The social and political structure of the Ottoman Empire and the basic principles upon which the Turkish modernization was established are to be strictly scrutinized in order to understand the problems concerning the institutionalization of democracy in Turkey. In this article, which covers the period from the establishment of the new state to 1980s, it is argued that the implementation of the “modernization from above” has undermined the consolidation of democratic institutions. That the politics in Turkey has a narrow social base exaggerated the question of institutionalization and widened the controversy between the political/bureaucratic/ military elite and the people. The populist policies which were favored especially by Democrat Party and its heirs could not surmount the issue. On the contrary, reproducing patrimonial relations, it prevented the formation of a civil and political society which might be regarded as a constituting part of democracy. Türkiye’de demokrasinin kurumsallaşması ile ilgili sorunların anlaşılabilmesi için Osmanlı toplum ve siyasal yapısının dikkate alınması ve Türk modernleşmesinin üzerine kurulduğu temel ilkelerin sıkı şekilde gözden geçirilmesi gerekir. Yeni devletin kuruluşundan 1980’lere kadarki dönemi kapsayan bu makalede Türk modernleşmesinin “yukarıdan aşağıya” doğru uygulanışının demokrasinin kurumsallaşmasını ve sağlam dayanaklar üzerinde yükselmesini engellediği tartışılmıştır. Siyasetin toplumsallaşamamış olması, dolayısıyla dar bir çerçeve içinde kalması bu zaafın derinleşmesine ve siyasal, bürokratik ve askeri elitle halk arasındaki karşıtlığın kronikleşmesine yol açmıştır. Zaman zaman uygulanan popülist politikalar da bu sorunu aşamadığı gibi, patrimonyal ilişkileri yeniden üreterek demokrasinin gelişimi ile sıkı şekilde bağlantılı bulunan sivil ve siyasal bir toplumun oluşumunu engellemiştir.

Sinema, diğer sanat dalları gibi, topluma ve onu etkileyen faktörlere kayıtsız kalmamış ve hangi biçim ya da dil vasıtasıyla olursa olsun yaşama ayna olma vazifesini yerine getirmekten geri durmamıştır. Sinemanın toplumu yine kendisine yansıtarak tanıtması ve onu eleştirmesi bölgeden bölgeye ve kültürden kültüre farklılıklar göstermektedir. Sinema, tıpkı Lumiere Kardeşler’in sinematografından hareketle dünyaya yayılıp biçim ve dil değiştirerek yaşamını çok yönlü sürdürdüğü gibi, bugün de çeşitliliğini ve zenginliğini muhafaza etmeye devam etmektedir. Asya politik sineması günümüzde toplumsal hareketler ve sinema ilişkisi bağlamında en özgün örneklerin ortaya çıktığı alanlardan birini teşkil etmektedir. Asyalı sinemacılar, kendi ülkelerindeki toplumsal hareketlenmeleri veya siyasi değişimleri işlerken sinemanın farklı anlatım biçimlerini kullanmışlardır. Özellikle dünyanın kanayan yarası Ortadoğu’nun sinemacılarının toplumu nasıl gördükleri ve toplumun kendi kendisini nasıl tanıması gerektiği konusunda yaptıkları çalışmalar tüm dünyada ilgiyle takip edilmektedir. Bu çalışmada, Asya politik sineması önde gelen ülkeler bazında tek tek incelenerek, bölgelerin ve ülkelerin geçmişten günümüze gelişimleri mercek altına alınacaktır. Rus sinemasının çevre bölgesine etkisi, İran sinemasının kendine has özellikleri ve onu öne çıkaran nedenler, son olarak bu ekollerin Batılı örneklerle olan ilişkisi tartışılacaktır. Cinema does not stay indifferent to the society and the factors effecting it and does not abstain from the duty for reflecting the life by means of every language and every form like the other branches of art do. Cinema’s process of introducing society by reflecting it to itself and criticizing society varies from region to region and culture to culture. In addition to the fact that cinema led a multidimensional life in different forms and languages after it spread around the world with the cinematography of Lumiere Brothers, it can be said that it still conserves its diversity and richness. Asian political cinema can be considered as one of the most original cinema in the context of the relationship between social movements and cinema. Asian filmmakers used different forms of the cinema while choosing the social movements and political changes in their own countries as a topic in their movies. Especially, the movies produced by filmmakers from Middle East, which is at the core of attention nowadays, about how filmmakers observe society and how society should konow themselves are being followed curiously all around the world. In this study, Asian political cinema will be analyzed in the context of leading countries in this field by focusing on the historical developments in those countries. The effect of the Russian cinema on its periphery, the original features of the Iranian cinema and the reasons why it has become prominent, and eventually the relationship between these schools and their counterparts in the western world will be discussed.
