The article is devoted to the peculiarities of managing the health resort complex of the region as an element of a complex socio-economic system associated with the solution of demographic and social problems. The relevance of the search for promising methods and models of regulating the activities of resort medicine enterprises is substantiated. The analysis of statistics of economic indicators of the functioning of the sanatorium and resort complex of the country, identified some trends and features of development that should be taken into account when developing and implementing strategic plans for the transformation of resort areas. In modern conditions of formation of regional markets, the sanatorium and resort complex from an institutional point of view is a complex formation of economically interconnected business entities United by a specific business process, in which the priority is given to medical and Wellness services. The overall goal of the activity is to make a profit from the sale of Spa services, as well as to fulfill a social order for high-quality treatment, health improvement, and rehabilitation of the population. The main contradiction in the functioning of resort medicine enterprises is the difficulty of combining socially significant goals and obtaining a high commercial effect, the need for state support in an unstable macroeconomic environment. On the example of the Krasnodar territory, the model of management of a sanatorium-resort complex as a material base for providing medical and health services is presented.

In the article, the authors raise questions regarding the current state of automation and robotization in the global hospitality industry, as well as present forecasts for the development of this trend. With the advent of new digital technologies and the rapid development of artificial intelligence, various sectors of the economy are changing: from production, where we expect the emergence and use of industrial robots, to the hospitality industry, traditionally people-oriented, focusing on implementing employees’ soft skills. The authors give examples of the use of robots in the hospitality industry – some of them are successful, some of them not so much, and talk about the advantages and disadvantages of using robots or human employees as personnel. Global robotization poses serious challenges for major market participants, and their reaction to these challenges often varies: some take cautious steps towards automation, some actively follow the fashion on using humanoid robots, some only carefully watch this versatile process. Today, one thing is clear: robotics and automation are not the processes of the future, they are already happening, and in order to be successful in the current market conditions, companies need to take this into account in their business processes.

The article deals with the study of the resource potential of territorial public self-government in the issues of effective management of municipal territories. A study of publications in this area is made, exploring the current problems of territorial public self-government in various regions, taking into account their specifics, the legal status of territorial public self-government and problems of legal regulation, defects in formalization and functioning, as conditions for the development of their citizens’ initiative, ways to attract resources and grant activities as one of the tools. The study used analytical, comparative, statistical methods and grouping methods, conducted a survey of members of one of the territorial public self-government of the municipality of Sochi, interviews with specialists of the administration of the rural district, as well as a conversation with employees of territorial public self-government. During the sociological research, the process of interaction between territorial public self-government and local self-government bodies was analyzed. The analysis of the practices of TPSG participation in the improvement and infrastructure development of territories, organization of leisure activities of the population, participation in public control actions confirms the assumption that there is a large resource potential of TPSG in the management of municipal territories. The interest in the activities of territorial public self-government is more pronounced among adults.

At present, Russia is facing breakthrough historical tasks, the solution of which involves the efficient use and increase of human capital in the face of a difficult demographic situation, uneven development of regions and unfavorable foreign economic trends. The article considers the main theoretical approaches to understanding the essence of the intergenerational family business and its role in ensuring sustainable territorial development, discusses European experience in supporting entrepreneurship, and identifies problems regarding young family members’ participation in the development of intergenerational family enterprises. A cross-cultural comparison presented that unveils the attitude of students from different countries, including Russia, to the creation and continuation of family businesses. The author reveals Russian specifics and draws conclusions on the role of the intergenerational family business in small cities and rural areas economy diversification, as well as on the prospects for the participation of young Russian entrepreneurs in the development of small and medium-sized family enterprises. The necessity is indicated to increase the efficiency of state regulation aimed both at supporting small and medium-sized enterprises and at preventing the outflow of young people from small cities to large cities and megacities, including special financing programs for intergenerational family start-ups with the participation of young people.

This article discusses the experience of developing and implementing youth policy in the municipality of Krasnodar. Special attention is paid to youth public and socio-political associations, as the main subjects of state and municipal youth policy of our state, as well as Federal, regional and local competitions and projects aimed at the development, socialization and self-realization of young people. As a result of the research, the problem of professional self-determination and employment of young people was identified. In order to solve the identified problem and improve the municipal youth policy in the city of Krasnodar, a project is proposed to create a scientific and practical center "Professional self-determination of youth". The proposed measures will help to increase the number of applicants entering higher education institutions of their own choice and desire, and, consequently, the development of the entire educational sphere. In addition, the center will aim to increase the share of employed youth aged 14 to 18 years in temporary or permanent jobs; to get their first work experience and first income, which will have a beneficial effect on the decision on further employment. As a result of all of the above, the number of qualified and experienced professionals and professionals in their field will increase, as well as lead to a decrease in the time of neglect, therefore, the time when teenagers can be involved in illegal actions related to the use of drugs and alcohol will decrease.

Recent years have shown the increasing advance of Artificial Intelligence (AI) that can replace most manual tasks that were traditionally managed by humans. As a response for that advance we see an increasing demand for so called soft skills in employees. According to a survey of more than 11 thousand company leaders by Deloitte’s 2018 Global Human Capital Trends, more and more employers are looking not for the hard skills like computer literacy, coding, cyber security etc. (which to be fair start to be taken for granted), but for soft skills like communicative skills, time-management, ability to solve complex issues, thinking outside the box etc. Again to be fair those soft skills used to be taken for granted, when 20 years ago companies especially in hospitality industry were looking for employees that fit so called aesthetic labor force – soft-spoken, easy-going, smiling, patient etc. Nowadays we see a tendency to not only look for employees that embody those skills but also train those qualities in the employees that we already have. Major point of this article is the fact that soft skills can in fact be trained and those trainings translate into economic advantage for both the company and the employee.

This article discusses the actions of the Central Bank of the Russian Federation, caused by the emergence of a new head of the regulator in 2013. The effect of the start of the global cleaning of the banking system from unstable participants, which lasts to the present time, is estimated. For a period of just over 5 years, the number of players has been reduced by more than 2 times. Moreover, if the regulator relies on the position repeatedly voiced by Elvira Nabiullina, it is not going to stop there and will hold more events in this vector. Therefore, the analysis of the Central Bank of the Russian Federation in this direction is most relevant today and attracts attention of both the economically active population, whose number is increasing every year, and professional players in this sector not only in Russia but also abroad.The article also considers the pros and cons of the CBR policy in terms of regulation of the banking sector in the country as a whole and draws conclusions what such actions might threaten.

The article addresses the issue of the need for investment in information security. In modern conditions of digital transformation of the economy, the authors show the relationship between ensuring information security of data and the information infrastructure of an economic entity, its economic security and competitiveness. A possible structure of the information security system for a typical business entity is described schematically. The authors provide a list of information security potential investments and consider the concept of their effectiveness. During the study, the authors identified a range of tasks related to ensuring the economic and information security of an economic entity. Some methods for assessing the economic efficiency of investments in information security are identified, and criteria for evaluating them are proposed. A comparative analysis of the methods for evaluating the effectiveness using the integral indicator of priority and additive convolution is carried out. For a business entity developed a modified procedure for assessing the effectiveness of information security investment. The authors described a formalized model of the procedure and the main stages of the implementation using the notation of functional modeling IDEF0. For the convenience of applying the approach in practice, its automation in the form of a software tool – a calculator having a graphical user interface and modular architecture.

The article summarizes the authors' research in the field of education of new areas and legal forms of business, the implementation of the international quality system (ISC) in technological and economic business systems, revealed the inefficiency of the existing system of a functional approach to business management. Transition to MSC, rigid centralization of management, complex hierarchy of divisions in the “Functional” structure of companies, where the vast majority of operations are internal transactions related to maintaining internal functioning, and are not related to the most significant factors embedded in the MSC, changes the essence and requirements employers, determines the emergence of new scientific approaches. In the presence of a large variety of production processes and the amount of work, in theoretical terms, research is the study of business process management in conjunction with the quality management system in companies that include full technological redistribution before product output/performance of work, and service delivery. In this regard, a theory of multi-level classification of production processes is presented, a scientific and methodological approach is proposed that regulates an internal transaction, as part of building professional standards, such as documenting the company's management activities, from the moment local-regulatory and operational documents are created, sent to the user or transmitted in the archive. This will allow companies, of any level and technological complexity, to link separate processes into a single system and integrate into this system, within one company, the existence of business processes of very different levels of maturity. The proposed scientific approach is the determining factor that allows preparing the company for certification of the quality management system for compliance with the requirements of MS ISO 9001: 2015.

The article gives an overview of the market trends and how the current high education programs meet them in Russia and worldwide. Different opinions from the employers on the current programs go along with this overview. The general outcome proposed from the study is the necessity of adapting the programs including more practical application hours and academic mobility (practical application and training experience abroad, meeting with the foreign students, student exchange programs), drawing more attention to foreign languages (this means courses in a foreign language in a home university as well as language improving through the practical application and training abroad), enhancing the use of new technologies throughout the study. In order to do this a university needs to build a partnership network. In order to level the quality of the current Russian programs with the best practices academic exchanges need to take place: this means first of all importing (open classes of the foreign professors and experts and double diploma programs), with later may bring to the export of the Russian programs abroad (including the countries – members of the commonwealth of independent states). The article presents a comparative analysis of measures of state support of tourism in the regions of the Russian Federation. In the course of the study, legal documents and information-reporting materials of the RF subjects on the issues of providing state support to the subjects of the tourism industry were studied. It was revealed that in 2018 measures of state support for tourism were provided in 42 subjects of the Russian Federation. In a generalized form, regional measures of state support for tourism are summarized in three main blocks related to tourism product, tourism infrastructure and promotion. The main forms of state support for tourism activities in the regions are subsidies and grants in the form of subsidies. The article shows a variety of areas of subsidies and grant support, due to the regional characteristics and priorities of the state policy to stimulate entrepreneurship in the field of tourism. The positive dynamics of indicators of the tourism sector in 42 regions, practicing measures of state support of tourist organizations. The results of the study can be used by Federal and regional authorities in the development of new or improving the effectiveness of existing measures of state support for the tourism industry.

In presented article results of the analysis of public health services of the North Caucasian federal district Russian Federation during time since 2012 for 2016 contain. The sphere of medicine of district is analyzed as from a position of the offer of medical services, and from outside demand for these services. The sector of paid medical services is considered also. The analysis of medical sphere of the North Caucasian federal district of Russia has allowed to notice that the given sphere in modern conditions develops dynamically enough. The paid medicine has concerning small relative density in structure of the medical services rendered to the population. During the analysis the basic tendencies and problems of development of sphere of medicine are revealed: - The sphere of medicine develops rather high rates, including a segment of paid medicine that is caused first of all by growth of demand of the population on preventive, diagnostic medical services, and also services of the raised comfort; - In sphere of medicine the personnel problem acts on the foreground. Number of doctors has steady negative dynamics in relative expression; - Especially sharply there is a problem of security of the medical organizations highly specialized shots; - Demand for medical aid can be characterized on level of disease of the population of the North Caucasian federal district. As a whole disease of the population of district decreases. Hence, demand for medical aid also falls.

In this article, the subject of research is the factors influencing the foreign economic activity of companies, the export strategy, the specifics of foreign economic activity. The main types and forms of foreign economic activity are considered, the analysis of the use of certain types of foreign economic activity by Russian companies is carried out. The development of international activities involves the expansion of production and business functions of companies. The most important function is the development of an export strategy, which is a program of long-term effective functioning on the international market. Different approaches of existing companies are analyzed, as well as theoretical articles on this topic, and the most general algorithm for forming an export strategy is formed. It is a generalization that allows to include aspects that distinguish each approach. The article also discusses the criteria for analyzing markets. Without proper selection of the market it is impossible to form an effective export strategy. The criteria are considered only from theoretical sources, but also from the practice of domestic and foreign companies, which allows for a more accurate understanding of the logic of actions of large companies. Since the company's activity, and especially foreign economic activity, is always under the influence of internal and external factors, a tool was proposed for identifying and analyzing these factors, since it is these factors that have a significant impact on the development of foreign economic activity. The topic of the article corresponds to the current scientific areas, since it is of paramount importance for improving the competitiveness of companies and the development of foreign trade in general.

The labor potential of such a new profession for the russian reality as a steward-manager is a relatively narrowly developing area in the science of personnel management. This article is a study of the characteristics of the labor and personal potential of the stewards using the example of the international sports event of the World Cup 2018 in the Sochi city during its course at the Fisht stadium. The role, the scheme of rights and obligations of the steward-manager in the implementation of his work, as well as the importance of his labor potential for the development of the sports tourism industry in the Sochi city are presented.Applying the author's classification of the component characteristics of the labor potential, the characteristics of the elements of the labor potential of the stewards-managers in the 2018 FIFA World Cup at the Fisht stadium were refined and systematized.

The article briefly presents the multiplicative property of tourism through the comparison of indirect and direct contributions of the industry to the gross domestic product; the simple examples show the peculiarities of the direct and indirect effects of tourism on the economy of the host region, present the factors causing a significant difference between the indirect and direct influence of the industry. Particular attention is paid to tourism, as one of the factors reducing unemployment through the creation of additional jobs in the economy, compared empirical data on employment growth, under the influence of tourism, in the EU and Russia. The generally accepted methods of calculating the multiplicative effect of the industry are presented. The spheres of the economy that are most sensitive to the indirect manifestation of tourism are noted. Based on statistical data, a comparison was made of development indicators, as well as the impact of the tourism industry on the economy of the Russian Federation and the countries of the European Union following the results of 2017. For clarity, the generalized data are presented in the form of graphs and charts. The assessment of the impact of the industry was carried out taking into account both the direct and indirect effects of tourism on the economies of countries, the share of tourism in the gross domestic product of the compared countries was revealed, and the authors' opinion on the development prospects of the industry was reflected.

The algorithm for standardization of the “Documentary verification” business process based on the ARIS Express software has been modeled; the author's rationale for the business stages of conducting an inspection has been proposed, including: identifying grounds for conducting documentary audits; setting deadlines for scheduled inspections and unscheduled inspections; the mechanism for the preparation of regulatory documents of the results of inspections and the approval of standards for appealing decisions of the supervisory authority regarding document verification; methodical approach to improving the efficiency of operating activities and interaction of the company with regulatory authorities.

Particular attention is paid to the state of the sanatorium-resort industry, as the leading country in health-improvement and recreation, the hotel sector; features and accumulated problems of development that require urgent solutions are identified. The activities of tourism organizations and the emergence of new trends in the tourism market are analyzed, which allows rebuilding the tourism business, making it more innovative and sustainable. The characteristic is given to the internal tourist flow in the context of Russian regions. Assessing the impact of the recreation and tourism industry on the country's economy, the author finally concludes that the problems hampering the development of the domestic tourist space of the Russian regions require the use of new strategic tools for analyzing and managing the tourist sector of the country's economy as a system capable of generating sustainable reproduction competitive tourist products.

The article discusses the impact of service quality on the competitiveness of destinations and market participants on the example of mountain resorts. The issues of services standards of as a tool to ensure the quality and safety of services in the field of tourism are considered. The authors studied the existing base of national and interstate standards in the field of quality of services, including tourist-excursion and activity of ski resorts. A competitive analysis of the mountain resorts of Krasnaya Polyana was carried out, the dependence of the attractiveness of mountain resorts on the quality of excursion services and the introduction of digital technologies was revealed. The authors conclude that in the transition to a digital economy that it is especially important to invest resources in improving the service quality. Now clients become active participants in promoting quality travel products and services because of the availability of digital technologies. Based on a survey of consumers of mountain resorts, practical recommendations were developed, aimed at introducing new excursion services for tourists based on digital technologies. The introduction of digital services for tourists is an important competitive advantage for the mountain resorts of Krasnaya Polyana in the transition to a digital economy.

The mechanisms of advance of the sphere of tourism of the Republic of Crimea constructed on the principles of digital economy, among which "an umbrella brand", the formation of tourist IT-clusters of high technological level, a cloud computing allowing tour operators to work remotely, carrying out a binding of tourist capacity of the peninsula to specific target tourist groups are presented in article. The algorithm of creation of a tourist brand of the Republic of Crimea which considerably expands borders of tourist products is stated and distributes the name of the general brand for new tourist's products and services. Advance of tourist territories of the Crimea in the conditions of digitalization assumes also development of development plans for territories according to their specialization and a type of a tourist product, further development of health resort proceeding from the market capacity and calculation of the predicted demand.
