Purpose. Studying of a complex of K. Marx’ and F. Engels’ ideas on the theory of revolution: the reasons, consequences, algorithm, regularities of revolutions, - in a context of the representations which have developed to the XIX century about this subject in social, political and philosophical thought. Methods. The study of theoretical representations about the revolutions which have been developed to “Marx’s era” and defined views of the German philosopher. Bases of Marx’s theory of revolution are presented in comparison with special researches of his predecessors and contemporaries, and look genetically connected with the era and a condition of research thought. Results. To the middle of the XIX century there was a complex of theoretical ideas of revolutions, laws of their emergence and development. Marx’s ideas of revolutions didn’t arise from scratch and in many respects don’t represent essentially anything new, they “grew up” from this research environment and are genetically connected with the era and a condition of research thought of that time. Marx isn’t engaged in revolution definition as the phenomena, doesn’t bring anything new in studying of algorithm. In views of the reasons of emergence of revolutions Marx takes part of adherents “economic approach” and builds it at the center, bringing to degree of an extreme determinism. From the point of view of consequences of revolutions Marx focuses attention on transition as a result of revolutions not only to a new system, but also to a new formation – the idea which has been already stated to Marx, but, perhaps, at Marx received the greatest value. In what Marx really acted as the innovator is in a typologization of revolutions. Scientific innovation. The theory of revolution of Marx is considered by researchers as the finished complex of independent and innovative ideas. Marx had no own finished theory of revolution, but only separated, though numerous, statements on this subject, based on achievements modern to it research thought which since the end of the XIX century “Marxists” started systematizing in the full theory. Numerous provisions of the theory of revolution, attributed to Marx, belong to successors, instead of Marx.

Results. According to the analysis, the authors concluded the impossibility of implementing direct form of democracy. Criminal law statistics in ethnic crime criminological research

Purpose: research is aimed at identifying weaknesses of accounting in criminal statistics of crimes committed because of political, ideological, racial, national or religious hatred or enmity or because of hatred and hostility toward a social group. Methods: study is based on the use of statistical groupings, criminological analysis of indicators of ethnic crime, legal analysis of the materials of criminal cases and judicial review. Results and Applications: Currently criminological analysis of ethnic crime may carry on lists of extremist crimes and terrorist crimes in accordance with the Annex to the instructions of the Prosecutor General of the Russian Federation and the Ministry of Internal Affairs of the Russian Federation of 11.09.2013 N 387-11/2. As a result of the study, it was found that these lists are not justified and reflect crimes of an ethnic nature. In the statistics submitted the total number of crimes of extremist or terrorist intent without establishing a structural balance of specific types of crime (trains). Other crimes forming criminological phenomenon of ethnic crime, are not getting to these lists. In many cases it is not clear the actual offence, because in practice there are great difficulties with the definition of crimes of extremist nature. As a result of the analysis of crime statistics is not clear in what turned out to be the result of investigation of crimes and the sentence handed down by the Court. Scientific novelty: the study found that the existing system of formation of criminal legal statistics on ethnic crime does not comply with scientific. For a more comprehensive and objective reflection of the crimes in the statistics offered to make some changes to the Criminal Code and change the actual order of its registration.

The thorough analysis of the problems of implementation of budgetary policy at the municipal level and the wording of directions of the improvement of mechanisms of implementation of state policy in the sphere of regulation of public finance and intergovernmental relations. Thanks to detailed analysis of the budget of city district Nizhnyaya Salda (primarily, the total income and expenditure, interbudgetary transfers, municipal debt) and the analysis of socio-economic needs of the municipality defined the basic problems of formation and realization of the budgetary policy of the local authorities. Purpose. The aim of this research work is to identify and study the outlook integration of the securities market in the CIS countries. Methods. Analysis of theoretical and practical aspects of integration processes in the securities market is described in a sufficiently large number of scientific papers. In most studies, authors highlighted the main positive aspects of integration, as well as emerging risks. Many publications focuses on globalization and integration of regulated securities market in general and in particular the exchange market. However, the study of the integration processes in the securities market can not be limited to consideration of only one or some of its segments. It is also important to study the processes of integration of clearing and settlement and depository systems in relation to the integration processes in the regulated market. On the evidence of the possibilities of a common economic space creating a comprehensive study of outlook integration of the securities market of the CIS countries becomes more and more important. Results. Integration of financial markets, in particular the securities market is one of the most important prerequisites for sustainable economic development in the CIS countries. After the collapse of the Soviet Union and the transition to a market economy in the post-formed fragmented financial markets, which is especially evident in the securities market, were formed. Associated with this complex problem is aggravated by the presence of significant differences in the regulation of the securities market, the principles of building depository, clearing and settlement systems, as well as capture and transfer of ownership and other property rights to the securities. Securities Market of the CIS has sufficient integration capabilities. Deepening of integration processes in the securities market of the CIS countries will have a positive impact on investment opportunities in these economies, the dynamics of GDP growth, reducing unemployment and improving the social status of their population. However, creating a unified and integrated systems of a regulated market also involves the integration of depository, clearing and settlement systems, as well as synchronization of the regulatory framework governing the securities market. In particular, it requires special attention to investigate problems associated with the fixation and transfer of property rights to the securities and the protection of investors’ interests. Scientific novelty. Prospects of integration of the securities market in the CIS countries were identified.

Purpose. The research is aimed at studying the causes of care in the shadow of the Russian economy. Methodology and methods. The study is based on the methodology of the concept of status mismatch. The main method was questioning of representatives of small business in Gatchina. The sample size was 945 entrepreneurs. For calculations we used methods of statistical analysis. Results and practical significance. The study revealed the presence status mismatch social groups of small entrepreneurs in the study of status of material well being, power and respect. Defined gender characteristics status mismatch social groups of small entrepreneurs and the level of shadow business in Gatchina. Noted that a significant problem for small business is the dissatisfaction of entrepreneurs legitimate income, this factor often and encourage them to move into the shadow and semi-legal business. Scientific novelty. Identified the most vulnerable elements of small entrepreneurship, which are proposed to be included into the program of development and support of small business in Russia.

Purpose. Consideration of the reasons for the lack of normative regulation of one of the recognized international principles - the principle of non-discrimination in labor and employment and as a result of problems in the implementation of this principle. Methods. Analysis of legislative provisions specifying the concept of “discrimination” and fixing mechanism of protection against discrimination; comparison with the norms and rules created to prevent and combat discrimination in the European Union. Results. One form of legislative concretization is to specify the principles of law as its fundamental beginnings. Through comparative analysis of the progressive legislation of European countries showed a mild and inadequate specification of principles of labor law, in particular the principle of non-discrimination in employment, resulting in the absence of any protection of persons experienced discrimination in employment. Seems necessary determination of the criteria of the principle of non-discrimination, allowing to distinguish from the other restrictions on the rights and freedoms of members of labor relations that will help to remove uncertainty in understanding and practicing the rules relating to protection against discrimination. Scientific novelty. The study is an attempt to comprehensively assess the legislative bases of fundamental principle of law in comparison with protection mechanisms against discrimination that are widely recognized and the search for possible stages of improvement of legislation and practice in the field of protection against discrimination in employment.

Purpose: due to implementation of law # 273-FZ “About education in Russian Federation” in 2013, this research is devoted to the analysis of legislation continuity and current practice in management of common education, to the reflections upon intermediate results and perspectives of development of effective cooperation between state and civil society.
