have been significant difference between 4.th and 5.th grade students about perceptions of the concepts.

This study aims to discuss main obstacles to the tourism development in Kyrgyzstan. In this study the Kyrgyz tourism industry has been examined. It is found that Kyrgyzstan has a great tourism potential especially for winter and adventure tourism. Moreover, the country has also potential for resort tourism with its beautiful Issık Kul Lake in the middle of Central Asia. Analysis of tourism development shows that although the country has potential for tourism development, there are obstacles for this development. These are seasonality of tourism, limited market, shortages of qualified human resources, lack of sufficient number of modern accommodation establishments and political unrest. The study concludes with a number of recommendations to overcome these barriers. - Bu çalışmada Kırgızistan turizminin gelişmesine etki eden engeller tartışılmıştır. Bu engelleri ortaya koyabilmek için Kırgız turizm endüstrisi incelenmiştir. Bu inceleme sonucunda ortaya çıkan bulgulara göre Kırgızistan’ın özellikle kış ve macera turizmi olmak üzere büyük bir turizm potansiyeline sahip olduğu anlaşılmaktadır. Bir başka bulgu ise Issık Göl Orta Asya’nın merkezinde Kırgızistan için resort turizm potansiyeli sunmaktadır. Kırgızistan turizm potansiyeline sahip olmakla beraber bu potansiyelin değerlendirilmesine etki eden birtakım engeller mevcuttur. Bu engeller şunlardır; turizmin mevsimsellik özelliği göstermesi, kısıtlı pazar, nitelikli personel eksikliği, yeterli sayıda modern konaklama işletmelerinin olmaması. Çalışmanın son bölümünde bu engellerle baş etmek için birtakım öneriler ortaya konmuştur.

Birinci Dünya Savaşının başlamasından sonra Türk Birlikleri; Nuri Paşa, Enver Paşa ve Halil Paşa komutalarında Azerbaycan’a yönelik bir harekat düzenlemişlerdir. Birinci Dünya Savaşından yenilgiyle çıkan Osmanlı Devleti, Mondros Mütarekesini imzalamaya mecbur kalmış ve Mondros Mütarekesinin 11 ile 15. maddelerinde belirtilen hususlara göre, Türk Birlikleri Azerbaycan’ı ve bütün Kafkasya’yı tahliye etmek zorunda kalmıştır. Türk Birlikleri mütareke gereğince Azerbaycan’ı tahliye etmeye başlamışlar fakat Nuri Paşanın emri ve izniyle bölgede bir miktar Türk subayı kalmıştır. Bunun dışında Azerbaycan’a eğitim vermek üzere Osmanlı Devletinden öğretmenler ve çeşitli uzmanlar da gönderilmiştir. Bu çalışmada yukarıda bahsedilen Türk Birliklerinin Azerbaycan’ı tahliye etmesi süreci anlatılmaktadır. - After Beginning of the First World War, Turkish military unities has been entered to the Azerbaijan by Enver Pasha's, Halil Pasha's and Halil Pasha's control. After sustaining of defeat after First World War Turkey has been signed a Mondros truce. In this truce's 11th and 15th paragraphs says that's Turkish Military Unities should leave Azerbaijan and all Caucasia. Turkish Military Unities has been emptied Azerbaijan as required of this agreement but by the order of the Nuri Pasha some Turkish military officers has been stayed in the region. Except this some teachers and specialists has been sent from an Ottoman Empire to the Azerbaijan. This study has been investigated Turkish Military Unions' emptying process of Azerbaijan.

Kurumsal bloglar ise, bir organizasyondaki faaliyetlerle ilgilenen içsel ve dışsal bireyleri, paydaşları, birbirine bağlayan etkin bir iletişim yoludur. Kurumsal bloglar, dünyada pek çok işletmede kullanılmaktadır. Başlangıçta pazarlama aracı olarak kullanılsa da son zamanlarda, organizasyon içi ve dışı iletişim aracı olarak işlev görmektedir. Ülkemizde yeni kullanılmaya başlayan kurumsal bloglar, henüz az sayıda ve genellikle sadece pazarlama aracı olarak kullanılmaktadır. Kurumsal bloglarda iletişim süreci, kurum çalışanlarının, yöneticilerin veya kurum prosedürleriyle yetki verilen paydaşlarının kurum veya kendi adına, genellikle gayri resmi bir dille, iletiler (post) göndermesi, gönderilen iletilere yapılan yorumlar vasıtasıyla hedef kitleden geri bildirimi alması ile gerçekleştirilmektedir. Bu çalışmada, blog ve kurumsal blogların tanımı yapılmış, kurumların neden blogları bir iletişim aracı olarak kullandıkları ve kurumsal blogların örgütsel iletişimin etkinliğini sağlamadaki katkıları açıklanmıştır. Bazı örgütlerin kurumsal blogları, iletişim etkinliği açısından incelenerek, Türkiye’de kurumsal blog uygulaması yapan veya yapmayı planlayan kurumlara rehberlik edecek tavsiyelerde bulunulmuştur. - With the developments in communication technologies in the last decade, “personal blog” trend, a way for setting pages on the internet by internet users who don’t have enough knowledge of setting a web site, is being widely used day by day. Corporate blog is a way that connects shareholders and both internal and external individuals that are interested in activities in a corporation, with each other. It is used by many corporations in the world. Although it has been used as a marketing tool initially, it is now being used as a communication tool both internally and externally. Corporate blogs that are newly used in Turkey are rare and generally used as a marketing tool. Communication process in corporate blogs is being materialized by transmitting posts of shareholders who are authorized by managers or corporate procedures on the blog and taking feedback by transmitting comments of targeted audiences for the posts. In this study, blogs and corporate blogs are defined and why corporations are using blogs as a communication tool and the contributions of blogs for effectiveness in organizational communication are clarified. By researching the corporate blogs of some corporations in terms of communication effectiveness, some advices as a guideline are recommended for corporations in Turkey which are using or considering corporate blogs.

Çalışmamızda kullanacağımız ana kaynağımız, vakfın 1565 tarihli vakfiyesi olacaktır. Vakfiye, ilgili vakfa ait temel bilgileri ihtiva eden, vakfın bir nevi nizamnâmesi, yönetmeliğidir. Arapça olan vakfiye, Vakıflar Genel Müdürlüğü Arşivi’nde bulunan 581 numaralı vakfiye defterinin 170. sayfa ve 185. sırasında kayıtlıdır. Yaptığı vakıflarla Osmanlı toplumuna hizmet götüren Osmanlı devlet adamlarından birisi de, Yavuz Selim ve Kanuni Süleyman dönemlerinde Van, Erzurum ve Diyarbakır beylerbeyliği yapmış İskender Paşa’dır. Kendisi tarihçiler tarafından Çerkez lakabıyla anıldığı gibi, çağdaşı diğer İskender paşalardan ayırmak için Gazi veya Sarı lakaplarıyla da anılır. Kırım menşe’li olan İskender Paşa genç yaşlarda, Rus saldırıları sebebiyle Osmanlı ülkesine göç etmek zorunda kalmıştır. Bosnalı Hüsrev Paşa’nın hizmetine giren İskender, önce kapıcıbaşı ardından da çavuşbaşı olmuştur. Daha sonra sancakbeyliğine yükselen İskender Paşa, 1546 yılında ise Arap ve Acem defterdarlığına yükseltilmiştir. 1548 yılında Van, 1551 yılında Erzurum, 1553 yılında ise Diyarbakır beylerbeyi olmuştur. İskender Paşa, 1566 yılında Bağdad, 1568 yılında da Mısır valiliğine tayin edilmiştir. 1571 yılında İstanbul’a dönen Paşa, çok kısa bir zaman sonra vefat eder. İskender Paşa beylerbeyi olarak kaldığı bölgelerde imar faaliyetlerinde de bulunmuş, buralarda cami, medrese, mektep, han ve hamam inşa ettirmiştir. Van’da içinde bir mescid bulunan medrese, Bitlis’in Rahva geçidinde bir han yaptırmış, kaleyi de tamir ettirmiştir. Erzurum beylerbeyliği sırasında, Ardanuç’ta Akkoyun-lular zamanından kalma harap durumdaki camiyi yeniden inşa ettirerek ibadete açmıştır. Bağdad valiliği sırasında burada da bir cami yaptırmıştır. Diyarbakır’da ise cami, hamam, medrese ve beş adet un değirmeni inşa ettirmiştir. Bu hayratların azami şekilde devam etmesi için de zengin akarlar tahsis etmiştir. Bu akarların en büyük kısmı dükkanlardan oluşmakta idi. Ayrıca vakfın akarları arasında muhtelif şekillerde değirmenler, hücreler, mahzenler, menziller, bahçeler ve arsalar bulunmaktadır. Diyarbakır Camii için 70 parça, Van mescid ve medresesi için 52 parça, Ardanuç Camii için ise 12 parça akar tahsis edilmiştir. Bu müesseselerde çok sayıda görevli bulunmakta idi. Van Medrese ve mescidinde, ücretleri günlük olarak vakıftan verilen ve değişik görevleri üstlenmiş olan 23 görevli çalışıyordu. Bu görevlilere ödenen ücret ise günlük 100 dirhemdir. Diyarbakır’da bulunan camide ise 60 görevli bulunmakta idi. Bunların günlük toplam ücreti ise 122 dirhemdi. İskender Paşa vakfiyesinde vakıflarının akarlarının nasıl tasarruf edileceğini, kimlerin görev yapacağını ve bunlara günlük ne kadar ücret ödeneceğini detaylı bir şekilde tesbit etmiştir. - The main source to be used in our study is the waqfiyya of the foundation. Waqfiyya is a kind of regulations that contain basic information about the foundations. This waqfiyya, written in Arabic, is now recorded on page 170, line 185 of the 581st waqfiyya book in the Archives of the Directorate General of the Foundations. One of the Ottoman statesmen, who served Ottoman society through his foundations for public interest, is İskender Pasha who was the master of governors in Van, Erzurum and Diyarbakır during the reigns of Yavuz Selim (Selim I) and Kanuni Süleyman (Süleyman I). As well as being called Circassian by the historians, he is also referred to as Ghazi or Yellow to distinguish him among the other contemporary İskender Pashas. İskender Pasha, of Crimean origin, had to migrate to Ottoman land at a young age because of Russian attacks. İskender Pasha, who served for Hüsrev Pasha the Bosnian, was first appointed as kapicibasi (master of doorkeepers) and then became çavuşbaşı (master of sergeants). He was then promoted as sancakbeyi (master of towns) before he was appointed as defterdar (head of the financial department) of the Arabia and Persia in 1546. He became the master of governors (beylerbeyi) of Van in 1548, of Erzurum in 1551 and of Diyarbakir in 1553. İskender Pasha was appointed as the governor of Baghdad in 1566 and of Egypt in 1568. İskender Pasha died soon after he returned to İstanbul in 1571. İskender Pasha carried out renovations and built mosques, medreses, schools, caravanserais and bathhouses in the regions he served as beylerbeyi. In Van, he got a medrese built with a mesjid in it, and got the castle renovated. During his years as beylerbeyi in Erzurum, opened an old mosque that dates back to Akkoyuns in Ardunuç to service by getting it rebuilt. During his governorship in Baghdad, he had a mosque built there too. In Diyarbakır, he had a mosque, a bathhouse, a medrese and five flour mills built. All of these were for public interest and İskender Paşa gave rich landed properties (akar) for these to work effectively and regularly. Most of the rich landed properties were stores, mills, underground storehouses, niches, stages gardens and building plats. For Diyarbakır Moque 70, for Van Mosque and Medrese 52 and for Ardanuç Mosque 12 landed properties had been left. A large numbers of trainers had been appointed to the foundations. In Van foundations 23 employees had worked and their salaries were 100 Dirhems per day paid by the institution. In Diyarbakır Mosque 60 employees got totally 122 Dirhems per day. In İskender Pasha Foundations, all the rules of the management of the landed properties, the responsibilities and rights of employees and the fee paid to them had been determined in detail.

The all publications there are published in this Kyrgyz script. The variant of “Manas” by famous manaschy Jusup Mamai who lives in that Kyrgyz Autonomy Prefecture was published in 2004 in Xingjian publishing house in two volumes. In the same year and in same publishing house published the “Manas” by Jusup Mamai in Cyrillic Kyrgyz alphabet or rather it transliterated into Cyrillic Kyrgyz script. In this paper we will try to reveal the mistakes and differences of these two books. Also we will try to reveal the meaningless instances of epic which are occurred because of these mistakes and differences.

Kırgızistan’da eğitimle ilgili çeşitli problemler, Sovyetler Birliği sonrasında da devam etmektedir. Başlıca problem alanları, yönetim, insan kaynakları, finansman, alt yapı, eğitim programları, öğretim yöntemleri, bilgi ve teknoloji olmak üzere çeşitli başlıklar altında toplanabilir. Ancak eğitimde en önemli unsur, insan kaynağı olup öncelikle öğretmenlerin yeterliklerinin belirlenmesi ve ihtiyaç duydukları eğitim konularının tespit edilmesi gereklidir. Bu araştırmanın amacı, öğretmenlerin öncelikli olarak öğrenme ihtiyacı duydukları hizmet içi eğitim alanlarını belirlemektir. Kırgızistan’da 2137 okul ve bu okullarda görev yapan 74 186 öğretmen vardır. Bu çalışmada, Bişkek’te bulunan okullar arasından tesadüfî yöntemle 15 okul örneklem olarak seçilmiş ve bu okullardaki 304 öğretmene anket uygulanmıştır. Verilerin değerlendirilmesi için frekans (f) ve yüzde (%) oranları hesaplanmıştır. Anketten elde edilen veriler analiz edilerek en yüksek oranda ihtiyaç duyulan hizmet içi eğitim konuları belirlenmiştir. En yüksek oranda talep edilen hizmet içi eğitim konuları arasında, “öğrenci gelişimi ve öğrenciye rehberlik”, “alanla ilgili gelişmeler”, “öğrenme öğretme süreci (ders planı, öğrenme ortamı düzenleme, öğretim strateji ve teknikleri…)” gibi konular yer almaktadır. Araştırma bulgularının, öğretmenlere dönük daha etkili hizmet içi eğitim programlarının hazırlanmasına katkı sağlaması umulmaktadır. - Some educational problems go on after the Soviet Union in Kyrgyz Republic. Scopes of basic problems are administration, human source, financing, construction, curriculum, teaching methods, knowledge and technology. However, the most important thing is human source in education, and primarily it is necessary to determine that teachers’ adequacy. This study’s aim is determine that teacher’ needed scopes of training for teacher. There are 2137 schools and 74186 teachers in Kyrgyz. In this study, 15 schools were selected randomly in Bishkek and the questionnaire was conducted to 304 teachers who work in these schools. To analyzing the variables computed frequency and percentage. Dates were analyzed and most needed educational scopes were determined. Some most needed area are “students’ development and guiding”, “improvements in teachers’ scope”, “progress of learning and teaching (curriculum, to prepare of learning environment, teaching strategy and methods…)”. It is hopped outputs of this study can contribute for preparing progress of curriculum of training for teachers.

The second aim is to investigate how a university contributes the development of aN under-developed city. And the third one is to contribute the literature on this field. The concept of ‘vatan-homeland’ constitutes the core elements of national identity with its connotations in the native language. In this article we aim to identify and describe different connotations of the concept of ‘vatan-homeland’ in the contexts of British - American culture and language. The investigation and comparison in the context of Turkic languages – Kazakh and Turkish, is intended to be the subject of other articles, which is believed to give the reader further insights into the contribution of national-local values (of the concept of ‘vatan-homeland’ and its denotations) to the mentality of generations. In this article, we use “concept” in the following sense: “A concept is an abstract idea or a mental symbol, typically associated with a corresponding representation in language or symbology, that denotes all of the objects in a given category or class of entities, interactions, phenomena, or relationships between them. Concepts are abstract in that they omit the differences of the things in their extension, treating them as if they were identical. They are universal in that they apply equally to every thing in their extension. Concepts are also the basic elements of propositions, much the same way a word is the basic semantic element of a sentence. Unlike perceptions, which are particular images of individual objects, concepts cannot be visualized. Because they are not, themselves, individual perceptions, concepts are discursive and result from reason. They can only be thought and designated by a name. A ‘homeland’ is the concept of the territory (cultural geography) to which an ethnic group holds a long history and a deep cultural association with —the country in which a particular national identity began. As a common noun, it simply connotes the country of one's origin. In this article we will use the term ‘homeland’ in a general sense as an umbrella term for ‘motherland’ or ‘fatherland’, which also refers to the country of origin and native land. - Bu makalede “vatan” ya da “anavatan” sözünün bizde neleri uyandırdığı (tarih, derin kültürel ilişkiler, millî kimlik gibi) ve bu kavramların nelerle simgeleştiril–diği; ayrıca İngilizlerin ve Amerikalıların söz konusu kavramları hangi unsurlarla (bayrak, millî marş, amblem vb.) ifade ettikleri anlatılmaya çalışıldı. Sonrasında ise bu kavramların Türk dillerinde (özellikle Kırgızca ve Kazakça) hangi anlam çerçevesi içinde kullanıldığı, bunun dışında politikacıların söz konusu kavramlar aracılığıyla kendi toplumlarını nasıl yönlendirdikleri ifade edilmek istendi.

Bu çalışmada, öğretmenlerin öz-yeterliklerinin örgütsel vatandaşlık davranışlarıyla ilişkisi incelenmiştir. Örgütsel vatandaşlık davranışı (ÖVD) ve öğretmenlerin öz-yeterlikleri arasındaki ilişki; örgütsel adalet, tükenmişlik ve yabancılaşma gibi faktörler bağlamında incelenmiştir. Evren, Uşak ilinde çalışan 1061 öğretmenden oluşmaktadır. Kullanılabilir örnek büyüklüğü 372 olmuştur. Örgütsel vatandaşlığı, tükenmişliği, yabancılaşmayı ve öz-yeterliği ölçmek için likert tipi anketler kullanılmıştır. Örgütsel vatandaşlık ve öz-yeterlik arasındaki ilişki, örgütsel adalet, tükenmişlik ve yabancılaşma değişkenlerinin ÖVD’ye etkisi dikkate alınarak incelenmiştir. Örgütsel vatandaşlığı açıklayan bazı modellemeler yapılmıştır. Örgütsel vatandaşlığı açıklamada bir seri regresyon anaizi kullanıl–mıştır. Sonuçlara göre, öğretmenlerin öz-yeterlikleri örgütsel vatandaşlık davranışı üzerinde doğrudan bir etkiye sahiptir. Bununla birlikte örgütsel adalet, tükenmişlik ve yabancılaşmanın da örgütsel vatandaşlık davranışı üzerinde doğrudan bir etkiye sahip olduğu görülmüştür. - In this study, the relationship between teacher’s self-efficacy and organizational citizenship behavior is examined. The relationship between organizational citizenship behavior and teacher’s self-efficacy is examined while same other factors such as organizational justice, exhaustion, alienation were taken into account. Population of this study consists of 1061 elementary school teachers working in elementary schools in the city of Usak. The usable sample was reached to 372 teachers. The likert type survey instruments were used to measure organizational citizenship behaviors, burnout, alienation, self efficacy. The relationship between organizational citizenship behavior and self-efficacy is evaluated by putting organizational justice, exhaustion, and alienation into consideration. Some models explaining organizational citizenship behavior have been formed. A series of regression analyses are used to explain organizational citizenship behavior. Results show that teacher’s self-efficacy have direct effect on organizational citizenship behavior. In addition, organizational justice, exhaustion and alienation also have direct effect on organizational citizenship behavior. Research may focus on personal dispositions of teachers to explain why some teachers show altruistic behaviors and others do not.

Kazakistan’daki doğrudan yabancı yatırımlar incelenirken, ülkenin rekabet ettiği Bağımsız Devletler Topluluğu içindeki konumuna odaklanılmıştır. Çalışmada ulaşılan bulgular şunlardır: Kazakistan Belarus, Rusya ve Ukrayna ile gerçek anlamda rekabet içindedir ve bu ülkeler arasında en avantajlı olanıdır. Kazakistan’daki yatırımlar daha çok petrol ve doğal gaz gibi enerji sektörlerine yönelmektedir. - Today every country competes with each other to attract more foreign direct investment (FDI). In this competitive atmosphere, the countries which can provide a better environment for foreign investment gain considerable advantage against the others. In order to examine foreign direct investment in Kazakhstan, this study focuses on the relative position of the country with regard to the other competitive countries in the Commonwealth of Independent States. The main findings of the study are as follows: Kazakhstan stands in a real competitive position with Belarus, Russia and Ukraine and Kazakhstan appears to be the most advantageous one. The majority of foreign investments in Kazakhstan have been concentrated on the sectors such as petroleum and natural gas.

Kırgızistan’da para politikasının temel amaçlarından birisi fiyatlar genel seviyesindeki yükselişleri düşük seviyelerde tutmaktır. Resmi verilere göre, Kırgızistan Merkez Bankası bu amacına başarılı bir şekilde ulaşmaktadır. Bu tür politika uygulamalarının başarı maliyeti ile söz konusu maliyetin ekonominin hangi tarafına daha çok yansıdığına dair soruların cevapları ise müphemdir. Çalışmada burada belirtilen sorunlardan ziyade, öncelikle Kırgızistan’daki enflasyon dinamikleri araştırılmaya çalışılmıştır; çünkü, enflasyona yol açan faktörlerin bilinmesi, enflasyonla etkin bir şekilde mücadele etmenin de temel koşuludur. Sonuç olarak, çalışmanın bulgularından hareketle Kırgızistan’da enflasyonun büyük ölçüde döviz kurundan etkilendiği ve önemli kısmının “ithal edildiği” ortaya konulmuştur. Diğer değişkenlerin enflasyon üzerindeki etkisi önemsiz düzeyde olmakla beraber, nedensellik testi sonucu uzun dönemli mevduat faiz oranları ile fiyatlar arasında uzun dönemde zayıf bir karşılıklı etkileşimin olduğu tespit edilmiştir. - One of the main goals of monetary policy in Kyrgyzstan is to limit increases in general price level. According to government data the Central Bank of Kyrgyzstan is quite successful in this subject. However, the cost of this success and which part of the economy is mostly affected by it is unclear. This study primarily deals with the dynamics of inflation in Kyrgyzstan rather than these questions. Because to know the dynamics of inflation is the main requirement of fighting against inflation effectively. As a result of the foundings of the study it can be said that in Kyrgyzstan main determinant of inflation is exchange rate and a great part of the inflation is ‘imported’. Despite the fact that the effect of other variables on inflation is negligible it is determined as the result of the causality test that there is a weak interaction between long run interest rates on deposits and prices in the long run.

İhracat miktarının artması neticesinde firmaların çeşitli pazarlara daha kolay yöneldikleri görülmektedir. - The contribution of small - scale companies to the economies of their countries cannot be rejected. All the countries express special interest and pay great attention to such companies they own. It is highly possible that the production in small workshops convert into complex business enterprises making mass production. Not only does foreign trade provide rivalry among small - scale companies, but it also allows them to develop. The exporting processes of small - scale companies have a number of stages. The first step is the existence of tendency and desire to export. The second step is to increase the commercial relationships with the neighbor countries. It is seen that, along with increasing amount of export, companies head towards various markets more easily.

Piyasa ekonomisine geciş süreci içinde olan bir kısım ekonomilerde ekonomik kurumların tam tesis edilememesinden kaynaklanan bir takım sorunlar bulunmaktadır. Bu ekonomiler içinde yer alan Kırgızistan ekonomisinde kurumsallaşamama sorunları bulunurken, bu çerçevede döviz kuru hareketlerinin de sağlıklı yürüyüp yürümediği tartışmalı bir konudur. Dolayısıyla çalışmada kur belirleme teorilerinden satın alma gücü paritesi çerçevesinde kurların hareket edip etmediği araştırmanın ana amacını oluşturur. Bilindiği gibi satın alma gücü paritesi teorisi ilk döviz kuru belirleme teorisi olup, uzun dönemde döviz kurlarının alacağı değerlerin uluslararası fiyat farklılıklarına göre belirleneceğini ortaya koyar. Çalışmada metodoloji olarak zaman serisi analizleri kullanılmıştır. Çalışmadan elde edilen bulgularda, Kırgızistan’da SGP teorisi çerçevesinde döviz kurlarının hareket etmediği ve bu bağlamda ulusal paranın daha çok kendi iç dinamiklerine göre değil, Rus rublesine göre şekillendiği tespit edilmiştir. Ekonomik ve siyasal anlamda mazisinin yeni olması ve buna bağlı olarak kurumsal altyapılarını tesis edemeyen Kırgızistan’da ulusal paradaki değerlenme süreci, kronik ödemeler bilançosu açıklarına yol açmakta ve bu durum dış borçluluğu giderek derinleştirmektedir. Diğer bir ifadeyle giderek değerlenen bir ulusal para süreci Kırgızistan ekonomisinde ithalata bağımlılığı artırmasının yanında; yurtiçinde üretimi caydırıcı etkiler yaratarak, yerli sanayinin olumsuz yönde etkilenmesine veya olası sanayileşme eğilimlerini sekteye uğratmaktadır. Böylece kıt kaynak konumundaki sermayenin üretken alanlardan ziyade, daha çok sağlam ve yüksek kazanç imkanları sağlayan ticarete-spekülasyona yönelmesi ve ucuz dövizle lüks ithalata kayması kaçınılmaz olmaktadır. Bu nedenle Kırgızistan’da ulusal paranın değerlenme sürecini besleyen politikalar yerine, daha gerçekçi bir kur politikası uygulamalarının başta dış açık sorunu olmak üzere, sanayileşme, istihdam ve büyüme ilişkilerini sağlayarak, daha güçlü bir ekonominin doğmasına yardımcı olacağı ileri sürülebilir. - Economies go through the process of transition to market economy face some problems stemming to form that they could not establish economic institutions sufficiently Kyrgyz economy taking place in that group also has the problem of insufficiency in institutionalization while in this framework it is disputable whether exchange rates move in right directions. As regards, the aim of this study is to examine if exchange rates vary in relation to purchasing power parity theory or not. Purchasing power parity theory, the first theory on determination of foreign exchange rates, states that in the long run, value of exchange rates are determined by international price differences. As the methodology of the study time series analysis is used. Findings of this study indicate that in Kyrgyzstan exchange rates do not behave as expected by PPP and in this respect, value of the national currency is determined not according to domestic dynamics but in relation to Russian rouble. Kyrgyzstan as a newly independent country with a short economic and politic history could not establish its institutional infrastructures yet and in this context, appreciation of national currency leads to chronic balance of payments deficits, resulting in high foreign debt stock. In other words, the process of appreciation of national currency increases the dependency of Kyrgyz economy to import while creating effects discouraging domestic production and thereby affecting national industry negatively or inhibiting tendencies of industrialization. Thus, it becomes inevitable that capital, the scarce resource in Kyrgyzstan, shifts to trade or speculation which provides high and secure yield and to import of luxury goods due to the cheap foreign exchanges rather than going into productive activities. Therefore, it can be asserted that instead of policies supporting appreciation of national currency, applying more realistic exchange rate policies would help creating a stronger economy, ensuring relationships among industrialization, employment, and growth in addition to improving the foreign deficit.

Major common point of the considerable feminist body of work focusing on women’s activities, labor and status in the city, is that a non-gender-blind urban economy perspective should question and bridge the acute patriarchal conceptual dichotomies like public/private, workplace/home, production/reproduction, working-production / living-consumption (areas), exchange/use value, etc. This text is evaluating the partial results of a research designed from such a critical theoretical stand, and carried on in the urban metropolitan area of Ankara-Turkey. The data indicates once more that the mentioned distinctions (both conceptually and socio-physically) have a function (i) on the one hand explaining women’s disadvantaged position within urban economy, (ii) but on the other, reproducing this position in various ways. - Kentte kadınların etkinlikleri, emeği ve konumuna odaklanan ve kayda değer bir birikime ulaşmış bulunan feminist çalışmaların en önemli ortak noktası, cinsiyet-körü olmayan bir kentsel ekonomi perspektifinin, kamusal/özel, işyeri/ev, üretim/yeniden üretim, çalışma-üretim / oturma-tüketim (alanları), değişim/ kullanım değeri gibi patriyarkal kavramsal karşıtlıkları sorgulaması ve bu katı ikilikler aradaki bağlantıları kurmasıdır. Oysa iddialar teker teker sorgulandığında, Divan edebiyatı ile ilgili genellemelerin ne derece yanıltıcı oldukları ortaya çıkar. - Critics on the Classical Ottoman Literature in the Turkish Republic era refers to Elias Gibb’s opinions and his opinions refer to the poetic manifest of an avangard poet, Namık Kemal, who was against the Ottoman literary tradition. Supposing that Gibb’s opinions are all true, Republic critics’ seem as they have all the same ideas with orientalists. But by questioning those ideas one by one, it can be realized that the generalizations about Ottoman literature are not trustworthy.

Özet Öğretmenlerin mesleğinde istenilen performansı gösterebilmeleri, psikolojik açıdan kendilerini iyi hissetmelerine bağlıdır. Özellikle mesleği icrada karşılaştıkları en önemli sorunların başında aşırı tükenmişlikleri gelmektedir. Bu çalışmada, öğret–menlerin mesleki tükenmişlik düzeyleri farklı değişkenler açısından incelenmiştir. Araştırmanın örneklemini Yenimahalle, Mamak, Altındağ ve Keçiören ilçe merkezlerinde görev yapan toplam 190 öğretmen oluşturmaktadır. Araştırmada geçerliği ve güvenirliği daha önce test edilmiş Maslach Tükenmişlik Envanteri kullanılmıştır. Verilerin analizinde t-testi ve tek yönlü varyans analizi (F) hesaplanmıştır. Araştırmanın sonucunda; öğretmenlerin cinsiyetinin duygusal tükenmeleri ve duyarsızlaşmalarını etkilemediği, ancak kişisel başarı düzeylerini etkilediği; medeni durumları, yaşları, mezun oldukları okul türü, mesleki kıdemleri ve branşları ile duygusal tükenmişlikleri, kişisel başarıları ve duyarsızlaşmaları arasında anlamlı bir ilişkinin olmadığı görülmüştür. - The capacity of teachers to realize the expected level of performance in their profession is from a psychological point of view related to their positive emotional state. One of the most urgent problems in relation to their profession teachers are confronted with is extreme fatigue. In this study, level of professional fatigue of teachers is looked over in terms of some variations. Samplings are chosen from 190 teachers doing duty at schools in Yenimahalle, Mamak, Altındağ and Keçiören town center. This research utilizes Maslach Burnout Inventory, which has been tested before and is widely recognized and accepted. In the analysis of the data the t-test and the single-sided variation analysis (F) has been calculated. The results of the analysis show: gender does not influence the level of emotional fatigue and a growing indifference, but these affect the degree of individual success; furthermore, it shows that there is no relation between financial status, age, school type individuals graduated from, professional degree, the branch of work and emotional fatigue, between personal success and a growing degree of indifference.

This article is a study made on the attitudes and prejudice of university students directed towards the countries that had participated in the 2002 World Cup. A representative selection was made among the countries that had earned the right to participate in the 2002 World Cup tournament approximately fifteen days ago. The countries were determined as five types: first, countries that are effective in the world of politics; second, industrialized countries, but those that are less influential in the world of politics; third, developing countries; fourth, non- industrialized, underdeveloped countries or Middle-Eastern countries; fifth, Israel. In the study, thirty-eight countries that had not participated in the tournament were added as if they were competitors, in addition to the countries that had participated in the World Cup. Only one preference for the tournaments is required in the enquiry forms. The results of the questionnaire were analyzed by the SSPS programme. - Bu makale, üniversite öğrencilerinin 2002 Dünya Kupası’na katılan ülkelere yönelik tutum ve önyargıları üzerine yapılan bir çalışmadır. 2002 Dünya Kupası karşılaşmalarının başlamasından yaklaşık 15 gün kadar önce katılma hakkını kazanmış ülkeler arasından temsili bir seçme yapılmıştır. Bu seçmede 5 tip ülke belirlenmiştir. İlki, dünya politikasında etkili devletler; İkincisi, sanayileşmiş, fakat dünya politikasında etkisi daha az olan devletler; Üçüncüsü, orta derecede gelişmiş devletler; Dördüncüsü, sanayileşmemiş, gelişmemiş veya Orta - Doğu ülkeleri; Beşincisi ise, İsrail. Dünya Kupasına katılan ülkelerin yanında, katılamayan ülkelerden de ilaveler yapılarak hayalî 38 karşılaşma düzenlenmiştir. Bu karşılaşmalar için tek tercih yapılması istenmiştir. Anket uygulamalarının sonuçları, SSPS programında analiz edilerek çözümlenmiştir.

Safranbolu Yörük Köyü mezarlığı köyün alt bölümünde yer almaktadır. Köye girişler ve çıkışlar, mezarlık içerisinden geçen 2 ayrı yolla yapılmaktadır. Kastamonu-Safranbolu yol bağlantısı ve bahçelere ulaşım mezarlık içinden geçen bu yolla sağlanmaktadır. Okunabilir ilk mezar taşının 1793 yılına ait olduğu ve mezarlarda bulunan taşların kalker, granit ve mermer malzeme kullanılarak yapıldığı görülmüştür. Yörük Köyü mezarlığında Osmanlıca yazılmış, 47 tane mezar taşı bulunmaktadır. Bunlardan 7 tanesinin kırık, 20 tanesinin de baş ve ayak taşının mevcut, 1 tane örnekte de yalnızca ayak taşı olduğu anlaşılmaktadır. İncelenen 16 tane süslemeli mezar taşının 12 tanesi erkek, 4 tanesi kadınlara ait mezar taşlarıdır. Bu taşlar 1858 ile 1912 yıllarına ait dönemler içerisinde yapılmıştır. Yörük Köyü mezar taşlarında rastlanan süslemeler bitkisel bezeme, nesneli bezeme, geometrik bezeme şeklindedir. - Yörük village cemetery is in the lower part of the village. Entries and exits are made by two different ways within the cemetery. The road connection between Kastamonu-Safranbolu and arriving at the gardens are made via this road. It is determined that the first readable gravestone belonged to 1793 and the inscriptions were written on limestone, granite and marble stones. There are 47 gravestones with Ottoman inscriptions in Yörük village cemetery. Seven of them are broken and twenty of them have head and footstones. There is one with footstone but without it’s headstone. The inscriptions of three gravestones were writtten on their trunks. 12 of the gravestones are of men’s and 4 are women’s of these ornamented stones. They belong to the period between 1858-1912. All the ornaments of the gravestones in this cemetery are with vegetal, objective and geometric designs and decoration.
