The aim of the article is to study the prerequisites, specifics and tools of formation of the global innovation space under current conditions of development. On the basis of the generalization of the world’s scientific developments, the article considers processes of formation of the global innovative space, activation of innovation policies of different countries, optimization of state innovation activity as a factor of competitiveness of the national economy. It is substantiated that in the modern world an increasing role is played by global technological cooperation and partnership arising when several different companies decide to implement a joint project, which main goal is development of knowledge and creation of innovative products or exchange of scientific and technical information. This process is one of the ways to form the global innovation space, determines strategies for development of both innovation processes and globalization of the economy as a whole. It is concluded that in the final reckoning the processes in the field of innovative development have their own logic, which corresponds to the current trends in the development of the world economy. Innovation, on the one hand, brings together economies of different countries and, on the other, leads to aggravation of international competition in the world.

The aim of the article is to determine the gravity factors of influence on the foreign trade relations of countries on the basis of the results of the comparative analysis of the classical specifications of the gravity model of foreign trade and the domestic experience in gravity modeling. It is substantiated that a gravity model is one of the tools of economic and mathematical modeling, the use of which is characterized by a high level of adequacy and ensures prediction of foreign trade conditions. The main approaches to the definition of explanatory variables in the gravity equation of foreign trade are analyzed, and the author’s approach to the selection of the factors of the gravity model is proposed. As the first explanatory variable in the specification of the gravity model of foreign trade and the characteristics of the importance of economies of foreign trade partners, it is proposed to use the GDP calculated at purchasing power parity with the expected positive and statistically significant coefficient. As the second explanatory variable of the gravity equation of foreign trade, it is proposed to use a complex characteristic of the “trade distance” between countries, which reflects the current conditions of bilateral trade and depends on factors influencing the foreign trade turnover between countries — both directly (static proportionality of transport costs of geographical remoteness), and indirectly (dynamic institutional conditions of bilateral relations). The expediency of using the world average annual price for oil as the quantitative equivalent of the “trading distance” index is substantiated. Prospects for further research in this direction are identifying the form and force of influence of certain basic gravity variables on the foreign trade relations of certain partner countries and determining the appropriateness of including additional factors in the composition of the gravity equation of foreign trade.

A logical parallel is drawn between the evolution of the global economy and the global financial system through the prism of typology and modernization. It is revealed that the processes of transformation of the financial system cause destabilization of the global economy. The genesis described in the article made it possible to identify the relationship between the process of financialization and the redistributive effect. As a result, it can become the main influencing element in changing civilizational concepts — from the evolution of society to the creation of a new economy with a changed financial and economic paradigm. But the existence of such a factor as the evolution of society, the result of which is new products and goods, is accompanied by a decline in the values of financial and economic indicators. The calculated general financial and economic indicators confirmed the importance of the current national financial practices in the modern evolution of the global economy. It has been studied that the manifestation of the socium reaction to every civilizational transition is the improvement of existing methods of economic management and the formation of new institutions, which leads to the problem of the “institutional stalemate”. The result of the study made it possible to identify the globalization components that influence the formation of national financial systems in terms of institutional stabilization.

The aim of the article is to summarize the theoretical and methodological as well as information and analytical support for statistical research of economic and social stratification in society and conduct an analysis of the differentiation of the population of Ukraine in terms of the economic component of social inequality. The theoretical and methodological level of the research is studied, and criteria for social stratification and inequalities in society, systems, models and theories of social stratification of the population are singled out. The indicators of social and economic statistics regarding the differentiation of the population by income level are considered as the research tools. As a result of the analysis it was concluded that the economic inequality of the population leads to changes in the social structure, which requires formation of a new social stratification of society. The basis of social stratification is indicators of the population well-being, which require a comprehensive study. Prospects for further research in this area are the analysis of the components of economic inequality that determine and influence the social stratification of the population of the country, the formation of the middle class, and the study of the components of the human development index as a cross-currency indicator of the socio-economic inequality of the population.

The aim of the article is to study the effectiveness of making an investment decision applying the method of cost-benefit analysis (CBA) using the example of the project of replacing the central heating system with autonomous gas heating. During the research a financial, economic and sensitive analysis of the project is carried out. Based on the results of the financial and economic analysis, it is found that with regard to the existing ratio of gas prices and tariffs for heat supply such a project is effective for residents of houses (investors) and society as a whole. The sensitive analysis showed that according to the results of the financial analysis, the NPV is most sensitive to the change in tariffs for heat supply, the critical level of change being a 35% reduction in the cost of heat supply with an increase in the price of gas by 25% or more. The application of energy efficient equipment for generating heat energy as well as reducing heat loss during transportation by using energy saving principles can cut costs and, as a result, reduce the price for central heating. Prospects for further research in this area are the identification of an objective and reliable method for assessing the investment project in accordance with the requirements of environmental protection, use of energy-saving technologies, and combating climate change. Further development of theoretical approaches to assessing the effectiveness of energy saving measures with consideration for their environmental and economic component may lead to the CBA becoming a real management tool for national and regional authorities.

The aim of the article is to study and systematize the factors affecting the potential of the innovation infrastructure to improve the quality of conditions of its formation on the basis of elaborating a strategy for the development of the infocommunication sphere. The article considers the current state of development of the infocommunication sphere and approaches to analyzing its role in relation to the goals and tasks facing the national innovation system. It is substantiated that infocommunication technologies act as an innovative tool that contributes to the development of innovations and their commercialization, while enterprises of the infocommunication sphere act as subjects of the innovation infrastructure, which main goal is to intensify innovation efforts and ensure innovation activity. The strategic problems of formation and prospects of development of the infocommunication sphere as a component of the national innovation infrastructure are analyzed.

The aim of the article is a comprehensive analysis of indicators and disclosure of problems of debt sustainability of Ukraine, as well as the formulation of recommendations for its management. There built a system of indicators for debt sustainability analysis consisting of the following elements: indicators of the status, structure and dynamics of the state debt; indicators of the state debt servicing; indicators of the state debt factors; indicators of the debt burden forecast. Based on the calculation and analysis of the indicators, a conclusion is drawn on the deepening of the debt crisis in Ukraine, which is manifested in the excess of normative values of the indicators of status, structure and dynamics of the state debt. The reasons for the aggravation of the debt crisis in Ukraine are revealed and divided into three groups: objective historical, socioeconomic and subjective-institutional ones. Based on the analysis of trends in the sphere of violation of debt sustainability, there defined main problems of debt sustainability management, which form three groups: socio-economic problems; problems in the sphere of public administration; negative impact of related debt factors. In addition, risks and threats of deepening the debt burden are identified. Based on the analysis of these problems, a system of recommendations on the state policy of managing debt sustainability is built, including operational, tactical and strategic measures and reflecting the interrelated action of instruments of fiscal, monetary, investment, foreign trade and other economic policies of the state.

The aim of the article is to determine the positive synergetic effects and overall risks of the architectonics of the aggregate financial potential of Ukraine. Based on the consideration of a number of aspects of the architectonics of the aggregate financial potential of Ukraine using the system approach, it is determined that in the process of interaction of the components of the aggregate financial potential of the country as a system, several types of synergy arise: mobilization, accumulative, realization one. The creation and implementation of positive synergies are carried out with the help of a certain infrastructure. According to the functional purpose for the aggregate financial potential of the country and its synergetic effects, the components of this infrastructure are: monetary organizations, financial markets, and the budget system. The basis for the creation and implementation of synergetic effects of the aggregate financial potential of the country as a resource providing for the development of the national economy is a private-public financial partnership. But together with positive synergetic effects of the architectonics of the aggregate financial potential of the country, overall risks also arise. The overall risks are characterized by loss of resources, decline in the volumes of receipts and financing, decreased efficiency of the resource use both in the context of the aggregate financial potential of Ukraine and its components, deterioration of the financial and economic condition of the country, etc. They include the risks of globalization, financialization, resource leaks, shadowing of the financial and economic sphere, liquidity, as well as credit, interest, currency, inflation, production risks, and risks of privatization, decentralization, distortion of financial and economic information. Prospects for further research in this direction are the identification of measures to strengthen positive synergies and limit and neutralize the risks of the aggregate financial potential of the country.

The aim of the article is to study the distribution of income in Ukraine and indentify the level of inequality, as well as its causes. Official statistics do not give a real picture of the economic inequality in Ukraine. It was found out that the level of remuneration of labor is characterized by significant differentiation: the ratio of the minimum wage to the average wage was 0.263 in 2015. The minimum level of remuneration of managers of state companies exceeded the minimum wage in 2016 by 250 times. The share of capital in the national income in 2014-2015 grew to 50 %, which indicates the distribution of income in favor of the capital owners and the deterioration of the position of employees. The excess of the return on capital (10 %) over the average rate of economic growth (4 %) will increase the inequality in the future. The reasons for the growing inequality in Ukraine is the orientation in international competition for capital on the model of “cheap labor”, unfair taxation of income from capital, corruption, shadow economy.

Indicators reflecting the results of state regulation of agriculture are analyzed. The article investigates the problem of economic security of the city in the strategic management system. The article describes the process of ensuring the economic security of the city. The organizational approach was approved using the example of Kharkiv city. The list of threats to the economic security of the city and their urgency is justified by combining such methods as expert surveys, SWOT-analysis and the hierarchy analysis method. There proposed a methodical approach to assessing the economic security of the city based on a hierarchically built system of indices (integral, complex and partial), which allowed determining the level of economic security of the city and imbalances in the development of its functional components. It is proposed to work out scenarios for ensuring the economic security of the city by combining the cognitive modeling and the scenario approach, which makes it possible to determine directions of the implementation of the strategy for ensuring the economic security of the city and choose leverages of state regulation. There presented a mechanism for ensuring the economic security of the city, which includes the following elements: an action plan to implement the strategy for ensuring the economic security of the city; institutional and organizational support; programming and project planning; scientific and methodological support; financial support. The obtained results reveal, deepen and establish conceptual foundations for ensuring the economic security of the city.

The main problem aspects of building an effective system of accounting and control at the strategic level of the enterprise are considered. The guidelines for the formation and management of this system in the modern business environment are outlined. The aim of the article is to formulate and develop the theoretical and methodological foundations for the functioning of the electronic public procurement system in the logistic environment and develop an approach to determining the level of enterprise readiness for participation in electronic public procurement based on the logistic management of information, financial, information and financial flows, document flows, flows of goods, flows of work and services. The classification of groups of temporary, quantitative, qualitative, cost, technical and technological indicators as well as indicators of the level of readiness of the electronic public procurement system at the macro- and microlevels is proposed. It is recommended to consider the readiness to participate in electronic public procurement and the effectiveness of fulfilling obligations to the customer after the completion of the tender process to be the key indicators for the enterprise. There developed an approach to determining the level of enterprise readiness for participation in electronic public procurement on the basis of a set of criteria related to management of information logistics systems, financial logistics, information and financial logistics, document management, commodity logistics, logistics services and works. Prospects for further research in this direction are development of an approach to financial and economic analysis and evaluation of the effectiveness of the tender security mechanism in the system of electronic public procurement in Ukraine and countries of the European Union.

The article presents the author’s vision of solving the scientific problem of determining factors of influence and forming criteria for evaluating the process of intellectualization of enterprise management systems. It is found that diagnostic evaluation of the process of intellectualization of enterprise management systems depends on the influence of factors of the internal environment of the management systems, personal motivation factors, and the external environment. There carried out decomposition of the process of intellectualization of management systems into separate constituents and group criteria for diagnosing and their detailed indicators are selected. Management of inventories is considered with the purpose of forming a single information and communication model (single information space) regarding their availability and movement. It is determined that automation of such processes allows to record accounting information using unified principles and requirements; provides the possibility of synchronization with other systems, making adjustments, ensuring the relationship between accounting and economic analysis as a single information base. The accounting software for various enterprises is analyzed by the following criteria: completeness, details, reporting, adjustments, thus defining the “1C: Accounting” program as a complex instrument of financial, tax, management accounting for enterprises of different forms of ownership and engaged in various types of activities. Compared to others, this program maximally satisfies management requirements and provides the ability to make adjustments. There proposed introducing automation in the areas of: analysis of the point of order, procurement planning, ABC-analysis of sales, which in the form of an additional module in the configuration of “1C: Accounting” will allow to generate information and monitor the relevant processes.

The aim of the article is to ensure effectiveness of implementation of management objectives of an educational organization by identifying business processes of the quality management system of the educational organization and justifying the choice of language and diagrams of their modeling. The author emphasizes that the approach to identifying business processes of the quality management system of an educational organization should be based not on the types but on the results of the organization’s activity in higher education. It is determined that an effective approach to identifying business processes of the quality management system of an educational organization should be based on the life cycle of the educational service (quality loop), the requirements of the ISO 9001: 2015 standard for building the processes of the quality management system and the standardized list of business processes International Benchmarking Clearinghouse. For further implementation of the quality management system, the author developed a contextual diagram of the system, which is decomposed into processes of level “0” and level “1”. The paper discusses the advantages and disadvantages of various modeling languages applicable to business process virtualization, in particular the unified UML modeling language, which uses a number of diagrams to virtualize business processes of complex organizations. The practical recommendations developed for the identification and modeling of business processes in the quality management system will facilitate an effective implementation of such systems in activities of educational organizations, which will further ensure satisfaction of customer requirements and implementation of management objectives.

The aim of the article is to analyze the theory of generations and identify the possibilities of its practical application in personnel management in order to increase the level of “loyalty” of employees and labor productivity. As a result of the research, the analysis of basic labor values of the personnel employed in the modern economy of Ukraine is carried out. There revealed their dependence on the belonging of employees to a certain generation or historical epoch in which they grew up, according to the theory of generations either to baby boomers, “Xs” or “Ys”. The necessity of taking into account the theory provisions when building business processes of the organization is substantiated, and recommendations for their adaptation in the context of individual HR-aspects are given, in particular personnel attraction, adaptation, training and motivation of employees. Prospects for further research in this area are improving the methods and techniques of working with personnel by taking into account special features of generations of employees and the value system they share.

The accumulation of empirical material on the problems of economic security (state, region, enterprise) at a certain moment required explanation using a number of theoretical constructions and structurization of the accumulated body of knowledge, which led to the emergence of the science of economic security — a hierarchical science in which objects of economic security are located by the following levels: state — region — subject of economic activity. The terms used to denote the totality of knowledge about economic security (state, region, enterprise) are analyzed. The content of the science of economic security as a modern field of knowledge is disclosed. The presence in the economic security of the characteristics peculiar for each scientific branch is analyzed. The general laws of the formation of the science of economic security are considered. The content and characteristics of previously isolated stages in the evolution of the national science on economic security (phenomenological, divergent, convergent and sedimentary) are clarified, the integration and pragmatic stage is added.

The aim of the study is to determine the dynamics of development, factors and determinants that can stimulate the development of socio-economic systems. There proposed the author’s approach to the concept of “development of the socio-economic system”, which should be understood as gradual quantitative and qualitative changes in the functioning of the social and market institutions of the system. The theoretical principles of the dynamics of development of socio-economic systems that allow identifying the determinants capable to qualitatively change the development of socio-economic systems are systematized. The novelty of the study is the proposed formalized approach to development determinants that in the aggregate significantly change the functioning of the socio-economic system. It is proved that the determinants of development cause fluctuations, phase transitions from the previous level of development to the next one.

The subject of the article is the analysis of the main components of the theory of collective action and its evolutionary transformation into modern economic models. The nature of emergence of the theory of collective action, its significance for modern society, the scope of its use as well as the key shortcomings are analyzed. There studied the process of development of the theory of collective actions, namely the interrelation of public incentives of different nature and peer relationships, which, in turn, leads to a change in the economic nature of relations in modern society. Also, attention is paid to the essence of wikinomics, the transformation of the theory of collective actions into the theory of wikinomics is argued with simultaneous solution of the key problems inherent in the theory of collective action, one of which is insufficient information. The main reasons for using wikinomics in modern business environment in the context of the transition of modern society from the post-industrial era into the information age are revealed.

The changes in the condition of markets of non-banking financial services under the influence of state regulation instruments are investigated. As a result of using diagnostic tools for assessing the condition of markets of non-banking financial services based on forecasting scenarios of changes in the condition of the credit services market, the market of private pension provision and the insurance market, the influence of the Regulator’s activities and external factors has been evaluated and forecasted. There made a conclusion about the necessity of using the developed diagnostic tools in determining the priority of the influence of the Regulator’s activities with the aim of leveling the negative influence of external factors on the condition of markets of non-banking financial services.

The main aim of the article is to study the trends in the development of communication strategies for the marketing of electronic banking services for individuals by studying the foreign experience in Digital Banking, as well as the situation in the Ukrainian banking market. The characteristic features of electronic banking services and technologies in Ukraine are determined. Analytical aspects of the sociological survey of European banks regarding the selection of the most important priorities of the marketing strategies of financial institutions for 2017 are presented. Also the main factors determining the development of marketing communications of banks and their clients in the field of electronic payments both in Ukraine and abroad are identified. Modern directions of development of communication strategies of marketing of electronic banking services for individuals in Ukraine are proposed.

The article is dedicated to determining the role of infrastructure potential of the financial market in ensuring its security and flexibility. The aim of the article is to assess the role of infrastructure potential of the financial market in ensuring its flexibility and security. Threats to the financial market security are systematized by sources of formation, scale, duration and nature of influence. The essence of security and flexibility of the financial market is defined. There systematized indicators of security and flexibility of the financial market in interrelation with the components of infrastructure potential of the financial market. The methodology for determining the level of economic safety and flexibility of the financial market is substantiated, the corresponding calculations are made. Also the methodology for calculating the normalized index of the infrastructure potential of the financial market is developed. The correlation-regression analysis of the connection between development of the infrastructure potential of the financial market, its security and flexibility is carried out. The results of the calculations showed that the degree of implementation of the financial market infrastructure potential at the current stage of development of the Ukrainian economy is insufficient. It does not contribute to achieving the necessary level of flexibility and security of the financial market. Each of the components of infrastructure potential requires changing approaches to regulation aimed at ensuring the systematic development of the financial market. Most of the identified problems are mainly related to dysfunctionality of the technological and information components of the infrastructural potential of the financial market. This is manifested in the low level of confidence in it from the part of the household sector as well as in the poor efficiency of regulation of certain segments of the financial market. That is why the prospects for further research are to identify areas for increasing the role of technological and information components of the infrastructure potential of the financial market.

The aim of the work is to substantiate the theoretical and methodological foundations of fair wages and develop indicators for evaluating the labor income policy in terms of implementing the principles of decent work at different levels. It is substantiated that the concept of “decent wages” is an organizational and economic mechanism for determining the basic parameters of wages, which provides a decent level of remuneration, fair distribution of the marginal product between the owner and the employee, timely payment and objective differentiation of wages, as well as transparency of the wage policy. The organizational and economic mechanism for determining the basic parameters of wages should be based on the use of market and contractual elements to regulate the size and structure of remuneration, as well as innovative approaches and tools for the formation of various components of remuneration for work. There proposed indicators with the identification of evaluation standards of the labor income policy in terms of implementing decent work principles at macro and micro levels. The developed indicators should serve as a tool for assessing the current state and trends in the development of the labor income policy through the prism of the implementation of the principles of decent work. Further research should focus on developing indicators for evaluating the labor income policies in terms of implementing decent work principles at sectoral and regional levels, monitoring the labor income policies, and elaborating innovative mechanisms for developing the labor income policies based on decent work at different levels.

The aim of the article is to study the normative legal regulation of accounting activities of non-bank financial institutions to ensure the strategic development of the financial system of Ukraine. There actualized the issue of examining the system of normative legal regulation in terms of: first, regulation of the market for non-bank financial services and their activities as an object of accounting; second, regulation of accounting and reporting as the basis of the impact on its organization, methodology; third, formation of requirements to the management of the institution concerning the qualification requirements to the chief accountant as a subject of organization and carrying out the accounting activities. In the course of the research, there developed a model for influencing the transformation of the organization and methodology of accounting, which will be implemented by establishing new requirements to its methods and objects as a result of changes in the normative legal acts and their impact on the systems of economic analysis and audit as components of corporate management of non-bank financial institutions. The proposed model determines the impact of the provisions of the integrated program for the development of the financial sector of Ukraine until 2020 in accounting in terms of methodology, specificity and composition of its objects. As a result of studying the set of documents that define the strategic provisions for the development of the market for non-bank financial services, there identified directions for the formation of new and transformation of the existing provisions of the normative legal regulation of the accounting system through its elements (methods, objects, subjects), study of its functions and justification of the significance in risk management. We believe that these provisions should be implemented by means of the development of organizational and methodological regulations for the accounting of non-bank financial institutions and the development of proposals for their consolidation in normative legal acts.

The aim of the article is to develop a model for quantitative assessment of risks in anti-crisis management of a machine-building enterprise. The quantitative assessment will allow to identify among the risks the threats that can be considered as catastrophic risks. To assess the integral risk of anti-crisis management of the enterprise, there used a process approach distinguishing the process of anti-crisis management activity and the process of implementation of the anti-crisis program. Within the framework of the process the types of activity are singled out, for each of them risks are identified with revealing their reasons. There built a fuzzy hierarchical model comprising the following elements: terminal nodes — indicators (factors) of risks; non-terminal nodes — separate risks that are characteristic for the processes and risks of each process as a whole; root of the tree — the integral risk of anti-crisis management. The expediency of building a hierarchical fuzzy model, within which conclusions are formed for intermediate variables, is substantiated. Based on the own research and taking into account the opinion of experts, the parameters of the trapezoidal membership functions for assessing indicators and risks are determined. Fuzzy bases of knowledge about the correlation are formed using the Mamdani algorithm. The adequacy of the model is estimated on the basis of the learning sample. The built fuzzy model makes it possible to obtain risk assessment based on the set values of the indicators, thus providing an analysis of the sensitivity of risks to various factors. It is easily adjusted to other conditions and types of economic activity of the enterprise.

The expediency of using multicriteria optimization methods for solving multicriteria problems in evaluation of the enterprise activity is substantiated. The analysis of modern methods of multicriteria optimization is carried out. Various classification characteristics of multi-core optimization problems are considered. There carried out a detailed analysis of such methods of multicriteria optimization as without participation of decision-makers; based on the scalar convolution of the criteria into one; using a criterion constraint; method of the main criterion; successive concessions method; targeted programming; method where the principle of guaranteed result is applied; the method of Steuer and Choo; STEM; using fuzzy logic; FFANN; methods that use genetic algorithms for simulation models. The advantages and disadvantages of the considered methods of solving the problems of multicriteria evaluation of the enterprise activity based on the balanced system of indicators are singled out. The existence of a large set of methods for solving MOP in modeling a balanced system of indicators provides ample opportunities for managing the enterprise activity. The article proposes a metamodel of multicriteria optimization of a balanced system of indicators for the enterprise activity evaluation.

With regard to the available statistical base, taking into account the results of studying management of the food and investment components of economic security, namely the works aimed at determining the indicators of investment activity, investment attractiveness and efficiency of using the investment climate of the territorial systems of the region, the investment attractiveness of economic activities, and the consumer and production potentials of the regional market for meat and meat products, there carried out an appropriate analysis of the effectiveness of the factors facilitating the food component of regional development security based on the evaluation of the parameters of the simulative econometric models.

The aim of the article is to solve an actual problem of assessing and forecasting the risks of innovation activity of an enterprise under uncertainty. Numerous studies dedicated to this problem suggest various qualitative and quantitative methods, however, most papers present no results of their practical application, which calls the usefulness of their use into question. With the help of the scientific and methodological approach based on the theory of fuzzy sets, the model of predicting the expected risk using fuzzy triangular numbers is proposed. All possible cases of interaction of the expected value of the studied indicator and the indicator characterizing its boundary conditions are investigated. With the help of the received formulas, the total risk of investing in an innovation project is determined depending on the boundary conditions. The index of profitability of investments is chosen as the indicator to be studied. The model allows potential investors and developers to select the optimal values of the project parameters provided that the risk is minimized.
