This article focuses on presentday aspects of Ukraine’s science and technology development policy in light of international phenomena and integration reali ties observed across the European continent. The author examines unique traits and practical challenges charac terizing an expansion of Ukraine — EU scientific and technological cooperation with the aim of improving the efficiency of Ukraine’s national economy and optimizing its international dimension. Special attention is paid to problems of adapting Ukraine’s technological policy to European standards, and relevant specific proposals are formulated. The article maintains that today’s advances in informa tion technology and the openness of national economies as a systemdeterminant factor of models of international cooperation broaden the scope of information technolo gies. Since telecommunications and other hitech sectors are vibrantly evolving not only in highly industrialized states but also in East European and other emerging mar ket economies, a key challenge for Ukraine appears to be lending better efficiency and productivity to its na tional policy of introducing information technologies into its socioeconomic sphere. The article provides insight into the international ex perience of the creation of technoparks and demonstrates the necessity of applying such innovation techniques of economic development to Ukraine.

This article addresses the processes of forming investment resources from nonstate pension funds under current conditions in Ukraine and the laws and regula tions that define the principles of the formation of in vestment institutions. Based on factors that in the near est future will affect the decisionmaking process by which different kinds of investors make payments to non state pension funds, we develop a procedure for assessing the volume of investment influx from nonstate pension funds into the economy and propose a procedure for long and shortterm prognosis of the volume of investment in flux from nonstate pension funds into the Ukrainian economy.

This article provides a limited and selective review of the academic literature on Ukraine’s economic transformation, specifically 1) recapping what have been the major trends in this research; 2) what has been learned; and, 3) what is still useful to investigate in a future research agenda. From a metaanalysis one can draw quite a few optimistic conclusions. First, Ukraine as a laboratory for academic analysis in the received paradigm of the economics discipline using state of the art meth odology, attracting solid scholars, both established and recent PhDs, is on a strong footing, and very much on the radarscreen of the Anglophone profession. Inasmuch as most European economists with global ambition invariably publish much of their work in English, this means that the interest in Ukraine is global, or at least in the North Atlantic sphere. Second, the vast majority of the researchers in this sample are not Ukrainian specialists but economists with a current interest in Ukraine, which suggest that while they may move on, others will replace them. Third, the majority of researchers are neither from Ukraine nor of the diaspora, again suggesting that there is an appetite by outsiders to do academic work on Ukraine. It concludes with a ten point research agenda that highlights in particular the rich potential of research on Ukraine’s economic transformation with the pas sage of time and increased availability of data, the valuable contribution to be made by Ukrainian economists and scholars, the need  for  focused monographs on the de velopment of oligarchs in Ukraine, and the merit of more studies on land privatization, among others.

The article touches upon current issues in the development of a WTO-based multilateral trade system and the participation of the broadest possible range of nations in this system, with special attention to the agenda of the Fourth and Fifth Ministerial Conferences of WTO memberstates, progress on negotiations and their current status. Bottlenecks in specific areas of the negotiations that have arisen in the course of the discussions, the positions of groups and individual countries are also identified. The article outlines the possibilities of activating and accelerating efforts towards the completion of the liberalization of world trade as envisaged in the agenda of the Development Round.

This article analyzes the views of eminent analysts on the driving forces of and explanations for economic globalization today. It examines the main characteristics of this process, such as the growth of world trade, the increased mobility of financial capital, the growing role of transnational corporations and the development of network technologies and the internet. The author analyzes the positive impact of globalization on the development of productive forces and human development. Problems arising from the growing interdependence of a globalized world, such as environmental issues, security, increased worldwide disparity of socio-economic development of countries and regions, are also examined. In conclusion, the author voices the need for establishing a system of global management.

This paper uses quantitative and qualitative measurements to assess comprehensive Ukraine's current potential for innovation. It argues that innovation plays a critical role in fostering the country's economic growth under conditions where social products are being intensively reproduced and are raising the country's competitive strength on the international arena. It reveals the peculiarities and major trends of innovation in Ukraine, as well as some yet undeveloped opportunities and presents ways to promote such activities in the context of international scientific and technical cooperation. It emphasises the need to diversify the format of international cooperation via the development of venture business, the creation of techno-cities and techno-parks, the formation of joint venture enterprises, and the execution of scientific projects and programs with certain international partners, primarily Russia and countries of the European Union.
