The article discusses the socio-humanitarian factors in the development of small and medium-sized businesses at the current stage, in terms of the origins of the knowledge economy phenomenon. The conception of unconditional basic income was considered as a factor. Other concepts of the knowledge economy were analyzed: the paradigm of the economy of abundance, the «End of History» by F. Fukuyama – as the most perfect form of social organization, and the Toffler's wave theory; as well as the information civilization and the information society. On the basis of today’s most popular concepts of knowledge economy, a comprehensive model for the interaction of socio-humanitarian factors in the knowledge economy has been proposed. The excessive massing factor has been recognized as a major negative sociocultural factor in the regional and business development of our State. It has been concluded that the basic criterion for development of the knowledge economy, which is common to most modern theories, is a creative person working in an environment where most of its needs are satisfied.

The article explores a number of methodological problems in the theory and practice of function of economic systems, in particular their typing, component structure, attributes and properties, as well as the factors underlying their development and transformation. Three approaches in the studying economic systems – materialistic, idealistic, and functional – have been allocated and analyzed. Particular attention has been given to revising and defining the scientific terminology used in the studying economic systems. After this it become possible to make certain clarifications and additions to the system of terms of the national science of economy. The differences between the attributes of an economic system, such as fragility, instability and volatility, have been identified. It has been displayed that volatility is a special attribute specific only to the transitional economic systems, which are characterized by the low efficiency of operating mechanisms, the main reason the is institutional inorderability. The article has further developed a theoretical concept, explaining the evolutionary changes in contemporary economic systems as proposed by the American researcher O. Scharmer.

The article is aimed at identifying possibilities for improving theoretical approaches to understanding the contemporary processes in the development of macroeconomic systems and the formation of value of wealth. A conceptual-categorial analysis of the «wealth – potential – development» was carried out using the integrated, complex, system and logical approaches. The article provides improved theoretical approaches to understanding the contemporary processes that are taking place in the world and are linked to the dehumanization of society, when the value of wealth is artificially imposed. The results obtained have a wide potential for practical application, especially in the sphere of production and promotion of goods. Prospect for further research in this direction is an in-depth study on the processes of formation of value, production and consumption of wealth in the current contradictory conditions of transition to post-industrial society.

The objectives of the article are: studying the socio-economic tendencies in the development of global cities, defining the characteristics of their economic development, and evaluating the stability of their economic development over the medium term (2000-2014). Having tested the hypothesis of the impact of innovation activity on the economic growth, it can be argued that the economic growth of global cities is achieved primarily through job creation and employment generation, and then, finally, due to innovation activity. It has been suggested that stability of the economic development of global cities be evaluated by means of an integral method that has helped to determine that the global cities of the Alpha ++, Alpha + and Alpha sub-groups are evolving steadily, while the global cities of sub-groups Alpha-, Beta +, Beta–, Gamma, Gamma–, and High sufficiency are characterized by unstable and rapid economic growth.

The article is aimed at characterizing the features of function of the mechanism for financing the budgetary institutions in the developed and transformational economies and developing practical recommendations for its improvement in the context of economic transformation. The main instruments for implementation of the mechanism for budget regulation in the context of globalization transformations have been characterized. The need to use the program-target budgeting method to enhance the impact of structural changes in the economy and the social sphere has been substantiated. The main priorities for budget financing in the developed and transformational economies have been defined for both the medium and the long term.

The article analyzes the current theoretical perceptions of the ecosystem of startups and presents the author’s own vision of this entity. It has been proposed to consider the ecosystem of startups as a subsystem of the innovation ecosystem, which aims at creating innovative products and services by startup companies. The ecosystem of startups is an open dynamic system in which the backbone subject is a startup company at various stages of the life cycle. The sustenance subjects in an ecosystem are the organizations, associations and individuals that cause impacts, to varying degrees, on the establishing or development of startups. The activities of the subjects are carried out in the following directions: public regulation, financing, training, information, and infrastructure support for startups. The ecosystem consists of a number of economic, material-and-technical, market, and socio-cultural factors that directly or indirectly influence the actions of the subjects. The vital activity of the ecosystem of startups is maintained by the active interaction of the subjects, connected by a network of internal links with the environment and between themselves.

The article is concerned with an assessment of the allocation of financial resources of universities in terms of both the current and the capital expenditure by means of analyzing the public procurement of the important higher education institutions in Ukraine and elaboration of proposals for improving efficiency of the provision of resources for the national higher education system at the university level. To achieve the purpose set, an analysis of public procurements for 50 leading Ukrainian universities, ranked in the «Top 200 Ukraine» from August 1st, 2016 to July 31st, 2017, has been carried out, using the ProZorro analysis module. It has been found that the share of capital expenditures of Ukrainian universities is lower than in European countries, which has a negative impact on the resource potential of higher education. As a result of the carried out analysis, most of the purchases for higher education institutions are before-threshold and are implemented in a noncompetitive procurement process through the conclusion of a direct contract with the supplier (contractor), which indicates the insufficiently efficient use of financial resources. Recommendations to improve efficiency of the use of funds in terms of public procurement have been made, which would contribute to an increase in the level of the material-and-technical provision of universities and to an improvement of the provision of resources for higher education.

The article is aimed at implementing an implication of the theory of wave-like (cyclical) evolutionary development of the economic system with regard to the regional labor market and determining the time for the most effective introduction of innovation influence according to development cycle of the labor markets in the Donetsk and Lugansk regions. The article schematically depicts the dissipative system of the cyclical evolutionary development of the regional labor market. The status of the regional labor market in each of the phases of the development cycle has been characterized. An evaluation of the efficiency of introducing innovations in the regional labor market, depending on the development cycle of this market, has been provided. The phase of the development cycle in which the labor markets of the Donetsk and Lugansk regions are effective has been defined, and the causal relationships that show these markets being in the «crisis» phase, have been described. It has been concluded that it would be useful to modify the existing policy of innovation impact on the regional labor markets of the Donetsk and Lugansk regions in line with the development phase of the markets indicated.

The article is aimed at the analysis of liquidity and receivables of corporations and substantiation of proposals as to its improvement as part of the management of financial status of companies. The instruments, methodical techniques, tasks, and stages of managing the accounts receivable were generalized. It has been substantiated that, at the current stage of development of Ukraine’s economy, it appears not sufficient to apply the coefficient analysis only, there is a need to supplement it by the regression analysis of the panel data, allowing for the temporal and spatial characteristics of the sample. The development of additional indicators for the monitoring of receivables can be suggested as recommendations for the studied corporations in order to reduce future risks of non-recovery and financial deterioration. Prospect for further research is an in-depth regression analysis of the panel data in terms of the measures to refinance receivables and the financial dynamics of companies.

However, this type of industry has to be driven by the world trends, which increase its uncompetitiveness towards the foreign counterparts. The article characterizes the current status of the international migration processes from 1991 to 2016, allocates the main «waves» of labor migration during the period of independence of Ukraine, highlights the main positive and negative features of migration, its impact on the socio-economic security of the national economy has been assessed. The main indicators of the migratory movements of population in the regions of Ukraine have been analyzed and priority directions for the improvement of migration policies have been developed. On the basis of statistics it has been proven that the problem of emigration of the labor potential of the nation is the most relevant in Ukraine nowadays. In assessing the main indicators of the population’s migratory movements by regions of Ukraine, the author has concluded that there are disparities in their socio-economic development, which provides to characterize the State regional policy in this sphere as insufficiently efficient. Thus, without the proper intervention on the part of the central authorities of the country’s legislative and executive powers, the market mechanisms for counteracting the unregulated labor migration by themselves are not in a position to prevent the territorial differences in the development of countries.

The article is aimed at studying the existing national and foreign methods to monitor the creation of jobs in the economy, identifying their main functions, advantages and disadvantages in order to substantiate a new research and information base that would facilitate formation of common approaches to analysis, evaluation, and interpretation of the macroeconomic parameters that characterize this process. Contradictions in the process of using modern methods to monitor the creation of new jobs in Ukraine have been identified. The study determined that the objectives and tasks of the Ukrainian methodology on their essence and substance were almost completely inconsistent. The foreign methods use different approaches and have a much wider instrumentarium. It has been concluded that the currently available statistical reporting system does not permit an assessment of the intensity of creation and closure of jobs in the industry, which is unacceptable in the form of the updated innovation-investment and socio-economic policy of Ukraine.

The article is aimed at elaborating the neoindustrial principles for the development of integration relations in the agrarian sector of economy. It has been shown that the engine of sectoral development and economic growth in the context of neoliberal globalization are the integration relations formed by the product principle and intrinsically linked to the neoindustrial transformation of the agro-industrial potential. The article explores the lack of options when choosing a national model for the sectoral development of economy: vertical integration of advanced playback, neoindustrialization, and economic security. It has been proven that the mutual relationship between the socio-economic formations and the strategies for integration interaction is organic. The replacement of the functional target setting of economic system at all levels of the hierarchy from the maximum profit to the maximum of the cumulative newly created (added) value has been substantiated. A conceptual model for the development of the agrarian sector through integration and neoindustrialization has been accomplished, as well as the principles of strategic management of the system of integration relations have been elaborated. The main forms of implementation of the integration relations with the centralized and decentralized models of neoindustrial development of the agrarian sector have been defined.

The article is aimed at elaborating a theoretical and methodical foundations as well as methodical recommendations as to formation and implementation of a strategy for the sustainable development of an integrated association of enterprises. A formalized presentation of the sustainable development of a single enterprise along with a number of enterprises that have entered into an integration relationship has been elaborated. The sustainability of development is to be achieved through the alternation of revolutionary and evolutionary phases, limited by the principles of continuous improvement of elements of a formalized description of the strategy. A system of causality of the sustainable development process as a basis for a technological scheme of a strategy for the sustainable development of an integrated business structure has been provided. This technological scheme is based on a three-dimensional matrix of «potential – resilience – ability to change». Using segments of this matrix, it has been suggested to generate content for the elements of a sustainable development strategy. In addition, the proposed matrix is used to describe the dynamic changes in the status of members of an integrated association in the sustainable development process.

The most common in assessing economic security of an enterprise is the functional approach, but it needs to be improved on the basis of accumulated knowledge in the science of economic security at the micro-level, thus allowing for different organizing its usage. In order to assess the economic security of enterprise using a functional approach, it is proposed to abandon many functional components in favor of focusing on the financial and market ones, and to discard the traditional rollup of the normalized single and complex indicators to obtain an integral measure of the enterprise’s economic security. In order to assess the economic security of enterprise by the financial and market components, it is proposed to use the signature criteria for the selected indicators by each component, the number of which should be small. For each of the assessed components of the enterprise’s economic security four single indicators were selected, making possible to visualize the assessments by using the elliptic form of the Euler – Venn circles for the four multitudes of assessments as to each component.

The article is aimed at developing theoretical and methodological provisions for the formation and implementation of measures of fiscal regulation for the socio-economic development of administrative and territorial units, taking account of the tendencies of improvement of inter-budgetary relations. The article substantiates the basic principles for the formation of a tax management system, which are focused on providing harmonization of the interests of participants in tax relations at different levels of the budget system hierarchy. An analysis of the factors influencing decisions of the institutions of power as to withholding taxes or their share in favor of local budgets has been carried out. The degree of absolute and relative tax decentralization in Ukraine in 2007-2016 has been determined. Priority directions for improving the mechanism for levying property tax in the part of the property tax on real estate and land charges have been suggested. The feasibility of further transforming the excise tax on the excise goods sold by economic entities in the retail trade has been substantiated.

The article is aimed at determining the level of efficiency in the use of the State property and allocating the major shortcomings and threats by analyzing regularities and tendencies in the financial indicators of the State-owned enterprises. A retrospective analysis of the process of development of the public sector together with the efficiency of its management in Ukraine has been presented. There is a tendency towards improving the financial indicators of performance of the State-owned enterprises while reducing their number. At the same time, there is a high rate of unprofitableness of the State-owned enterprises, large amounts of unliquidated obligations, a relatively low income in the budget compared with the indicators of financing and maintaining these enterprises. A parallel with the world practice has been drawn to discover that world-wide a large number of enterprises with the State share in the administration have fairly high dynamics of of financial performance. The main problems that cause the unsatisfactory status of property and the functioning of the State-owned enterprises have been identified.

An analysis of the main problems in the implementation, functioning, and causes of the poor performance of the system of quality management (SQM) in the State administration bodies has been carried out. On the results of the analysis, the factors that are specific to the government authorities and cause a noticeable impact on performance and the further development have been identified, in particular: the incorrect approach to developing and implementing the SQM; the «artificial» barriers between divisions; lack of feedback at the stages of provision of public services; low level of involvement of staff in quality work, etc. It has been identified that one of the main reasons for this is imperfection of methods of internal audit (IA). The role of IA in the development of SQM and managerial activity in the State administration bodies has been disclosed, feasibility of use of auditing as a basis for ensuring the stable development of SQM in the government authorities has been substantiated. A comparative analysis of existing approaches to the assessment of SQM in the implementation of IA along with an assessment have been carried out, their advantages and disadvantages have been determined.

The article is aimed at studying the transformation of the internal market for consumer goods in the context of the intensification of integration processes. The tendencies in the development of internal market for consumer goods in Ukraine, which had been formed under influence of the structural transformations of the national economy, were analyzed. The growth of the internal market size, changes in both the aggregate demand and the supply, characterized by an increase in retail trade with imported consumer goods, have been identified. The main priorities for the development of the internal market for consumer goods have been proposed, which consist in improving the institutional environment for the promotion of competition between domestic producers and importers, thus making a further step towards the level of the European Union Member Countries.
