The article is aimed at substantiation of the institutional foundations of the efficient economic policy in Ukraine. The article generalizes the development and analyzes the current status of the theoretical base for studying economic policy (EP), its priorities in the conditions of market transformation have been defined, and most importantly – expedience of bringing the achievements of modern institutional economics theory in the process of the State-driven «creating politics» in Ukraine has been substantiated. At the theoretical level, existence of a significant «gap» between the general scientific and the institutional foundations of economic policy has been detected, the devastating consequences for the national economy as result of the prolonged disregarding the institutional component of EP on the part of the State have been defined. The necessity of activating the role of the State in the process of developing strategies and programs for socio-economic development of country, provision of their institutional support on all levels of the power vertical and introduction on their basis the effective economic policy which would be up to the present time challenges, have been substantiated.

The article is aimed at analyzing the development of global economy from the viewpoint of formation of ideas of its aggregation by means of the cluster analysis. It is found that during 1995-2014 in the world there were about 20 countries which GDP in total amounted to 80% of the global GDP. According to these data Japan, the USA, Germany, China, and Brazil formed a kernel of global economy. Further results of the cluster analysis have allowed to draw conclusions that during the observation period the United States and the Russian Federation remained the main centrodes of global economy. Despite the crisis of 2008, integration of global economy continued, most notably from the viewpoint of monetary indicators. The subsequent researches should be concerned with studying the economic policy directed to the internal economic development, the external relations, and formation of global economic policy, as well as to analyzing economic relations between the identified centrodes and other countries. This will help to understand the reasons of the contemporary global economic integration and to prognosticate its development in the future.

The article is aimed at researching the theoretical foundations, generalizing scientific approaches to interpretation of the concept of «leasing», defining the main economic characteristics and functions of leasing. Scientific approaches of researchers to definition of the concept of «leasing» were systematized. New scientific approaches to interpretation of the concept of leasing as a form of public-private partnership, a form of ensuring competitiveness, have been allocated. The author’s own point of view on defining the economic essence of leasing as a special type of entrepreneurial activity which at the same time is implemented in the form of the credit-investment along with the trade-property relations has been substantiated. The main functions of leasing according to the object and subject approach in terms of outsourcing have been disclosed. Further researches in this direction will concern systematization of scientific approaches and definition of new attributes of the specific classification of leasing.

The article is aimed at defining the essence of partnership and analyzing its constituents taking into consideration the institutional approach. The article analyzes the main provisions of the institutional approach, allocating as the original category the concept of «institution», which is understood as a form of organization, regulating and harmonization of public life, activity and behavior of individuals, that is – a set of norms, required for organization of cooperation. One such organization at both the formal and the informal bases is partnership. It has been determined that namely partnership as economic institution can become the integrating link element of the market economy (its structure, constituents, form and level will depend on those, who will act as relationship parties – or partners), will ensure a sustained cooperation and reduce uncertainty in relations that, in turn, will impact stability of market and the entire economic system. Promising direction for further research will be elaborating recommendations for development of partnership at each structural level of an economic system and considering impacts of the external environment on the efficiency of cooperation.

The article is aimed at a detailed analysis of the regulatory mechanisms for the financial activities of the European TNCs. Evolution of the economic financial system of the European Union was analyzed. The sequence of documents, adopted by the European Union, was investigated in detail. It has been specified that regulation of the financial activity of the European TNCs has a clear polystructural basis for the moderate management of the mega-market covering the supranational, national and corporate levels. The article characterizes the main benefits for Ukraine from bringing into force the Deep and Comprehensive Free Trade Area with the EU (DCFTA) and the Canada-Ukraine Free Trade Agreement (CUFTA): mutual displacement of nontariff barriers in the trade; rules of origin; trade in services and attraction of investments. The dynamics of import and export flows between Ukraine and Canada have been analyzed and it has been proved that the countries are not strategic partners, although in the commodity structure of exports and imports each of them there are products that can enhance the overall turnover. The general dependence of Ukraine from imports from Canada has been explored through the dynamics of changes in the export-import coverage. It has been specified that bringing into force the agreement (CUFTA) will contribute to the support of the Ukrainian enterprises in entering new markets, deepening the trade ties and further strengthening the bilateral relations between Canada and Ukraine; increased cooperation, greater transparency in the issues of regulation and reducing the operating costs for businesses; production cooperation. The expert perspectives of the product groups for which Ukraine is the largest exporter, and Canada – the importer, have been provided.

The article is aimed at a further development of the theoretical-methodological support together with elaboration of practical recommendations on the State regulation of housing and communal services in Ukraine. The stages of formation of mechanism of the State regulation in the sphere of housing and communal services have been considered, its main principles, functions, and models have been allocated; methods for reforming housing and communal services have been implemented through the use of the multivariate statistical analysis techniques (the integral rating evaluation and the cluster analysis). The groups of administrative territories with common problems were defined, using the integrated indicator of the level of development of housing and communal services in the individual regions each of them was evaluated and rated. The most effective levers of the State regulation have been determined. A matrix of the management strategy has been developed, thus allowing adaptation to the level of development in an individual region. Some basic strategies for management of housing and communal services have been proposed, following which the corresponding priority directions of regulation on the basis of assessment of the status of development of the sphere of housing and communal services can be elaborated in accordance with the relevant components and the existing potential.

The article is aimed at identifying, generalizing and structuring the current problems in the sphere of innovations of Ukraine and development of proposals for their solution. The article analyzes the key indicators of innovation activity of enterprises of Ukraine for the period 2005-2015, carries out the international comparisons using data reports of «Global innovation index – 2016" and «European Innovation Scoreboard 2016», revealing worsening of negative tendencies in the sphere of innovations of Ukraine. The carried out study allowed to formulate three directions under which the key problems in the sphere of innovations of Ukraine and the ways for resuscitation of innovations were structured: financing, innovation activity of enterprises and its State regulation, organizational and infrastructural provision. The acknowledged tools for solution of practical tasks of management of innovative processes is the measurement and analysis of results of the intellectual (scientific and technical) activities. To this end, the article defines an integral index of comparative evaluation of technological patents as one of analytical indicators of the innovation development of economy. The importance of system of information management for the efficiency of evaluation of technological patents, formed on the basis of the databases, accounted and not accounted in the balance of the intellectual property rights, has been substantiated. The characteristics of formation together with the specificity of economic use of the portfolio of technological patents have been explored, proceeding from which its particular estimates have been identified. Considering the accumulated positive experience in measuring the intellectual property, quantitative and qualitative indicators have been identified, which are the most significant for characteristics of portfolio of technological patents from the position of the contents and functioning of high technology in both the national and the global markets. The approach to calculating the integral index of technological patents has been outlined, directions for its practical application have been specified.

The article is aimed at studying the process of transformation and interaction of enterprise’s values, as well as impact of this process on the efficiency of innovation development of company. Essence of the definition of value has been analyzed by two components: the moral-ethic (important, meaningful, right, normal, etc.) and the economic (benefit, usefulness, use value). The necessity of allocating the core of the network of values of company, which contributes to formating a platform for the development of an efficient model of the value-oriented management of enterprise, has been substantiated. A model of the formation of company’s values with a view to an efficient innovative development has been proposed. The range of advantages of innovative development of enterprise has been considered through the prism of network of values. Both the alternative and the complementary options for the formation of company values in the process of innovative development of enterprise have been determined. The article provides some examples of experience by the leading companies that have increased the effectiveness of development on the basis of the value-oriented management. It has been found that development of any company according to the innovation vector should be based on an effective network of values, accepted both by separate individuals and the staff in general.

The purpose of the article is to study the competitive university potential of the regions and its relationship with the macroeconomic indicators of the regions of Ukraine. An analysis of regression-correlation relationships between four macroeconomic indicators and two indicators of the university potential of the regions of Ukraine is made. As a result of the research, the best correlation was obtained between the number of universities and the indicator Ij, calculated on the basis of aggregating the webometric ratings of universities for each region. It is shown that both indicators of the regional university potential correlate well with all four macroeconomic indicators. At the same time, analysis of the essence of regional development shows that with the growth of cities and the social and economic power of the regions, the university potential of the regions also grows, and not vice versa. Prospects for further research in this area are the inclusion of a larger number of scientific, innovation and macroeconomic indicators.

The article is aimed at definition and classification of tools of the State financial policy in the dairy products subdivision of the agroindustrial complex (DPS of AIC). The article considers the financial policy tools used in terms of targeted programs of the State support for the DPS of AIC: the State target program for development of Ukrainian villages, sectoral program for dairy breeding and the project of the conception of the State target program for development of dairy breeding in Ukraine for the period up to 2020. The existing tools are divided into direct and indirect action tools. As of 2016, the tasks that were relevant to the corresponding targeted programs have not been implemented on any item, except for the milk productivity of cows. Still the productivity indicator of 4500 kg/year of milk from a cow is low enough and does not correspond to the general world-wide tendencies. This suggests the need for further assessment of the existing list of tools with a view to adjusting them and defining priorities for the State support of the DPS of AIC.

The article is aimed at studying and evaluating competitiveness of the franchising tourism networks by the proposed options with the possibility to define the characteristics of the relevant tourism franchise at the national market of services. The dynamic changes of positions of Ukraine and of the countries-leaders in the ranking of competitiveness of the travel and tourism sector have been analyzed. The actual parameters of an evaluation of competitiveness of the franchising networks, operating at the domestic market of tourism services, have been defined and substantiated. For the implementation of quantitative evaluation of specific parameters, a questionnaire survey along with point rating of 50 tourism franchisee enterprises was conducted. The franchising networks which are leaders at the national tourism market were analyzed and defined. Based on the results obtained by calculations, a parametric model for evaluation of competitiveness of franchising tourism networks has been proposed and the key characteristics of a tourism franchise have been determined. Further researches will focus on the formation of a structured system for increasing the efficiency of interaction between the tourism enterprises in the franchising system and on the basic principles to ensure their competitiveness.

The article considers consequences of proliferation of the illegal employment in Ukraine, which are classified by the levels of administration – international, macro, meso, micro, and personal level, further by the public institutions – the State employment service, system of compulsory social insurance, pension system, judiciary, trade unions etc. The article analyzes the legislative documents as to their contribution to unshadowing the employment and legalization of wages. It has been determined that employers that provide illegal employment can be subject to administrative responsibility, criminal liability, and penalties. But, despite the available demotivators towards the illegal employment in the national legislation, its volume remains significant. Therefore we suggest the following activities to be necessary: informing citizens about the legal liability for illegal employment, activation of bodies of the State supervision and monitoring of violations of labor laws as well as working groups on legalization of the payment of wages and employment.

This conception stipulates the implementation of managerial influence on the system of the economic security for retail trade enterprises, established upon principles of the theory of functional systems, as well as provides, according to the context, to use different models of economic security – whether balancing or protective. The article is aimed at systematization and development of a cost typology for the logistics and supplying activities of enterprises, as well as providing the substantive characteristics of each type of such costs. It has been substantiated that understanding varieties of costs of the logistics and supplying activities of enterprises provides the possibility of more efficient control of these costs, careful calculation of self-cost of production, formation of various key indicators of efficiency of management of such costs, identification of alternatives in the sphere of logistics and supplying operations, etc. The cost typology for the logistics and supplying activities of enterprises, provided in the article, differs from others in that the typology attributes are allocated from the position of the possibility for clear allocation and consideration of each kind of such costs (by means of the bookkeeping and managerial accounting). The provided generalized typology of kinds of costs of enterprises in terms of their logistics and supplying activities is stipulated not only by the need for more accurate management of these, but also by the possibility of their detailed analyzing as well as diagnosing with purpose of an optimization. Prospects for further research in this direction will be improving the instrumentarium of both the bookkeeping and managerial cost accounting of the logistics and supplying activities.

The article is aimed at substantiation and development of the theoretical and methodological definitions as to formation of the State budget and tax policy in the current conditions of economic transformations. The issues of developing the directions and measures of fiscal policy in line with the priorities of social and economic development of the country and its administrative-territorial units have been explored. Attention has been focused on the importance of assessing the impacting of the economic growth by not the tax burden only, but the tax structure as well, in the context of the major classifications. The article is aimed at: systematization of the existing provisions of research on financial service; allocation of the primary, the secondary, and the auxiliary financial services; analysis of the material basis of financial service and its consideration as the sum total of the high and the low material shares; exploration of the issue of cost of financial services. A definition of financial service as the possibility for implementation of a financial interest of market participant has been suggested. In the composition of financial service, the article allocates the primary service (operation on trade in financial assets), the secondary (service for the benefit of a third party and at his expense), and the auxiliary (service in the sphere of trade in financial assets). The material basis for financial service has been explored, a systematization of financial services by the level of their separation from the material basis has been suggested. Prospect for further research will be consideration of the institutional and infrastructural ensuring the development of financial services in the context of the national economy.

The article is aimed, proceeding from the theoretical research and studies, at analyzing the content of the concept of «insurance system» and its structure, providing characterizations of the elements included in it. In the working process, the methodological approach to the structural analysis of insurance system was used and the system method was applied in order to define its essence and elements, which allowed studying the insurance system as a whole. The system method was applied for the generalizing, systematizing, and interpretation of results of the study on the insurance system of Ukraine, in combination with critical analysis. The obtained results allow to submit that an insurance system is a complex, which includes five main elements (insurance companies, reinsurance companies, branches of the non-resident insurers, mutual insurance societies, insurance and reinsurance pools). A methodology of determining the essence and structure of an insurance system has been elaborated that has provided the basic criteria (legislative origin, operating in the insurance market and purchasing risks with the subsequent insurance of these, «production» of the insurance products that can be sold to the insurance intermediaries), using of which can be reasonable in the assigning elements to an insurance system. Further theoretical studies of insurance system and its elements will contribute to the harmonization of the existing concepts and actualization of the new scientific issues, as well as development of new approaches in terms of the methodology of studying the insurance activity.

The article is concerned with analyzing the existing approaches to evaluation of the financial stability of banking system, substantiating the expedience of accounting, and generalizing the characteristics of the emergence property to determine its level. The article considers the interrelation of concepts of «financial stability» and «financial sustainability», the necessity of their correlation, taking account of the time factor, has been substantiated. A critical analysis of the approaches to evaluating the financial stability of banking system has been carried out, their eligibility according to the criteria of accounting of the identification attributes of systemacity and the analytical data aggregation has been examined. To determine the status of banking system as a system phenomenon, the necessity of carrying out an evaluation of its financial stability on the basis of the emergence approach has been substantiated, including the following directions: intensity of credit and financial interaction in the interbank market; functional load of the banking system as to ensuring the macroeconomic development; structural changes and financial disparities in the banking system; scale effects that arise as a consequence of change in the main financial parameters of the system banks.

The article is aimed at defining the basic approaches to substantiation of choice of sources for financing educational programs in terms of cluster. An approach to determining the economic efficiency of the State incentives for the development of education through the establishment of educational clusters has been suggested. The provided method for evaluation of efficiency takes into consideration both the budgetary and the economic effects, arising for recipients in the financing educational programs. The authors’ own model for determining the economic efficiency of the State incentives for financing educational programs and projects through the introduction of public-private partnership has been considered. Using this method provides for the economic substantiating the use of tools of the State regulation in the sphere of education. The main aspects of evaluation of the socio-economic efficiency of implementing the educational cluster policy have been considered. The achievement of high results of the implementation of target programs in the leading countries is assured by clear definition of the goal, formation of specific objectives and the program performance indicators, which is required by the program and target planning. Ukraine has already developed legal basis for use of the program and target method in the budget process, but in practice implementation of target programs is still attended with use of the traditional method of planning. The article carries out an estimation of accordance of the target program components with requirements of the program-target method on the example of the regional Program for development of small and medium business for 2015-2016 years. On the basis of the system-logistic approach, the goal, objectives and performance indicators have been composed. With the help of the prioritization method the significance measure of the first-level objectives has been determined.

The article is aimed at the scientific substantiation of meaning of facts of economic activity of enterprise for the system of accounting, essence of economic operations, and their classification. It has been proved that definition of the term of «economic operation» in both the regulatory documents and the scientific literature makes it impossible to unambiguous interpretation of essence of this notion. It has been substantiated that the primary unit of observation in accounting is exactly the economic operation, which confirms the real fact of economic activity. It has been specified that to the facts of economic activity can be included treaty, event, occurrence, process, operation, causing impact on the financial status, financial performance and cash flows of enterprise, or changing the value of the enterprise’s off-balance sheet assets and liabilities. A classification of economic operations by various attributes has been suggested in order to ensure the systemacity in consideration of this category. It has been concluded that identification of facts of economic activity will deepen the content of subject of accounting.

The article is aimed at exploring the theoretical and practical problems of accounting the coverages of payments to employees and developing on this basis ways of addressing them. An analysis of both the international and the national accounting standards, practices of domestic enterprises, as well as scientific works of scientists, has helped to identify the problematic issues of accounting the coverages of payments to employees, including: ignoring the disclosure in accounting and reporting, absence of an adequate documentary support, complexity of the calculation methods, etc. The authors have suggested ways to improve accounting of payments to employees: documentation of coverages through the development of a Statement of the accrued coverages, simplification of calculation of payments to employees together with the related reflecting in the analytical accounting, disclosure in the accounting policy, and so forth. Such decisions would improve accounting the coverages of payments to employees, increase the frequency of applying such coverages in enterprises and their disclosure in the financial statements.

The article explores the components of the accounting method such as evaluation and calculation. It has been found that these constituents occupy an important place both in the overall staff costs and the costs for recruitment in particular, because in the future information about such costs may impact managerial decisions. Despite the fact that the costs for staff recruiting are the pure administrative costs of enterprise, there is a need to identify them with the separate workspaces for management purposes. For the apportionment of the costs for recruitment, it has been suggested to determine the distribution base depending on the category of coworkers. The author investigated the normative-legal acts of Ukraine concerning the calculation of the self-cost of production (works, services), which provide the following methods of calculation: job-order, simple, normative, process, standard-cost, direct cost. Proceeding from the analysis of the normative-legal acts, it can be seen the the most of the above mentioned methods of calculation are used to determine the self-cost of production, i.e. in the sphere of production. Given the specifity of the recruiting services, the author has suggested to use the integrated job-order and process method.

The article is aimed at conducting a diagnostics of business in the process of diagnosing the efficiency of management of machine-building enterprise. As the basic approach to diagnosing the efficiency of management of machinebuilding enterprises has been defined the process approach. The diagnostics of business was carried out by determining the economic efficiency of labor, material, investment, and financial resources. As the criterion of efficiency of management of labor resources has been defined the productivity of labor and material means – use, movement, and level of efficiency of the use of fixed assets. The analysis and evaluation of the efficiency of investment-financial activity of the studied machine-building enterprises were implemented with help of the criteria of outstanding capital investments, investment property, long-term financial investments, current financial and other financial investments with the corresponding values of indicators. The direction for future research should be evaluation of the efficiency of business processes in the system of diagnosing the efficiency of management of machine-building enterprise to complete the integrated diagnosis of the management efficiency.

The article is aimed at generalizing and systematizing various knowledge, related to evaluation of staff, on a common theoretical-methodological basis. Concept, objectives, directions, methods, and indicators for evaluating staff in the contemporary economy were analyzed. The topicality of using the theoretical developments on staff evaluation in actual practice of functioning of enterprises has been substantiated. A new approach to the procedure of evaluation of the total human resource of enterprise, based on the life cycle of organization, has been proposed. On the basis of the proposed scientific algorithmic step-by-step approach to the evaluation of staff, managers of companies can design their own models for staff evaluation, develop its separate elements. Prospects for further researches in this direction involve relation of staff evaluation to the life cycle of employee no less than the life cycle of enterprise. Management of the life cycle of employee represents methods for management of his development that would change the level of the employee’s professional maturity as result of a system impact.

The article explores the etymology and semantics of the concept of «stress» and suggests its multiaspectual consideration: as a phenomenon that occurs under the influence of extreme factors of internal and external functioning environment; as a system of reactions of either the subject or the object on specific factors of environment; as a state which does not belong to the category of organic and is characterized by significant deviations from such. A generalized comprehensive classification of varieties of stresses by substantive and independent attributes has been compiled, that provides more versatile characterizing stresses and helps to prepare informational ground for identifying their parameters. It has been proved, that the diversity of stresses occurs under the influence of stressors (stress factors), i.e. there are factors that predispose their evolving and progress. A classification of impact of stressors on individual by the semantic attribute has been proposed, allowing to allocate personal, family, institutional, and extaorganizational stressors. In the context of impact on enterprise, it has been suggested to consider stressors from the standpoint of internal and external position environment.
