The article is concerned with determining the peculiarities of the organizational-functional structure of the GATT/WTO and its conjugation with the system of international institutions. The World Trade Organization is a contemporary institutional form of trade-economic globalization. It has established the «rules of the game», which regulate 97% of trade-economic relations. However, the GATT/WTO does not exclusively determinate the institutional environment of the multilateral trading system. All the features in terms of conjugation of international institutions are of importance. «Rules of the game» are transformed into «behavior patterns» only when there are effective levers of coercion, i.e. organizational component of all these institutions. The organizational-institutional nature of the WTO provides the dual essence of the multilateral trading system. And the first step to reforming any sphere always begins with an awareness of all the features of its current status. The article considers the dual structure of the WTO as an organization-institution, which is the main provider of the rules of the game in terms of international trade, as well as the system of international institutions and conjugation within it

The publication is aimed at theoretical generalization of the global experience of development of the theory of spatial distribution of productive forces as the basis of regional economy. Considering the evolution of scientific views on the spatial development of territories, taking account of the particularities of the distribution of production, one can allocate and identify several paradigms, which replaced each other, but preserved their connection with the placement of productive forces. Each one of these paradigms or all of them as a whole provide an example of a single historical process associated with the productive forces. Characteristic of a methodology based on the spatiotemporal paradigm is consideration of both time and space factors, which, in substance, take on the qualities of economic categories. Speaking of the use of theoretical developments in the practice of regional development, it should be specified that programs, strategies and other regulations must take into account the linkage between the progressive and the negative trends as well as cyclical nature of economic development, including the global economy, identify the factors that accelerate or retard the passage of every evolutionary spiral, and observe consistency of the productive forces of region with the technological patterns of production.

The use of intellectual capital (IC) is considered in developed countries as a strategic management tool for achievement of the organizations' success in innovative activities. The article is aimed at studying the foreign experience of evaluating intellectual potential of organizations and identifying directions for its advancement and use at the domestic enterprises to improve their innovative activity. An approach to capital structure has been developed, in which the following three parts are allocated: human capital, structural capital, capital of interactions. The proposed general model for research of IC in terms of firm or region allows to evaluate not only the potential, but also several important lines of communication, namely: industrial-technological, market-customer, business environment and society, commercial operations (technology), value creation and the overall development strategy. In the proposed version of studying the IC potential, analytics are combined with management of both strategy and development tactics, based on use of resources of intellectual capital. The scheme of development management through the system of the activities of influence is recommended as well. The end result of the analytical project work provides the development package, which is issued as a supporting document of development strategy. Evaluation of the development level of intellectual capital in the context of individual enterprises and of regional complex in general has been recommended to include in the Regional innovation system (RIS) as one of its functional tasks

The article is aimed at analyzing the experience of building strategies of economic development in the EU Member States on the example of the Federal Republic of Germany, highlighting the possibilities of transferring such experience into the Ukrainian practice. The necessity of formating effective strategies for economic development has been substantiated. The recent researches and publications in the aspect of development strategies of States have been analyzed. As priority research direction in terms of recommendations for Ukraine has been defined the European Union. The contemporary development strategies of the Federal Republic of Germany have been analyzed. Detailed characteristics of the contemporary strategies of innovative development of Germany have been provided, there are three key strategies serving as guidelines in the implementation of State policy. All three strategies are interrelated and have a common goal, which is a steady growth in the economy and society targeted at a high quality of life.

The article is concerned with building a model of efficient process of the State regulation of attracting foreign direct investment (FDI) in the maintenance of metallurgical industry sector of Ukraine, taking into account stochasticity of the parameters of innovation processes. On researching the relationship between the international investment position and the number of patent applications in the countries of Central and Eastern Europe, it has been determined that an inflow of investments is not conducive to holding of the newest scientific developments, which are confirmed by the patents. Studying the relationships between international investment position and the volume of provisions for research and advanced development in the countries of Central and Eastern Europe, provided to disprove the hypothesis on the impact of the FDI attracted on the volume of provisions for research and advanced development. In order to study the impact of FDI on innovation component of economic development, impact of international investment position on the share of the enterprises, which are implementing innovations, has been researched. According to empirical studies, growth of direct foreign investment activities will not affect innovation activity. However, the relationship of foreign investment and financing the costs for carrying out scientific and scientific-technical works in the metallurgical industry sector does have a polynomial dependence. The carried out studies provide for conclusion that uncontrolled and non-systematized inflow of foreign pseudo efficient investment in Ukraine could pose a threat to the country's economic development

The article conducts an analysis of the existing methodological framework for assessment of bill, which is one of the most complicated categories of securities. This arises from the variety of functions that a bill can perform during the process of treatment. In this publication, bill refers to securities based on statutory form and containing an unconditional obligation to pay a specified sum within a stipulated time frame, it is also specified that the Ukrainian exchange law is still in a formative stage. Simulations of calculations of bills, which differ in agreements and payers, are considered. The focus of the work is given to simulation of calculations related to common operations with bills, as well as to technology of automation of bills' accounting computation in the Libre Calc environment, using the built-in functions: ACCRINTM(), PRICEDISC(), YIELDDISC(), DISC(), INTRATE(), RECEIVED(). An electronic worksheet in the environment of the table processor LibreOffice Calc has been developed, which is a tool to automate the analysis of accounting operations with bills and may be supplemented and adapted to the analysis of operations in more complex terms. Thus, the analyzed methodological framework of bills and the developed electronic worksheet provide to analyze accounting operations with bills, and to develop a program for their analysis in a high-level language that is useful both in practice and in the educational process

The article is aimed at developing theoretical-methodical provisions and a model of matching plans of the adjacent hierarchical levels in the system of multilevel hierarchical planning of industrial enterprises restructuring on the example of the task of developing a strategic plan on the basis of available strategy for restructuring. It is displayed that the most important conditions for development of a strategic plan, matching with a plan-strategy, include conditions of balance of both plans as to terms of implementation of the activities planned, existing production capabilities and the resources planned to perform related works, as well as availability of classifiers, determining the hierarchies of plans periods of both hierarchical levels; the activities required to achieve the objectives planned; performers of related works. The author substantiates the necessity to consider the development of a strategic plan based on a strategy as a task of matching a strategy and a strategic plan, which allows adjustment of both the strategy parameters and the limits of the allowed strategic plans. Based on a relatively simple model, mathematical staging of such a task has been implemented, possible methods for approximate solution of such a task has been specified.

A successful implementation of the CSA depends on solving two main tasks: 1) creation of adequate measuring tools for effectiveness of CSA, which can serve as indicators of both formation of CSR policies and the system for remuneration of managers; 2) identifying financial determinants of effectiveness of CSA, which could form basis for the development of a financial security system. To this end, a methodology for empirical researching the prerequisites and determinants in terms of development of financial system to ensure sustainable development of the Ukrainian corporations using descriptive and econometric analysis has been proposed. An author's own index of CSA effectiveness (index of sustainable development of corporations) has been developed, a methodology of its compilation has been suggested. To analyze the progress of companies in the CSA a number of criteria has been developed, which form the basis of the index. To identify financial determinants of CSA effectiveness the following indicators has been proposed: net revenues from product sales, operating profit, return on assets (ROA), return on equity (ROЕ), net cash flow, annual return on shares, a five-year volatility of shares, financial leverage. On the basis of an analysis of sample multitude of domestic corporations, a low level of disclosure on CSA in various aspects of sustainable development as well as poor quality of non-financial reporting by domestic companies has been revealed.

Subsystems of transport and logistics system – the transport and the logistics, their constituent parts and value in the context of globalization have been considered. It has been determined that contemporary transport and logistics systems represent complex management objects, which are characterized by a large number of technological relationships between individual subsystems, a multitude of factors of influence. It is concluded on the need to consider transport and logistics system in a close connection with its development based on customer-focused approach and taking account of the interests of stakeholders.

Development of the market of enterprises of catering industry as objects of financial status auditing occurred under influence of external environment factors, in particular political, economic, social, technological, environmental and legal, as evidenced by the dynamics of changes in the number of enterprises of catering industry network, the number of seats in these, as well as the average turnover for the time-span of 2005-2016. The article examines development trends and systematizes external factors of financial status of enterprises of catering industry in Ukraine. The identified trends indicate the need to audit the financial status of enterprises of catering industry for preventive purposes.

The article is aimed at studying the development of rent of agricultural lands. Rental relations are regarded as one of the factors determining the completeness of implementation of the land ownership relations. The trend of growing ratio for rented land in farms has been identified. The dominance of natural form in calculating the rent of agricultural land testifies to a very low level of development of market relations in the sphere of contemporary land use. The timing of the rent that would ensure soil conservation, is considered a key requirement of compliance with the interests of land owners. Violation by tenants the optimum ratio of crops in crop rotations requires on the part of the State more effective control over the compliance with the land administration projects on the part of agricultural commodity producers. There is very little competition when renting of agricultural land. Introduction of agrochemical passports will contribute to the development of competition in the rental relations. Further research of rental relations must be aimed at ensuring sufficient balance of the economic interests of land relations entities and improving the efficiency of land use.

Research of both economic publications by scholars and the experience of projecting and implementation of monitoring function in the systems for strategic regulation of regional structures and territorial organization of the actors of agrifood sphere has led to the concluding that a solution to the problem of improving the methodology of the subsystem for economic monitoring, based on the current requirements towards development of the national economy, is multi-faceted and should include a number of directions for development. This has determined the necessity for a creative approach to the establishment of a methodology for monitoring function, to building schemes for its carrying out at different levels of regulation. Improvement of the methodology for economic monitoring in the establishment and operation of territorial-productive systems in all directions of development sufficiently facilitates the formulation of project decisions on the subsystem for monitoring and increases their efficiency and quality significantly. Elaboration, approval and transfer of methodological materials on monitoring should precede the implementation of project works on other types of subsystem provision. Among the prospects for further research in this area of particular relevance are questions about use of generic methods of creating subsystems for economic monitoring, training of specialists, which will provide systematic control, and a number of other important constituents.

Implementation of activities according to the regional programs for development and support of small entrepreneurship has been analyzed. Efficiency of implementing budgetary levers to stimulate small entrepreneurship development has been estimated by means of an analysis of the relationship between the general volume of funding regional programs and the indicators of small entrepreneurship development: share of products sold by small enterprises, level of employment in the small business and share of enterprises, which implemented innovations. Influence of the indicated budgetary levers on the development of small entrepreneurship development has proved to be insignificant. During the reviewed period, there has been a reduction in the budgetary expenses for the financing of regional programs, therefore, the State support of small entrepreneurship was biased towards the use of fiscal instruments, which became the determinant to stimulate entrepreneurial activity.

A system for diagnostics of the business environment of enterprise has been developed. It has been determined that key indicators for the diagnostics of business environment of enterprise are the level indicators of relationships with: consumers; competitors; suppliers; mediators; contact audiences. It is found that non-governmental organizations as one of the subtypes of contact audiences (as a key factor of the business environment of enterprise) play an important role in preventing and countering corruption in the field of taxation.

The article is aimed at studying the status of the reform of Ukrainian tax system and setting strategic directions for increasing the efficiency of tax reforms. As result of research, a critical analysis of the main taxation changes during the contemporary history of Ukraine's tax system from the adoption of the Tax code of Ukraine and up to the present has been conducted. Absence of real tax transformations during the period of 2014-2015 has been proven. A reduction in the number of mandatory payments by means of their regrouping, as well as covert charging as part of other obligatory payments, has been displayed. In order to achieve effective progress in the implementing tax reform, necessity of using an integrated approach has been reasoned, based on the principles of liberalization of taxation, stability and unification of tax rules, improving the tax control system, countering corruption and improving the effectiveness of public expenditures. Prospect of further research in this direction is specification of measures to reform tax policy in order to ease the tax burden and improve the procedures for tax administration.

The article is aimed at substantiation of the necessity of establishing a mechanism for self-regulatory organization of credit unions on the basis of parity representation in its governing bodies of representatives from both the National Association of Credit Unions of Ukraine and the Ukrainian Association of Credit Unions, making use of German experience. The current status together with development characteristics of the credit-cooperative sector of the Ukrainian economy have been examined. It was found that an imperfect State regulation, in the financial sector of economy as a whole as well as in the credit-cooperative sector in particular, has given rise to a number of problems that hinder their efficient performance. The crucial one among these concerns is the institutional failure of credit unions to regulate themselves. Considering the international experience (Germany) in the regulation of activities of the credit-cooperative sector, introduction of the self-regulatory organization of the credit unions sector has been proposed. It should provide cooperation of the public regulator and the market representatives, as well as perform the extremely relevant in modern conditions of development of Ukrainian economy function of indirect supervision, which will significantly reduce the risks, contributing to strengthening and supporting liquidity. In the long run this will ensure stability in the functioning of the credit cooperatives system in Ukraine.

The article analyzes the substance of syndicated crediting and trends of this type of crediting among the Ukrainian commercial banks. The economic substance, the main administrative and economic risks of syndicated crediting have been examined. When assessing the trends of syndicated crediting in Ukraine, the general volumes of the syndicated credits received by all enterprises together with the general volumes of syndicated credits obtained by commercial banks have been analyzed. Also, in order to estimate the place of commercial banks at the syndicated crediting market in Ukraine, dynamics of the number of syndicated credits received by the economy branches has been researched. Based on the data regarding the credits obtained by commercial banks of Ukraine, the main objectives of syndicated credits have been defined. To estimate the degree of influence of syndicated crediting on the activities of commercial banks, dynamics of the major indicators of commercial banks' performance through the quarter, two quarters and a year after receiving a syndicated credit have been analyzed.

By comparing information systems have been identified those, structure of which provides modules for support, management and development of marketing activities of enterprises. The article analyzes consumers of textile products, factors of internal and external influence, which determine consumer behavior, and methods for rendering influence on this behavior. The consumer analysis has been conducted in the direction of three groups of strategic decisions, related to the motivation of consumers, market segmentation and behavior of consumers. The motivations of buying textile products (both rational and emotional) have been analyzed. The specific features of demand creation for these products has been identified. Segmentation of consumers has been carried out by various criteria: on the basis of typology of consumers, income level, status of buyer and consumer. Profiles of consumers of textile products together with positioning strategies for trading consumer-oriented enterprises have been developed, providing establishment of a connection between consumer needs and the conditions of efficient organization of textile trade. Both general and specific approaches to merchandising textile products as a means of influence on decision to purchase have been formulated, which will allow to foresee models of consumer behavior. The factors that cause discomfort in the perception of textile goods in a store have been identified.
