The article examines the functioning of the tourism sector in Spain, which is a competitive, highly profitable national business whose efficiency directly depends on the information database and digital technologies. It is substantiated that the accelerated digital transformation of tourism in Spain will help to stimulate economic growth, increase labor productivity and increase employment of the population. The seven most important forms of digital technological solutions used in the Spanish tourism industry are allocated: 1) mobile technologies today perform a whole range of services in the digitization of the tourism sector; 2) augmented reality (AR) has also entered the world of travel in Spain owing to the opportunities it can offer to those who wish to travel virtually; 3) the Internet of Things (IoT) promises to bring significant updates to the tourism industry and will become a major transformational factor in personalizing the customer experience over the next few years; 4) virtual assistants Siri and Alexa are being used by hotels to provide digital comfort for tourists; 5) the multiplier effect of the use of Big Data technologies in the Spanish tourism industry allows to build effective interaction between the government and business communities, improve and personalize travel services; 6) travel companies that rely on Blockchain functions to develop their loyalty and reward programs, certainly create a competitive advantage over other entities in the tourism market; 7) travel technology is becoming even more powerful thanks to the 5G networks. It is justified that in the future, the digitalization of tourism will be accompanied by a further process of squeezing the traditional companies with offline offices out of the tourism market along with the development of tour design according to the parameters individually set by each specific client.

China’s mega-project «One Belt, One Road» is a continuation of the government project known as the «New Silk Road», aimed at creating a transport corridor between China and European countries. Within the terms of this project, the countries of Central Asia, to which the Republic of Uzbekistan belongs, were assigned the role of territories through which several complementary branches of transit of Chinese goods to Europe and South Asia pass. The article’s purpose is to study the status and possibilities of interstate cooperation between the PRC and Uzbekistan in the industry of agriculture along with implementation of related infrastructure projects. Cooperation between the two countries is directed not only towards the development of transport and infrastructure facilities, but also of some industries, attractive for export-import activities of both countries, particularly, agriculture. The common features of socio-historical development and the absence of ideological antagonism between governments contribute to their harmonious economic cooperation. The reforms carried out in China’s industry and agriculture had both positive and negative consequences. As industrialization continues to spread rapidly in the country, huge agricultural areas are turning into industrial zones. As a result, there is a problem of insufficiency of territories suitable for agriculture. The Republic of Uzbekistan is the sixth largest producer and second largest exporter of cotton in the world. In recent years, the acreage in the country has decreased significantly. The main reason is the lack of water. Cooperation between the two countries is aimed at overcoming these problems. Attracting China’s investments exclusively into agriculture of Uzbekistan, without the implementation of related infrastructure projects, will not give a significant economic effect. Among the intentions of joint cooperation between China and Uzbekistan is also the construction of solar power plants, renewable energy facilities, telecommunications networks and infrastructure projects

The publication examines the problems of housing and communal services, which consist in the unprofitable operation of housing and communal services enterprises, significant amounts of receivables and payables, outdated equipment and lack of finance for their modernization, etc. Potential participants and directions of socioeconomic development in the form of a «Regional Cluster of Urban Life Support Enterprises» are formed. The authors propose to integrate urban life support enterprises into a corporation of utilities of water supply, sewerage and heat supply, which will consist of combining: the enterprises from other sectors; the areas of intellectual development, the enterprises for diversification of services; the regional water refinement complexes; the grouped water supply enterprises; and a municipal information and analytical enterprise. It is noted that in the developed countries of the European Union there is a significant number (more than 2 thousand) of quite similar clusters, and up to 100 countries have programs for creating clusters today. Strategic ways for further work on the formation of such cluster formations for urban life support enterprises of Ukrainian cities have been elaborated. These include: 1. Identification of strategic directions of reform and development. 2. Innovative development of management processes. 3. Innovative development of management technology. 4. Innovative development of the enterprise management system. 5. Development of methods of information and analytical support of enterprise management. 6. Proposal of innovative methods and measures for diversification and integration of activities. 7. Proposal of restructuring models. 8. Proposal of models of the public-private reform. 9. Proposal of models of socioeconomic and intellectual clusters as a strategy for innovative development of both the enterprise and the region. 10. Scientific research on the prospects for the development of education and science in Ukraine in the context of European integration and information transformation is considered at almost every scientific conference and is present in government decisions of the Ministry of Education and Science of Ukraine. However, there are still many unsolved questions (and often debatable) about the prospects for recognizing economics specialties in the new system of adaptation to the International Standard for the Classification of Education, which requires detailed revision. Simultaneously, given the positive trends in the development of the digital economy in Ukraine, we believe that it is worth exploring the possibility of developing a methodological approach to the digital assessment of a scientist. The article considers the analysis of economics specialties that were enshrined in the system of higher education in Ukraine before 2015 and further on, taking into account adaptation to international standards. However, blind copying of foreign standards has buried alive the economic science itself, which was based on marketing, accounting and auditing, and finance. Therefore, the publication presents a graphical model of the relationship between economics specialties through the analysis of the fundamental understanding of its individual directions. It is also emphasized that it is necessary to enshrine in the economic science the specialty «Management (by kinds of economic activity)» at the master’s and doctoral levels of higher education. This can be justified by the fact that not all specialists in a particular sector of the economy (educators, employees of health care institutions, etc.), although they are professionals in their field, due to the lack of knowledge in various disciplines of management and economics, can be efficient managers. Management is one of the directions of economic science, the subject of study of which is the search for methods of rational organization of the production system on the basis of marketing, financial and accounting support for the creation and realization of consumer value and obtaining the planned profit. The number of higher education institutions in each region allows creating new and improving traditional educational programs directly for the specific features of regional business. Thus, further research should be aimed at studying individual educational programs of economic specialties in the regions of Ukraine in order to form a national strategy for the development of higher education for subsequent years. Regarding the development of scientific research in the context of the formation of a digital society, we propose to create a web platform for assessing the scientific activities of scientists based on the results of conferences, seminars or forums on the basis of the Ministry of Education and Science of Ukraine (MES) in cooperation with other educational and scientific organizations. The algorithm of actions should be as follows: an educational and scientific organization coordinates with the MES the relevant scheduled conference; a scientific platform is created on the website of the MES, where interested conference participants register personal pages and which are open to other registered participants; the latter send materials to the educational and scientific organization holding the conference; the educational and scientific organization forms a scientific manual in electronic format, each article of which is displayed simultaneously on the personal page of the conference participant; in the future, each registered participant may, if desired, express his own scientifically based comment and rate for this material (0–100 points). Therefore, further scientific research should be aimed at determining the classification criteria in establishing points for scientific material in accordance with the assessment «Excellent, can be implemented (90–100 points)» to «Unsatisfactory, requires significant revision (up to 50 points)».

The unrestrained development of cycling tourism requires an appropriate response from the State both at the legislative level and in the form of appropriate actions, namely: the construction of cycling infrastructure, the creation of which will positively affect the development of both transport and tourist infrastructure. This is explained by the conclusion that such concepts as «transport infrastructure», «cycling infrastructure» and «tourist infrastructure» are quite strongly interrelated and sensitive to each other in case of quantitative and qualitative changes in any of these infrastructures. In fact, the development of cycling infrastructure throughout the country will create conditions for the further development of domestic and inbound cycling tourism. The creation of cycling infrastructure in Ukraine (as part of the transport infrastructure) will lead to an increase in traffic safety and transport accessibility for cycling tourists of a significant number of the touristic, natural, historical and cultural resources. And this, in turn, will require the tourist infrastructure entities to continue its development in terms of providing appropriate specialized services to cycling tourists and meeting the standard needs of a growing number of tourists (for example, in the form of accommodation, catering, information, advertising, etc.). In addition to the direct development of the transport, cycling, and tourist infrastructures, related spheres of economic activity will be developed, ensuring their creation, existence and uninterrupted functioning. It is also important that the development of cycling infrastructure and the development of cycling tourism will lead to an increase in the number of jobs, profitability of transport, tourism and other spheres of economic activity and the State in general. And the most important in the case of creating a cycling infrastructure is the ability to meet the existing demand from potential and existing consumers of such services

The purpose of the article was to study the social protection of the able-bodied population in the context of the systematization of filters when determining the target group of beneficiaries with an outline of the ways of further reforming social protection with the optimization of the filtering process. In the process of researching legal acts that regulate social protection, we discovered the following filters, which are used to screen out applicants and form an address group of aid recipients: insurance case; conditionality of social assistance; financial capacity of a person or a family; a person's participation in the mandatory State social insurance; participation in active employment programs; tying the amount of assistance to social standards and/or the presence of previous uniform contributions to the mandatory State social insurance, taking into account insurance experience and the amount of wages. As a result of the study, debatable aspects were revealed in the formation of the population filtering process from the standpoint of defining the target group of persons. In order to institutionalize the system of social protection of the able-bodied population, the following proposals have been formulated: the assessment of a person's financial capacity should be based on fair social standards; the system of social protection for able-bodied persons should be built by encouraging them to make social contributions, to be a member of the mandatory State social insurance; mandatory participation of able-bodied persons in employment programs to support their competitiveness on the labor market, formation of motivation for social participation in social-labor relations in order to help a person get out of the status of a beneficiary; simplification of procedures and restrictions that hinder the receipt of assistance; in some types of aid, its conditionality should be strengthened to improve the quality of human capital formation; strengthening supervision and application of relevant norms regarding informal employment, in particular through better coordination of actions of relevant government structures; conducting social awareness campaigns regarding the negative consequences of informal employment for social protection.

Stable and efficient functioning of the enterprise and its development in the current transformational economic conditions is provided by liquidity and solvency, which require constant analyzing in the indicated economic conditions. The article analyzes the definitions of scholars regarding the essence of the concepts of «liquidity» and «solvency» of enterprise. It is determined that in the scientific literature there are no uniform universal definitions of these categories. It is also noted that these concepts are different in meaning, but interrelated. The following types of solvency are considered: current (short-term), which characterizes the current state of settlements at the enterprise on the basis of financial flows and provides coverage of current liabilities of the enterprise; prospective solvency, which analyzes the ability of the enterprise in the medium and long term to pay its obligations on time. It is specified that the essence of liquidity is disclosed in accordance with its functions, among which are the following: mobility, stability, attractiveness, control, and regulatory. It is also noted that in the scientific literature there is no general methodology for assessing liquidity and solvency. The article allocates the most popular methodical approaches to evaluating and studying these concepts in order to highlight problems and advantages in practical application. Taking into account the theoretical aspects of the assessment process, the following elements are allocated: object, subject, purpose of assessment, evaluation criteria, information base, methods, and assessment result. Among the methods for assessing the liquidity and solvency of an enterprise, the most commonly used are: coefficient method, which is based on the calculation of relative liquidity indicators; method with the inclusion in the analysis process, along with relative indicators, of the absolute indicator of current assets or an indicator of the amount of capital of the enterprise; solvency assessment method in accordance with the compiled payment calendar, which shows cash inflows in accordance with the sources of their formation, as well as reflects term liabilities for a certain time; method of analyzing balance liquidity, which consists in comparing assets that are grouped by degree of their liquidity and placed in descending order of liquidity, with liabilities on the credit side, which are grouped by maturity and placed in ascending order of these terms; method of analyzing the solvency and liquidity of the enterprise, including together external and internal analysis.

The article is aimed at identifying the existing accounting problems of a trading enterprise and providing recommendations for improving the organization of accounting for fixed assets of an economic entity. It is defined that the flow of incoming documents at an enterprise is an organized, coordinated process of moving documents from one responsible person to another according to the document turnover schedule developed and approved by the enterprise. The author studies the stages of organization of document turnover at an enterprise, compliance with which prevents loss of information on business transactions. Based on the analysis of the existing problems and errors in the accounting of the enterprise «Desega Holding Ukraine» LLC, it is proposed to conduct regular internal or audit checks on the accounting of fixed assets, the tasks of which are to analyze and control the operations of accounting for fixed assets. It is determined that in order to improve the technical condition of fixed assets, it is recommended that a trade enterprise carry out reconstruction and modernization of existing fixed assets. It is found that an important measure that facilitates the implementation of operations, in particular the movement of fixed assets, is internal control and analysis, for which the company has introduced the position of internal auditor, whose functions include control and analysis: the correctness of the attribution of tangible assets to fixed assets, their valuation, the correctness of computations of depreciation, timeliness and correctness of documentation, and reflection in the accounting registers of receipt and disposal of fixed assets, etc. To improve the accounting of fixed assets, it is proposed to create new analytical subaccounts on the basis of account 131 «Depreciation of fixed assets» - to allocate the accrued depreciation in accordance with the groups of fixed assets used at the enterprise. The stages of computerization of the accounting process are studied. On the basis of the carried out analysis of the IT market of computer technologies and systems, alternative domestic and foreign software products (services) that effectively provide accounting and electronic document management instead of the software product used by the trading enterprise are identified. When choosing a software product, «Desega Holding Ukraine» LLC should pay attention to the availability of technical settings for processing significant information data arrays for the industry capabilities of the enterprise. The author has developed a model of electronic document turnover for organization of fixed assets accounting in the management subsystem of a trade enterprise, which demonstrates the modules of an alternative software product, including the organization of electronic document turnover for the performed operations on fixed assets accounting. The proposals and recommendations provided will contribute to the effective organization of fixed assets accounting and managerial decisions that will lead to a more positive financial result of the trade enterprise.

The purpose of the article is to systematize and substantiate the national and foreign peculiarities of accounting and taxation of the renewal and repair of non-current assets. It is proved that by investing in the renewal of non-current assets, the efficiency of economic activity of an enterprise is achieved, and compared to the acquisition or creation of new items of non-current assets, renewal and repairs require significantly less cost and are capable of increasing the productivity of economic activity of enterprises in a relatively short time and at relatively low cost. The authors propose to interpret renewal as a set of measures aimed at maintaining the items of non-current assets in working condition with elements of improvement of the initially expected economic benefits, as well as at increasing future economic benefits initially expected from the use of such assets. Such an interpretation of renewal will allow to include repairs and maintenance with elements of modification or modernization of individual parts of the item, which meets the needs of modern production and increases the objectivity of assessing the value of non-current assets that have undergone appropriate improvement. The authors substantiate both the national and foreign peculiarities of accounting and taxation of the renewal and repairs of non-current assets. The main problems of accounting and taxation of the renewal and ongoing repairs of non-current assets are identified, among which the main ones are as follows: arbitrary interpretation of the term «renewal» and diverse and inconsistent classification of types of renewal of the non-current assets in accounting and taxation practice in the absence of a clear disclosure of this concept in the national or international regulations; outdated primary documents; lack of specially designated accounts for accounting for the costs of repairing non-current assets and insufficient analytical orientation of subaccounts to the account 15 «Capital investments» to reflect the improvement of non-current assets – owing to the lack of a systematic classification of such costs; unregulatedness in legal acts of the process of determining cases when the implementation of a particular type of repair or renewal leads, or does not lead to an increase in future economic benefits originally expected from the use of the item, which complicates the procedure for accounting and defining the amount of possible changes in the valuation of non-current assets. A list of the main directions of development of digital socioeconomic relations in the context of global cooperation is proposed. To improve the system of accounting and taxation of the renewal and repair of non-current assets, it is proposed the following: reworking of regulatory legal acts in terms of disclosure of the concept of of «renewal» and providing a single reasonable classification of its types, which will contribute to an adequate presentation of information on the costs of the renewal of non-current assets and more fully meet the information needs of the analysis; definition of basic accounts and guidelines for accounting for these costs, especially taking into account the types of renewal, which will avoid possible erroneous accounting records and facilitate the formation of an analysis information base. The considered problems of accounting and taxation of the renewal and repair of non-current assets and proposed recommendations for their solution create the basis for continuing research in the direction of improving the methodology and organization of accounting and taxation of economic activity of enterprises in conditions of limited financial and material resources.

The article is aimed at further development of theoretical and methodological approaches to risk reinsurance in order to provide financial sustainability of an insurance company. An approach to risk analysis in insurance and reinsurance is proposed. The introduction of the concepts of complete and partial uncertainty and their relationship with the concept of risk made it possible to closer define the concept of risk and formulate it in the form of a financial and economic category. The term «risk» is proposed to be understood as a subjective estimation of an objective uncertainty, which describes the multiplicity of changes in the equilibrium stability of a socioeconomic system and is expressed in the form of a function of a random event. A somewhat closer defined concept of insurance risk is also proposed, which means a significant risk in its consequences for citizens and business entities, which can be assessed from the standpoint of the probability of occurrence of an insured event, quantitative amounts of possible damage and has signs of frequency and limitation in space and time. It is noted that clarification of the criteria of insurance risk in the general classification system of risks of an insurance organization allows assessing the need for reinsurance depending on the types of risk distribution. Analysis of features and dynamics of insurance risk, computation of insurance tariffs allows to substantiating the need for reinsurance for each type of insurance risk. It is proposed, to develop a model for analyzing the insurer’s reinsurance activity on the basis of the theory of decision-making under conditions of complete and partial uncertainty, to use the criteria of game theory: Wald criterion, Swidge criterion, Hurwitz criterion. To analyze the real financial sustainability, it is proposed to introduce adjustments to the existing methodological approaches, adding the objects transferred to reinsurance and the risk ratios present in the insurer’s activities; it is further proposed to take into account the impact of forms and types of reinsurance contracts on the financial sustainability of the company. The proposed theoretical and methodological provisions and conclusions can be used when accepting risks on the responsibility of the insurer and their subsequent redistribution.

The article analyzes the essence and content of proactivity and proactive conduct of enterprise. In conditions of limited solvent demand, fierce competition and constant increase in the production volume of various goods and services, the company’s management must use qualitatively new approaches to management to ensure stable functioning and efficient development of the company. One such approach is proactive management. The use of the conception of proactive management as real time by managers of organizations is the key to the survival of their enterprise today, when «business at the speed of thought» has ceased to be the privilege of individual companies. The achievements of foreign and domestic scientists in the sphere of proactive conduct of enterprise are outlined and the main directions for further research are defined. It is determined that an important factor influencing the employee’s proactive conduct is the own factor, which includes three aspects: individual trait, individual motivation, knowledge and abilities. International companies with proactive conduct are examined and it is identified how this conduct manifests itself today. Domestic enterprises that promote themselves as companies with proactive conduct are selected and their main development strategies are emphasized. Proactive conduct is closely related to the individual characteristics of a person. Existing studies has found that individual characteristics mainly include proactive personality, sense of responsibility, neuroticism, purposefulness, and other factors that influence proactive conduct. The main advantages and disadvantages of proactive conduct of enterprise are determined. It is studied what actions of management will be able to show proactivity in employees and help to form a single competitive team.

The article is aimed at disclosing the features and types of managerial decision-making, depending on the tasks assigned to office managers. It is defined that the office manager is the main element of interaction between the management and the entire office team as a whole, which belongs to the tactical level of management. As a result of the study, various functional responsibilities of a professional administrator are disclosed, where the main ones include operational management and ensuring the activities of managerial personnel of an organization. It is substantiated that the main functions of an office manager, on which about 70% of the successful work of the office depends, are the managerial, administrative, economic and control functions. It is determined that the office manager constantly makes managerial decisions, which is an intervention in the problem, or in the situation, in order to solve them, and also develops forecasts for the successful development of the organization in the future. The stages of managerial decision-making are considered, namely: identification of problems in management, development of stages of decision planning and implementation of the decision. The concept of intuitive decision, which is made on the basis of a person’s feeling that his/her choice is correct, has been defined. Prospects for further research in this direction are to identify problems in management that can be identified during the «informal exchange of information and intuitively». It is noted that the important tasks at the office are documentary support of management, since for decision-making it is necessary to perform a large amount of office work of the same type. Further consideration of the classification of managerial tasks in the office according to the degree of intelligence, complexity and classification of employees of the organization in accordance with the tasks performed will make it possible to quickly respond to changes in the reaction of the enterprise in a particular situation and develop plans and tasks for making an effective managerial decision for the future strategic development of the enterprise.

The article analyzes a set of approaches to organizing effective management of competitiveness of various types of products of enterprises, which are widely used in the practice of analysis of economic activity and strategic management. It is justified that management of competitiveness of products can be considered through the prism of basic approaches. First, comprehensive approach, which allows developing the necessary managerial decisions aimed at improving product efficiency, maintaining its quality and competitiveness. Second, reproduction-evolutionary approach, aimed at the constant reproduction of the production of goods with the lowest cost per unit of beneficial effect compared to the best analogue as result of evolutionary market transformations. Third, functional approach, which in practice is often used through a substantive approach to management, in which efforts are aimed at improving existing products, taking into account scientific and technological progress. Fourth, system approach, where management is considered the most effective, since it combines the activities of various functional divisions of the enterprise to create a competitive product. Fifth, innovative approach, according to which competitiveness management involves the introduction of scientific and technical advantages of new products at the enterprise. Sixth, the approach of affiliate marketing, marketing dialogue, which will attract consumers to create competitive products. It is worth noting that the major ones for the formation of a system for managing the competitiveness of enterprise products in the conditions of competition development is marketing approach in combination with the system and process approaches.

With the continuous development of science and technology, information technology has promoted the development of knowledge economy, advanced science and technology has become an important development in the era of knowledge economy. In this era, knowledge workers are at the core competitiveness, and knowledge compound talents have become the pivotal resources. In order to enhance the enterprise market competitiveness, daily work efficiency and technological innovation and development, one is bound to try to improve and innovate in the enterprise human resource management. The main aim of the article was to substantiate and prove the importance of personnel development management for the competitiveness of enterprises using the example of human resources in China. To achieve the goal, the following main tasks were formulated: in the personnel management system, the place of the personnel development management system is determined and its structure is formed; in accordance with the obtained structure, a conceptual model for managing the development of personnel of enterprises is elaborated, adapting the classification of types of training of personnel in working conditions, forming a system of professional development of personnel at the enterprise, clarifying the meaning of the concept of «personnel development management». The methodological basis of the study was the basis of dialectical logic, attributive and system approaches to the study of the processes of managing the development of personnel of enterprises.

The publication considers the main features of the formation of the information space of the present day, considers the features of information services and trends in the development of the IT market. The global information technology market is characterized by a high level of competition, which encourages IT companies operating in this market to use all available marketing means in order to withstand the constantly growing competition. In the context of activities in the global information technology market, effective marketing communication activities are of major importance, which is the key to ensuring the competitiveness of an IT company for successful operation in this highly competitive market. It is specified that the IT market is one of the elements of the formation of a modern high-tech market in Ukraine. In a broad sense, IT covers all areas of transfer, storage and perception of information. At this, IT is often associated with computer technology, and this is no coincidence: the advent of computers has brought IT to a new level. Further on, the basis of IT is the technology of processing, storing and perceiving information. The main trends in the development of the IT market have been identified, which include: competence (Ukraine has highly qualified specialists in the field of programming, software testing, data analysis and other related fields); competitiveness (Ukrainian IT companies provide quality services at more reasonable prices compared to developed countries of the West); speed of development (the IT industry in Ukraine is developing rapidly and growing, which makes it possible to be on the way to technological leadership); the presence of a startup ecosystem (Ukraine has an active startup ecosystem that promotes the creation and development of young technology companies); geographical location (Ukraine is in a convenient geographical position for cooperation with Europe and the United States, which makes it easy to enter the world market). It is concluded that one of the key factors for success is to ensure a favorable business climate in Ukraine, which depends on government policy, legislation and infrastructure.

The growing volatility of the exogenous and endogenous environment in which economic agents operate causes increased competition for limited investment resources. A further challenge today is the need to stimulate socioeconomic development in Ukraine and strengthen the capacity of its regions to fulfill their social and infrastructural burden in the context of relations with key stakeholders, primarily local communities and businesses. The meaning of key in this context is to set up an adequate system at the micro and macro levels to support the post-war reconstruction of Ukraine’s regions. This situation actualizes the problematics of building an adequately functioning complex of investment attractiveness of the regions. The article is aimed at analyzing the essence of investment attractiveness of regions in the plane of identifying the main drivers of influence on this economic category and forming proposals for its strengthening both on the short and long term time horizon. The article studies the essence of the economic category of «investment attractiveness of region» as a key component of stimulating socioeconomic development. A set of key factors influencing the status and prospective dynamics of investment attractiveness of the region is studied. An analysis of analytical approaches to measuring the investment attractiveness of the region in the context of current challenges for Ukraine and the needs of post-war reconstruction is carried out. Proposals for the development of a complex of investment attractiveness of the regions of Ukraine in the context of post-war reconstruction are formed. The proposed research may be valuable for specialists and researchers in the analyzed sphere, be useful for private and public companies, business associations, international financial institutions, public authorities. The purpose of the article is to study the prerequisites for the inflow of foreign direct investment in Ukraine and the reasons that slow down this process, in particular in the context of EU integration, as well as to analyze the dynamics of foreign direct investment in Ukraine. The dynamics of foreign direct investment in Ukrainian economy in 2002-2022 were analyzed, with consideration of the reasons for their changes over the study period. Starting from 2013 and until 2016, the volume of investments declined rapidly, which was caused by political instability in the country and a number of other reasons; in 2020, the COVID-19 pandemic became a major challenge, which also had its extremely negative consequences for the economies of countries and investors, and in 2022, russia’s full-scale invasion of Ukraine led to a decrease in foreign direct investment from 6687 million US dollars in 2021 to 190 million US dollars in 2022. One of the main problems of the Ukrainian economy is the low return on investment and its inefficient distribution. An analysis of foreign investment by type of economic activity leads to the conclusion that the largest share of foreign direct investment goes to the developed economic sectors. The main factors that negatively affected the dynamics of foreign direct investment in different periods were investor distrust caused by the high level of corruption in the country, doubts about the fairness of the judicial system, monopolization of markets, and instability of the national currency; russia’s war against Ukraine (since 2014); the COVID-19 pandemic; russia’s full-scale invasion of Ukraine (since February 2022), which still continues. Ukraine’s European integration processes, along with reforms designed to accelerate these processes, as well as the end of the war in Ukraine, will help attract foreign direct investment aimed at recovering and developing Ukraine.

It is found that a necessary condition for preventing the manifestations of excessive recreational load on forest biogeocenoses is the formation of an institutional environment for the development of mechanisms for the ecological and economic support of the introduction of forest recreational infrastructure. It is substantiated that the institutional environment of recreational forest use is a complex of institutions-regulations and institutions-organizations that ensure the economic development of the recreational potential of forests and its further commercialization through various forms of market commodity-money relations. It is identified that the complex of modern institutions-regulations of recreational forest use should be aimed at forming in forest users such worldview orientations that will provide for more efficient use of forest ecosystem services instead of priority development of the most liquid wood component of the forest fund. It is proved that an important component of the institutional environment for the functioning of forest recreational infrastructure is the formation of a set of institutions-organizations that will provide assistance in promoting recreational forestry products to the market of recreational services, in particular, provide consulting services on the specification of forestry activities related to the organization of tourism and recreational activities in the territory of forest biogeocenoses. It i determined that the mechanisms of ecological and economic support for the introduction of forest recreational infrastructure facilities are the following: mechanism for ecological and forestry regulation of recreational load on forest biogeocenoses; mechanism for financial and economic support for the development of forest recreational infrastructure; mechanism for economic stimulation of recreational development of the resource potential of forests. Tourist center is a locality (village, city, landscape) that attracts tourists due to the availability of specific resources and is a tourist service center with stable tourist flows, the leading system for which is the appropriate transport and logistics system. Its components are transport and logistics infrastructure – roads, communications, railway stations (passenger terminals) and vehicles. In turn, transport and logistics provision of tourism, and directly of tourist centers, is manifested in the use of this infrastructure and vehicles and supply of the relevant services. The state of transport and logistics infrastructure of the tourist center provides a certain level of transport and logistics services for tourists, including cost, time, quality, and safety. The purpose of this study is to define the main types of projects for transport and logistics provision of tourist centers and establish their specifics as a basis for further development related to the management of this category of projects. The main types of projects of transport and logistics provision of tourist centers, which are related to the creation/modernization/development by types of transport: objects of transport and logistics infrastructure (roads, tracks, railway stations, passenger terminals); vehicle parks; relevant services (transport routes). It is determined that projects of transport and logistics provision of tourist centers are related to obtaining a product that can be important for different spheres (not only tourism) and at different levels, which substantiates the concepts of «multidimensionality» and «multilevelness» of these projects and determines the essence of their specificity. In addition, many projects in this category are implemented at the State level (or with partial provision by the State) and are not commercial. It is found that in many projects there is a need to coordinate the parameters of the transport and logistics infrastructure of adjacent tourist centers and transport hubs, which are basic for tourist flows of a particular tourist center or their combination. These properties lead to the need to assess the value of these projects, taking into account the existing specifics.

The article considers the issue of competitiveness of supply chains in the context of digital transformations and constant economic changes. The interpretation of the concept of competitiveness may differ depending on the object under study, therefore, in addition to the general definition of the concept of «competitiveness», an analysis of the concept of competitiveness of supply chains and competitiveness of the supply chain link in the contemporary literature is carried out and an own generalized definition of the concept is presented. Methods for determining the level of competitiveness used to assess the level of competitiveness of a product or enterprise are not always applicable to supply chains because of the specifics of their operation. The publication presents possible qualitative and quantitative methods for determining the level of competitiveness, such as: points method, rank method, integral assessment method, SWOT-analysis, heuristic methods, and others. Some of the methods, including the points method and SWOT analysis, have been adapted for supply chains and demonstrated in practical application using conditional examples for visibility. The characteristics influencing the competitiveness of the supply chain, in particular flexibility, reliability, efficiency, integration, have been allocated. Possible ways to improve these characteristics are provided. It is determined that improving the level of competitiveness of an individual link in the supply chain leads to an improvement in the level of competitiveness of the entire supply chain, and while improving the level of competitiveness of several links in the supply chain, a synergy effect can be observed in the context of competitiveness. In terms of competitiveness of the supply chain, it is appropriate to take into account the specifics of the functioning of the participant in the supply chain, its business processes, the number of incoming and outgoing material flows and flows of information. The article analyzes the last link in the supply chain – the last-mile logistics in e-commerce, which is gaining momentum in Ukraine, owing not least to the COVID-19 pandemic and the full-scale russian invasion in 2022. Ways to improve the level of competitiveness of the last link in the supply chain on the example of e-commerce are proposed.

The article is aimed at: disclosure of significant aspects that affect the orderliness of the process of accounting for labor resources; identification of the main vectors and objects of internal audit of remuneration calculations; generalization of possible typical violations in the audit and formation on this basis of directions for improving the use of labor resources and individual elements of accounting and audit of remuneration calculations. The theoretical and methodological basis of the study are methods of generalization, analysis, graphical method, and system approach. The information and analytical base was formed as a result of the elaboration of legislative acts of Ukraine, statistical and analytical reviews on the dynamics of changes in wages of employees of Ukrainian enterprises, other scientific papers and publications. As a result of the carried-out study, it can be concluded that the effectiveness of the accounting system on the spectrum of issues related to the accounting of remuneration calculations depends on the orderliness of the process of accounting for labor resources, labor accounting, its payment, taxation and payout, that is, it requires an integrated approach to the assessment of labor relations – from the initial accounting of labor performance by staff to the final settlements with each employee. The main vectors and objects of internal audit of remuneration calculations are determined, allowing to allocate methods for establishing typical violations identified during the audit and to define their impact on accounting as a whole. Generalization of possible typical violations during the audit allowed to form directions for improving the use of labor resources and individual elements of accounting and audit of remuneration calculations. It is substantiated that the main ways of improving the audit of remuneration calculations, which should be introduced at the enterprise, can be divided into three following directions: organizational-institutional, structural-systematic, and information-documentary. The article analyzes the role of modern innovations, primarily in the sphere of digitalization of financial relations, in the development of the market of credit services of Ukraine. The main attention is focused on deepening the theoretical provisions of the functioning of such a market in the new conditions – with the active development of information and communication technologies. Thus, the question of the role of information innovations in the processes of transformation of the credit services market is considered. Also, significant attention is paid to the issues of separation and specification of the role of individual credit innovations in the development of relations between credit institutions and their customers. In the article, such innovations primarily include p2p lending, remote servicing and functioning of neobanks; the essence of these new directions of development of the credit services market is considered and the peculiarities of their use by credit entities are described. It is determined that digital technologies already play a key role in the development of relations between lenders and borrowers in Ukraine. The results of the carried out analysis confirm the assumption that such technologies will be actively used by banking and non-banking institutions in the future. At this, it can definitely be argued that the level of application of information and communication technologies by these institutions will only grow in the future, taking into account new promising directions of their application in the sphere of financial services.

The article is aimed at studying the bank lending and bond issuance as a means of attracting debt capital in Ukraine. The mechanisms of attracting capital through banks and the debt capital market are considered; the main advantages and disadvantages of their use are outlined; the key criteria for choosing a source of financing and forming debt capital are determined. The volumes of attraction of bank loans by economic enterprises and volumes of issuance of corporate bonds by enterprises for the last five years are estimated. The purpose of the article is to study the use of bank loans and bond issuance by enterprises in the current realities with the definition of their disadvantages and advantages. On the basis of the research, it was found that the economic and social situation in the country affected the attraction of debt capital by enterprises. It is determined that the volume of attracting bank loans remained at the level of previous years, while the bond issuance decreased to critically low values. An analysis of statistical data from the Ministry of Finance of Ukraine and the National Bank of Ukraine revealed an increase in the share of non-performing loans in 2022, which is one of many negative trends in the debt capital market in Ukraine and a consequence of the ongoing large-scale invasion by the russian federation, which has begun on February 24, 2022. The results of the carried out study may be useful for: clarifying the role of bank lending and bond issuance as sources of attracting long-term debt capital; characterizing the situation in the domestic financial market; identification of ways to increase the efficiency of the process of attracting debt capital by domestic enterprises. The article specifies that enterprises will now prefer bank lending to meet their borrowing needs, as this source is more affordable and guarantees the receipt of capital in the required volumes, while the issuance of corporate bonds remains a promising alternative.

The article is aimed at developing proposals for introducing lean management tools in the management of a health care institution. It is proved that lean management is a modern managerial philosophy that allows to increase the efficiency of the process execution in an organization. It should be considered as a style of both leadership and management system. Today, lean management is being actively implemented in the healthcare sector of foreign countries and, using its tools, it is possible to achieve cost reduction while improving the quality of patient care, in particular, reducing waiting times for examinations, procedures and operations. The publication outlines the main losses that are characteristic of health care institutions, and notes that before introducing the appropriate lean management tools in the activities of the selected health care institution – a communal non-profit enterprise, it is necessary to search for problem areas of activity that reduce its efficiency. On the example of the selected communal non-profit enterprise, the following problem areas were disclosed, their ranking was carried out, on the basis of which a two-dimensional ABC matrix was built – the importance/urgency of eliminating problem areas. With its help, problem areas that need priority elimination have been identified. In order to solve the issue, such a tool of saving production as value stream mapping was used, and with its help, also using the «Why – Why?» technique, an updated patient path map was proposed in the outpatient department of health care institutions, which will minimize the loss of time for receiving medical services, increase attention to the patient and ensure the growth of the overall consumer quality of medical services. The next stage in improving the management process of health care institutions on the basis of saving production should be the development of solutions to overcome the problem areas of activities of health care institutions – communal non-profit enterprises by developing appropriate instructions and standard operating procedures, as well as further training of personnel in order to improve their professional skills.

To ensure the expected effectiveness of the labor process, human resources – through the formation and development of the necessary competencies, along with employing enterprises – through the creation of favorable conditions of work and a decent pay to ensure the necessary quality of working life – should be competitive in the labor market. There are many participants in the labor market who offer the ability to work (employees), the labor consumers (employers), the labor intermediaries (recruitment agencies), the authorities that set the rules for regulating relations between these participants (the State, acting indirectly through the employment centers). Their interests, preferences, requirements and relationships are often not consistent with each other, the reason for which is the influence of many factors. As an instrumentarium for this stage of research, the method of fuzzy sets was chosen, the essence of which is that it is impossible to clearly define the quantitative parameters of the object under study, but it is possible to more accurately describe its characteristics using linguistic variables such as «good», «medium», «high», etc. The stage of implementation of the fuzzy inference method is the phasefication of the initial linguistic variable «the degree of consistency of the levels of competitiveness of human resources and enterprises in the labor market». At the next stage of the methodological approach to providing consistency of the levels of competitiveness of human resources and enterprises in the labor market, a set of standard measures is being developed to ensure mutual compliance of the requirements of employers and employees to their competitiveness, which can be used: by employers in the formation of requirements for the competencies of employees; by employees – when determining employment opportunities and assessing their own competence level; by educational institutions – when creating curricula and plans; by employment centers – when analyzing and monitoring the labor market, developing vocational training programs for the unemployed and fulfilling the employers’ applications to fill existing vacancies. The proposed methodical approach allows moving from a multi-parametric problem in conditions of different types of parameters to solving the problem using the values of the function of belonging to a fuzzy set of levels of competitiveness. The obtained results allow, on the basis of a quantitative criterion, to formulate the level of already working personnel at the enterprise and to determine for it potential competitors in the labor market from the position of attractiveness of a certain employer.

The article examines the essential characteristics of business planning and business plans, defines their role in the system of enterprise planning, the functional purpose and place of business plans in the process of preparing and promoting business projects. On the basis of theoretical studies of the concept of "entrepreneurship", it was determined that practically all activities of any commercial structure (organization whose purpose is to make a profit) in the market economy represent entrepreneurship. It was concluded that in order to build a clear system of enterprise plans, the term "business planning" should be used only in the context of developing business plans and consider it (business planning) as an independent type of technical and economic planning, along with tactical and strategic planning. The article examines the essence and relationship of the categories of "project", "business project" and "business plan". Various points of view regarding the important differences between a business plan and a business project are analyzed. A classification of business plans for business objects is given. The conducted analysis showed that the development of business projects largely determines the effectiveness of business planning as a tool for ensuring the economic security of enterprises.

The article is aimed at studying the analytical prerequisites for efficient management of enterprise personnel as human capital in the context of activation of economic activity of enterprise in foreign markets. The article specifies that the contemporary category of «human capital» has several definitions and is constantly being updated. Thus, it was defined that nowadays the human capital of an enterprise represents a set of qualitative characteristics of a person, an object of investment, part of the total capital, a stock or a set of individual potentials of a person, and can also be considered as an opportunity to use the knowledge and skills of employees. During the study, it was emphasized that today it is the company’s personnel that allows building competitive advantages and achieving results in the professional activities of the enterprise. The authors summarize that this issue is especially relevant for enterprises operating in international markets, since the qualification of an employee should allow timely response to drastic changes that are characteristic of markets of such scale and be responsible of making effective business decisions. The article highlights the currently relevant methods and criteria for analyzing human capital in an enterprise. In particular, the main goals and stages of analyzing the state of the personnel of a company which has a foreign economic vector, are identified. Attention was focused on the difference in the assessing and accounting of personnel (human capital) in national and foreign practices and noted that there is no specific set and uniform indicators for assessing human capital at the enterprise level. In continuation of this statement, the article considers quantitative and qualitative indicators in the context of a comprehensive assessment of human capital of an enterprise – subject of foreign economic activity. In the course of the study, the main quantitative indicators (coefficients) of the impact of human capital on the development of the enterprise were analyzed: the coefficient of seniority, the stability coefficient, the health coefficient, the coefficient of professional growth, the coefficient of personnel education. In accordance with the normative values of such indicators, the necessary managerial decisions and actions in each of the simulated situations were interpreted. As a result of the study, the importance of taking into account the quality of personnel (human capital) for making managerial decisions at enterprises – subjects of foreign economic activity was emphasized.

Despite the fact that Russia's war against Ukraine, which led to a significant destruction of the Ukrainian car market, is still ongoing, there are urgent tasks to study the ways of post-war recovery of Ukraine, in particular, its car market. Against the background of a fall in the gross domestic product (GDP) of Ukraine for 2022 by no less than 40%, the car market of Ukraine decreased by the number of car sales even more, by 61.3%. In anticipation of the beginning of the post-war recovery of Ukraine, the question arises as to how the recovery of the Ukrainian car market will proceed – by simply reproducing previously achieved sales volumes, or by reforming the structure of the car market by individual car brands, countries of production, supply, etc. Expected data on the structure and volume of sales of cars by well-known car brands are of such great importance that they must be taken into account when creating the necessary conditions for the effective activity of people in the process of post-war recovery of Ukraine, which puts forward as an urgent task the monitoring of the state of positioning of car brands on the car market of Ukraine. It is shown that the line of automobile brands that developed in the pre-war years as a result of the interaction of factors of consumer preferences of Ukrainian car buyers can become a decisive factor in the structure of the car market in the process of its revival. According to the results of the conducted research, it is obvious that it is necessary to expect vehicles of the Toyota, Renault, Kia, ?koda, Hyundai and Volkswagen brands to be the leaders of the reviving car market, which in all cases will occupy the first places in terms of new car sales, including Volkswagen, Renault and ?koda remain leaders also in the market of secondary sales.

The article is aimed at studying the issues of assessing the state of development and determining the basic regularities of the necessity of financing the marketing services of business structures in Ukraine. When analyzing, systematizing and summarizing scientific works of many scholars, it was stated and proved that cooperation between marketing and finance is important for business growth. According to the results of the study, it is revealed and found that the terms «marketing services» and «marketing» in some regulatory documents are synonymous. The object of the study was economic entities specializing in the provision of marketing services and belonging to section M «Professional, scientific and technical activities» in accordance with the established requirements of the Classifier of Types of Economic Activity DK 009: 2010 regarding the maintenance of statistical information, section 73.2 «Advertising activities and market research», class 73.2 «Market research and public opinion revealing». Assessing the dynamics and structure of economic entities in the sphere of advertising activity and market research, as well as the number of employees involved and the relationship of the relevant indicators with the dynamics of GDP, it is concluded that not the numerical growth in the number of economic entities engaged in the sphere of marketing services leads to an improvement in macroeconomic indicators, but on the contrary – the improvement of welfare in the country stimulates the emergence of new economic entities that provide consumers with marketing services. Given the dynamics and structure of capital investments in advertising along with the market conjuncture research in 2012–2021, it is worth noting the renewed interest in market conjuncture research and public opinion revealing. It is exactly concerning this sector that there is an increase in additional activity, which has led to the emergence of large enterprises in the sphere of marketing research, which until 2021 were not observed in the industry at all. Regarding the level of financing of economic entities in the studied sector of the economy, it should be noted both the tendency to implement tax planning measures in the form of increasing use of such organizational form of business activity as individual entrepreneurs, and the urgent need for equity. Comparing the volume of investments in the sphere of advertising activities and market research with the volume of total capital used by it, the author came to the conclusion that investments are not the main source of financing this business, and a certain part of it remains in the «shadow». In view of the aforesaid and given the significant amount of involvement of employees in this sphere of activity in the form of registration of individual entrepreneurs, the country’s government should once again think about initiatives to reform the country’s tax system by eliminating the simplified business taxation system, as this may have negative consequences for the entire economy of the country. Instead, it is necessary to provide additional incentives for investing in the market research and public opinion revealing sector, as well as creating additional jobs in this sphere of activity.

The purpose of the article is to highlight the basic methodological and methodical approaches to the construction and calculation of ratings (indices), which allow to assess the military capabilities of individual countries of the world, to conduct correct international comparisons of the military power of countries and to determine Ukraine’s place in the system of these indicators. The publication defines methodological and methodical approaches to comparing the military power of individual countries and the combat capability of their armies, as proposed by various international organizations and institutions. In particular, an analysis of the database provided by the International Institute for Strategic Studies was carried out in terms of the number of military personnel. The ranking of world countries in terms of budget expenditures for military needs is analyzed, which is provided by the Stockholm International Peace Research Institute (SIPRI), as well as ratings of world countries for certain types of military equipment, such as: aviation equipment, tanks, naval vessels, etc. Measurements and international comparisons of multidimensional militarization processes are based on indicators of international ranking systems: the military power of countries and the combat capability of armies – based on the Global Firepower (GFP), the military burden on the economy and society as a whole – based on the Global Militarization Index (GMI). Methodological aspects of the formation of these international rankings are also considered; the results of positioning in the rankings of top countries and of Ukraine are given.

The article is concerned with studying the problems of export-oriented business of the regions of Ukraine in the conditions of wartime and the main ways to solve them. The main problems of export-oriented business in Ukraine, provoked by the military aggression of the Russian Federation (production, infrastructure, logistics, fiscal, energy), have been identified. It is found that the key problem of reducing the export activity of our State is the blocking of the main sea export routes, which before the war accounted for more than 70% of export cargo, including 80% of exports of agricultural products. It is proved that ensuring full-fledged exports from Ukraine by rail and road transport in today’s conditions is problematic owing to the shortage of cars, fuel, warehouses in European ports and on the land border of Ukraine with the EU Member States, differences in railway width standards, etc. It is argued that the «Grain Agreement» signed in Istanbul does not solve the problem of establishing exports for mining and metallurgical companies, whose logistics costs have generally increased 4-6 times due not only to military circumstances only, but also to an increase in tariffs for freight rail transportation. It is emphasized that the post-war reconstruction of the Ukrainian economy, which can become our novel industrialization, should take place to the maximum extent with a focus on those industries that materialize Ukraine’s advantage in the international market to a competitor, that is, this novel industrialization should be export-oriented. Some ways to restore export opportunities of domestic enterprises in the context of improving transport logistics and energy provision are proposed.

It is defined that ensuring the sustainable functioning of the organizational-economic mechanism for managing the foreign economic activity (FEA) of an enterprise involves taking into account and evaluating all its structural elements. It is argued that the activation of foreign economic activity of domestic enterprises is impossible without the active participation of the State in creating an effective mechanism for stimulating and regulating foreign economic activity. The main purpose of the article is to study the theoretical and practical aspects of functioning of the State regulation as a factor of the organizational-economic mechanism for managing foreign economic activity of enterprise. The major trends and features of regulation of FEA under martial law are analyzed. The application of the hybrid model of separation of the economy and a number of important regulatory innovations introduced by the Government of Ukraine for the period of martial law are characterized. The study proves that further improvement of the instruments of the State regulation of foreign economic activity remains relevant today in order to reproduce the country’s export potential and increase the competitiveness of Ukrainian goods in world markets. The study analyzes the dynamics of export-import activity indicators for 2021-2022 in Ukraine. It is proved that the resumption of international business activity is possible due to the State regulation of FEA. It is determined that the State regulation of foreign economic activity of an enterprise should consist in creating conditions and promoting the development of its relations with foreign partners. It is determined that the enterprise should take into account the internal factors of influence on the efficiency of economic activity, and the task of the State as an external factor is to provide a perfect legislative framework.

The theoretical-methodological basis for the integration of education, science and production as a basic prerequisite for the innovative transformation of the post-war economy of the regions of Ukraine is formed, providing for the restoration of manufacturing, infrastructure and residential objects destroyed by the warfare, the formation of modern poles of growth of regional economic complexes and the creation of a favorable living environment (raising social standards and improving the quality of the environment) on innovative principles. Studies have shown that the recovery of the personnel and material-technical potential of educational institutions and scientific institutions, as well as the restoration of the pre-crisis interconnection of these institutions with enterprises of the real sector of the economy, is of paramount importance in developing promising directions for innovative transformation of the post-war economy. Programming of priorities of innovative transformation of the post-war economy of the regions should be based on the identification of territorial heterogeneity of the level of research and innovation component of the development of regional economic complexes through the calculation of the integral index of innovative transformation of the regional economy, which is determined on the basis of a number of individual indices of scientific research and innovation activity. The results of the calculation of the integral index of innovative transformation of the regional economy in 2017–2020 showed that a relatively high level of development of research and innovation components of the development of regional economic complexes is observed only in the Kharkiv region, where an extensive network of research institutions and educational institutions is concentrated, most of which have actively cooperated and continue to cooperate with industrial enterprises. Studies have shown that in most regions of Ukraine in 2017–2020 there was a relatively low level of development of research and innovation components of territorial socioeconomic systems. It is found that the positioning of the regions of Ukraine in the pre-war period (2017–2020) in terms of the level of development of research and innovation components of regional reproduction should be a prerequisite for differentiation of instruments and methods of innovative transformation of the post-war economy of the regions of Ukraine, which will ensure the restoration of residential, infrastructure and industrial facilities destroyed by the war and create new poles of economic growth on an innovative and technological basis.

The article is aimed at researching the influence of digitalization and Internet connectivity on the achievement of the Sustainable Development Goals. The information basis of the research is the study of official information and periodicals. The following methods were used in the research: analysis, synthesis; system analysis; graphical method. It is specified that Internet connectivity is part of the UN’s Sustainable Development Goals. Access to the Internet is not a privilege or a luxury, but rather a necessity for economic development. Internet accessibility has become a priority for consumers, governments, and businesses. Increasing the Internet penetration level to enclose up to 75% of the population in all developing countries would add $2 trillion to their combined GDP and would create more than 140 million jobs worldwide. Bringing Internet access to everyone around the world is one of the most important goals and digital challenges facing global society. Among the main trends that will stimulate the development of Internet penetration and the smooth transition of business to the online mode of operation, we can highlight the following: an increase in the share of the middle class of the population; an increase in the share of Internet users among the population older than 50 years; urbanization processes. It is concluded that the business and economy of the future will undeniably benefit from the arrival of the next billion Internet users by positioning themselves to be able to reach these digital consumers and meet their specific needs. The global processes that are taking place around the transition of the economy to the online mode imply the presence of both opportunities and challenges.

In connection with the development of the digital economy, there is a need to transform approaches to the efficient management of the integrative development of the enterprise. The purpose of writing the article is to model the dependence of the flows and business processes of the enterprise on the inlaid resources and investments and determine the ways of integrative development of the enterprise. The study of the encapsulated approach to the digitalization of business processes of the enterprise on the way of integrative development was carried out with the identification of key flows of business processes of telecommunications enterprises: material, innovation-intellectual, information-marketing, and financial. The study made it possible to identify the dependence of management efficiency along with achievement of a positive result on the synchronization of flows with the possible assumption of a temporary variation in the dynamism of investing a particular flow. The article builds a mathematical model for calculating profitability in the dynamics of investment flows tested according to the data of telecommunication enterprises of Kyivstar PJSC, Vodafone PJSC and lifesell LLC for the period 2018-2021, which made allowed to identify the most influential flows over the years and identify the pattern of change in leadership depending on the influence of environmental factors and internal conditions for organizing the work of the enterprises. The author proposes a map of integration development of flows at telecommunication enterprises and their influence on the formation of performance results, defines vectors of integrative development of telecommunication enterprises. It is concluded that the process of global digitalization, which modern society is experiencing, requires flexible management of business processes of enterprises, changing business models and making timely decisions through the use of modern information technologies.

It is defined that the factor of the presence of a large number of injured citizens of Ukraine as a result of Russian aggression requires the introduction of additional capacities in the recreational industry to ensure their recovery, in particular by means of psychological rehabilitation. It is revealed that, based on the existing natural and recreational potential of forest biogeocenoses, forestry of Ukraine has significant reserves for the development of recreational infrastructure. It is substantiated that due to the significant impact of recreational activities in forest biogeocenoses on the ecological sustainability of forest ecosystems, it is expedient to develop a system of ecological and economic provision for recreational forest management, taking into account the requirements of wartime and the consequences of deepening decentralization of power and local self-government reform. It is determined that a modern system of ecological and economic provision for recreational forest use should be based on taking into account information and digital, environmental-resource and institutional factors caused by corporatization of the forest sector of the national economy; digital transformation of the system of control over the economic development of forest resources potential; implementation of the basic provisions of international environmental conventions in the domestic practice of forestry. It is proved that an effective system of ecological and economic provision for recreational forest use in wartime conditions can be formed as a result of achieving the main, auxiliary and interim goals of forming a set of recreational and tourism products based on the development of the recreational value of forest biogeocenoses. It is found that in the spectrum of the main goals of ecological and economic provision for recreational forest management, the normalization of the tourist flow is of great importance, taking into account the maximum permissible recreational load on forest biogeocenoses to prevent manifestations of recreational digression. It is substantiated that the development of the infrastructure of recreational forest management and the expansion of the range of recreational services by permanent forest users will make it possible to ensure more efficient commercialization of protected objects that are in the use of forestry entities, thus allowing to increase the level of capitalization of forestry in different natural climatic zones.

The article is concerned with studying the current state of the domestic electric power industry and the existing and potential contradictions between stakeholders in the process of its restoration and modernization. Based on the studies of world experience, possible changes are indicated, namely: recovery of the energy system on the basis of decentralization; development of mini-power plants; creation of an energy storage system at existing hydroelectric power plants; development of hybrid projects in the field of renewable energy sources (RES) and the introduction of other generating capacities of «green» energy. The need to amend the Draft Concept of the «green» transition of Ukraine until 2050 to increase the share of electric energy from the nuclear energy sector is substantiated. It is noted that the domestic energy sector will undergo significant changes in the coming decade, but positive changes are possible only with the interaction and beneficial cooperation of all business structures, as well as with the support of their activities by individual territorial communities and public organizations. Attention is focused on a significant number of stakeholders in the electric energy market, some of which have counter interests, which will cause conflicts and contradictions. The article also points out that one of the important ones is the contradiction between the need for a radical energy transition to new technologies and the interests of current raw materials and energy monopolies to maintain the status of traditional energy for as long as possible. As a result of the study, it is determined that the current sector of the domestic electric power industry is characterized by a significant number and versatility of contradictions, which are proposed to be classified on the basis of «sphere of manifestation» into the following: economic; social; market-based, and technological. It is proposed to consider the processes of detection and identification of contradictions as an important prerequisite for a solid foundation in order to ensure a stable, consistent and innovative development of the electric power industry sector of the national economy.

The Russian invasion of Ukraine and the COVID-19 pandemic have actualized the need to rethink the recreational use of thermal mineral springs by resort hotels in order to treat the consequences of post-war injuries, psychological rehabilitation and health restoration. Solving these problems requires strengthening the role of recreational enterprises and resort hotels in restoring the health of the population by expanding the directions of their economic activity and forming the investment attractiveness of the national resort and recreational product in world markets. The publication pays special attention to determining the physical and chemical properties of thermal mineral springs, which is an important component in the development of healing methods and the creation of specific health recovery programs. The spatial structure of the distribution of thermal mineral springs by regions of the world is clarified. The main types of establishments with thermal mineral springs, which provide recreational, healing and therapeutic services, are determined. In addition, the amount of financial losses suffered by institutions with thermal mineral springs as a result of the COVID-19 pandemic is determined, as well as the dynamics of volume and forecast of growth of the world market of thermal mineral springs, due to the need to recover health, is identified. According to the results of the study, it is found that thermal mineral springs are a unique natural resource. Their recreational use is the main activity of many resort hotels. As a result of the Russian aggression and the COVID-19 pandemic, there was a shift in emphasis in the functioning of resort hotels from relaxation and rest towards treatment and rehabilitation, which will help restore the demand for resort and recreational services in the post-war period. Thus, the increase in demand for the health-recovering, medical and recreational services will make it possible to expand the recreational use of thermal mineral springs, update the menu of services and become more appealing for attracting investment capital.

The purpose of this study is to analyze the essence of museum workmanship today and in the future. Research methods include analysis, observation, comparison and generalization of data on the activities of museum institutions and enterprises, as well as scientific literature. The functions of museums are complex, given the variety of forms of their activities. Until recently, traditional forms of exhibiting were cultivated, and detailed information could be obtained during excursions. Today, the cultural and educational activities of museums have undergone significant changes: the educational and upbringing functions are realized by means of modernized educational programs, digital and factual materials, cultural and artistic events, in cooperation with educational institutions; the entertainment function is manifested in the active participation of individuals in creative workshops, clubs, recreation evenings, concerts, and in the creation of commercial structures on the territory of museums, such as restaurants, bars, and merch stalls. In other words, museums are gradually becoming part of the entertainment industry. With the advent of the media and the Internet, the role of the museum in society has been significantly transformed. Nowadays, the main functions of disseminating culture, which used to belong to museums, have been transferred to the mass media (press, television, and the Internet). At the same time, the role of museums and museum networks in the global «broadcasting» of cultural heritage is growing. Modern museums around the world have acquired this «broadcasting» function with the widespread introduction of the latest museum technologies. In the era of the information boom, an urgent problem for museums is the desire to maintain the bar of public interest, relevance, and popularity of the institution among visitors. In such realities, the very idea of a museum exhibition as something unshakable and stable in time is transformed, and a space for a virtual museum appears. Another innovation is holding presentations of public resonance in the museum. Traditional subjects of presentations for Ukrainian museums are the release of a new art catalog or album, a book by a famous scientist, a new archaeological find, an exhibit transferred to the museum, etc. The statistics of recent years, based on such indicators as the popularity of the museum among virtual and real visitors, the prestige of the museum, and public awareness of the museum’s existence and activities, have convincingly proved that in the information society, those museums that successfully compete with other institutions of the leisure industry are those that disseminate information about themselves as fully and widely as possible.

The enterprise management system falls under dynamic fluctuations, accompanied by internal and external information surfeit and requiring the organization and implementation of high-quality analytical support for the management process. In this regard, the role and understanding of the essence of analytical tools, which will increase adaptability to the surrounding changes, is strengthened. Studies of the economic literature have made it possible to single out monitoring and strategic analysis among the most used analytical tools. The article conducts a detailed analysis of the essence of the concept of «monitoring» and determined that most scholars use it to replace the concept of «analysis». However, monitoring is a broader concept that combines various directions of analysis: production and economic, financial, investment, technical, technological, social, innovative, environmental, etc. and acts as its complex manifestation. Therefore, it is more expedient to use the concept of «complex monitoring», which is a more thorough and multi-vector analytical study that takes into account the results of various activities of the enterprise, which are formed under the influence of internal and external factors and serves as a basis for determining the directions of further functioning and development of the enterprise, including constituting the basis for strategic analysis. Complex monitoring essentially includes an analysis of the company’s activities over the past and current years, that is, it performs the tasks of retrospective and current analysis, which is the main difference from strategic analysis, which involves conducting analytical research for the future to develop a strategic plan and determine the development strategy of the enterprise. Despite the matter that the studied categories of «complex monitoring» and «strategic analysis» are not identical, they have a close relationship, since it is impossible to form a strategic plan for the development of an enterprise without the basis of complex monitoring, which ensures the effective implementation of strategic analysis and the correct formulation of its elements. Complex monitoring and strategic analysis occupy an important place in the management system, since they solve one of its main tasks – the qualitative formation of a strategic plan and a development strategy of the enterprise.

The purpose of the article is to substantiate the measures regarding diplomatic support of the Ukraine's foreign public debt in the conditions of a critical budget deficit. The analytical basis of the proposals are the results of the assessment of trends in the development of international flows of debt capital and the world experience of diplomatic assistance to countries in the process of overcoming their debt crisis. It has been established that the process of international movement of loan capital, in which countries are active participants regardless of the economic development level, is characterized by dynamic trends of value growth. A critical factor in the growth of public debt in Ukraine is the decrease in the value of GDP and the inability to cover the budget deficit as a result of high military and social costs. It has been proved that the minimization of risks associated with the State's dependence on international borrowing is possible under the condition of effective diplomatic support of the external debt at all stages of its formation and maintenance. Ukraine has positive results of diplomatic debt support (favorable conditions for obtaining new loans, partial restructuring of existing debt). However, in the future, under conditions of preservation of current trends, the growth of foreign debt will pose a threat to the economic security of the State. Based on the analysis of alternative options for overcoming the debt crisis, the authors substantiate the expediency of Ukraine's diplomatic request to international creditors for preferential debt restructuring; active cooperation with foreign countries regarding mediation in interaction with international financial organizations in the direction of initiating special programs of financial support for Ukraine. Diplomatic support of foreign public debt should occur simultaneously with the further integration of Ukraine into the European Union, measures to stimulate economic growth in the country, which will contribute to increasing the international investment attractiveness and credit ratings of the national economy.

There is quite a number of bases of financial resources that territorial communities can take from, therefore, for their effective use, it is advisable to classify them, establish the appropriate features, and the possibilities of use them rationally. Currently, it is important for communities to be able to form the necessary amount of financial resources that will allow them to be financially capable. Also important is the legally defined powers of communities within which they carry out their activities and use accumulated funds. The publication analyzes the peculiarities of the formation of financial relations in territorial communities of Ukraine. The corresponding shortcomings in shaping the financial capacity of communities are singled out. The sources of filling the community budget are analyzed. It is found that today the majority of territorial communities need to provide appropriate investment financing of their projects for their sustainable development. Sources of filling financial resources of territorial communities are identified. It is proved that the main financial source of the territorial budgets is the activities of small and medium-sized businesses located in communities. It is determined that for the effective implementation of measures for the socioeconomic development of communities, the principle of their autonomy in matters of budget and tax activities should be implemented. The main directions of influence of financial decentralization on the socioeconomic development of the regions is formed. Based on the identified directions of development of territorial communities, the importance of public participation in decision-making on the implementation of projects on sustainable development of communities is determined. The need to form a favorable image of the territorial community, thanks to which it is possible to attract investment funds for the implementation of community development projects, is proved.

Over the past few years, the term «cryptocurrency» has firmly entered the public consciousness. Virtual assets are gaining popularity because of their main advantages: availability, anonymity, the ability to make quick money, etc. Cryptocurrency is a code in a large book called «blockchain». Owing to the fact that the technology of «blockchain» is inherently similar to an accounting book, the world’s leading scientists are studying the issue of its implementation in the accounting system. This would allow to record each transaction automatically, reduce the cost and increase the speed of transactions. The article discusses the issue of accounting for settlements in the field of e-commerce using speculative assets. The regulatory framework for taxation of transactions with cryptocurrencies in Ukraine is analyzed. Several approaches to accounting for transactions with risky assets in Ukraine are proposed. The results of the study provide a detailed assessment of the situation in the international trade market and the state of development of settlements using cryptocurrencies, highlights the problematic aspects of normative regulation and accounting for transactions with risky assets in Ukraine and over the world. The field of e-commerce includes all transactions carried out via the Internet. This is indeed doing business online, i. e., by means of websites, social networks or mobile applications. The introduction of a method of making payments with cryptocurrency will greatly simplify the processing of transactions. This payment in digital currency is delivered anywhere in the world, regardless of the place of departure without intermediaries. At this, the cost of the transaction, or the payment fee, is much lower than with a regular bank transfer. The cryptocurrency market is currently quite volatile, classifying transactions with digital assets as «high-risk». The introduction of cryptocurrencies as a full-fledged means of payment is impossible without market regulation by financial institutions. Until that happens, commodity prices in cryptocurrency can fluctuate up to 25% compared to the previous day. Trading under such price conditions is impossible. However, a type of cryptocurrency such as «stablecoins» is protected from market fluctuations, since their pricing principle is based on the exchange rate of the real currency. For example, the USDT stablecoin is pegged to the US dollar, so its value changes along with the value of the real currency. In this case, an electronic currency such as USDT can be considered a means of payment and used in e-commerce.

An advantage can be a company asset, a value, quality, or a characteristic that others find difficult to reproduce. As a result, the advantage factor allows the company to stand out in the market and rise above competitors. Presence of this competition factor helps the company increase sales, increase brand awareness, or make a bigger profit compared to other similar businesses. Several factors affecting an organization’s sustained advantage are allocated, including resource factor, variable cost structure, distribution network, customer service, and intellectual property. The formation of competitive advantages in building a market strategy for the development of a company consists in understanding and successful manipulation with external and internal factors of influence, subject to limited resources and unlimited opportunities. Resources can be combined and developed into abilities, which in turn creates key competencies. Opportunities is a firm’s ability to turn resources into competitive products and processes. They are difficult to document as procedures, and therefore difficult to copy. Intangible resources, as a rule, are the main source of unique strategic opportunities. In turn, capabilities are a more likely source of unique core competencies that create sustainable competitive advantages. The essence of the strategy is to choose actions that differ from competitors – a company can outperform competitors only if it can establish a difference that it will be able to maintain.

The medical reform carried out in Ukraine in recent years has led to the emergence of a number of managerial problems faced by the heads of health care institutions. Now they are forced to perform the entire scope of management functions, including the assessment and analysis of performance of the headed institutions. The article poses the problem of inconsistency of the arrays of primary data for assessing and analyzing the efficiency of health care institutions and secondary economic and statistical models of processing these data in order to useful information support regarding the actions of the management of institutions. The structure and content of primary data do not fit any model of further processing due to the non-compliance of the system for collecting arrays of primary data with the key requirements and principles of forming such arrays. The purpose of the article is to identify, on the basis of the calculation experiment, the key problems of domestic approaches to the formation of primary data for the use of non-parametric models for assessing the performance of health care institutions and to develop recommendations for solving these problems. To solve the tasks set, the world experience on the effective application of non-parametric models for evaluating the effectiveness of health care institutions was analyzed, the appropriate factual material was selected and a calculation experiment was carried out to establish a simple causal relationship between the indicators of evaluation of health care institutions, which are components of statistical accounting indicators approved by the State in this sphere. It is found that currently a very large number of indicators are used for evaluation, with excessive use of cost effectiveness indicators, while the statistical relationship of the behavior of indicators against each other is insignificant or absent altogether because the dominant principle of the selection of indicators is statistical availability and regularity of initial data. The main directions of solving the indicated problem are: changing approaches to the formation of primary indicators for the activities of health care institutions in general, necessarily basing not on the simplicity of their calculation, but on the requirements of models of further economic and statistical processing; structuring of the primary information base according to the directions of institutional interaction at the local level and uniform filling with appropriate and adequate assessment indicators by each of the directions.

The article substantiates the relevance of taking into account ecological marketing solutions in the price policy of the enterprise in the conditions of sustainable development. Sustainable development involves focusing on the ecological factor as one of the key aspects of the strategy of sustainable development of enterprises. In this context, the marketing decisions in the part of the price strategy of the enterprise become relevant, since it is the price factor that is the most influential in creating additional value. The purpose of the article is to study the influence of factors of ecological marketing decisions on the formation of the price policy of enterprises in the conditions of sustainable development. That is an influential factor influencing the formation of the general strategy of sustainable development of the enterprise, as a reserve for the creation of added value. As a result of the conducted research, the strategy of price differentiation based on the environmental properties of the product was substantiated. It was proposed the formation of the price on the basis of an additional price premium for markets with a high level of demand for ecologically safe goods. A matrix of price differentiation strategies based on the ecological properties of the product is developed. The evolution of approaches to ecological innovations is improved, taking into account the purpose of pricing. The purpose of the article is a theoretical and methodological substantiation of the scientific-practical process of diagnosing the influence of the intellectual marketing capital of the enterprise on its complex cost in modern conditions of economic management. According to the results of the study, it is found that in modern conditions, intellectual marketing capital can undoubtedly be a competitive advantage. Its influence and evaluation are important instruments for the capitalization of the enterprise, by means of which it is possible to create an attractive corporate image, from a marketing point of view, and increase the complex value of the enterprise. Based on the analysis of different approaches, intellectual marketing capital can be considered as: an aggregate of values; the process of transforming knowledge and intangible assets into resources; the result of the enterprise’s efforts to form, use and increase it. Therefore, intellectual marketing capital should be understood as a system of intellectual values (knowledge, experience, creativity, skills), information, organizational capabilities, information channels, which in the process of their reproduction create intellectual advantages of the enterprise in the market. The main function of intellectual marketing capital is to significantly accelerate the growth of profit by forming and implementing the systems of knowledge, things and relations necessary for an enterprise, which, in turn, ensure highly efficient business activities taking into account the conditions of digital technologies. The article proposes a scientific-practical approach to diagnosing the intellectual marketing capital of an industrial enterprise, which includes five stages, and a model of the impact of the intellectual marketing capital of an industrial enterprise on its complex value, in the context of which it is advisable to study both financial and non-financial indicators, since not all components of intellectual marketing capital can be expressed in monetary terms. The practical significance of the results obtained is that the proposed models allow for a more accurate assessment of intellectual marketing capital, which will increase the efficiency of its use at different levels of management and increase the complex value of the enterprise. The results of the research allow further consideration of a strategic approach to the formation of the complex value of an industrial enterprise.

The current stage of development of the global economy is characterized by the acceleration of the processes of financial globalization that qualitatively and quantitatively change not only its institutional environment, but the interconnections and interdependence of all components of the world financial system as well. The aim of the article is to disclose and substantiate the key determinants of the development of the world financial architecture (WFA), to define the dynamics of its functioning in the context of modern economic and political realities. In the process of carrying out the study, general scientific and special methods were used: analysis and synthesis, scientific abstraction, classification, structural analysis, grouping, graphic methods. The publication examines transformation processes and evaluates the current state of the world financial architecture. The main determinants of the WFA development are analyzed and allocated as follows: transformations in international monetary and credit relations; integration and globalization of stock markets; growth in the pace of international banking operations; dissemination of scientific and technological achievements; liberalization of international monetary relations and financial markets; sociocultural and demographic trends, etc. The main measures to strengthen and improve the functioning of the global financial architecture in the short and long term have been allocated, taking into account the studied factors of influence. Among the main measures to be implemented the sooner the better are allocated the following: ensuring a steady decline in inflation; control over financial stability; dealing with currency fluctuations; providing support to vulnerable strata of the population. In the long run, it is necessary to: restore the sustainability of the debt situation; strengthen the multilateral cooperation; accelerate the transition to a green economy. Thus, it is found that ensuring the sustainability and efficiency of the global financial architecture is an important task that requires immediate action. With this in mind, regulators, international financial institutions and participating countries should interact and work together to improve financial management systems, reduce economic and social inequalities, and create a financial environment conducive to sustainable economic growth. Prospects for further research in this direction are: analysis of the impact of leading international organizations on the WFA, development of a methodology for assessing the determinants of the development of the financial system and identification of possible scenarios for the development of the world financial architecture.

The article examines the global trends of international movementof capital in the form of foreign direct investments, which were characteristic of the period of development of the world economy in 2011–2022, during which the world financial and economic crisis took place and the COVID-2019 pandemic spread internationally. The directions of international expansion of transnational companies are studied in view of their participation in the formation of global value chains, which consistently connected with each other in the global space the types of economic activities for the creation and promotion of products. Based on the analysis of international statistics data, clusters of countries were singled out, which acted in different years as the largest recipients of foreign direct investments and were in the circle of economic interests of large international business. Changes in the direction of foreign direct investment flows of leading transnational corporations are shown and their influence on the geographical localization of production processes within global value chains since the end of the 20th century until now is demonstrated. Special attention is paid to the examination of the forms and directions of international movementof capital in Asian countries, which hold the global leadership in attracting foreign direct investments. In the system of factors that influence the direction of foreign capital movement in the international space, a separate group of factors related to the effect of global transactional risks is singled out. The latter change the direction of foreign direct investment in the global economy and need to be taken into account in the formation of industrial policy by the governments of national economies.

The article proposes an organizational mechanism for stimulating the development of higher education institutions on the principles of sustainability with an outline of the principles that underlie their sustainable development; motivating factors; constraints; issues addressed by sustainable universities and measures to encourage universities to develop according to the principles of sustainability. The prospects and advantages of the development of higher education institutions according to the principles of sustainable development are outlined: the introduction of the principles of sustainable development in the educational process; development of a comprehensive sustainable development plan, which clearly states the goals and objectives of the university for sustainable development; promoting the use of renewable energy sources; concentration on various aspects of recycling that help reduce waste generation and save resources; introduction of green construction standards based on the principles of energy efficiency and sustainability, as well as the implementation of water conservation measures through the use of the best international experience. The global car market is one of the most competitive markets in the world, with characteristics including technological advancements, product diversity, competition, and innovation. The aim of the article is to study the experience and features of participation of car manufacturers of the People’s Republic of China (PRC) in the world car market. It is determined that the leading car manufacturers in the world market are China, the USA, Japan, India, and Germany. The leading exporters of cars, in terms of value, are Germany, Japan, the USA, South Korea, and Mexico, in terms of quantity – Japan, Germany, China, South Korea and the USA. It is specified that the contemporary automotive industry of the People’s Republic of China consists of a small number of large companies, most of which have a State-owned share, and thousands of small enterprises that produce auto components and spare parts for local companies. The competitive advantage of Chinese cars, which increases their exports, remains their cost. The results of the carried out trend analysis indicate that the growth of exports of cars produced in China will continue in the coming years. It is examined how the PRC government stimulated car manufacturers to achieve leadership in the production of electric vehicles. That is, electric bus lines were laid in several cities of the country and electric vehicles were purchased, all of them made in China. It was the introduction of electric public transport and taxi fleets that helped Chinese car manufacturers subsequently become leaders in the global electric transport market. In the field of production of environmentally friendly cars, the leader is BYD company, being the largest manufacturer of electric vehicles in the world. The following features of the participation of automobile companies of the People’s Republic of China in the world car market are specified: export of a wide range of cars (from the least expensive to premium), the quantitative output of which is larger than in any country in the world; the People’s Republic of China not only develops its own production, but also expands its presence in the global automotive industry, using acquisitions, joint ventures and strategic partnerships; China is one of the largest markets for potential car consumers in the world, from which global car manufacturers are being gradually squeezed out, who cannot compete with locally produced cars in terms of price and range; it is projected that the average annual growth rate in the automotive industry of the People’s Republic of China in the coming years will reach 4.0%. It is concluded that China’s car manufacturers are active participants in the global car market and leaders in the export of new cars, including electric vehicles, the quality and safety of which have significantly improved in recent years.

The aim of the article is to identify the opportunities and risks of using instruments of public-private partnership (PPP) for the post-war recovery of Ukraine’s economy, which, given the scale of damage and destruction of enterprises and infrastructure, will require significant investments, human resources, and time. Public-private partnership as a process of interaction between the State and the private sector in order to implement certain projects or programs aimed at developing the economy, infrastructure, science, education, health care and other areas has significant potential for ensuring the post-war recovery. The article identifies the main aspects that determine the importance of PPP for the post-war development of the Ukrainian economy, as well as develops the terminological apparatus of public-private partnership and highlights its key elements as an economic category. The advantages of PPP compared to other instruments of economic recovery after the war, especially in the context of promoting a resilient and rapid recovery, include: speed and efficiency; the possibility of attracting private capital; innovativeness; resource management efficiency; stimulation of competition; international support; potential for market expansion; development of local partnerships; significant social impact, and others. A review of the results of the implementation of public-private partnership projects in various sectors of the economy is carried out. The main challenges and obstacles to the development of public-private partnership are outlined. Among the latter, the most significant are: a high level of corruption and a low level of trust of public institutions in the State bodies; insufficient legal regulation and insufficient level of training employees for effective project management. Particular attention is paid to the risks of the PPP implementation in Ukraine and measures that will allow timely identification and overcoming such risks. It is substantiated that the urgent task for the effective implementation of public-private partnership is to create a favorable environment, providing a key factor in attracting investment, promoting economic growth and improving the life of the population. Prospect for further research in this direction is the development of practical recommendations for improving the instrumentarium for evaluating public-private partnership projects in Ukraine.

The aim of the study was to determine the directions of stimulating the effective use of the economic potential of region. In the course of the study, an analysis of methods for assessing the economic potential of territories has been carried out and a methodical approach to assessing the economic potential of region has been proposed, which consists in carrying out a comprehensive assessment of the economic potential of the region, taking into account the proposed synergistic combination of economic, human, infrastructural, research, and quality of life potentials. The formed system of indicators of concentration of economic potential and the level of its use in the form of a ratio of the beneficial effect of region to the potential of region will allow to form an analytical basis for the formation of measures to increase the level of economic potential and the efficiency of its use in the regions of Ukraine. According to the results of the carried out study, it is defined that each region has its own potential, the use of which, under certain conditions, can become an additional source of growth of the State’s economy. Ensuring the competitiveness of the national economy requires the creation of conditions for the effective use of the potential of each region. The article allocates the previously unresolved parts of the general problem regarding the development of the investment attractiveness of enterprises in the context of its economic security and finds that in connection with the implementation of the goals of sustainable development, which requires additional costs, the the entrepreneur’s profit decreases, which contradicts his interests. The aim of the article is to establish regularities of development of investment attractiveness of enterprises in the context of its economic security. In this study, the authors proceeded from the assumption that the nature of investment processes is consistent with the goals of sustainable development. The main obstacle to studying the issue of investment attractiveness in the context of economic security is that it is impossible to consider only economic factors without also taking into account ecological and social factors that affect development. It is found that «economic security» is a relatively new category of economics which entered scientific circulation only in the first half of the 20th century and which influence at the national level came to consideration in the 1970s. Despite this, even at the beginning of the new millennium, «economic security» failed to become an independent discipline. It is substantiated that the investment value of a corporation can be considered in combination with its financial capacity, development potential, economic and information security, etc., as well as a complex of various factors, the list and weight of which may change along with the investor’s goals. Convincing investors is crucial for the survival and growth of an enterprise, as a stable, investment-oriented business will have a higher degree of success. As a result, it will have a longer period of economic stability, encouraging investors to make a positive decision on long-term investments.

The article is aimed at a thorough analysis and study of the impact of electronic services on the development of information, reference and consulting work of the State Tax Service of Ukraine (STS). As part of the study, a detailed assessment of the functioning of the main electronic services providing information, reference and consulting services was carried out. In particular, such platforms as PIR (public information resource), communication tax platform, taxpayer’s electronic cabinet and register of individual tax consultations were analyzed. In the course of the analysis, it was found that over the past five years there has been a significant increase in the activity of visits to electronic services, which indicates that taxpayers are moving to the use of electronic means of obtaining information, reference and consulting services. One of the factors contributing to this transition is the convenience and speed of access to the necessary information. Additionally, there is an increase in the quality of service, a reduction in costs, as well as an increase in transparency and trust through the use of electronic services. On the basis of the carried out analysis, the key reasons for the positive impact of electronic services on the development of information, reference and consulting work of the State Tax Service of Ukraine have been allocated. In addition to these advantages, electronic services help to increase the efficiency of data exchange between taxpayers and the tax authority. The conclusions emphasize the importance of further development of electronic services in the field of taxation and indicate the potential for improving and expanding the functionality of existing platforms. Further research should be aimed at identifying new opportunities and optimizing electronic services to meet taxpayers’ needs for access to information and advice as efficiently as possible.

The article is devoted to the problems of measuring economic risk on the basis of fuzzy sets. An analysis and further development of the methodical apparatus for quantitative assessment of the degree of economic risk is carried out within the framework of the interpretation of the degree of risk as the degree of possibility of discrepancy between the value of the criterion indicator and its normative level. As a direct subject of consideration, the case is taken when there is a simultaneous fuzziness of assessments of the criterion and the normative. The principal emphasis in the study is made on the computational aspect (computational versions) of the analyzed methods for assessing the degree of economic risk. Initially, one of the existing methods for measuring economic risk is considered, the scope of which is the situation when fuzzy assessments of the criterion economic indicator and its normative imply a horizontal, i.e. by levels of affiliation (alpha-levels) way of presentation. Based on the results of the analysis of expressions that define this method, its modification is proposed, which is based on the alpha-level weighing of its basic structural components. Comprehensive attention in the study is paid to the method of assessing the degree of risk for a fuzzy assessment of a criterion economic indicator in relation to a fuzzy assessment of the normative, which is based on a probabilistic analogy. Within this framework, the formulas that form the computing apparatus of this methodical approach are systematized and supplemented. Among other things, the generalized computational formulas of the commented method have been supplemented. For the conditional situation, on the basis of a series of simulation computations, a comparative analysis of the studied alternative methods of measuring economic risk is carried out. The accomplished analysis made it possible to identify certain regularities of the mutual distribution of values of the degree of risk, obtained when they are applied simultaneously.

At the present stage of economic development, the leading role in ensuring the competitiveness of both an singular enterprise and the country as a whole, as well as in creating conditions for the transition to sustainable development, is played by the successful implementation of the latest scientific developments in production processes, comprehensive support for the strategy of innovative development. The development and implementation of innovations is a complex dynamic process that requires the use of special research methods. Such a method is system dynamics, which makes it possible to take into account the nonlinearity of the impact of innovation on the state of the economy. The paper considers the methodology for building a model for managing innovation processes, taking into account the self-organization of the logistic type. The main danger that can accompany the evolution of innovation processes is the emergence of unacceptable dynamic modes, so one of the tasks of the study was to determine the conditions capable of ensuring the stability of equilibrium states of a complex dynamic system according to the proposed models. The object of research is a complex dynamic system, between the elements of which there is both positive and negative feedback. To build a model of the dynamics of innovation processes, the mathematical apparatus of the theory of differential equations was applied, which made it possible to consider the development of the innovation process in continuous time. With the help of the instrumentarium of nonlinear dynamics, a study of the stability of diffusion of innovations depending on the parameters of the control influence was carried out. The conditions for the transition of the system to a critical state, which may be accompanied by the occurrence of bifurcations and chaos, have been determined. Particular attention was paid to determining the structural stability of the regulated innovation process in the case when both equilibrium positions are close in terms of parameter values. It is expedient to apply the proposed model to solve the problem of innovation management both at the State level and at the level of an individual industry or an individual enterprise. The obtained theoretical conclusions were confirmed through the use of simulation modeling.

The aim of the article is to study, identify and analyze the problems that arise in the context of transformation processes in higher education in Ukraine, also identifying the areas of research that remain understudied. The article provides a comprehensive overview of the challenges faced by higher education institutions (HEIs) of Ukraine during the transformation, and their comparison with similar processes in foreign HEIs. To achieve the set aim, the method of thematic analysis was used. This method is usable for systematic identification, classification and analysis of the main problems that arise in Ukrainian HEIs, taking into account the existing research of Ukrainian scholars. In addition, a secondary study was undertaken to collect additional data for further classification and categorization. The article provides information on the main challenges that arise in HEIs of Ukraine within the framework of their transformation processes, and compares them with similar phenomena in foreign HEIs. This creates a basic framework for understanding the main aspects that need attention in the context of the transformation of higher education in Ukraine. In addition, the article highlights specific challenges that have a limited amount of research in the scientific literature of Ukraine, which paves the way for further research in this direction. These results are of practical importance for further research on the challenges associated with transformation processes in Ukrainian HEIs, as well as for filling gaps in scientific research. This involves moving on to the practical aspects of addressing these challenges and developing effective solutions. The aim of the article is to study both the classical and Chandler’s conceptions regarding the cost theory in the long run and determine their differences. Proceeding from the current realities of increasing the role of new technologies and their impact on the competitiveness of enterprises, the article proves the need to introduce a new type of costs – «one-time» costs. The innovative essence of these costs is disclosed, which makes it possible to consider one-time costs as those that correspond to the intensive direction of expansion of production, as well as to separate them from conditionally fixed and variable costs. The possibility of the impact of one-time costs (as costs associated with the acquisition or development of new technologies) on the scale effect is also considered. It is proved that it is the distribution of one-time costs on the volume of production that allows the enterprise to achieve a positive scale effect much faster and minimize its costs. It is shown that the synergistic effect is an important component in strategic management and business development, but it can also be negative in the case when the interaction of factors leads to a negative impact or increases undesirable consequences. The article notes the reason for the absence of a negative scale effect in the Chandler’s conception, which explains the desire of many enterprises to merge. This desire is also explained by the existence of fixed and variable costs in the long run in Chandler’s conception, in contrast to the classical theory, where there are only variable costs in the long run. The possibility of further determining and applying the optimal structure and rate of change of one-time and conditionally fixed costs per unit of production in order to improve the efficiency of production and competitiveness of enterprises is considered.

The aim of the article is to study the features of the corporate culture of metallurgical enterprises of Ukraine in the context of innovative development. As a result of the study of four types of corporate culture – adhocracy, clan, market, and hierarchical – according to the CVF model of K. Cameron and R. Quinn, it was determined that adhocratic culture is most conducive to innovations, since it involves flexibility and is focused on the external environment. In turn, market culture emphasizes control and stability, which is a constraint on innovation. The authors propose a modified method for diagnosing corporate culture, which is based on the CVF model and provides for a system of 5-point scale for evaluating questionnaire questions by respondents. Using Microsoft Excel and SPSS Statistics V21.0 software, the authors analyzed the parameters of the corporate culture of metallurgical enterprises. As a result of the diagnostics, it was found that PJSC «INTERPIPE» and PJSC «Tsentralnyi Hirnycho-Zbahachuvalnyi Kombinat» are characterized by a clan corporate culture, which needs to be strengthened to the desired indicator. For PJSC «ZAPORIZHSTAL», PJSC «YUZHKOKS», PJSC «KAMET-STAL» it is expedient to change the type of corporate culture from market to clan. It is proposed that the strategic vision of the development of metallurgical enterprises should be changed in the direction of innovative development, digitalization, smartization of production, the use of energy-saving technologies, the Internet of Things, etc. It is also necessary to use training activities and seminars to develop the creative potential of staff and intensify their participation in the development of green innovations. Taking into account the European integration course of Ukraine, it is expedient to change the principles of doing business related to the European Green Deal. The proposed recommendations can be used to improve the mission, strategic vision, corporate culture and its values for metallurgical enterprises. Prospect for further research in this direction is to determine the interdependence between the type of corporate culture (clan, innovative, market, hierarchical) for metallurgical enterprises and the processes of greening and digitalization at enterprises.

The article is devoted to the study of the essence of the concept of «public interest» in the context of the ethical component of the work of accountants and auditors. In the process of preparing the article, such general scientific methods as generalization, analysis, synthesis, tabular, and monographic methods were used. According to the results of the study, it is found that the central place in the professional ethics of an accountant and auditor is occupied by the concept of «public interest». The International Federation of Accountants formulates the purpose of its activities as service to the public interest, which is defined as net benefit and procedural rigor in the public interest (in the broad sense) in relation to actions, decisions, and policies. It is defined that public interest is a multidimensional and multi-level concept that covers a wide range of stakeholders (this is the manifestation of the «publicity» of interest), also the values, aspirations, and expectations of stakeholders to increase the level of economic certainty, preserve the economic resources of owners, increase the level of efficiency of corporate governance in the public sphere, and preserve natural resources. The article focuses on the consideration that the issue of determining the essence of public interest remains insufficiently studied. The Law of Ukraine «On Accounting and Financial Reporting in Ukraine» does not define the concept of «public interest», but there is a distinction between the categories of enterprises that are of public interest. Such enterprises are subject to increased requirements for disclosure of reporting and proving its reliability. Contemporary studies of the results of activities of public interest enterprises allow us to assert that there are problems with the efficiency of the use of resources, compliance with legislation in the field of accounting and reporting. These problems are of particular relevance in the light of the fact that enterprises of public interest constitute the core of the economic development of the national economy. The directions of further scientific research are outlined, i. e. the analysis of the reflection of public interest in the reporting of the relevant category of enterprises in various sectors of economic activity, organizational and legal forms and different forms of ownership.

Anti-corruption audit is an important tool in the current conditions, especially for companies operating in the context of European integration. The mission of anti-corruption audit in this context is to ensure compliance with transparency, ethics and rules of business conduct in conditions where corruption can cause negative consequences both for the company itself and for society as a whole. Anti-corruption audit is becoming a necessary element of the strategy for companies. It contributes to the creation of an honest and open business environment, which has a positive impact on the company’s relations with international partners. It also helps to make the business more competitive, maintain the trust of partners, investors and consumers, promotes socioeconomic development both at the company level and at the national level. The implementation of anti-corruption practices and measures has a direct impact on the investment climate, the competitiveness of enterprises, public trust, and the overall level of economic development. Achieving optimal results requires a system approach and active support from the company’s management or government. It is important to develop a clear anti-corruption policy, conduct education and training for staff, create a system of control and monitoring, and publicly disclose information about anti-corruption measures. This will help create a sustainable and ethical business environment, contribute to further development and integration into the European economy, foster the socioeconomic development of our country. Prospects for further research in this direction are: analysis of the efficiency of anti-corruption measures; research on how anti-corruption audit interacts with other aspects of European integration, such as reforms in the judiciary, human rights and legal reform; study of public attitudes towards anti-corruption measures and their impact on public opinion.

The purpose of the study is to systematize methodical approaches to managing the liquidity of banks during the period of extreme volatility in the conditions of war, measures of the National Bank of Ukraine in the field of supervision and regulation of the liquidity of individual banks. The stability of the banking system, its liquidity, and the ability to perform basic functions are of utmost importance under martial law. Correct resolution of issues related to the regulation of banks’ liquidity for the formation of sustainable sources of funding is the basis for expanding lending, which is especially important in the context of significant destruction of the State-owned property, property of enterprises and the population. In the current wartime conditions, Ukrainian banks must maintain adequate liquidity, remain solvent, while lending to customers. The implementation of supervision and regulation in the field of ensuring the bank liquidity is complicated by the matter that the traditional factors influencing it were supplemented by specific factors of war, which caused a sharp drop in economic activity and GDP, withdrawal of funds from accounts, panic about the national currency exchange rate, a significant decrease in demand for financial services, interruptions in the operation of payment systems during blackouts, changes in financial monitoring resulting in a significant expansion of sanctions lists and termination of servicing residents of the aggressor country. Therefore, Ukrainian banks need to use anti-crisis liquidity management instruments (taking into account the regulatory field), which are adaptive in nature and take into account the totality of external factors influencing a viable banking business model under martial law. Further research on the factors influencing the bank’s liquidity, systematization of elements of the process of supervision and regulation of the bank’s liquidity, methods and relevant instrumentarium under martial law remain extremely important.

The sustainability of a financial institution both in Ukraine and in the world in the context of rapid development of technologies requires a significant rethinking and transformation of management approaches. In accordance with this, it is necessary to improve the instruments for researching and forecasting the associated processes. It makes sense to consider inter-sectoral approaches that are used in the paradigm of neo-institutional economics, taking into account the main trends in the knowledge economy of our time. It is necessary to draw attention to the matter that the current state of the economy of any country requires solving a number of topical issues related to attracting domestic and foreign investment, minimizing the outflow of domestic capital abroad, increasing the level of material production and achieving stable economic development. Such a decision is impossible without a financially sustainable banking sector. The financial condition of each individual bank and its ability to withstand negative factors lead to the successful functioning of the banking system as a whole. It should be noted that the dynamics of institutional sustainability of a banking institution is influenced by other types of sustainability. Taking into account the analyzed array of information, we can operate with the concept of «financial depository institution» in relation to banks and consider their sustainability as institutional sustainability, and its reflection in the media field as «virtualized institutional sustainability of the bank». This requires a comprehensive assessment in all areas related to the work of the bank as an independent institution in the system of institutional relations. Such an approach does not require significant costs for understanding the resilience and forecasting of crises and is called the analysis of the «virtualized institutional sustainability of the bank», which is particularized on the example of the bank JSC «Universal Bank» using the method of Media Research.

Modern aspects of the reconstruction and development of local self-government bodies in Ukraine require a thorough analysis of risk factors and threats in order to develop effective methods to counteract them. In this perspective, the use of SWOT analysis will help identify strengths and prospects for the effective functioning of territorial communities, taking into account the key determinants of fiscal policy and fiscal federalism. The main aim of the article is to study the trends in the reconstruction and development of the economy of local self-government bodies using the method of SWOT analysis of the determinants of fiscal policy and fiscal federalism. The article examines the effectiveness of the application of strategic SWOT analysis of the functioning of local self-government bodies on the basis of key parameters of fiscal policy and fiscal federalism. It is argued that on the basis of the SWOT analysis and approximation of the original approaches of fiscal federalism, the territorial community in the strategic perspective of managerial decision-making will achieve a synergistic effect in terms of financing priority budget expenditures. The effects are systematized and the priorities of stabilization and development of socioeconomic processes in territorial communities are outlined due to: changes in the redistribution of shares of the personal income tax in the budgets of all levels; expanding the powers of local self-government bodies in the field of administration of local taxes and fees, in particular, the tax on real estate other than land; intensification of actions in the direction of application of investment and (or) innovative tax credit for promising business entities of the national and international level for the implementation of measures to restore and modernize the infrastructure of the territorial community; full-fledged implementation of the State and public control and monitoring of the efficiency of budget expenditures, etc.

In the context of permanent changes, the development of flexible management methodologies becomes an urgent necessity. The main factors influencing the effectiveness of modern management are the following: validity and flexible variability of managerial decisions, availability of a vision of the ways of development of the organization, high efficiency of organizational processes, competence and agility of employees. The article considers the essence of the concepts of «flexibility of the system» with the further extension of these definitions to «flexibility of the system of organization and management of the economic system». Flexibility is proposed to be understood as the ability of a system, which is subject to random influences of internal and external factors, to change its state or trajectory of movement (development) within the limits that are due to the critical values of the main parameters, after which irreversible changes in the integrity of the system occur. The definition of the concept of «dexterous worker» as a competent specialist, who has all the properties of dexterity developed at a high level (ingenuity, liveliness, energy, interest, intelligence, dexterity) is presented. The features of the formation of flexible teams are considered, taking into account the typology of employees. In a flexible team, employees have the right to express and defend their own point of view in a controversial situation, but not to block each other. In a flexible team, a change in personal assessment of the situation drives, not disappoints. This is the «secret» of the effective work of a flexible team. An important component in building a flexible team is mentoring. The starting point of mentoring is managerial self-awareness as an awareness of one’s own strengths, weaknesses and personality traits. Mentoring refers to management methods aimed at the development of an individual by sharing a vision of a problem and choosing effective tools for solving it based on personal experience or best practice of other managers.

The aim of the article is to develop methodical and practical principles for the formation of a mechanism for managing strategic changes at a domestic enterprise in modern economic conditions. The article analyzes the factors that give rise to strategic changes in the enterprise. The types of strategic changes and their impact on the strategic management of enterprise have been allocated. The stages of the process of management of strategic changes of enterprise are considered. The author’s own approach to the formation of a mechanism for managing strategic changes in enterprise has been proposed. Four levels at which this mechanism is formed have been allocated: general, process, functional, and instrumental. The main elements of each level are differentiated. It is emphasized that at the general level it is important to determine the driving element, input, object of control and the desired result (output). The constant influence of the external environment on the process of managing strategic changes of enterprise is emphasized and it is noted that external changes do not require management and do not depend on the enterprise itself, and therefore the latter can only adapt to them. Internal strategic changes are manageable, although they often depend on the external environment. The functional level provides for the allocation of components of the process of managing strategic changes of the enterprise, and the process level – specific stages of the change management process, which depend on the complexity of the changes carried out and the characteristics of the enterprise itself. The instrumental level involves the selection of a set of tools and methods for managing strategic changes. The relationship between all levels of the mechanism for managing strategic changes of enterprise is emphasized and a set of indicators is defined, with the help of which it is possible to analyze the effectiveness and efficiency of the presented mechanism. It is concluded that the mechanism for managing strategic changes for each company can have an individual composition of elements and components, although there is a classic minimum set, for want of which the process of change management cannot be carried out.

An important condition for the effective strategic development of an enterprise is a well-formed and properly implemented strategic management system. Moreover, the main condition for the effectiveness of the existing system should be not only the ability to achieve as fully as possible the goals of enterprise development, but also timely identified opportunities for building up sustainable competitive advantages. Since the basis of sustainable competitive advantages are the existing and/or potential capabilities of enterprise, it is proposed to select the components of its strategic potential as the basic elements of the system of strategic management of enterprise competitiveness. Concretizing the components of the strategic potential of enterprise as components of the system of strategic management of its competitiveness requires a closer definition of the essence and content of this concept. Accordingly, the aim of the article is to define as close as possible the essence and content of the concept of «strategic potential of enterprise» as a necessary condition for its rational division into components – the basis for the formation of a system of strategic management of enterprise competitiveness. To achieve this aim, the study of the existing interpretations of the concept of «strategic potential», presented by various scholars, was carried out using the methods of analysis, synthesis and abstraction; allocation of common features and allocation of directions of interpretation of the concept of «strategic potential» – using the methods of comparison, grouping, component analysis; closer definition of the concept of «strategic potential» – using the structural-system method. A critical analysis of the existing interpretations of the concept of «strategic potential» in the scientific literature contributed to the allocation of directions of their typologization, taking into account the main characteristic features of these interpretations. The characteristic features of the studied concepts are outlined in accordance with the parameters that determine the long-term competitive advantages of enterprise. The obtained results allowed to closer definition of the content of the concept of «strategic potential» and to allocate types of strategic potential of enterprise, which are justified to use as the basis of the system of strategic management of the enterprise competitiveness.

Recently, the relevance of risk management of IT projects has increased significantly, which is associated with their rapid development and a high level of uncertainty in the external environment. The purpose of the study is to determine the features of risk management of IT projects on the basis of modern theory and practice of project management. The paper analyzes the essence of the concept of «IT project», as well as identifies its features, including: non-standard life cycle; mobility and ambiguity of some areas in the IT field; high level of uniqueness of the project; dependence on other IT projects and technologies; low level of project expertise due to the uniqueness of the technologies on which the project is based; high level of project complexity and uncertainty. The essence of the concept of «IT project risk» is also defined, the main types of risks are characterized. The features of using the PMBoK (Project Management Body of Knowledge) methodology in project risk management are analyzed. A characterization of the stages of risk management in IT projects based on the PMBoK approach is provided, including: risk planning; risk identification; qualitative and quantitative risk assessment; planning a risk response strategy; monitoring and control of risks. It is determined that risk management of IT projects using the PMBoK approach has significant shortcomings if used in conditions of a high level of uncertainty and novelty of the project. The article also provides a characterization of flexible risk management of an IT project based on the Agile methodology, which in turn is based on an iterative approach, continuous risk assessment and the development of measures for their adaptation. A comparative characterization of the approaches of PMBoK and Agile to risk management of IT projects is provided: their strengths, weaknesses, and areas of application are identified. It is noted that the choice between PMBoK and Agile approaches should be based on the specific needs of the project and the organizational context. PMBoK will be appropriate for large, long-term projects, as well as in situations where predictability, adherence to the plan are crucial, while Agile is best suited for innovative projects that are implemented in an uncertain or dynamic environment and require flexibility, quick adaptation, and customer focus. A significant number of project managers in the IT field prefer a hybrid approach that combines the strengths of both methodologies.

Risk management is an important process for the success of an IT project. Risk management provides significant benefits for companies, projects, and stakeholders associated with project implementation. This cannot be achieved without introducing risk management at every level of the business. Risk management becomes a management instrument that is essential for the project manager to increase the chances of success and solve problems before risk becomes a major problem that can threaten project goals. IT projects are characterized by a high level of risk and can have different approaches to risk management. IT projects (in the terms of software) have risks and uncertainties. Risks can be mitigated, managed, and maintained in accordance with planning and assessment. Common risks can be: user requirements, project complexity, planning and control, team, organizational environment, technology, and financial risk. The presence of risk management and risk manager influences the success of the project, risk management (especially risk analysis and monitoring and control of risk response) that is related to the subjective effectiveness of IT projects. There is a link between risk management and the success and subjective effectiveness of IT projects. A project is considered successful if its result is appropriate or better than determined during planning. Risk management can lead a project to success and achieve its subjective effectiveness only if the risks and ways to control them in the project were identified before it started. Conversely, proper risk management does not affect costs, schedules, and cost overruns, as these are three interrelated and defined positions in project planning.

The aim of the article is to study and generalize the theoretical provisions on the social responsibility of enterprises in the context of dynamism and uncertainty of the environment. When analyzing and summarizing the scientific works of many scholars, it was determined that the social responsibility of the enterprise is aimed at creating a positive impact on the socioeconomic environment of the enterprise and can lead to various positive results, including financial success, improving reputation and creating a favorable image in the market. As a result of the study, approaches to the formation of the concept of corporate social responsibility, which can coexist and complement each other, are analyzed. The main characteristics of social responsibility are defined, including: the social nature of responsibility; dependence on the social qualities of the individual and social norms and values, their integration into the social system. The features of legal and non-legal social responsibility of enterprises are characterized and their components are defined. The main types of companies that determine trends in the sphere of social influence have been allocated, and it has been substantiated that «social innovators» can act as catalysts for further development of the sphere of social responsibility, since such enterprises set themselves the task not only to comply with the standards of social responsibility, but also to be active leaders in the development of innovative approaches and solutions to solve social problems. The article also analyzes the features of the world’s largest initiative in the field of corporate social responsibility – the UN Global Compact, which is designed to promote the creation of more sustainable and ethical corporations that not only generate profit, but also benefit society and the environment. It is substantiated that social responsibility can be a competitive advantage, strengthening the reputation of enterprise and stimulating innovative solutions. Prospects for further research lie in the field of studying the features of introduction and implementation of the strategy of corporate social responsibility of enterprise.

The aim of the article is to form a system of marketing management of intellectual resources of enterprise on the basis of the use of the conception of intra-organizational marketing. The marketing approach to the management of intellectual resources of enterprise is substantiated, which involves taking into account the interests of the management of the enterprise, the carrier of intellectual potential itself, as well as direct consumers of products. The intellectual resources of the enterprise are considered as an aggregate of individual intellectual potentials of the employees of the enterprise, capable of causing a synergistic effect of increasing the competitiveness of the organization in the process of its transformation into intellectual capital. The main directions of formation of the system of marketing management of intellectual resources of enterprise on the basis of the use of the conception of intra-organizational marketing are proposed: collection of information on the existing intellectual potential; determination of the feasibility of attracting additional intellectual resources; directing the most qualified specialists to solve problems in the priority areas of the enterprise; conducting a mandatory assessment of the internal and external feasibility of investing in the development of intellectual resources; organization of training processes for the company’s employees in order to develop and improve previously acquired knowledge; creation of conditions for the fullest disclosure of individual intellectual potentials of employees of enterprises. The role of the intra-organizational marketing in the management of intellectual resources of enterprise has been identified as a method that allows to coordinate the needs of external consumers with the needs of the internal consumer, that is, the company’s employees, providing in the process of formation of intellectual capital additional competitive advantages of enterprise due to mutual loyalty of economic entities. The allocated marketing instruments for managing the intellectual resources of the enterprise create conditions for the reproduction of the intellectual potential of the company’s employees, and also directly affect the process of its transformation into intellectual capital.

Due to the rapid development of technology and the availability of the Internet, many companies, including Booking.com, are actively using digital channels to market and sell their services. The aim of the article is to analyze the digital marketing activities of the Booking.com company. To achieve the goal of the study, general scientific methods were used: analysis, synthesis, deduction, induction, system-based, comparative, experimental and statistical, as well as SWOT analysis. The results of the carried out study show that digital marketing is a powerful instrument for promoting residential properties through an online platform, and Booking.com uses a wide range of special tools, such as targeted advertising, content marketing, social media, email marketing, affiliate marketing, and SEO optimization, to attract customers and increase its competitiveness. A SWOT analysis of the digital marketing tools of the company Booking.com is carried out. The features of the work of the company Booking.com in the Ukrainian market are considered. The traffic to the websites of the Booking.com company and their main competitor – the AirBnb company is analyzed. As a result, it is concluded that the ability of Booking.com to adapt and develop its marketing strategies in accordance with changes in consumer behavior and technological advancements has allowed it to remain competitive in today’s housing booking market.

The article is aimed at defining the causes and consequences of the emergence and spread in the system of financial monitoring of semi-formal rules along with determining the measures to prevent them. It is shown that the efficiency of the financial monitoring system is determined by the efficiency of two groups of formal rules: formal rules of financial monitoring and formal rules of financial investigations. In addition to internal factors, the inefficiency of formal rules of financial monitoring may be caused by the spread of semi-formal rules. It is identified that the reason for the emergence and spread of semi-formal rules in the financial monitoring system is the broad discretionary powers granted to the official by both formal rules of financial monitoring and formal rules of financial investigations. The formation of semi-formal rules in the system of financial monitoring, like other cases of the formation of semi-formal rules, is accompanied by static and dynamic effects. The static effect of the formation of semi-formal rules is accompanied by a sharp drop in the effectiveness of the effective formal rules of financial monitoring. The main threat of the dynamic effect is the long-term decline in the efficiency of formal rules of financial monitoring. It is proved that of the two main conceptions of preventing the formation of semi-formal rules, i. e., limiting the discretionary powers of an official and restoring the efficiency of market mechanisms or imitating their correct operation, in the case of a financial monitoring system, only the last of these conceptions can be involved. A key element in the implementation of the restoration of the operability of market mechanisms or imitation of their correct operation is the delegation of basic monitoring functions to the actors who are able to perform the relevant functions with the lowest level of transaction costs of bureaucratic procedures.

The article is aimed at determining the general basics for the implementation of the company’s development process, studying the influence of the international business environment, and highlighting key trends and opportunities for its development. Analyzing the scientific works of scholars and taking into account the dynamism of world processes, the potential goals from which companies usually begin the process of change and development are considered: continuous improvement; improving or enhancing communication; employee development; improvement of products and services; increase in profits. The stages of development of an international company in the article are as follows: determining the scope of improvement; research on the problem; creating an action plan; creating motivation and vision; implementation; evaluation of initial results; adaptation or continuation. Since changes and development of the company can be associated with certain obstacles to achieving the goal, the common challenges that arise in the process of development of the company include: fear of the unknown; conflicting goals; burnout; lack of leadership; misunderstanding of the planned changes; difficulty in regard with changing either mission or values. Analyzing the external business environment, which consists of numerous factors, the present publication groupes the latter into six key subenvironments. External factors that have an impact on the development of the consulting company’s business are both new trends (customer trends, dynamic mega-trends, technological trends) and destructive factors (macroeconomic, market-based, industry-based). Each of these factors creates a unique set of challenges and opportunities for business development. They emphasize the need for adaptability both at the individual level and at the business (or industry) level. As a result of the study, key trends (artificial intelligence and digitalization, expansion of cloud services, global recruitment for consultant positions, updated staff retention strategies, compliance with environmental, social and management (ESG) measures) are identified and opportunities for the development of a consulting company are substantiated. The aim of the research work is to form a model of control and risk assessment of foreign economic security (FES) of national economies in the conditions of global crises. Its implementation will make it possible to take into account the likely future threats of FES in time and introduce effective mechanisms for their extinguishing or reduction in the present time to form an optimal trajectory for the development of foreign economic relations. The article substantiates that as the forecast values of FES indicators for the formation of a model of control and risk assessment of FES of national economies, it is advisable to include the following indicators: the level of openness of the economy; import export coverage ratio; growth rates of exports and imports; the share of imports in domestic consumption of the country; level of unemployment. As a method of forecasting the FES indicators, it is proposed to use a consensus forecast based on the principle of calculating the median values of indicators based on expert assessments by macroeconomic analysis and forecasting specialists. The practical implementation of the model of control and risk assessment of the FES of national economies was carried out on the example of the Ukrainian economy as one that is subject to the strong influence of crisis phenomena that cause a complex of threats to the FES. The projected level of FES risk for Ukraine according to a pessimistic and probable estimate is dangerously high, according to an optimistic one – high. This means the presence of a destabilizing negative impact of the crisis occurrences on the foreign economic activity of the national economy and a significant decrease in its functionality. To ensure the proper level of the FES of Ukraine in the context of crisis, it is necessary to: improve the regulatory framework by introducing a mandatory norm for calculating the FES index annually along with the forecast value of the risk level; introduction of mechanisms to increase Ukraine's role in the world trade system through the development of high-tech sectors of the economy, in particular through attracting international investment; search for new opportunities for foreign trade cooperation and development of the internal market.

The purpose of the article is to develop proposals for improving the economic instruments for overcoming ecological problems in Ukraine. A significant deterioration in the state of the environment in an unstable economic situation is emphasized. The significant aggravation of ecological and economic problems in the country during the wartime and the need to overcome them are underlined. The dynamics of changes in the state of the environment, in particular the volume of waste generation and disposal in Ukraine during 2016-2020, is examined. It is concluded that there is an unstable trend of changes in the volume of waste generated, which allowed to state the inconsistent and unsystematic ecological policy of the government recently. As a positive point, the tendency to reduction of the waste of I–III hazard classes is specified. The tendency to decrease the volume of recycled and burned waste and increase the amount of waste in specially designated places and facilities is determined, which can also be the cause of aggravation of ecological problems in the country. An analysis of the dynamics of capital investments and current costs for the protection and rational use of natural resources is carried out. It is concluded that at the state level in Ukraine the problem of greening production has not yet been resolved. It is emphasized that ecologically safe and resource-saving technologies, as well as waste processing and purification require additional financial investments. It is underlined that economic instruments for regulating the behavior of economic and ecological systems today require additional substantiation. The study reveals the relevance of the problem of cooperation between territorial communities in the field of enhancing local economic development. The purpose of the study is to identify problematic aspects, as well as to substantiate recommendations in the part of implementing cooperation between territorial communities to ensure economic development at the local level. On the example of one of the communities of Poltava region an analysis of the state of its economic development was carried out, in particular in terms of the level and structure of entrepreneurial activity, the state of functioning and development of industry, agriculture, and other types of economic activity. Promising directions of intermunicipal cooperation of the community, in particular in the areas of hub development in basic activities, are substantiated; industrial clusters and other centers of accumulation of business activity; realization of the tourist potential of the community; support of investment and entrepreneurial projects in the field of creation of enterprises in the sectors of the real sector of the economy with a high level of added value and depth of processing of products; stimulating the entrepreneurial activity of local residents. The scientific novelty of the research results in expanding the instrumentarium of intermunicipal cooperation of communities in the sphere of local economic development. The practical significance of the research results is that a list of instruments that can be implemented by territorial communities to remove obstacles and ensure more effective stimulation of local economic growth is determined. The article reveals the relevance of creating clusters as an infrastructural element of ensuring the local economic development, as well as the use of measures and means in this area in the system of local policy to deepen economic cooperation of territorial communities in Ukraine. The purpose of the study was to improve the methodological and applied basis of intermunicipal cooperation of communities in the field of development of institutional elements of cooperation and cooperation of subjects of the real sector of the economy, in particular production and sales clusters. The advantages of creating cluster structures have been identified both for the community on whose territory they are located and for the community where clusters are not yet created, but these communities can be participants in a cooperation in this area. Obstacles and peculiarities of local economic development management through the creation and expansion of cluster activities are identified. The forms of intermunicipal cooperation in the field of cluster creation are expanded. A structural and organizational hierarchy of cluster creation and development is constructed. The forms of implementation of cooperation between territorial communities in the field of cluster structures development are determined, in particular: 1) development of institutional elements of cooperation at the community level; 2) cross-border development of clusters on the territory of one of the two neighboring communities; 3) interregional development of clusters between communities located in different parts of the region and even the country. The scientific novelty of the study is that the types and forms of interaction of territorial communities in the field of creation and development of cluster structures have been further developed. The applied significance of the research results is that methodological and applied support of regional policy in the field of development of elements of the institutional infrastructure of cooperation and joint development of entities of the real sector of the local economy has been developed.

The purpose of the article is to study the theoretical and practical principles of ensuring gender balance in the country as a prerequisite for gender equality. Gender equality is a state of equal access to resources and opportunities, regardless of gender, in particular equal participation in economic activity and decision-making, as well as a state of valuation of different aspirations and needs equally, regardless of gender. Ensuring gender equality in all spheres of human activity is also regulated by Art. 24 of the Constitution of Ukraine, the Law of Ukraine «On Ensuring Equal Rights and Opportunities for Women and Men», ratified by the ILO Convention No. 100 on equal remuneration of men and women for work of equal value and the Association Agreement between Ukraine and the EU. The article explores the gender balance in domestic enterprises. The ratio of the average wages of women and men in the period 2016–2021 has the dynamics towards reducing the gender gap. In 2021, the gender gap in Ukrainian organizations amounted to 70.8%. In general, in the rankings for 2020, Ukraine ranks 60th out of 160 countries. The most problematic in achieving gender equality in wages are the following areas of activity: agriculture, forestry, fisheries, arts, sports and recreation, financial and insurance activities, postal and courier delivery. In Ukraine, as in other European countries, there are gender stereotypes of professions, due to the nature of work. More «male» are considered the sphere of construction, transport, agriculture, forestry and fisheries, as well as manufacturing industry. More «female» areas of activity include the sphere of health care and social assistance. An important indicator of gender discrimination is women’s participation in politics. As of the beginning of 2021, the number of women in the parliament was 20.8% (in 2020 – 12.8%). Women are often discriminated against in an interview with a potential employer. In particular, there are many advertisements in the media regarding hiring, which contain requirements regarding the age and gender of the employee. Sex screenings are especially often used when it comes to highly paid and prestigious positions. The pandemic has further exacerbated the problems of gender inequality in Ukraine. Almost 40% of women surveyed began to earn less income, and there was also a gap of 20% between the salaries of women and men in the same positions. An equally important role in establishing a gender-balanced approach in the country is knowledge. An important aspect of gender equality is women’s self-education and development. Another problem in Ukraine and in the world in general is to ensure gender balance in the culture of those organizations that, according to stereotypes, are suitable only for men, in particular, law enforcement agencies. Thus, it is determined that there are still manifestations of gender inequality in Ukraine. Obstacles to the gender approach arise not only because of the low level of awareness of gender issues or the lack of political will to implement policies, but also because of the very slow process of public policy development along with the political reality in Ukraine. Therefore, a rapid reform is the best opportunity to integrate the instruments of gender equality and gender approach. Among the main instruments should be tax incentives for maintaining a gender balance among staff, implementing gender quotas in the composition of staff of various categories, using digital reporting of enterprises, promoting the development of remote employment, etc.

The publication defines the components of a characterization of the life provision system, its importance and impact on the quality of life of the population, the level of socioeconomic development of cities, regions, and the country. The essence of the sphere of urban life provision and its components, within terms of which subjects of various forms of ownership, size and types of economic activity operate, are characterized. The components of the characterization of the life provision system as a subject of research reflect various contradictions of its functioning: it is an object of both spatial economy (regional structure and scales) and industry specifics (multifunctional complex – housing, transport, water supply, etc.), which provides services to the population and enterprises. Thus, life provision enterprises operate according to special technologies inherent in each individual industry (water supply – physicochemical processes; energy and heat supply – heat generation, heat exchange, transportation technologies; residential sector – repair, construction, plumbing works, etc.). Urban economic systems work to maintain the lives of residents at a quality level. These systems represent a large, diversified and extensive infrastructure of institutions and enterprises. It is determined that the sphere of urban life provision is provided by the activities of enterprises of various forms of ownership, operating according to different types of economic activity. Their activities, as well as the activities of other economic entities, are influenced by russia’s military actions on the territory of Ukraine, which caused challenges that entrepreneurs of the world have not faced yet. It is proved that enterprises in the sphere of urban life provision expect post-war transformations, which will be expressed in the refusal of people to use centralized services of electricity, gas, heat, water supply, that is, there will be an increase in the level of individualization. As a result of the carried out analysis, the problems faced by life provision enterprises are identified. The directions of post-war transformation of the components of the sphere of urban life provision and their effects regarding the quality of life of the population and the development of entrepreneurship in Ukraine are substantiated.

The purpose of the article is to study and substantiate approaches to the identification of objects, methods and instruments of managerial accounting based on its importance for the information support of the management system, interrelationships with other information systems and the management models selected for the application. The article substantiates the dominant importance of managerial accounting as a source of relevant information for making atypical, unformalized, uncertain, multipurpose, strategic managerial decisions and decisions which take attention of many criteria. The necessity of taking into account the content of managerial tasks and information requests in the identification of objects and instruments of managerial accounting is proved, which will increase the level of efficiency of the information provision process and the relevance of accounting data. The article determines the need for the inclusion in the managerial accounting subsystem of new objects that characterize the social, ecological and organizational components of economic activity, as well as financial and non-financial information that characterizes the state and development of the external socioeconomic environment, changes in the objects under study in the future. It is proposed to include in the managerial accounting instrumentarium such objects and instruments, the information characteristics of which are of interest to management staff, and their methodological processing is possible in accordance with the principles of building an accounting system and the stages of the accounting process. The problems of non-fulfillment by managerial accounting of the functions assigned to it due to insufficient level of professional qualification of managerial accounting specialists, lack of practice of regulating the relationships between management levels and producers of accounting information, existing organizational, methodological, technical and subject communication barriers are identified.

The article is concerned with the formulation of recommendations for the diagnostics of competitiveness of stock exchanges in Ukraine. The main stages of the study are described, the definitions and stages of economic diagnostics are given, and the features of the diagnostics of the competitiveness of economic entities are formulated. A brief characterization of three of the four existing capital market operators (stock exchanges) selected by the authors as objects of competitiveness diagnostics is presented. Based on a detailed analysis of the public reporting of stock exchanges, annual reports of securities issuers, audit reports, regulatory provisions governing exchange activities in Ukraine, and other open information, the article substantiates the choice of indicators of competitiveness of stock exchanges and provides the ratio for their determination. Indicators of competitiveness are determined for 2020–2021 (exclusion from the list of objects for diagnosing the competitiveness of the PFTS stock exchange is due precisely to the lack of relevant information for the implementation of the necessary calculations). In order to correctly determine the competitive status of capital market operators, the normalization of the values of the selected competitiveness indicators was carried out using their minimum and maximum values (which made it possible to abandon the formation of the object of comparison with the best hypothetical characteristics and allowed to use the maximum values of indicators of stock exchanges as guidelines for their competitiveness in the most important areas of activity). The integral indicator of the competitiveness of stock exchanges is proposed to be determined as a result of averaging the normalized values of the corresponding indicators. Based on the results of the carried out diagnostics of the competitive status of stock exchanges, general recommendations for improving their competitiveness are formulated, together with the promising directions for further research in this sphere.

The main suppliers of credit resources to the today’s market are commercial banks, which for a long time act as the main creditors of both legal entities and individuals. The formation of credit relations occurs in the external environment, which can give rise to completely new risks that the developed credit market has not previously faced. The purpose of the study is to complement the essence of credit risk and consider it not only from the standpoint of the lender, but also the borrower, as well as outline methods for managing it. The main research methods in this publication are methods of scientific abstraction, induction and deduction for a comprehensive consideration of credit risk on the part of both the borrower and the lender; some provisions of the study are supplemented by the method of economic analysis. As a result, it is determined that credit risk is not only a risk of a banking institution, but also a risk of an enterprise, institution, individual who has borrowed a certain amount of funds from a financial institution and has an obligation to repay not only the principal amount of the debt, but also interest for using the borrowed value. It is found that credit risk should be considered as a unity of two concepts: creditor’s risk and borrower’s risk. After all, the borrower as a participant in the credit agreement is significantly influenced by the external environment, which must be taken into account when obtaining a loan. It is determined that in accordance with modern political and economic conditions, a closed system of protection against credit risk should be formed, first of all at the level of the borrower, then at the State level. It has been examined that at the creditor level, banking institutions have a wide range of methods to minimize this risk, while the borrower’s protection against credit risk is just beginning to take shape. Further research in the field of credit risk management of the borrower will concern an in-depth study of the methods of its management and improvement of methods of credit risk management at the State level.

Bioeconomy is a complex economic system, the functioning of which leads to the emergence of a synergy effect due to the effective combination of natural resources and technologies along with the market-based, social, and political components. In a bioeconomic system, established links are formed between traditional industries based on the use of fossil natural resources and modern ones that have not previously intersected. As a result, one industry uses by-products of another industry as raw materials, thus forming a closed production cycle. The purpose of the article is to develop an author’s vision of the conceptual foundations to substantiate the sustainability of the bioeconomic system, taking into account its specific characteristics, modern challenges and potential of the country. The article reveals the features of transformations of socioeconomic systems into a complex adaptive bioeconomic system in a dynamic perspective. The complexity and complicacy of transformation management lies in the relationship and interaction of the elements of the system, as well as between the very system and its environment. A theoretical analysis of the evolution of the concept of «bioeconomy» is carried out and its basic properties are determined. The interpretation of the bioeconomy as a complex adaptive system that ensures the achievement of sustainable development goals is substantiated. Based on empirical data from the State Statistics Service of Ukraine and the European Commission, potential sectors of the bioeconomic sector of Ukraine have been identified, and the dynamics of the contribution of potential sectors of Ukraine’s economy to the national economy has been analyzed according to the main indicators: generation of value added and creation of jobs. Based on the theoretical and analytical research, it is proved that bioeconomy, as a complex system combining several sectors of the economy, can adapt to changes occurring in the environment.

Authors: The Decision-Making Procedure Regarding the Choice of Modern Information Technologies in the Conception of the Process Approach to Enterprise Management

The business environment of economic entities is complex, dynamic and changeable, so management entities must respond quickly to such changes, in particular through the introduction of the process approach to management, allowing the enterprises to remain competitive. The study of the considered issues indicates the need to introduce the latest technologies for optimizing and managing the enterprise processes through the use of information technologies. The purpose of the article is to develop an algorithm for making a decision on the choice of modern information technologies in the conception of the process approach to enterprise management. The article proves the relevance of the process approach to enterprise management at the present stage of development of society; an analytical review of modern software platforms was carried out, the use of which significantly increases the efficiency of the process approach to enterprise management; an integrated approach to the establishment of successive stages of the choice of tools for supporting information technologies in the process management of an enterprise for each specific case is substantiated. The aim of the study was achieved with the help of the applied methodology, which included general scientific techniques and research methods, in particular analysis and synthesis, induction and deduction (in order to clarify the essence and characteristics of the object and subject of study); scientific abstraction, logical analysis (in order to establish the causes, factors of influence, consequences for the object and subject of study); both the integrated and the system approaches (in order to build an algorithm for deciding on the choice of modern information technologies in the conception of the process approach to enterprise management). Further scientific research on the proposed issues will be determined by the consideration that the rapid development of modern technologies, in the conditions of progressive informatization of society, requires a revision of the basic principles of process management at the enterprise.

The article provides an in-depth diagnosis of the development of risk management of telecommunications enterprises, taking into account the existing level of organization of risk management and the level of the enterprises’ economic stability in the context of digitalization of business processes. Thus, the imperatives for diagnosing the efficiency of risk management development are substantiated; a typology of clusters of telecommunication enterprises has been formed to determine the level of development of risk management; a system of indicators for assessing the level of organization of risk management of telecommunication enterprises and for determining the level of economic stability of the enterprise, taking into account risk factors, is proposed. Based on the proposed scientific-methodological approach, the coefficients of efficiency of risk management development are calculated and the level of efficiency is determined. It is found that the leading telecommunication enterprises of Ukraine, namely, PJSC «Kyivstar», PJSC «VF Ukraine», LLC «lifesell» and PJSC «Ukrtelecom» have a fairly high (above average or average) level of risk management development. The highest level of risk management development and the least «radical» focus of changes in risk management strategy is provided by Kyivstar PJSC. This enterprise has a progressive level of organization of risk management and the highest level of economic stability among the studied enterprises. PJSC «VF Ukraine» (2nd place after PJSC «Kyivstar») and LLC «lifesell» (respectively – 3rd place) have a sufficiently high (on the scale of «above average») level of risk management development. It is determined that at the present stage these enterprises have a standard, with elements of progressive, level of development of risk management and are sufficiently prepared for the use of innovative risk reduction mechanisms.
