From the compositional point of view, research on this topic has revealed two main directions: (1) an analysis of global development asymmetry that has activated gravitational processes in geo-economic space; and (2) a direction that focuses on the profound study of the causes for heterogeneity in geo-economic space and divergence in global development under the influence of gravitational factors of nature on the endogenousexogenous axis. Systemic determinants of gravitational processes are revealed in geo- economic space and the asymmetry of global activate ravitional processes in geo-economic space are observed, and methodological interconnectedness coinfluence of two complementary determinants of global development – convergence and divergence and the contradiction between them are examined, which at the same time underlie the inevitable internal contradictions of the process, creating conditions for further configuration of the «new globalization community», which is built on the principles of nonlinear dynamics and logic gravitational processes in geo-economic space.Taking into account the relevant uncertainties, the attention is focused on the isolation of several myths around which the debate that has important methodological significance in the context of the current global inter-system transformations is held. Geostrategic matrix divergence of global development is produced,which is based on techniques which incorporated cluster analysisthat are built on linguistic variables and integrated analysis of the key trends of country and global development geostrategic position of Ukraine in geo-economic space in the projection on the issues of global inter-system transformations isoutlined .It is proved that the level of gravity load increases in the deepening of the global asymmetries , and that the current global transformation is not yet complete, and polycentric new architecture geospace is not formed. In the near future we should expect the growth of gravitational processes in geo-economic space under the influence of fragmentation in information technology development countries, worsening energy problems, strengthening of the environmental risks and disasters, adverse trends sociodemographic. The divergence of global development will be strengthened as institutional «failure» and socio-cultural constraints. These aspects should be the subject of research and theoretical basis for the formation of new approaches to global development.

The paper represents a research of theoretical principles for determining national innovation systems, as well as analyzes performance results displayed by national innovation systems of the leading countries in the global innovation space, while also describing characteristic features thereof and formulating recommendations for NIS build-up based on the same, implementation of which should serve as the basis of the national innovation system effective performance. It has been determined that at the current stage of global economy development such factors as science, technology and innovation play an important role in formation of a competitive economy. It has been established that the overall funding level with respect to science proves one of the key characteristics of an innovative country, and therefore NIS performance analysis was carried out based on the national expenditure indicator regarding research and development as well as on the country's position in the Global Innovation Index. The analysis carried out showed that the NISs of certain countries were more efficient than those of the others due to peculiarities of the innovative system elements that can be further referred to as determinants of building an effective national innovation system of a country.

This paper has made an attempt to examine relationship between military expenditure and economic growth using 56 country panel data spanning over 1995—2011. Panel fixed effect model has been estimated for all 56 countries and sub-groups classified on the basis of World Bank income criteria. The results of this study indicate a positive effect of military expenditure on economic growth but this positive effect is negligible compared to the alternative uses of scare resources on non-military expenditure. Thus, the effect of military expenditure on economic growth is very low compared to the effect of expenditure on capital formation, hence military expenditure as a sub-optimal means of increasing economic growth compared to alternative uses of government spending on formation of fixed capital. This study raises an important argument of huge opportunity cost of military expenditure. The present study concludes that the boosting of economic growth through higher military expenditure is neither effective nor efficient way of achieving higher growth in the economy.

The article studies both general trends and peculiar characteristics of processes of economic integration in the Great East Asia, which plays the role of one of the major centers of contemporary global development. The basic determinants and barriers for implementation of regional strategies by China, Japan, ASEAN that will influence the geo-economic policy of Ukraine not only in East Asian, but also European and Eurasian areas. Attention is focused on the basic principles of realized and potential future integration models in the "ASEAN+" format with variable composition of member states that correspond to different extents to strategic objectives of both specified key actors in the region and extra-regional states that have global and transnational interests. Extrapolation of dominant trends in the nature and dynamics of transformation processes of East Asian economic regionalization allowed forming a forecast for the longterm conservation of importance of free trade agreements in the absence of preconditions to create customs unions. At the same time it was stressed out that proper assurance of national interests of international economic relations will be based on contractual instruments at the international level, without creating institutional and legal superstructure similar to the European Union or the Eurasian Economic Union as supranational law and supranational bodies.

The paper presents evolution of the European Union fiscal system creation process as well as outlines problems in functioning thereof that have arisen during recent years and the main reforming (modification) trends. The analysis is primarily focused on creation of the fiscal union within the EU. In this regard, the idea of two different groups of countries moving to the common goal at different paces is becoming ever increasingly much-talked-about in the EU. The first group comprises donor countries that adhere to all treaties and fiscal discipline, while demonstrating respective positive macroeconomic indicators. The second group implies countries of Euro-periphery, where the above processes take place along with significant complications or do not occur at all. In these countries Eurosceptic positions are also quite strong, which often leads to taking measures contrary to the jointly adopted decisions. Currently, there is no clear understanding within the EU as to which way out of the crisis should be taken. However, profound understanding of the crisis causes and active work on preparation and implementation of measures to overcome the negative effects of this crisis suggest availability of sufficiently favorable prospects for further development of the EU fiscal system (including formal creation of the Fiscal Union). Based on the conducted analysis conclusions have been made as to potential vectors of action aimed at improving EU fiscal system, while specific recommendations on actions to be taken by Ukraine have been developed (particularly, as regards budget forecasting and planning) with the purpose of harmonizing Ukrainian financial institutions and mechanisms with the EU fiscal system.

This paper investigates the essence and peculiarities of high-Technology products exports in conditions of global competition with performed classification of its models on a corporate level. Peculiarities of corporate motivation of exporting high-technology products have been determined. Interconnection between innovation management system in transnational corporations and their capabilities of strengthening their competitive positions on world markets of high-technology products has been shown. Tendencies of fixing studies and developments during the last decade of leading companies, along with their influence on corporate innovative potential have been studied. On the example of aerospace sector of Ukraine, possibilities of strengthening the influence of high-technology export on rising of national economy international competitiveness have been determined. The need has been proved, and the ways have been shown for attraction of international investments into hightechnology sectors of Ukrainian economy through improvement of business conduct area, defense of intellectual property rights, and development of cooperation between national and transnational companies. Directions of use of integration factors of rising of volumes of export of high-technology Ukrainian products on the basis of developing cooperation of national enterprises with Russian partners have been shown.
