The article is aimed at defining the place of behavioral economics in the paradigmatic structure of modern economic theory and its role in the development of modern economic knowledge. Poor attention of the classical economic theory to the behavioral aspect of decision-making by economic actors in the face of increasing instability and uncertainty of economic development has caused actualization and popularization of researches in the sphere of behavioral economics. It is emphasized that only the research construct of the theory of behavioral economics allows understanding of the irrational phenomena of economic behavior. Based on the identification of the general and distinctive characterizations of the neoclassical and the behavioral theories, as well as taking into account expert estimations, it is proved that the behavioral economics expands the theoretic and methodological basis of modern economic science through introduction of researches on the cognitive-psychological mods of the subject making economic decisions. It is defined that modern economic theory has a polyparadigmatic character, which is caused by the dominance of branching and heterogeneity of scientific interpretations of one and the same economic phenomena and problems. As a result, complex forms of coexistence and interaction of scientific paradigms are present and variations of interparadigmatic synthesis become possible, such as the active development of the theories of behavioral economics, e.g.: cognitive economics, neuroeconomics, etc. The development of behavioral economics takes place in cooperation with other modern economic theories (modern neoclassic, experimental economics, neo-institutional theory, evolutionary theory, etc.), but its applied potential is much greater, which transfers the behavioral economics from the scientific «periphery» to the «center» of the paradigmatic structure of modern economic theory.

The article is concerned with researching the status of the regulatory legislation on the foreign economic activities in Ukraine, analyzing legislative changes in the sphere of foreign economic operations, defining their causes and predicting the consequences. The creation of favourable legislative and tax conditions in the area of export-import operations will facilitate increase in the volume of foreign investment in Ukraine, which, in turn, will stimulate construction of new production enterprises, increase in the number of jobs and income growth of the population, and, accordingly, growth of the national economy as a whole. Works of Ukrainian and foreign scholars, aimed at researching problematic issues in the sphere of foreign economic activity are considered. The experience of other countries’ transition to the system of free floating of capital is analyzed and the existing risks of liberalization of the legislation on currency are defined, which are mainly dependent on the country that implements it. In order to introduce a liberalization of such kind, a country must achieve a sufficient level of economic and institutional development, otherwise the country can be exposed to crisis developments. Key points of legislative changes that are needed to ensure free floating of capital are identified. The reasons for the liberalization of currency legislation are defined, and the impact of the consequences of its introduction on the activities of enterprises and the economy of Ukraine as a whole are forrecasted. Changes in the legal instruments are analyzed and the consequences of their introduction are defined. Further directions of reforming the regulatory acts in the sphere of foreign economic activity, which provide for the easing of currency settlements, are proposed.

The article is aimed at researching the cyclical fluctuations and tendencies of emigration from Ukraine. Priority countries of emigration of Ukrainians at the present stage are determined; fluctuations in the net migration of Ukrainians along with the population numbers are analyzed; dynamics of the workforce volumes are explored; promising tendencies in emigration from Ukraine are evaluated; waves of emigration of Ukrainians are identified, their quantitative and qualitative characterizations are presented; basic principles and priorities of the country’s employment policy are outlined. Ukraine is significantly inferior to most European countries in terms of the level and quality of life of the population, and this is what prompts the relocation of some active and ambitious individuals who see migration as a reliable way to improve their standard of living. For the most part, Ukrainian migrants do not compete in destination countries with the local population for prestigious job vacancies in the labor market, but occupy less attractive jobs. A destructive consequence of mass emigration and the deterioration of the political and economic situation in the country is a rapid decline in the population of Ukraine. With the current migration tendencies, the next wave of emigration will lead to the departure of able-bodied young people from Ukraine, which carries the threat of depopulation and economic crisis. The uneven structure of the population with the predominant number of socially unprotected segments of the population makes economic development impossible for the country. It is substantiated that there is a need for proactive, flexible and securitized policy of employment of the population in Ukraine. With the development of the information society and the digital economy, Ukraine should support the introduction of information and communication technologies in the labor market, promote new types of social and labor relations, as well as new approaches to management of human resources.

The article is aimed at analyzing the theoretical and methodological approaches to diversification of Ukrainian exports under conditions of economic crisis and loss of foreign markets. The essence and reasons for export diversification are considered, the structure and tendencies of development of national exports are explored. The carried out analysis of the structure and dynamics of Ukrainian exports showed the need to diversify Ukraine’s products with the purpose to gradually turn into a State with an innovative knowledge-intensive economy. This will help to restore economic growth and achieve a certain level of competitiveness. According to the results of the analysis, a large diversification of Ukrainian exports due to the gradual decrease in Ukraine’s focus on the CIS markets and, in particular, on the Russian market, is specified. Ukraine for now insufficiently uses trade opportunities with countries such as the United States, Germany, Great Britain, France, Japan and Canada. In general, the State underutilizes the trade potential with 75 world countries and thus underreceives about 6 billion US dollars. It is substantiated that in the conditions of economic crisis and loss of external markets it is advisable to use the opportunities of innovative and inertial directions of diversification. A methodology for evaluating export diversification at the regional and enterprise level is proposed, which should become the basis for determining methods of diversification and identifying measures aimed at optimizing the commodity structure of exports. Understanding the main stages of export diversification of enterprise is an important condition for its further implementation.

The article is concerned with the topical issues of forming the main priorities of Ukraine’s socio-economic development, taking into account the experience of developed European countries as the main strategic guide line out of the crisis. The author carries out a comparative analysis of the socio-economic and political formation of Ukraine for the period 1991-2019. It is concluded that at the stage of its statehood formation Ukraine used one of the most ineffective models of transformation of economic systems among all post-socialist countries. A comparative analysis of the main indicative indicators of the efficiency of macro-economic, socio-demographic, foreign economic policy of Ukraine and the European Union countries is carried out. It is noted that a significant competitive advantage of the Ukrainian economy is a fairly high share of agricultural land, which makes it possible for Ukraine to become one of the world leaders in this market. The main priorities of reforming Ukraine’s economic system, taking into account the experience of European countries, are substantiated: developing a highly effective policy of re-immigration; promoting the establishment of regional centers for development of science and education; elaborating measures to increase the share of high-tech exports; reducing the openness of the economy through import substitution policies; restoring the national production, industrialization of the economy. The main directions of cooperation between Ukraine, the European Union, the European financial institutions with the purpose of mutually beneficial bilateral trade and increased access to financing are outlined.

The article carries out analysis and assessment of the fiscal burden on the entities of economic activity in Ukraine, researches the issues of tax optimization as the main prerequisite for the unshadowing of business and improving the investment image of the country. Because an efficient, «smart» and balanced tax policy is the primary source of sustainable development of the economy, the motivating factor, which, by means of fisk, facilitates the growth of the country’s investment attractiveness. The necessity for the tax regulation and stimulation of environmentally friendly, waste-free alternative industries is substantiated, because this issue has become the main challenge of functioning of the economic system of Ukraine as a whole. A number of major shortcomings of Ukraine’s existing tax policy is allocated. A comparative analysis of the tax pressure for several types of taxes in Ukraine and the European Union is carried out. The main negative aspects of the previous tax reform on the specific types of taxes and the social contributions (income tax, value-added tax, profit tax, single social contribution) are formulated. The author substantiates the expediency of a gradual introduction of the tax on withdrawn capital with the simultaneous abolition of the income tax, which will be the main motivating factor for the accumulation of financial resources from the economic entities and the source of their reinvestment, to expand operations, create new jobs and introduce new high-tech kinds of production. The main constraints of business development in Ukraine are analyzed, among which the most common are the following: high levels of corruption and inflation; existence of a military conflict in the country; fierce competition and insecurity on the part of the judiciary, etc., but the greatest share is reserved to the significant tax burden, complexity of tax administration, and pressure on the part of the State fiscal authorities.

The branches of the engineering complex of Ukraine are grouped; volumes of expenditures are analyzed according to the directions of industrial innovation of industrial enterprises and to the indicators of innovation at industrial enterprises; key principles of formation of a competitive strategy for innovative development of machine-building enterprises are allocated. The expediency of forming a competitive strategy for innovative development of machine-building enterprises is substantiated, which is based on the following principles: purposefulness, objectivity, adaptability and mobility, hierarchy, strategy, scientific validity, systemicity, optimality, complexity and coherence, competitiveness, sustainability, participativity and social orientation, balance, innovation and development, efficiency, validity of the indicator support, economic efficiency. Measures to address the problems of innovative development of machine-building enterprises are proposed, e.g.: developing and implementing effective programs to support and stimulate innovative development; providing governmental guarantees for projects that involve introduction of modern technological processes; creating a favorable investment climate that will attract means of foreign investors from the global financial market; introducing a system of benefits for enterprises; establishing a system of progressive taxation for entrepreneurs; developing a credit support system; creating an efficient regulatory framework; refocusing foreign economic activity on high-tech exports.

The article is aimed at studying the mechanism of transfer of relevant and qualitative knowledge at the current stage of development of the national economy as one of the main principles of cooperation of the main actors in the economic market. Achieving such a result is possible only if the resources and powers of central, regional governments, local governments, scientific institutions, educational institutions and enterprises are co-operative, as well as target objectives are combined into a single system. The article carries out a structural analysis of the current status of the mechanism of transfer of knowledge in the world and in Ukraine. The domestic and foreign scientific-methodical basis for the transfer of knowledge in the higher education system is researched. An analysis of the main commercial forms of transfer of realized knowledge is carried out. The essence of leasing mechanisms, patent and licensing trade in rights to industrial property and joint entrepreneurship are explored. The essence of the concept of technopark and its key characteristics are defined. The cycle of transfer of quality knowledge between higher education institutions and the production sector is considered and a classification of the main types of knowledge transfer is provided. Also considered is the model of quadruple helix and its constituent elements. The relationship between the key participants in the transfer process of knowledge according to the quadruple helix model is researched. Alternative definitions of knowledge transfer concepts and knowledge transfer center are suggested. The essence and main advantages of creating knowledge transfer centers on both the commercial and the State basis are covered.

The article examines one of the pressing problems of management theory, related to the definition of the concept of «personnel gaps». Influenced by the process of decentralization in Ukraine, the problem of personnel provision of regions has become widespread popularity. In regional development, human resources play an important role in the development of the territory as a whole, not individual enterprises. That is why the article is concerned with exploring the human resources as a key factor in the development of regions in Ukraine and other countries of the world - in order to identify and further on prevent the prerequisites for occurrence of personnel gaps. The current tendencies of personnel reproduction in the developed world countries are analyzed. The factors of reduction in human resources in Ukraine compared to other world countries are considered in particular detail, which is subsequently reflected in the personnel gaps. At the same time, the idea of rather positive influence of development of the latest technologies on personnel resources is defended, provided that there is a full-fledged market relations. After analyzing the experience of developed countries in the introduction of basic unconditional income, it was found that these activities were aimed at improving the morale of human resources rather than motivating them to find decent work. The introduction of basic unconditional income in Ukraine at the moment is impossible because of the threat of loss of business sentiment among citizens, as well as the lack of free sources of raising funds. Identifying and systematizing personnel gaps allows us to focus on the problems that stand in the way of regional development in the country. Prospect for further research in this direction is to define measures to prevent personnel gaps based on the solution of this global problem already studied and analyzed by foreign experience.

The publication presents the results of a research on the existing practice of analyzing the regional potato market in terms of production and consumer potentials. By examining existing approaches to the analysis of the regional potato market, as well as the use of economic analysis techniques together with an applied econometric instrumentarium, it has become possible to offer the authors’ own approach to the solution of the task of analysis of both the production and the consumer potentials of the regional potato market on the example of the regions of Western Ukraine. Building-up and econometric analyzing of the models of dependence of potato production and consumption on key factors in each of the regions of Western Ukraine allowed to track the cause-and-effect relationships between the main parameters of the researched food market in the context of ensuring the region’s food security. The calculated projections of the use of the resource capabilities of the regional potato market and the consumption of this type of food give every reason to conclude about the expected slight increase in use of the production potential against the backdrop of declining use of the consumer potential. This is explained due to a decline in real consumer capacity against the background of the growth of the production self-cost of potatoes in all categories of farms. Practical use of the developed approach in the process of analyzing and calculating projected efficiency values for the use of the production and the consumer potentials of the regional potato market (with appropriate model calculations and taking into account the possible lag effects because of changing economic conditions) will potentially allow a qualitatively new approach to the formation of mechanisms for ensuring, analyzing and monitoring the food security of Ukraine’s regions.

The article is aimed at identifying modern features of insurance in the agricultural sector of the Ukrainian economy and defining the factors of influence on the agricultural insurance market. Agriculture is highly risky, and the issue of using agricultural insurance as a method of reducing future losses of benefits is topical. The article discloses interpretation of the terms of «insurance» and «agricultural insurance» and also presents the types of possible risks arising in the activities of agricultural enterprises. The performance indicators of leading insurance companies in the field of agricultural insurance are analyzed. The current state and dynamics of insurance of agricultural risks, which arise both in the field of crop production and in livestock, are researched. This will allow predicting the future prospects of the market for insurance services and products, as well as finding possible optimal ways to solve the problems of product insurance, faced by the agricultural producers. The main factors influencing the efficiency of the insurance market in the agricultural insurance sector are allocated. The basic principles of insurance of agricultural products with the State support are analyzed. It is defined that the further development of agricultural insurance should be directed towards creating a profitable and safe environment for all participants in the agricultural market, which provides for the distribution of risks between agricultural producers, processing enterprises, banks, insurance companies and the State. The agricultural insurance of risks creates possibilities for advantageous harmonizing the interests of participants in the agricultural insurance market and the State as a party whose first priority is to ensure stable economic growth, the well-being of citizens and their social protection.

The article explores the tendencies of entrepreneurship development in region (on the example of the Zaporizhzhya region). Based on the statistics of the State Statistics Committee of Ukraine and the General Directorate of Statistics in the Zaporizhzhya region, the article analyzes the main indicators of the activities of the economic entities in this region; the main indicators of the financial-economic activities of the enterprises in the Zaporizhzhya region (by types of economic activity); financial results before taxation per enterprise in the Zaporizhzhya region; financial results before taxation of enterprises in the individual regions of Ukraine; the main structural indicators of the small enterprises’ activities in the individual regions of Ukraine. Some data on entrepreneurship development in several regions of Ukraine are compared with the corresponding indicators of the Gomel region of the Republic of Belarus. The carried out research allowed to state the following: change in the structure of the region’s economic entities during the research period towards an increase in the share of enterprises and, consequently, a decrease in the share of individuals - entrepreneurs; the lower rate of decline in employment in the Zaporizhzhya region than in Ukraine as a whole; a high proportion of innovatively active industrial enterprises in the total number of industrial enterprises in the Zaporizhzhya region compared to the neighboring regions (except Kharkiv region) and the country as a whole; positive tendency in the volume of sold innovative products by the region’s industrial enterprises; increased importance of the small business’ influence on the economic development of the Zaporizhzhya region, as evidenced by the high average annual growth rate of the number of small enterprises in the region compared to a number of neighboring regions, as well as the growth of volume of the products (goods and services) sold by small businesses. It is determined that the importance of business development for the Zaporizhzhya region is conditioned by the need to move from the model of economic development based on the activities of large enterprises - processors of raw materials to more diversified and open economic model based on small and medium-sized entrepreneurship with high innovation potential, resilience to crisis phenomena and the ability to adapt quickly to new economic conditions and environmental challenges. Therefore, the first-priority measures are: modernization of the outdated equipment and technologies; introduction of energy-saving technologies, alternative energy; spatial deconcentration of economic entities.

The article is aimed at researching various aspects of information flows and information provision of integrated logistization of processes at enterprises in today's environment. Methodological and scientific approaches with regard to the formation and developing information flows and information provision of the integrated logistization of processes at enterprises are elaborated and their economic efficiency is substantiated. The model of a viable system of integrated logistization of processes at enterprises is analyzed. The total aggregate of methods for assessing the efficiency of information flows and information provision of the integrated logistization of processes at the micro-level is considered. It is concluded that the problematic nature and ambiguity of the final vector of the development of logistics processes under changing market conditions lead to the need to intensify scientific research, theoretical rethinking and stabilizing the ongoing changes. Further development of economic relations, being formed in an unstable external environment, requires highly efficient means and methods of managing logistics processes.

Increased military tensions, changes in weapons systems, forms and methods of confrontation are fuelling increased demand for armaments and increased military spending in virtually all regions of the world. Without an awareness of the real level of the military power of countries, the dynamics of their changes and the directions of further development, it is impossible to build a perfect system of national security, to specify possible military and political threats, develop instruments to counter these threats and the scenarios how to neutralize them. The article is aimed at highlighting the current patterns of militarization processes at the global level, identifying both regional and national features of militarization, carrying out a comparative analysis of military power and combat capability of the armies that are at disposal of the geopolitical players. Based on data from international analytical centers, which are in one way or another related to security and defense systems (SIPRI, BICC, IISS, etc.), the article highlights global trends and regional features of increasing the defense budgets as determinants of the military power of countries and the combat capability of their armies. Measuring together with the international comparisons of the multifaceted militarization processes are based on indicators of the international rating systems: the military power of countries and the combat capability of armies – based on Global Firepower (GFP); the militarized burden on the economy and society as a whole, based on the Global Militarization Index (GMI). The methodological aspects of the formation of these mentioned international ratings are also considered, the results of positioning in the rankings for the top countries and Ukraine, which has been suffering from Russian hybrid aggression for five years, are displayed.

The article is aimed at defining the place and role of the working chart of accounts in the company’s information system, as well as allocating problematic issues related to the process of developing and implementing a working chart of accounts by domestic enterprises. The normative legal documents on regulation of the list of accounting records, which can be used by enterprises, organizations and institutions, are considered. The emphasis is placed on adapting the legal requirements to the company’s practice and its industry features in the formation of a working chart of accounts. The problem, which is allocated, lays in the designing of the enterprise’s information system when building a working chart of accounts in terms of determining its volume. The possibility of small business entities choosing to apply a common or simplified chart of accounts is emphasized. It is concluded that the model of the working chart of accounts of budgetary institutions requires some preparatory work at the level of the central regulatory body - the Ministry of Finance of Ukraine. Prospect for further research is the continuation of theoretical research on the technical component of the accountance of domestic enterprises.

The article is aimed at studying accounting policy as an instrument for formation of accounting information in management. The essence of the concept of of «accounting policy» is analyzed. It is determined that the full and truthful reporting of the enterprise’s financial results and financial status depends to a large extent on the level of formation and application of accounting policy that takes into attention the conditions of the enterprise’s activities, organizational and technological features etc. It is noted that modern accountance should be seen primarily as an information base used for taking efficient managerial decisions. The authors allocate the importance of accounting information and its principles in the formation of accounting policy: sufficiency; usefulness; objectivity; accuracy and relevance. Criteria for the importance of accounting information in the formation of accounting policy are formed. It is proved that accounting policy, as an instrument for formation of accounting information in management, should ensure the following: full reflection in the accountance of all business facts; accounting of business facts is reflected not only upon the basis of their legal form, but also upon the economic content of the facts and the conditions of the economy; identity of the data from analytical accounting with the turnovers and balances; rational and economical accounting based on the business conditions and the size of enterprise. The aspects that need to be taken into consideration when forming accounting information as the basis of accounting policy in management are defined, i.e.: accounting information should integrate both financial and operational (non-financial) information; development of accounting information should facilitate the achievement by the economic entity of its strategic objectives; accounting information should contribute to understanding the causes of events and phenomena that have occurred in the economic life of the enterprise.

The article discloses provisions regarding the functioning of the main instruments and mechanisms of the State’s monetary policy, in particular the definition and regulation of the mandatory reservation norms, interest policy, refinancing, currency interventions, operations with securities in the open market, as well as the peculiarities of their application in the context of adaptation of inflation targeting. The theoretic-methodological bases of the use of monetary instruments in the context of institutional changes of the financial system are deepened. Goals are defined and the main indicators of Ukraine’s monetary policy for the period of 2001-2019, including the consumer price index, interest rate, monetization of the economy, official rate of the national currency to the US dollar, international foreign exchange reserves are analyzed. It is substantiated that the State represented by the central bank through the channels of monetary policy can stimulate economic development in accordance with the priorities of its financial-economic policy to support economic growth, maximum employment, price stability and external economic equilibrium. The transmission mechanism of monetary regulation and the main channels of its implementation are considered taking into account the cyclicality of the economy. The need to strengthen coordination of the monetary policy measures with other components of the State’s financial policy, in particular fiscal policy, is substantiated. The expediency of using both symmetrical and asymmetric monetary regulation in various macro-economic conditions is characterized. The basic principles of the central bank’s activities are defined, ensuring that the processes of endogenous economic growth can be effectively regulated by monetary means.

The article is aimed at improving the instrumentarium of risk analysis associated with the use of banks’ services in order to legalize the proceeds of crime. The main directions of scientific research on analysis of the risks of money laundering through banking institutions and ways to counter such risks are analyzed. The carried out analysis showed that most of the proposed approaches are aimed at analyzing the risk of money laundering at the macro-economic level, including the analysis of the number of reports about suspicious operations, where the content of the financial operations as such is not always taken into account. The article suggests to use the analysis of the indicators of both debiting and cash withdrawal in Ukrainian banks as an additional instrument for analyzing the risk of legalization of criminal proceeds. The choice of such an instrument is based upon the fact that, first, cash transactions have the highest risk of legalization of income, and therefore require an in-depth analysis, and secondly, information from banks and other primary entities, engaged in the financial monitoring related to the money laundering issues is restricted for external users, so it is not possible to use all risk criteria to analyze transactions. The carried out analysis with use of the proposed instrumentarium allowed to divide the totality of 77 banks operating in Ukraine into four groups in accordance with the values of asymmetry, excess and variation of data distribution indicators. The main features of certain groups of banks in accordance with the distribution of cash turnover are identified and analyzed.

The article is aimed at exploring the sources of financing for domestic enterprises, including by the types of economic activity; evaluating the dynamics of volume and structure of financial resources of Ukrainian enterprises, their financial results; finding directions to optimize the formation and efficiency of use of the financial resources of enterprises. The dynamics of the financial resources’ structure of large and medium-sized enterprises in Ukraine as of March 31 for the time period of 2017-2019 are analyzed, the sources of their formation are estimated by the types of economic activity, dynamics of the financial results are analyzed. The main problems of the formation of financial resources in domestic enterprises are defined and ways of optimizing the formation and use of financial resources in the enterprises are proposed.

The article is aimed at studying the prospects of capitalization of insurers in Ukraine, subject to the reform of income taxation and the introduction of a tax on withdrawn capital. The publication examines the capital structure of insurers and the macro-economic indicators of the Ukrainian insurance market, identifies the macro-economic tendencies regarding the capital and equity of insurers. The most dynamic in the content of the capital of insurers are liabilities. An empirical analysis of the financial result before taxation and the net profit of insurance companies, dividend payments and propensity for dividend payments in the medium term is carried out. The absolute difference in the capital of insurers, which can potentially be obtained as a result of income tax reform, has been defined. The procedure for calculating the absolute difference in the capital of Ukrainian insurers after the reform of income taxation is proposed in the form of difference in the financial result before taxation and dividends, other payments to be taxed. An iIncreased capitalization of the insurance market is possible through the capitalization of the net profit of insurers. In other words, insurance companies will be able to increase their net capital by the size of the pre-tax financial result, reduced by dividends and other withdrawal payments. With this approach, the size of dividend payments becomes an important factor of influence. The article is aimed at exploring the functioning and the development directions of the Ukrainian bond market. It is defined that in Ukraine the bond market is divided into three segments: the State bond market, the local bond market, and the corporate bond market. Data on the issue of and trade with bonds in the domestic stock market over the past five years were collected and processed. The main development tendencies and the current status of bond trading are analyzed. It is displayed that Ukrainian bond market today takes the main share in the structure of securities trading in the Ukrainian stock market, but is still underdeveloped. It is defined that the volume of bond trading has decreased by more than four times in the last five years: the most important value of this indicator shows the State bond market, while the local bond market has not been issued with new securities for three years. The focus is on the main problems in development of the bond market in Ukraine, which hinder its effective functioning, which are the following: low credit rating of the country; imperfect mechanism for the formation of bond prices; unstable macro-economic and political situation in the country; ineffectual tax policy on the part of the State. It is defined that the main direction of development of this segment should be increasing the competitiveness of Ukrainian bonds in the international stock market, so that Ukraine may solve the issue of too expensive attraction of additional resources. The main directions of increasing the attractiveness of Ukrainian bonds in international markets are proposed, methods of overcoming the existing domestic problems of the national bond market are allocated.

The article is aimed at substantiating the model for evaluation of stakeholders for their active involvement in the process of formation of a strategy for sustainable development of Ukrainian cities. By systematizing and generalizing numerous scientific studies, the authors prove the appropriateness of improving the strategic management system for sustainable urban development on the basis of implementing the provisions of the stakeholder conception; importance and relevance of the task at hand is determined; a list of benefits that can be gained from actively engaging stakeholders in the strategic planning process is suggested. The most common methods for evaluation of stakeholders are systematized and compared, their essence is defined, the specifics of use are demonstrated, the main expected results of the evaluation are presented. It is proposed to use the Mitchell model to evaluate the stakeholders in the urban development, which, along with the awareness of specifics of the territorial community will allow developing the most effective strategies of communication and interaction, to choose efficient management instruments of influence and, as a result, organize a productive process of strategic planning. Prospects for further research by the authors are inclusion of the assessment phase of evaluation of stakeholders in the process of forming a sustainable development strategy for the city; development of both communication and collaboration strategies for each dedicated stakeholder group; testing these provisions in the process of forming strategies for the development of Ukrainian cities.

The article is aimed at developing a mechanism for estimating the competitive position of enterprise, which would provide comprehensive objective diagnosis of the industry market factors and the enterprise’s potential. An improved modification of the SPACE analysis method has been developed. When diagnosing the status of enterprise, its financial strength and competitive advantages are considered. In the process of estimating the near environment, the stability and attractiveness of the industry are analyzed. Financial strength, as a complex concept, provides for an estimation of the solvency of enterprise, its financial independence and performance. The competitiveness of enterprise is determined by its competitive market advantages and the efficiency of use of resources. Sets of local indicators for each estimation direction of the enterprise and the external environment are substantiated, including the original, non-widely used ones («performance ratio», «wage competitiveness ratio»). The calculation of integral estimates of the enterprise’s financial strength, its competitiveness, attractiveness and stability of the industry is proposed. A matrix has been developed to interpret the results of analysis and to select a vector of strategic development. This mechanism will ensure an informed decision-making as to the choice of strategy due to: ability to quantify each factor; integrated assessment of the financial strength and competitiveness of enterprise, attractiveness and stability of industry; the recommendations provided in the SPACE analysis matrix. Prospects for further research are to develop methodical approaches to quantifying the individual environmental factors and their impact on the enterprise’s strategy.

The article is aimed at forming the process of consolidation of information resources as a systemic base for the strategic management of the enterprises’ innovativeness. It is defined that in today’s turbulent economic environment, the consolidation of information resources in ensuring the efficient operation of enterprises and improving their level of development is relevant. It is determined that the consolidation of information resources is an important factor leading to the formation of the value-sense paradigm of the enterprises’ activities. The elemental composition of the essence of the concept of «information» is formed. It is disclosed that information resources are transferred in an oral, written or other way; types of information transmission are allocated. It is identified that each enterprise uses a large amount of information resources in its activities; a classification of them is provided. It is defined that the consolidation of information resources is characterized by the fact that at some stage of task solution an aggregate of new information is present that can be compared with a system of own views, concepts, attitudes and assessments. In the future, this updated information will be understood, structured, formalized and will become the systemic base of the strategic management of the enterprises’ innovativeness.

The article defines that a successful implementation of strategic changes largely depends on the timely and adequate managerial decision-making and the correct implementation of the decisions made, and therefore - on the competence of managers and participants in the strategic changes. Introducing the marketing conception into the management of higher education institutions necessitates development of a modern instrumentarium to research the actors in the higher education products market. To this end, a scientific-methodical approach is developed to identify the degree of gap in perceptions of the competences of higher education professionals by key stakeholders, based on defining: 1) integral estimates of the importance and satisfaction as of competences (for graduates and employers), the importance and opportunities to acquire competencies (for students and teachers); 2) measures related to gap in perceptions of competence; 3) identification of the degree of competency gap and definition of the type of managerial decision. The results of the carried out research determine significant differences in the perceptions by key stakeholders of the rigid (professional) competences: theoretical knowledge of specialty and practical professional skills; moderate degree of gap in perceptions in the possession of a related profession and the ability to solve professional problems. It is concluded about the inconsistency of training specialists in the higher education institutions to the modern requirements of the labor market and the ongoing transformations. On the basis of the results obtained, practical recommendations on the formation of a unique offer of educational products according to the components of «product», «process», «staff» are elaborated.

The article is aimed at generalizing the theoretical foundations of the formation of the economic security system, which determine its attributive characteristics. The theoretical basis for the formation of the economic security system is the synthesis of theories of economics, theory of systems, disaster theory, conflict theory, synergistic and risk theories. Each of the mentioned theories ensures the formation of the properties of economic security. The theory of economics defines the fundamental foundations of organization of economic security, which is the formation of a secure environment for the implementation of the system of internal and external interrelations of enterprise. The theory of systems defines the structural and functional organization of economic security. The disaster theory helps to identify the limits of the enterprise’s sustainability and define the critical values of indicators. The conflict theory defines the sources of threats, dangers and risks associated with the realization of the social-biological properties of the enterprise’s staff. The synergistic theory defines the behavior of enterprise in the conditions of internal or external hazards and risks, mechanisms of its development in the conditions of imbalance. And the risk theory, in turn, provides the system of economic security with a methodical instrumentarium for their diagnosis and management, which allows to implement the functionality of the economic security system as a system of forecasting, preventing and reducing the negative impact of risks on the enterprise’s performance. Synthesis of the main concepts of these theories allowed to form the main attributive characteristics of the economic security system, ensuring its functionality on the basis of the implementation of the tasks indicated.

The article is aimed at exploring the additional sources for expansion of activities of companies, among which the most popular in the current conditions of the world economy is mergers and acquisitions (M&A). The retrospective and the current status of mergers and acquisitions in the U.S. corporate sector, with the appropriate establishment of corporate controls over companies. are analyzed. It is defined that researchers in the USA distinguish a kind of «waves» of mergers and acquisitions, the average frequency of which varies from 10 to 20 years. These «waves» have their own peculiarities. The most common ways of gaining corporate controls are considered, including direct acquisition of shares, tender offer and methods that are not related to changes in shareholders («struggle for power of attorney» or «buying votes»). It is concluded that during the research period (from 2000 to 2018) the largest number of mergers and acquisitions were recorded in the high-tech, medical, energy sectors and financial sphere. In the future, these dealings will be used by U.S. companies as an external source of growth.

The article is concerned with testing the methodical approach to identifying the «under-served» foreign markets. The key challenge in activating the export activity and improving its efficiency is finding new, more attractive, markets with easy access and better terms of trade. In order to solve the task of finding new markets, a methodical approach is developed and tested on practical data. The method of identifying the «under-served» markets includes the 4 stages, where the selection of markets takes place according to different criteria. Export opportunities are evaluated in the first stage, which defines availability of the appropriate specialization in the export of products of the selected commodity group and the share of domestic exports in the world market. The second stage includes an evaluation of the potential for the development of external market. At this stage, the potential for the development of external markets is evaluated, which defines whether there are prospects for the development of a market in a certain commodity group. The third stage identifies the markets that have the largest volumes of imports of products and the share of domestic products on them. As a result, countries that consume significant amounts of goods to be exported are defined. The fourth stage evaluates the prospects for exports to «under-served» markets. According to the chosen criteria of market availability and the best terms of trade, prospective markets to which products can be exported are selected. At each stage, the structural blocks of the method of identifying the «under-served» market are considered; based on the practical data the markets for the production of 1101 «Flour from wheat or from wheat and rye mixture» are analyzed; the potential markets to which national enterprises can increase exports are identified.

The article develops the conception of activating public-private partnership of in the context of development of investment and innovation activities by identifying the principles of such activation, the conditions for its implementation, instrumentarium, resource provision, directions of analysis, subjects and analytical subsystem of activation at the national, regional and municipal levels, which allows that all kinds of work be directed towards development of the human capital of society in the strategic and tactical dimensions. The features of activation of public-private partnership in the context of development of investment and innovation activities in strategic and tactical dimensions are allocated. Strategic and tactical decisions as to such activation are provided. A generalized model of influence of the strategy on the development of public-private partnerships is presented, which integrates processes, structure of projects, instrumentarium and culture, and reflects the relationship between the choice of spheres of activation, evaluation of its status and motivation of partners in this direction. A number of basic conditions for the activation of public-private partnership at each level are allocated: the State, regional and municipal. In the considered context, public-private partnerships are proposed to be viewed from the viewpoint of a dynamic process of infrastructure improvement of the national, regional or municipal system, which allows to improve quantitative and qualitative parameters and thus improve the level of satisfaction of the individual and collective needs of the population. Prospects for further research in this direction should be contained in concrete definition of the single elements of the conceptual model of activating public-private partnerships in the context of development of investment and innovation activities.

On the basis of a comparative analysis of the ranking positions of Ukraine among the world’s advanced countries in the system of indicators of sustainable development, including: Human Development Index (HDI), Global Competitiveness Index (GCI), Global Innovation Index (GII), Legatum Prosperity Index (LPI), it is argued that Ukraine’s entry into the sustainable development trajectory is related to the imperative of achieving the competitiveness of the national economy through activating the innovation activities of enterprises in the context of global development trends. It is defined that the developed countries of the world are characterized by a high level of competitiveness, sustainable socio-economic development, achieved through active innovation efforts. Upon the results of an analysis of the structural elements of the GCI for Ukraine (rating position 83, which is outside the group of developed countries) and in view of the statistics showing low innovation activity of industrial enterprises in Ukraine, the factors that hinder their innovation activities are identified. First of all, they are related to: imperfection of institutions, of innovative infrastructure, of financial and credit system; macroeconomic instability; lack of financial and credit resources to ensure innovation activities, as well as insufficient scientific support. The author formulates the principles of the State support for innovation activity of enterprises, in particular enterprises of the corporate sector of the national economy, which are aimed at eliminating or reducing the impact of these factors and which are sensible to be implemented in the format of a national innovation system.

The process of forming potential opportunities for the development of industrial enterprises is one of the dominant directions of its innovation strategy, requiring the creation and activation of organizational-economic opportunities and managerial competences to achieve strategic, tactical and operational objectives. The introduction of innovations in the production process and on the delivery of services is closely related to marketing and logistics activities, is conditioned by the adaptation of novations in order to form the value-oriented directions called to meet the needs of consumers. During the phase of implementation of marketing as one of the fundamental links of the enterprise's market activity, key instruments of the nature of the change in performance parameters are substantiated. In today's economic environment, the dominant interests of enterprise are the basis for the development of a mechanism for ensuring innovative development. The objectives of the article are the following: building and evaluating with use of a system of simultative equations of an aggregated macro-economic model of Ukraine’s economy, taking into account the level of shadowing; carrying out a scenario analysis based on the model to define the key instruments of the State-based regulation aimed at reducing the shadow sector and achieving macro-economic stability, taking into consideration possible external and internal destabilizing factors and risks. This approach to modeling allows quantifying the interaction of key macro-economic indicators of the Ukrainian economy, but also applying a wide range of scenario analysis to define efficient instruments of the State-based socio-economic regulation both in the short and long perspectives. In order to demonstrate the practical possibilities of the built macro-model, a forecast of the main macro-economic indicators is calculated under the terms of a baseline scenario and several possible scenarios for further economic development are analyzed (in particular, in the assumption as to further growth in average wages and volumes of cash outside banks), as well as an assessment of the impact of such a change on the level of economic shadowing and employment is carried out, indicating invariance of the tendencies of other macro-economic indicators of the model. Scenario analysis and quantification of the relationships between the model’s variables indicate the sensitivity of employment, level of shadow economy, inflation, exchange rate, interest rate and GDP to changes in the macro-economic environment. Prospect for further research is to expand the developed aggregated macro-model of simultative equations by adding other sectors, in particular fiscal, tax, etc., to more accurately reproduce the functioning of the country’s economy as a whole.

Meeting the needs of the population in housing (or improving their living conditions) is part of the social policy of the State, and therefore the basic characteristic of quality of life. There is no noticeable progress in this direction from the part of the State, so the emphasis is shifting towards private investors. At this, the right choice of the mechanism of investment of funds is the key to obtaining the desired residential real estate. The article is aimed at analyzing and systematizing the features of the existing financing mechanisms for housing construction in Ukraine, as well as defining the directions of their improvement in the context of the changes in the country's financial-economic system. The existing mechanisms for financing housing construction in Ukraine are researched, their features are highlighted, advantages and disadvantages are provided. The result is a proposed scheme, which allocates: construction financing funds, trust bonds, real estate funds, and joint investment institutions. It is demonstrated that in recent years the financing mechanism with forward contracts has become particularly popular in Ukraine. Uncertainty and significant financial risks for the investor in the case of financing the construction of housing by signing contracts for the purchase and sale of real estate or property rights are specified. As a result of the carried out research, the author identifies directions and substantiates a number of measures that could improve the financing of housing construction in Ukraine, namely: deepening cooperation with international financial organizations; development of public-private partnerships; popularization of local programs of housing construction (at least for preferential categories of the population). It is noted that in Ukraine today there is no mechanism for financing the housing construction, which would completely protect the investor from the risks of loss of real estate or funds paid for it.

The article is aimed at elaborating the conception of diffusion of innovativeness of enterprises in the space-time process, which is formed under influence of the active development of scientific and technological progress. The flow velocity of the process of diffusion of innovativeness according to E. Rogers, depending on the main properties of innovation (new product) and evaluated by potential consumers when making a decision, is considered. The stages of the space-time process of attracting an individual consumer (economic entity) for adoption (use) of innovation (new product) are defined. It is indicated that an important component of the diffusion of innovativeness of enterprises in the space-time process takes into account the peculiarities of heterogeneity and uneven socio-economic development of enterprises. It is defined that the main tasks of diffusion of innovativeness of enterprises are the following: ensuring efficient employment of the workforce and creating additional jobs by expanding new production facilities; updating technically obsolete productions, developing the scientific-technological potential; spread of progressive, safe technologies from the scientific centers where innovation is born, etc. A conception of diffusions of innovativeness of enterprises in the space-time process is proposed as well.

The article is concerned with the methodical provisions of analysis of the level of payments in the insurance market of Ukraine. The level of payments is researched in the context of two main producers of insurance services: the insurance companies that provide insurance for types other than life insurance («non-life»); «life» insurance companies. A methodology of analyzing the level of payments in the context of basic types of insurance is suggested: life insurance; voluntary personal insurance; voluntary property insurance; voluntary liability insurance; non-State compulsory insurance, in particular civil liability insurance for vehicle owners. The highest level of payments in the activities of «non-life» insurance companies is determined in the context of the following types: voluntary personal insurance and civil liability insurance of vehicle owners. It is noted that almost equal level of payments, which is observed in the activities of insurance companies over the past five years, should not be considered a negative tendency, as there is an annual increase in the amount of insurance payments and insurance premiums. The growth of the latter is the evidence that a growing number of insurants are using the services of insurance companies. It indicated that it is feasible and useful to use analytical information as to the level of payments by such users: directly by insurers (in order to regulate the management of companies' activities, which will help to control their profitability); insurants (in order to confirm the correctness of decision to cooperate with insurance companies).

The rapid development of information technology and its introduction into accounting practices have jeopardized the security of accounting data circulating in cyberspace and brought to the fore the problems of defining measures to increase their cybersecurity. The article is aimed at disclosing the current status of such security, as well as identifying cyberthreats in the sphere of use of accounting information, and defining the means for its protection against theft, damage or loss in cyberspace. Based on an analysis of statistics published in both domestic and foreign studies, the status of cybersecurity in the world is described according to various indicators, the main sources of cyberthreats for accounting information at enterprise, as well as situation with cybercrime in Ukraine are discussed. The approaches of scholars to grouping the cyberthreats are systematized and the preconditions for the emergence of these threats for accounting information both in general and in the introduction of separate technologies that are promising for use in accounting are formulated. The construction of a system of measures to ensure the cybersecurity of accounting information at enterprise, based on the use of common and specific means of protection of organizational, technical, personnel and legal nature, is substantiated. Prospects for further research in this direction are determined as search for criteria plus assessment of the success of implementation of the measures to protect accounting information and ensure its cybersecurity.

Existing theories of civil society interaction with other sectors are analyzed. It is suggested to consider civil society as a sphere of interactions between the State, family and business. It is recommended that civil society finance research be carried out through an institutional approach, taking into account measurements of the functional impact. The article is aimed at studying the peculiarities of the use of financial metrics inn terms of the investors’ assessment of the potential portfolio venture investments. A comprehensive study of the investment decision-making for venture financing (including in terms of the methods used for assessing venture capital investments) was carried out, for which 31 venture projects investors were interviewed. The respondents in the survey defined the metrics and assumptions they most often use when evaluating venture projects. According to the survey results, less than half of the respondents have used discounted cash flows or net present value as methods to evaluate their investments when investing in venture projects. The most commonly used metrics for venture financing are the Internal Rate of Return (IRR) and the Cash-on-Cash Multiple. In general, it seems that investors in venture financing make decisions that are not consistent with the recommendations of financial theory. Thus, a sixth of the investors surveyed say that they do not use any quantitative metrics in the assessment. A fifth of investors in this survey openly said that they do not use any amendments for risk, and a quarter of respondents use the same amendments for all their investments, despite the fact that different investments face different risks.

The article is aimed at researching the main aspects of formation of a system of management of business processes of industrial enterprise with the identification of factors and indicators of economic security. Essence of the category of «business processes» is defined, leading to allocation of features of process management for industrial enterprise, suggesting a classification of business processes. This classification allocates managerial business processes - the main (generating the profit of enterprise) and the service-based - the supporting and providing basic business processes (management of human, information, financial resources, creating the property values, management of external relations and improvements, and safety and environment management (EHS)). This structure is a four-level model of the enterprise’s business process standard, regulating the rules of a graphic and detailed presentation of process in order to ensure maximum visibility and informativeness. To address a specific task of managing business processes, a common technology is being developed that covers seven steps, from building an organizational system model to analyzing the efficiency of implementing the modeling results into practice. To describe the activities of the organizational system, to evaluate, with use of the measurement criteria, the level of achievement of the enterprise’s business goals, as well as to solve the task of optimizing the parameters of activity, quantitative models of business processes management are used. In a process-oriented approach, the totality of all statuses of processes from start-to-end is considered as a model of possible statuses of the target organizational system. Processes can be conditioned by local and global constraints due to the interaction nature of the process/internal processes and process/external environment. Such restrictions are management criteria with a focus on security, identification of specific factors and a system of indicators of the economic security of industrial enterprise. An instrumentarium of simulation modeling becomes the basis for identifying the factors and indicators of economic security of enterprise. The system of management of business processes requires special provision by information-technologic means and the use of modern information technologies, which is the direction for further research.

One of the methods for an enterprise to succeed in competition is to be integrated around the key competencies to jointly promote the value the consumer needs. As part of this integration, the problem of organizing a rational resource provision for the vitality of an association of enterprises is being actualized, which reduces the hypothesis of the study down to the extension of the criterion of resource saving to the optimization of strategic process. The research is aimed at developing the theoretic-methodological basis of the organization of strategic management of the resource conservation of corporate association of enterprises. The methodological basis for the research was the concept of business engineering. Using the Design and Engineering Methodology for Organizations (DEMO) allowed to describe the mechanism of resource conservation using the stakeholder paradigm, when the key stakeholders of the integrated association jointly define the orientations of the mechanism’s function, structured in the context of elements of the resource strategy of an association. Understanding the resource strategy, in turn, has been enhanced by taking into account the system of organizational capabilities of the participants of the integration interaction. The possibility of applying a decentralized approach to the implementation of resource-saving activities by the strategic business units as part of an integrated association within terms of the elaborated and agreed resource-saving policy is described. The system of business rules for the development and implementation of the resource strategy is substantiated, where each of the rules is result of the communication and product acts described with use of the DEMO methodology. The system of indicators of monitoring the implementation of the resource-saving policy has been set in line with the business rules. The article identifies the key prerequisites for establishing and explores the evolution of development of the conception of сlient-сentricity. It is determined that the majority of researchers identify сlient-сentricity with such concepts as: customer сentricity, customer orientation, market orientation, client loyalty, client-oriented approach, management of relationships with clientele, value, culture of service, satisfaction of wants and demands by clientele in general, meeting specific needs of an individual consumer. The scientific approaches to the formulation of the term of «сlient-сentricity» are conventionally systemized according to the following classification groups: strategy or paradigm (modern business management philosophy; strategy or paradigm of conduct of business; paradigm of management; conception of enterprise management; characterization of a business; strategic direction of the enterprise?s activities); instrument (set of instruments for quality logistics service; instrument for management of relationships with clientele); marketing conception (priority of marketing strategy of enterprise; conception of relationship marketing; marketing activity); approach to management of relationships with clientele (evaluation of client loyalty; client experience; degree of compliance of organization with consumer expectations; result of efforts); component of organizational culture (key competence of enterprise; ability of company; skill; part of organizational culture, range of beliefs). On the basis of a theoretical generalization of existing scientific developments as to the conceptual apparatus, the authors? own interpretation of the term of «сlient-сentricity» is suggested as follows: an instrument for transforming the system of management of consumer relationships, an efficient form of the enterprise-to-consumer partnership in the context of the conception of relationship marketing.

The article is aimed at analyzing the global experience in the organization and development of family businesses in the modern economic environment. The global experience in the development of family businesses is considered. It is defined that in Ukraine family businesses are not considered promising, they operate with little or no external support, in the conditions of «independent swimming», there is neither legislative, nor economic substantiation for an efficient development of a family-run business, even though it has significant success in European countries, does exist for a long time and passes on the inheritance to more than one generation. Both the positive and the negative features of family businesses are defined. It is noted that the family businesses are able to maintain high «buoyancy» in an aggressive environment and successfully compete, in most cases family relationships also allow to be stronger. A family can combine their properties by forming start-up and investment capital, which is important in the initial and the breakthrough stages of business development. The world’s largest family businesses are considered. It is determined that nowadays they are the mainstay and driving force of the economy.

The publication is aimed at forming a methodical approach to the management of economic cycles with use of fiscal instruments, which would ensure the achievement of an economic equilibrium and overcome of the economic imbalances. The article defines that the strategy of economic development and the anti-cyclical regulation will be effective only upon condition of an efficient mixing of both moral and ethical relations between all subjects of socio-economic processes in the country. In order to achieve the best expected results in this plane, first of all, it is necessary to establish the high-quality inter-institutional, inter-structural, intergovernmental relations, to develop an effective partnership of business and the regulating government bodies in the economic and social spheres. Because only transparent partnerships, clear steps of the government, their comprehensive interpretation and justification of their use are the key to the qualitative economic reforms, towards ensuring effectiveness of the applied anti-cyclical fiscal instruments in Ukraine. The interdisciplinary approach to the analysis of existing scientific developments in this area has identified a lack of depth in scientific analysis of the problem. The article outlines the features of the formation of the human potential of an innovative economy: complexity of the process, duration, unevenness, uncertainty of the final result; it is determined that qualitative characteristics of human potential depend on the intensity and effectiveness of a number of socio-economic, cultural and ideological as well as other processes throughout a person’s life; at least three main groups of the factors influencing the formation of the human potential of an innovative economy are allocated: psychophysiological, professional-qualification and spiritual-moral components; the contents of these factors are disclosed. Prospects for further research on this problem should be the definition and analysis of the institutional conditions of intensification of the process of human development of the innovative economy at a qualitative level.

The article is aimed at systematizing the basic views on the process of forming a fundamental scientific basis for innovation of enterprises. The views of the scientists who shaped the theories of innovation and the essence of these theories are considered, namely: C. Freeman (Science Policy Research Unit at University of Sussex, UK); B.-A. Lundvall (University of Uppsala, Sweden) and R. Nelson (Columbia University, USA). The author studied the main directions of work of scientists, which composed the basis of research, namely: J. Schumpeter (1883-1950) - the theory of economic dynamics; F. Hayek (1899-1992) - the concept of distracted knowledge; D. Norton (1920-2015) - institutional theory; R. Solow (1924 - to the present) - the role of the STP in economic growth; P. Romer (1955 - to the present) and R. Lucas (1937 - to the present) - a new theory of growth. It is defined that each of the founders of an innovative direction offers his vision of development, focusing on individual elements and relationships. All of them adhere to the general methodological principles of enterprise innovation, i.e.: knowledge plays a special role in economic development; competition is a major driver of economic dynamics based on innovation; the institutional context of innovation directly affects its content and structure.

The article analyzes the status of economic security of regions of Ukraine in 2012-2017, using the developed methodical approach of integral assessment. Its application will allow the most complete consideration of the impact of negative factors on the economic security of region; to diagnose its condition on the basis of the formed set of indicators, corresponding to the allocated functional components (meso-economic, investment-innovation, foreign economic, financial, social, demographic); to compare the calculated indicators with threshold values; to comprehensively assess the level of economic security of region as a whole and according to individual components; to define the intervals of the status of economic security of region (satisfactory, unsatisfactory, critical, or totally unsatisfactory). On the basis of a comparative analysis of the trends in the development of the researched regions, it is concluded that their economic security is unsatisfactory and that the most economic security indicators are significantly deviated from their thresholds. Positive trends still are of unsustainable nature and mainly relate to the financial component, which is evidence of the first positive results of the implementation of fiscal decentralization reform.

The publication is concerned with the issues of correspondence between the interests of enterprises and the regional government entities, as well as the search for compromises arising on the distribution of resources and empowerments in the «region – enterprise» relationships. The article is aimed at defining the appropriate types of compensation mechanisms that can act as a result of the search for compromise and an instrument for harmonizing interests in the «region – enterprise» relationships in favor of a sustainable development of region. The factors, influencing the readiness and willingness of the entities of regional development to compromise, are presented, and it is defined that the search for compromise plays a role in solving the problem of organizational imbalance. To address this problem, an analysis of possible correspondence of resources of performers (enterprise or region) and their empowerments is carried out, the results of which allow to determination of the equilibrium/dominance options between enterprises and region in the implementation of projects. Depending on the status of the equilibrium/dominance, the type of project distribution and the type of compensatory mechanism needed to address the problem of project redistribution depending on the status of the equilibrium/dominance is defined. Upon this basis, it can be argued that the elaboration of a technology of finding a sustainable equilibrium status between enterprise and the parties interested in a sustainable development of region takes further steps.

Modern processes of reforming the relationships between the «center» and the «region» as well as the need to create self-sufficient territorial communities require deep researches with the scientifically sound approaches to the formation of regional policy along with Ukraine’s development strategy on the basis of creating legal and financial preconditions for self-government, which is the purpose of this article. The main reasons for the increase in asymmetry in the regional development are defined, one of the reasons which are highlighted is that regions with diversely structured economy adapt to the new economic conditions differently. It is shown that interregional differences are a reflection of the increasing differentiation between the economic (differences in ownership and sectors of the economy) and the social (different groups of the population) constituents. An analysis of the development of Ukraine’s regions is carried out in terms of GDP, the level of competitiveness in industrial production, the innovation activity of the real sector, the human resources, and operation of the labor market. It is indicated that the main task of reforming the regional development of the State should be the creation of regional democracy as a system that efficiently and consistently enables the State with a complex regional structure, territorial communities with different cultural and linguistic compositions to live in harmony and economic well-being. Particular attention should be focused on: providing conditions for the regional economic and budgetary self-sufficiency; creating the conditions for inflows of investment to restructure regional economies; creating a new communal utilities system involving both regional and local government bodies; reforming the fiscal-budgetary and tax system in accordance with the needs of regions; developing plans and strategies for the development of individual territories; settling the rules and regulations of the land market; a clear definition of the role and place of local authorities in the management of public property.

The article is aimed at substantiating and quantifying the impact of destabilizing factors on achieving the monetary policy goals by applying economic-mathematical modeling, namely, the method of system dynamics. The article is aimed at analyzing the current status of the Ukrainian labor market and summarizing both the world-wide and the national experience in the sphere of human resources management. The labor market is an important part of the country’s national economic system. Issues of the population’s employment, wages and other problems of development of labor market do not belong to the sphere of exclusively economic issues, but also to the sphere of socio-political interests of both the general public and politicians. Sellers in this market are economically active population of the country, they provide revenues to budgets of various levels through taxes and fees. At the same time, these actors may move to another countries or regions, causing losses in budget revenues, reduce in the gross domestic product of the territory concerned, outflow of highly skilled personnel, etc. The possibilities of people traveling across borders increase with the growth of globalization processes, the reduction of barriers both physical and formal: abolition or simplification of visa regimes between countries, increase in the number of carriers of different kinds, simplification of labor laws of different countries, allowing the business entities of these countries to hire foreign citizens. The article defines the negative features inherent in the Ukrainian labor market and proposes specific directions and measures to eliminate them.

The article is aimed at evaluating the formation of a digitalized labor market in Ukraine and defining the degree of involvement in the system of labor relations of the economically active population through atypical ways and forms of employment. The article explores the characteristic changes taking place in the Ukrainian labor market. It is substantiated that the digitalized labor market, which is characterized by an increase in the number of electronic labor exchanges, virtualized platforms, online platforms around the world, is also actively developing in Ukraine. It is noted that the negative macroeconomic tendencies inherent in the real sector of the Ukrainian economy today encourage the economically active population to look for employment opportunities in the digitalized labor market. It is proved that Ukraine is an active participant in the global market for outsourcing and freelancing services. According to the results of the research, the largest category of employees in the digitalized labor market in Ukraine are freelancers – self-employed workers, performing work on a freelance basis through the Internet and not necessarily seeking a long-term cooperation with a certain employer.

The article is aimed at forming the methodologic-practical foundations of analysis and projecting of the development of tourism enterprises on an innovative basis. It is demonstrated that Ukraine has unique and diverse settings and resources, high potential for development of the tourism industry and tourism enterprises. It is stated that these opportunities have not been materialized, and the national tourism enterprises do not completely fulfill their inherent socio-economic functions and objectives. It is concluded that the further promotion of the national tourism enterprises is largely determined by its strategizing with a focus on introducing innovations in all business processes without exception. Some aspects of the theoretic-methodological discourse regarding the concept of innovative development of tourism enterprises are provided. In order to formulate conclusions about the current status and prospects for the development of tourism enterprises, an analysis was carried out at the micro level (the research objects were 8 tourism enterprises of the Ivano-Frankivsk region); conclusions were drawn on the positive aspects and opportunities, factors and obstacles to the innovative development of the tourism enterprises under consideration. The main results of the six expert surveys conducted in 2016-2018 on the problematic aspects of security, as well as the weight of the components of innovative development of tourism enterprises are presented. The results of an evaluation of the status of innovation activities by the types of innovations of tourism enterprises are provided. The results of calculation of integrated indices of innovative development of tourism enterprises are presented. The structure of the importance of types of innovations of tourism enterprises is evaluated. Based on the results of the expert survey and analysis of the status and tendencies of development of the enterprises analyzed, the strategic priorities of innovative development of Ukrainian tourism enterprises are substantiated. It is concluded that it is necessary to develop the proper institutional support in the enterprise, to direct innovative processes towards achieving the intended goal and defined strategic priorities. The structure of the managerial-infrastructure mechanism for innovative development of tourism enterprises is proposed, the introduction of which will ensure the improvement of the management of innovative projects, the capitalization of innovations, the integration of the resource base of innovative modernization and diversification of the risks of innovation activities of the national tourism enterprises.

It is specified that the post-customs audit is a form of customs control. The article is aimed at researching the problem areas of accounting and auditing of labor payment, identifying the directions of improvement. The role of wages is substantiated in order to fully understand this process, and a definition of wages is provided. The existing shortcomings and problematic issues in the accounting of labor payment calculations are covered in the following planes: the impact of the legislative framework, the laboriousness of the process, the primary documents, the automation of accounting and the need to monitor operations. The article considers the main ways to improve and simplify the process of wages accounting for each problem identified. It is substantiated that the considered problems of accounting for labor payment are relevant, and their solution will help to ensure an improvement in the quality and reliability of accounting data. Possible directions to improve the audit of labor payment settlements are identified, along with disclosing their substance, value and sources of implementation. The main ways to improve auditing are associated with the methodology of the audit, the qualifications of auditors, the level of economic shadowing, the creation of internal audit departments, conduct of thematic auditing, legislative reform, etc. The topic of further research related to the social aspect of the accounting apparatus and the workers in the audit sphere has been chosen.

It is proved that the financial and monetary-credit components of the economic mechanism operate in close interdependence and interconnection, complementing each other. In the process of expanded reproduction, they should be considered as a single system, which provides the necessary financial-credit resources to the socio-economic activities of the State and economic entities. A special feature of the credit-monetary mechanism for ensuring the development of trade enterprise is its focus on the formation of temporary funds of borrowed resources of the enterprise, involved on the principles of return, urgency, payment, voluntary behavior, effective use in the process of trade-economic activity, which would ensure repayment of the borrowed funds and the socio-economic development of the entity of entrepreneurship. The effect of the credit-monetary mechanism, functioning of its structural elements, their relationships, forms, methods, instruments and levers of influence on ensuring the constant development of trade enterprises is researched. The justification and objective reasons for the growth of the role of socially oriented business in the modern conditions are specified. At the same time, attention is drawn to the need to systematically attract social investments and the emergence of new donor groups. In particular, a classification of the beneficiaries of grant project is provided. This allowed to substantiate the role of each participant in the implementation of projects and achievement of the priorities of social investment. In this regard, attention is drawn to the possibility of combining theoretical substantiations with the applied aspect of the issue. Examples are given and the directions of activities of a number of donors, who already have experience in the process of financing social investments in Ukraine, are substantiated. In particular, groups of grant donors operating in our country are defined. Attention is drawn to the priority spheres of attracting grant funds in Ukraine. It is substantiated that regardless of the difference in the conditions of a successful grant application for each donor, there are a number of common characterizations in the process of preparing and writing a grant application. The stages of the process of preparing for writing a grant application are generalized. The general algorithm of developing and writing a grant is substantiated. It is concluded that it is necessary to determine the common value guidelines with the donor to write a successful grant application.

The interpretation of the concept of «credit risk» in the regulations and in the scientific works of economists is researched, the authors’ own definition of this category is provided. Credit risk is defined as the objectively existing possibility of financial losses because of the client’s failure to fulfill his obligations to the bank (risk of credit losses). The factors of external and internal environment of bank, which influence credit risks, are analyzed. Approaches to the classification of credit risk by individual scholars are explored. The types of credit risk are provided, depending on the source of its origin, in particular: external risks arising at the macro-level (economic, political, regulatory, unpredictable) and meso-level (financial, risk of liability, security risks) as well as the internal risks that arise at the micro-level (management risks). It is proposed to allocate certain subtypes of credit risk, such as concentration risk and remaining (residual) risk.

The article is aimed at trying to outline the provisions of an alternative approach to reforming Ukraine’s economy through the implementation of a clear list of tax liberalization measures on specific taxes and general mandatory payments, which will be an important factor in the countering the hybrid war against Ukraine. Particular attention is focused on the liberalization of administration of VAT, corporate income tax, single tax and UST for a simplified tax system. As a result of the implementation of the developed proposals, the economic entities will be exempt from the need to compile excessive tax reporting, and the form of payment of tax liabilities will become as simplified as possible. The article considers the main elements of financial inclusion as parts of the client-oriented marketing and client-oriented approach in the modern system of banking services. In today’s environment, the development of the banking business is inextricably linked to automation, the introduction of the latest technical tools and advanced banking technologies to promote banking products and services to the market, as well as to the search for instruments for increase the attractiveness of banking products, aided by innovation. Financial inclusion nowadays is a kind of instrumentarium for countering the banking and financial isolation. It covers a range of products or services that are both financial and non-financial, accessible to all segments of the population. The use of financial inclusion and client-oriented marketing in a banking institution comes down to targeting and developing elements such as culture (a culture of communication and the internal culture of organization); technology (introduction of modern information and other technologies); employees; processes; clients. Therefore the marketing client-oriented approach suggests the bank’s primary orientation not on its own product, but on the real needs of consumers. That is why a thorough study of the market along with an analysis of the changing tastes and preferences of consumers of banking services are so necessary. A bank employee becomes a seller of financial products. In the process of communication with each client, he is called to identify the specific forms of financial servicing that the client needs, to explain to the latter the necessity and profitability of each settlement.

The article is aimed at clarifying the essence of security of personnel, as well as defining its main characteristics and tasks. In order to deeper understand the nature of the category of «security of personnel», the essence of the «personnel» and «security» categories is separately analyzed. On the basis of matrix analysis, key characteristics and personnel security tasks are researched and systematized. In view of the carried out research, it can be said that security of personnel, as part of economic security, lies in the organization’s ability to preserve, develop and achieve goals while minimizing the risks associated with personnel (lack of sufficient qualifications, failure or poor performance of the employees’ work responsibilities, etc.). It is determined that security of personnel is the primary subsystem of the economic security of the enterprise, as personnel are associated not only with risks (internal and partially external), but also potential factors of success. Therefore, the activities of this subsystem should be directed to establish such relationships with personnel, which would ensure both the achievement of the enterprise’s goals and the high potential for its future development.

The article is concerned with researching of the theoretical aspects of advertising campaigns on the Internet. The definitions of the essence of the concept of «advertising» in the legislation and works of scientists are analyzed. The functions of advertising are defined. The kinds and types of advertising are considered. It is specified that at the present stage advertising is closely related to advertising campaigns and is viewed as their component. The definitions of essence of the concept of «advertising campaign» in the works of scientists are analyzed. The evolution of advertising campaign goals is considered. A classification of types of advertising campaigns is analyzed. A general structural-functional model of an advertising campaign is presented. It is proved that the Internet is still growing in popularity for advertising campaigns. The essence and features of advertising on the Internet are analyzed. The dynamics of the development of the Internet advertising market in Ukraine are considered. It is proved that the development of the Internet advertising market in Ukraine reflects global trends and shows stable and positive dynamics. The features of the most common kinds and types of advertising on the Internet are analyzed. It is determined that the choice of the advertising campaign model and the kind of advertising on the Internet depends on the marketing strategy of a company and, accordingly, on the goals of advertising campaign, the targeted product, and the target audience.

The article is aimed at defining the impact of society’s lack of education on the spread of the practice of manipulating with public sentiments. It is been proved that the lack of education of the population is one of the factors that can contribute to the increase of social anxiety, which creates favorable conditions for manipulating with public sentiments. It is shown that an actor-manipulator can exploit the lack of education of the population by implementing one of two strategies: strategy of intimidation and strategy of justification. In the case of a strategy of intimidation, the actor-manipulator, taking advantage of the lack of education of the population, disseminates false information in order to discredit and eliminate the competitor. In the case of a strategy of justification, the actor-manipulator exploits the lack of education of the population in order to mislead the latter about the need for separate measures or institutional reforms. It is proved that the necessary condition to prevent the manipulation of public sentiments, which are based on the exploitation of the society’s lack of education, is to improve the quality of the general component of education and to gain the formation of a broader range of worldviews of the society’s members.

Aggravation of competition in all branches and sectors of the global economy objectively motivates business structures to constantly improve the quality of goods and services, improve the service, introduce new technological developments, optimization of production processes. With this in mind, the author discusses defining of the progressively stronger trend towards the gradual transformation of the process of natural interpersonal interaction for sharing of experience into a highly specialized form of providing specific professional services, which are known as consulting services. The globalizing determinant, which powerfully influences the dynamics of the global consulting business, is an active development of the processes of transnationalization of capital and production. The dynamic scale-up of the transnationalization of business activities causes the growing needs of corporate structures in: offshoring their financial and economic operations and choosing the offshore preferences; using instruments of the financial tax engineering; the legal and notary support for their offshore operations; optimizing the operating, investment and tax costs; consultative cooperation with the national tax authorities of countries of location of the subsidiaries (concluding tax agreements, negotiating); improving the efficiency of centralized management and the operational effectiveness of modernization of production; and also deepening the internal corporate division of labor in both the fragmented transnational networks and the global value chains. The synergistic effect of the indicated globalized determinants is the main mechanism for the formation in the first quarter of the 21st century of the global model of the world-wide market of consulting services, which demonstrates a fairly high growth rate of capitalization as a reflection of the steady growth in global demand for consulting services.

The article proposes certain instruments and approaches to improving the information-analytical provision of the enterprise’s foreign economic activities. The main components, in the context of which it is necessary to improve the information provision exclusively, are identified. In order to improve the analytical provision of the economic security of foreign economic activity, it is proposed to use the instrumentarium of fundamental, technical analysis, as well as the analytical instrumentarium of the security-oriented management of foreign economic activity. The article is concerned with an analysis of the influence of economic and production factors on the development of bio-oriented economy in Ukraine. It is defined that the modern development of science and biotechnology has become the basis for the formation and development of the conception of bio-oriented economy, which includes agriculture, food industry, forestry, fish farming and aquaculture, fuel production based on recoverable biological resources (biofuels), pharmaceuticals and selected spheres of the chemical industry. In order to analyze the development of the bio-oriented economy in Ukraine, it is proposed to explore the following economic and production factors, which together influence the resulting indicator: gross agricultural products; gross food industry products; investments in agriculture; the number of agricultural enterprises; gross added value of agriculture; employment in agriculture. It is defined that gross agricultural products, gross food production, investments in agriculture, the number of agricultural enterprises are the factors that demonstrate positive dynamics and their quantitative expressions increase over time. Other factors, as included within this study to the economic and production, are characterized by negative dynamics, that is, a fall, which in general will negatively impact the development of sectors of the bio-oriented economy.

The article is aimed at disclosing the possibilities of using methods of the simulation modelling in solving the tasks of managing the activities of product and outsourcing IT companies. In the generalization of the publications of a number of specialists, the problems of applied introduction of the method of simulation modelling in the IT-sphere are allocated. The simulation models-trainers developed for typical product and outsourcing IT firms are proposed. The models are built using the multi-approach simulation paradigm (a combination of system-dynamic and agent approaches) on the basis of AnyLogic software platform. The product firm model reproduces the generalized lifecycle of the software products developed in accordance with needs of the IT market. The model explores the production parameters (temporary and cost-based) at all stages of software development; both the period of product availability in the market and the financial turnover of firm are forecasted. The outsourcing firm model is designed to explore its operation in conditions of a competitive IT market and the impact of competition on the demand of outsourcing services. The dynamics of orders and completed works by rival firms are forecasted; the impact of the duration of orders, price policy, advertising intensity on the final performance of companies are analyzed. The range of use of models in the practical activities of IT firms is demonstrated in the situational section on the basis of two types of simulation experiments – the standard type and the variation of parameters.

The article is aimed at improving the theoretical approaches and substantiating the methodical instrumentarium for ensuring the economic security of regions. In view of the existing scientific heritage, the author’s own approach to defining essence of the definition of «economic security of region» is presented, which is proposed to be considered from the perspective of: 1) status and competitiveness of the region’s economy; 2) safe and independent operation; 3) protection of the regional economy from destabilizing factors; 4) ability to provide the region’s reproductive processes; 5) adaptability of the economy, its capability to function effectively under the influence of destabilizing factors and threats. As a result of the study, the methodical instrumentarium for evaluating the level of economic security of regions is substantiated, based on the indicator approach with selection of a number of indicators in terms of its main components: financial, production, innovation-investment, demographic, social. It is noted that the proposed indicators can have a stimulating, disstimulating and neutral effect on the economic security of regions. The level of regional security should be differentiated in the range of the following criteria: optimally permissible, limitable, dangerous, dangerously-critical. Prospect for further research in this direction is a substantiation of an algorithm and possible approaches to defining the level of regional security based on methods of the cluster analysis, instrumentarium economic and mathematical forecasting, composing of ratings.

The article considers the factors of ensuring the quality of statistical information of the State statistical observation regarding administrative offenses in Ukraine. It is proved that the category of quality of information about administrative offenses is multifaceted and is defined as a system of measuring the quality of information on administrative misconducts, each of which displays a separate aspect of functioning of society and the State. It is indicated that changes in the legislation and introduction of new reporting forms do not fully reflect the real situation in the sphere of quality of information about administrative offenses in the State because of absence of the data on a significant number of administrative offenses. This arrangement makes it impossible to verify the quality of information about administrative offenses and thus complicates the possibility of developing a system of measures to prevent the commission of new administrative offenses. Improving the quality of the indicated information needs to develop new statistical forms to generalize information on administrative offenses by industry branches, especially concerning administrative offenses in transport, in the customs sphere, and anti-corruption offenses, information on which is the most accessible to date.

The article is aimed at analyzing the legislation of the State support for development of science and the scientific-technical activities in Ukraine. The retrospective of the legislative support for scientific-technical activities in Ukraine is considered, allowing to define the following stages of its development: the initial (preparatory) stage, the stage of formation of the State policy of development of science, the (bureaucratic) stage of innovation and investment support, the stage of stagnation of the national science, the stage of reform of scientific activity. The advantages and disadvantages of the legislative support for development of science in Ukraine within the terms of the allocated stages are defined. An analysis of the regulatory support for the scientific sphere showed its non-systemicity, inefficiency of declared principles and models, inability to contribute to the improvement of the situation in the scientific sphere and to increase of the scientific potential. The need for structural reforms to create prerequisites for the sustainable scientific-technological development and economic growth is substantiated. It is defined that the main emphasis of the transformational reforms should be on the innovative and technological modernization of infrastructure and industrial complex, and this modernization should be based on an active innovative policy of the State, implemented through promoting scientific development and creating a national network of the innovative growth poles. Analysis of the strategic documents of development of Ukraine’s economy in various spheres demonstrated the high importance of development of the scientific-technical potential. Prospects for further research in this direction is substantiation and elaboration of a long term strategy for development of science.

The need to introduce an investment mechanism for the innovative provision of the development of industry is defined, including: objects, entities, purpose, principles, functions, legal and regulatory issues, institutional, informational, infrastructure provision of its functioning. It is defined that the mechanism for investment provision of the innovation activity in industry is implemented both through market mechanisms for investment provision, and through the internal corporate mechanisms of individual enterprises, but the State has a dominant role in creating economic, legal mechanisms to attract and stimulate investment directed towards an innovative development. Thus, the State creates a legal field, forms relevant institutions, provides economic incentives and mechanisms and also activates, stimulates and regulates the processes of investment provision of the innovative industrial development. The article is aimed at identifying the potential possibilities, problems and trends in the development of Ukraine’s agricultural sector as a geo-economic system. A logical scheme of studying the regularities of development of Ukraine’s agricultural sector as a geo-economic system is proposed, based on the methodology of static and dynamic analysis of economic objects. Trends in the indicators of resource potemtial, foreign economic activity, economic, financial, environmental and social development of the agricultural sector are identified. It is determined that, despite the unfavorable dynamics of indicators of the resource provision of agriculture, which is a basic element of geo-economic agricultural systems, their efficiency, as well as activity on the global geo-economic scene tends to grow. Significant differences in the efficiency of agricultural activities in Ukraine’s regions are substantiated, despite their relative homogeneity in terms of resource provision. A promising direction of research in the context of this topic is identification of factors that determine the ability of geo-economic agricultural systems to make the most out of resource potential.

Assessment of their liquidity and solvency, financial sustainability, and business activity is carried out, the corresponding figures for the three periods under review (2015-2017) are calculated, the economic importance of each indicator and its actual role in examening the status of enterprises are summarized. The enterprises’ compliance with the «golden rule of financing» for the studied period is analyzed. The publication proposes the formation of strategic goals of enterprise on the basis of a system of management of logistic costs. It is identified that the financial component remains one of the most important elements of the enterprise’s internal potential. The financial criteria reflect the enterprise’s long-term goals: provide the highest return on capital. It is specified that a balanced system of indicators, even within its financial component, allows not only formation of the criteria for implementation of long-term plans, but also considering all the changes that arise in achieving long-term goals. It is substantiated that the efficiency of use of assets and investments is achieved by general indicators, e.g., increasing profitability, reducing costs, increasing the use of assets. Logistical flows are the determining factor here, the main among which appears to be the material flow. Any enterprise needs resources for its existence, which can require significant investment (it can be special equipment, the latest information systems, or qualified staff). The directions of analysis of the impact on the client component of the enterprise’s activities, the main directions of influence on the internal business processes of enterprise and the main areas of analysis and achievement goal for the component of «training and development» are defined. It is concluded that implementation of the goals set for the financial, client components and the component of internal business processes depends on the capabilities of the component of «training and development» in the system of management of logistic costs.

The article is aimed at developing a mechanism for harmonizing the external government borrowings and the use of such borrowings with the strategy of financial stabilization of Ukraine. The concept of financial stability is disclosed and the status of Ukraine’s financial system is described. The current status and dynamics of government borrowings are researched. The institutional-legal provision of the financial stability of Ukraine is analyzed, specially analyzed are: activities of the Financial Stability Board in the management of external public debt; the medium-term public debt management strategy and the reform strategy of public finance; other institutions and regulations governing the management of external public debt in the process of financial stabilization of Ukraine’s economy. The dynamics of Ukraine’s total public debt and the GDP of Ukraine from 2009 to 2019, the structure of public and the State-guaranteed debt are analyzed according to data by the Ministry of Finance of Ukraine. The public and the State-guaranteed debt of Ukraine in 2019 is researched. It is proved that the analysis of Ukraine’s external debt structure provides an opportunity to analyze the financial threats that Ukraine faces in the context of global crisis. Prospect for further research in this direction is the construction of an econometric model that will demonstrate the extent of the influence of various components of the State’s financial system, including the external government borrowings, on financial stability.

Diversification of tax revenues to the budgets of the United Territorial Communities (UTC) enhances the capacity of local self-government authorities to finance community development. The article is aimed at identifying the prospects for the formation of the own incomes of the combined territorial communities on the basis of an analysis of the sources of tax revenues of the UTC in the Central Region of Ukraine. Tax revenues to local budgets in Europe are considered. Absence of a unified approach to the formation of financial resources of local governments is proved. The own budget revenues of the UTC in the Central Region of Ukraine are analyzed. It is determined that, in the structure of own incomes, local taxes and fees provide half of all revenues only for a small part of the existing UTC. The main source of the own budget incomes for the Central Region’s average UTC is the income tax, almost 80% of which comes from the taxation of wages of employees in private enterprises and individuals - entrepreneurs. Prospects for forming the own revenues to the budgets of the UTC in the Central Region of Ukraine, depending on the main source of their tax revenues, are characterized. Based on the carried out analysis, the optimal structure of tax revenues to the budgets of the UTC in the Central Region of Ukraine is developed, which will increase the financial independence of territorial communities from the instruments of the State financial support of their development.

The article is aimed at studying a system of risks management, particularly considering the risks that arise at the present stage in connection with the spread of processes of legalization of criminal funds by means of the banking system, and formulating recommendations as to minimizing them. The works of foreign and domestic scholars on the emergence and spread of various forms and methods of money laundering are analyzed; four main models for the legalization of proceeds of crime are identified; the stages of the process of laundering criminal proceeds are allocated. The most risky transactions for banks in the service of individuals and legal entities are also classified. Particular attention is paid to the instrumentarium to counter the legalization of criminal proceeds and the financing of terrorism. Thus, laws and by-laws in the sphere of countering the legalization of criminal means, directions of cooperation with law enforcement agencies and special international organizations, in particular, the FATF organizational and legal measures, and internal provisions of banks are analyzed. Using the evaluation-analytical procedure of finding the most acceptable option with the hierarchies analysis method, a comparison of risk management strategies according to their impact on the banking sector is made, allocating the most priority instruments.

The publication discusses the issues of organization of financial monitoring - a considerably new method of scientific-practical activity, the purpose of which is to obtain and process warning information about the status of enterprise and tendencies of its development. Essence of concepts of «strategy» and «strategic management» is clarified; components of the decision-making cycle in the implementation of the enterprise’s strategy are allocated. It is specified that financial indicators only estimate the economic impact of the measures taken and are the indicators of compliance of the strategy with the overall plan of the enterprise’s development. In these terms the need for carrying out financial monitoring is substantiated together with its objectives and tasks. The organization of financial monitoring (which provides for displaying changes in the financial performance of firm not only regarding their compliance with the previously defined strategic guidelines, but also in creating an operational response mechanism for an efficient management of the long-term development of enterprise) is a direction of further analysis. It is concluded that in order to implement the sustainable development strategy of enterprise, one of the key directions of strategic management should be a regular, effective and flexible financial monitoring mechanism for obtaining an adequate estimate of the financial condition and supporting for the strategic orientation alternatives.

The theoretical bases of the concept “competitiveness of the national economy” are defined, and factors and patterns of the country’s competitiveness in the global space are systematized. It is determined that innovation, technologies, and human potential are the driving forces of competition in the modern world. With regard to the international practice, it is concluded that the use of the index method, on the basis of which world competitiveness rankings are formed, is optimal. It is established that the most positive dynamics is observed in terms of the Ease of Doing Business Index. At the same time, other indices have a relatively moderate trend with a slight positive or negative deviation. Prospects for further research in this direction are the issues of optimizing national competitive advantages under the influence of global challenges, constant monitoring of the latest trends in the development of the world economy, and analysis of the impact of globalization processes on the formation of the country’s competitiveness.

The role of suburbanization as a strategic function of the development of territories is determined, and it is proved that suburbanization has an opposite effect on the development of cities and urban-type settlements. It is shown that the main problematic issue of the process of enlarging districts is to determine the proportions and balance between state influence on the regions and the limits of self-government.

The aim of the article is to study the theoretical and practical aspects of forming a system of competitive advantages of higher educational institutions (HEIs) in the context of globalization based on international and national ratings. The subject of the study is comparing competitive advantages of the world’s and Ukrainian HEIs on the basis of international and national rankings. The object of the study is the process of improving the competitiveness of Odessa National A.S. Popov Academy of Telecommunications under modern conditions based on the world and national ratings. The globalization of the economy has led to globalization of competition. One of the indicators of a university’s competitiveness is its position in the world and national rankings. A ranking for an HEI is an opportunity to become more recognizable, improve its reputation. Taking the leading positions in the national, and even the world ranking, the university improves its attractiveness not only for applicants, but also for employers, investors, and the state. However, there are weaknesses in modern rankings, and it is very important to avoid turning the rankings into an end in itself.

The article deals with modeling and forecasting the population of Ukraine by time series. It is shown that time series analysis is a complex, multicomponent econometric task which does not have a universal approach to its solution. This is due both to the diversity of methods of and approaches to time series analysis which were developed over time and to the specifics of time series data. For example, the authors of the article worked with a univariate nonstationary time series, therefore, the approaches and methods presented in the article are not recommended for time series with different properties. The article has an enormous practical value, since it discusses in detail issues of computer modeling of tasks of the kind. The carried out analysis of the literature has shown the relevance of the problems considered, among which particular attention should be paid to the choice of the ARIMA model, data visualization, and forecast accuracy.

Modern determinants of the systemic transformations in the accommodation sector, which are intended to contribute to promising areas of the restructuring of the national economy, are investigated. It is proved that the accommodation sector is a specific field of activity, a part of the hospitality industry, which depends on consumer experience, quality of service, location of a subject, political and economic situation in a region, country, city. The accommodation sector is available for large institutional investors that have assets in prestigious locations, but investments in this sector are becoming increasingly popular among private, smaller investors as a way to generate active income and capital growth due to the right location and effective hotel management. In the modern world, the accommodation sector is developing at such a rate that a high level of service in the accommodation sector: high-quality hotel services and competent hotel management, is becoming a top priority in hotel management. The leading place in the system for managing enterprises working in the accommodation sector belongs to the complex automation of hotels, which includes the automation of the processes of booking; settlements with guests, agents, tour operators.

The aim of the article is to analyze the characteristics of the functioning of and competitive situation in the postal market of Ukraine as well as the ways of its development. The analysis of the current state of the postal market in Ukraine has shown the dynamic development and intensification of the competition, in particular due to the rapid development of e-commerce. The growth in the volume of sold services in the field of telecommunications and postal services in Ukraine is stated. The analysis of the main competitors in the market – OJSC Ukrposhta, which is the national postal service operator, and LLC Nova Poshta showed the dominance of the latter. The main competitive disadvantages of OJSC Ukrposhta in the context of postal infrastructure, logistic routes, level of service, etc., are highlighted. A number of measures are proposed to speed up the development of OJSC Ukrposhta: fleet updating to shorten the delivery of goods; automation of the workflow to improve the quality / speed of provision of adjustment services; cooperation with global Internet portals to increase the volume of deliveries, etc. In general, the analysis showed that despite the dynamic development of the postal services market it needs effective strategic solutions, without which it will be difficult to intensify its activities on a global scale and to observe the country’s European integration course.

The article highlights the study of the technological process which includes 3 groups of operations: operations related to the receipt of goods at the warehouse, storage of goods, operations associated with distribution of goods. Features of the implementation of the technological process are characterized using the example of the warehouse of the production and trading enterprise PJSC Vinnytsia Food & Gustatory Factory. Positive and negative factors affecting the technological operations in the process in the enterprise’s functioning are analyzed. Indicators of efficiency of using the warehouse premises of the enterprise and the coefficient of the level of mechanization of the warehouse operations are calculated. There proposed methods for improving the trade and technological process of a production and trading enterprise through acquiring modern high-performance lifting and transport machines for warehousing; computerization of the information system for inventory management and sales of goods.

The aim of the article is to analyze the adequacy of a set of indicators characterizing the state of Ukraine’s industrial security, and to diagnose it on the basis of indicators supplemented by the authors. The set of indicators envisaged by the current regulatory framework for assessing the level of industrial security of Ukraine is analyzed, positive and negative aspects of their application are identified. The key indicators of industrial security of Ukraine describing production performance, degree of depreciation of fixed assets, profitability of operating activities and efficiency of enterprises by key economic activities are analyzed. Based on the analysis, threats to economic security and government measures aimed at enhancing industrial security are identified. The necessity of structural changes in the economy is argued. The authors have come to the conclusion that the analysis of the industrial security of Ukraine reveals the key strong and weak positions of the country in this area. Management at the national level, aimed at eliminating the identified threats to industrial security, will make it possible to comprehensively solve the pressing economic problems. The restructuring of the industry will make it possible to strengthen the export potential of Ukraine, ensure an adequate level of profitability of enterprises and resolve a whole range of related social issues.

Five companies (leaders and outsiders) of the life insurance market are identified: MetLife, TAS, Grawe Ukraine, INGO Ukraine Life, and AXA Life Insurance. It is accepted to consider the share of each company in the life insurance market structure in terms of insurance premiums as the resultant indicator and the equity, assets, investment income, insurance payments, insurance premiums, insurance reserves of the life insurance companies as the factors affecting their success. A general trend in activities of the companies under study – a gradual growth in their equity and assets, an increase in the insurance reserves – is identified. It is proposed to apply correlation analysis to determine the influence of the empirically selected factors. The presence of positive or negative trends in the development of life insurance companies in Ukraine is established, and the nature and strength of the relationships among factors affecting activities of the companies is determined.

The entire period after the global financial crisis unfolded, lenders suffer losses due to ultra-low interest rates, while entrepreneurs suffer from a shortage of bank loans. The emergence and accelerated development of various forms of crowdfunding, i.e, in literal translation – “funding by the crowd” has become a logical solution to the problem. The evolution of one of its varieties — namely, debt crowdfunding — is the research subject of this article. Studying activities of crowdfunding platforms allows to select six basic business models, only three of which operate on the basis of simple matching of lenders with borrowers (P2P is a model for mediation in unsecured borrowing, a balance and hybrid model). The three most recent business models of crowdfunding platforms are associated with securitizing loans, issuing transit securities and selling loans entirely. Analysis of the economic essence of the new types of platform operations gives grounds for concluding that the so-called “disintermediation” period of the market is ending, being replaced by the expansion of new financial engineering products with the corresponding subsequent development of this market.

The article analyzes the condition and problems of the system for financing state higher education institutions in Ukraine as well as ways for its optimization. Undoubtedly, it is important to determine the role and significance of education in society in the period of globalization, marketization and transformation processes. An analysis of different ways to diversify the sources of financing state higher education institutions is made and a system for financing a state HEI based of the results of its performance is proposed. It is proved that expansion of autonomy (financial, organizational and academic) of state HEIs is an inevitable process for ensuring a further increase in their efficiency. The reduction of budgetary allocations in general and in education, in particular, gives an impetus to state HEIs to search for alternative sources of financing. In this regard, it is necessary to pay attention to solving this problem, including the following: studying the world experience, analyzing the proposed mechanism for performance-based financing of state HEIs and considering ways to optimize allocation of their resources.

The aim of the work is to determine the content characteristics of the staff management system, develop guidelines, and assess competitiveness of the staff management system of banking institutions using benchmarking tools. It is proposed to assess competitiveness of the staff management system using benchmarking tools, which involves comparing HR practices of an individual institution with those of its main competitors and determining on this basis the best practices in staff management. The article contains methodological guidelines for assessing competitiveness of the personnel management system using benchmarking tools, which have been tested using as an example banking institutions. According to the results of the comparison of the staff management systems of the banking institution ¬– which is the object of the study – and of leading companies, the competitive positions of the studied bank are determined. Based on the results of the assessment, directions for increasing the attractiveness of the bank in the labor market are indicated.

There analyzed the prospects for implementing projects for organization of production and sale of organic products in Ukraine; development trends of the European and domestic market for organic products. The main reasons for the initiation of these projects are investigated with the aim of improving the competitiveness of organic production, increasing the number of jobs and ensuring employment of the rural population, creating awareness and helping to improve the quality of life and consumption culture of the population through the production and supply of healthy and safe organic agricultural products. The basic elements of the concept of projects for organization of production and sale of organic products are presented. The task of justifying the new concept of managing the development of organic agricultural enterprises, which is based on a project-oriented business approach and allows achieving maximum results from using the existing resources, is gaining importance. With the rise in demand for organic products, the number of projects of the kind is growing annually, respectively, the need for qualified project managers increases.

The aim of the publication is to determine the essence of emotional intelligence, its place in the process of managerial decision-making at different levels of management, and relationship with the processes of labor activity. The article examines the essence of the concept of emotional intelligence, analyzes approaches of different authors, and proposes its original definition. Taking into account physical processes of brain activity, the algorithm for making management decisions and the role of emotional intelligence in it are clarified. The composition of emotional intelligence is determined, and the essence of the concepts of its main components – emotions and intelligence is revealed. Positive and negative effects of emotions on processes of labor activity are investigated. A matrix of interrelations between subjects of emotional intelligence and processes of labor activity is formed. The essence of the four main areas of emotional intelligence: self-understanding, self-control, empathy and management is determined and described. Examples of the impact of emotional intelligence on activities of companies are given.

The aim of the article is to justify the need for segmenting and choosing partners of an enterprise in the process of marketing activities. By analyzing, systematizing and summarizing scientific works of domestic and foreign scientists, the essence of partnering relationships and their role in implementing marketing activities of an enterprise are determined. Criteria for segmentation of participants in an enterprise’s relationships are identified, and existing matrix models for segmenting and choosing partners are considered. An important step in forming partnering relationships is evaluation of partners. Among the main groups of indicators for evaluating and choosing partners are: production, marketing, organizational, sociocultural, technical and technological, financial (economic) ones, information groups of indicators, which allow to comprehensively assess capabilities and resources of potential partners as well as benefits which can be obtained by the company in the process of cooperation. A promising direction for further research is to determine possible forms and types of relationships with partners which will allow improving effectiveness of marketing activities.
