Article analyses processes of institution formation of state regulation in Post-Soviet Buryatia, and rules of interaction between government and various religious organizations. The institutionalization of religious policy forms the structure of the religious field, representing division of the religious organizations on the basis of traditional character. The establishment of such rules improves the controllability of public funds allocated to support religious organizations. The article present the results made by the author research of the achieved level of investment in the fixed capital small and medium entrepreneurship, showed the sufficient differentiation of values investment in the regions of the country, suggested and proved the possibility of use of economic-mathematical models for the describing of getting regularities. There are three classes of models that describe such indicators as the share of investment in the fixed capital of entrepreneurial structures in the whole amount of investment in the regions of the country, the amount of investment, account on one person in every region, the relations between investment in the fixed capital and turnover.

Purpose. To study formation processes of models of formal and real justice in constitutional-legal environment. Methods. On the one hand, dialectic method allowed considering the principle of justice from a perspective of revealing its invariant essential basis and, on the other hand — its substantial characteristics changing dynamically under the influence of various economic, social-cultural and historical factors. Results. Within the framework of a distributive model of justice the author analyzed the equality before law and court and necessity of a differentiated approach to legal regulation as the two basics for justice principle. Various differentiations of legal regulation from a perspective of formal equality are immanent to the legal environment and specified by the dynamics of its development. In this context constitutional principle of justice performs functions of a distributing tool which appear during differentiation of legal regulation of equality and inequality providing balance of a legal system. Contravention of that principle within the constitutional-legal context appears in the form of discrimination. When this happens discriminations can be expressed both in determination of unproven differences in legal regulation (excessive differentiation) and undifferentiated, equalitarian approach to the subjects in different situations. Scientific novelty. Scientific novelty involves investigation of the principle of justice as the most important constitutional principle, its correlation with the principle of equality identifying both coincidence of the content and quality specificity.

Purpose. The purpose of the research is to identify common factors of immigration processes, possibilities of migrants’ integration to the host country and positive effect and substantiation of necessity state policy concerning migrants’ integration. Methods. Economic-demographical research by the author, experts from Moscow State University after M.I. Lomonosov and research performed by foreign experts are an informational basis of the given research. Results. The carried out research has shown the disregard of migrants’ integration policy brings to tolerance runoff in our society, migrants’ self isolation, escalation of the conflicts between migrants and local citizens and, as a result, to the growth of social tension. Conclusion. To overcome demographic recession, provide further social-demographic development of the country in conditions of globalization the state should create conditions for the development of the so-called “new population” resulting from marriages of migrants and local citizens of the country equal to high reproduction and interethnic tolerance due to good health and multicultural perception.
