This article proposes a conceptual framework to analyze the potentialities and limits for private sector participation in the Agenda 2030. The framework consists of two categories: corporate awareness for development and active partnership for development. The first deals with the introduction of corporate sustainable responsible practices or business strategies based on development concerns. The second contemplates the roles of resource provider, executor or beneficiary of development cooperation initiatives in the context of the Agenda 2030. In addition, this article proposes financial mechanisms that could promote private sector engagement. In sequence, this article provides an analysis and examples of the current participation of companies in the Agenda 2030 based on the analytical framework.

The relation between democratization processes and foreign policy is a widely explores theme in the fields of Political Science and International Relations, and the argument of this paper basically rests on the review of this literature. In Brazil, the literature interprets that democratization had limited impact on the general lines of Brazilian foreign policy. However, in the human rights agenda, the foreign policy discourse was reformulated for the recovery of Brazil’s diplomatic credentials. The Democratization boosts the countries’ adhesion to the international human rights regime. The analysis of the Brazilian adhesion to the international monitoring mechanisms of human rights shows, on the other hand, the slow pace of this dynamic, which followed the rhythm of the nature of the political transition, as well as the change of regional and systemic variables after the end of the Cold War.

This article is inserted next to a set of studies about the building of regions, defined here as cognitive constructs linked to political projects, which are manifested through the discourse of the actors. It seeks to verify the hypothesis that the South Atlantic Peace and Cooperation Zone (ZOPACAS) was created and maintained as a Brazilian region-building project for the oceanic space in question. It is applied the qualitative content analysis method to 27 documents, divided between speeches of Brazilian representatives at the Ministerial Meetings of ZOPACAS and internal circulars of the Brazilian Ministry of Foreign Affairs, dating from 1986 to 2013 and collected directly in the Historical Archive of the Brazilian Ministry of Foreign Affairs, between August 22 and 25, 2017. The data suggest that the ZOPACAS is indeed the manifestation of a Brazilian regional project for the South Atlantic, whose moment of greatest relevance occurred in its first decade, having been ostracized ever since. Although the resumption of the initiative in 2007 signaled a potential rebirth of the project, the data collected suggest that the common oceanic space remains of little relevance in the discourse of the Brazilian government, especially when compared to its golden age.

In this article four regional integration processes of developing countries are comparatively analyzed: Andean Community (CAN), Southern Common Market (MERCOSUR), Southern African Development Community (SADC) and Economic Community of West African States (ECOWAS). It is argued that regional negotiations are based on the consolidation of agendas, for which the actors’ dominant strategy is cooperation. Such processes occur through coordination games, with a view to defining a “point of coordination” between the preferences of the member states of the regional agreements. The conformation of regional agreements regarding electric energy is discussed in the four cases, aiming to demonstrate that the preferences of the Member States end up establishing different formats in relation to regional integration and state regulation. Its central object is regional integration and its variations. The electric energy theme is only an empirical reference for the analysis on screen.

This article foments a comparison between the news published by UN News, UN portal, and the electronic newspaper CNN. The technique of content analysis is used in order to identify the different approaches regarding the migration theme, restricted to the second half of 2018. The research hypothesis is that UN News adopts in its approaches, in general, a more humanitarian stance than CNN, in line with the values e xpressed since the Organization’s foundation. The constructivist theoretical perspective provides support for this research, considering that reality is a social construction influenced by several actors (among them the media), as well as the sociology of communication, which portrays the construction of news as a process influenced by a series of practices, procedures and speeches. The study is justified by the ability of news to influence public opinion and even change political processes. Among the main findings, the CNN’s preference for addressing the issue emphasizing security and economic aspects stands out, while in UN NEWS there is a greater recurrence of categories associated with human rights.
