My initial proposition is that, in its current form, higher education through the ‘university structure’ is no longer fit for purpose. The author H.G. Wells commented, ‘We are living in 1937, and our universities, I suggest, are not half-way out of the fifteenth century. We have made hardly any changes in our conception of university organisation, education, graduation, for a century – in fact, for several centuries.’ Eighty years on from H.G. Wells comment, the situation remains largely the same; in fact, in recent years we have probably, whilst retaining a largely fifteenth century administrative structure within our universities, exacerbated the increasingly uncomfortable life within universities by subjecting them to unmitigated new stresses. I will come to some of those stresses later in the lecture.

Nowadays increase of power hunger on Earth is observed. It is expected that in 2050 the population of Earth will be up to 9.5 billion, the need for electric power will double, and sources of hydrocarbons will cease to satisfy it. The modern power was created and is developing without understanding of the fact that our Earth is a living being, allocated with reason, a growing being (for the last 3 billion years the mass of Earth increased by 56%) sensitively reacting to what occurs on its surface and the space surrounding it now (as the living being our planet was considered by V.I. Vernadsky, A.L. Chizhevsky, V.N. Yagodinsky). Power sources, which are now in use, have a destructive influence upon Earth. The Earth became the slave to ruthless exploitation of people and shows “Spartacus’s effect” – maintains the increasing resistance to people in the ways inherent in it: natural, technogenic, social, and epidemic disasters.

Use of the digital technologies is new and very productive approach for balance of supply and demand. It is very important and significant for increase of competitiveness of products. Various types of digital models were developed as a result of scientific research, they found reflection in article. Digital models for the description of the list of the sequences of steps and operations of various stages and process in general allow installing system of interrelations between operations and steps and reaching necessary logic, increasing of effectiveness of any process. Object-relational models for establishment of communications between data of various blocks of databases and functional models of the choice of strategy of data balance form analytical base for justification of the choice of the direction of transformation of data. Models of a combination of a plurality of various data of the offer of products in the form of matrixes of multi-purpose optimization have double effect, because they allow not only developing various options of data combination, taking into account opportunities of change of location of products over the markets and temporary phases, but also estimating aggregate useful effect from products. These models together with models of comparison of various options and the choice of optimal solutions allow generating compatible strategic and current programs of the offer of products as a plurality of the output data balanced with each other and with data of demand. It is providing the best synergetic result. The developed methodology of creation of system of the interconnected digital models for transformation of data and generation of the output data of the situational-strategic program of the offer of products is a cornerstone of formation of new digital economy – of data economy.

Since 1982 in the USSR, and then in Russia we have been carrying out scientific work on definition of an aetiopathogenesis of unphysiologic aging of the person, creation of means and ways of its prevention and treatment and also related diseases: atherosclerosis, cancer of various localization, inflammatory processes, violation of higher nervous activity (schizophrenia, Alzheimer’s disease), sight, premature death.

It is generally believed that chronical infections of mucous coat and skin in most cases occur under some quantitative deviations of key cell parameter of immune system and (or) functional insufficiency of separate cells. For example, hemophage. It was established in previous works that local immunity factors in earwax are defined rather distinctly and in some cases their quantitative deviations are associated with clinical manifestations of external otitis. Along with that, information on the immunity factors state at recurrent external otitis is not enough to define the roles of different chains of immune system in pathogenesis of external otitis. For the purpose of expanding the understanding of the external otitis pathogenesis factors and establishment of effective approach to treatment order we studied the state of some system factors of immunity in peripheral blood at patients with external otitis in remission and in process recrudescence.

Introduction: Implant failure is the most frequent complication after sur-gery for large bone defect. Mathematical modelling and finite element method allow and show the mechanical features of the interaction between femoral bone and endoprosthesis after distal femur replacement. The stressedly-deformed condition of the distal femur endoprosthesis depends on the angle of inclination and the length of intramedullary stem and the level of the femoral bone resection. Material and method(s): The finite element method for three-dimensional model of the femur was used. This model was created in the form of 3D object with the reconstitution of anatomical features of the proximal and distal ends of femoral bone. The prototype was the teaching specimen as a freeze-dried native male right femur. The model reproduces of anatomic features of the bone shaft - back crista and antecurvation. There are two parts: the first one (external) had mechanical properties of cortical bone, the second one (internal) had characteristics of trabecular bone and had form of a hollow rod. For further studies distal end of the femur model was removed and bone defect was replaced by implant. Three variants of the model have been developed to study the mechanical features of implant-femur interaction. The models reproduced bone defect replacement by implants with different values of inclination angle between the upper and middle parts of the implant. Investigation of the stressedly-deformed condition was realized under load bearing with 0°, 30°, 60° and 90° of the inclination angles between hip and knee joints load lines. Intramedullary stem lengths were 80, 110 and 140 mm and the lengths of prosthesis body were 96, 196 and 296 mm as well. Result(s) and Conclusion(s): Maximum stresses arise in the intramedullary stem along its entire length and load peak is localized in the base of intramedullary stem. The bone resection stress concentration is observed in 5° inclination angle of intramedullary stem and the endoprosthesis body. The angle between implant body and stem has to be selected individually in the range from 1 to 4 degrees for optimum performance. Stress rate is inversely proportional to the stem lenght. Stress rate is observed in great trochanter zone when the end of the intramedullary stem is in intertrochanteric area. The prosthesis stem should not be shorter than 100 mm. The end of it should not be placed in the intertrochanteric area. Significant increase stress rates in intramedullary stem and femoral shaft are observed with the distal third resection of the femoral bone. Zone of maximum stress rates moves from bone shaft to prosthesis body when level of femur resection is on upper and middle thirds of it. It drives to the overall reduction of stress rates regardless of weigh bearing angle of knee joint.

Urgency of technical inventions in economy grows every year. This article explains the essence of an invention, its novelty, practical significance. A system of managing multiple variable data on consumer product characteristics consists in modeling a list of system sequences that consists of 6 stages. Every stage includes its own stages, operations, and tools of data management, but they are connected and united into an integrated system with a common scheme and have their contribution in the achieved technical result. A technical result of an invention consists in increasing effectiveness, reliability, and accuracy outcome data for situational-strategic of the product program. Coordination of strategic and current programs in order to achieve situational balance between supply and demand will lead to an increase not only economic but also social efficiency.

The role of government is to create an enabling environment across all sectors e.g. health and commerce. This is achieved by policy frameworks, from which emerges legislation and regulation. The same is true for digital transformation. A World Bank report argues that digital revolution needs offline help to realise its potential that include implementing policies that provide an enabling environment for inter alia infrastructure development and the creation of services. Whatever the path that countries and organisations choose towards digital transformation, what is clear is that this is journey that must be embraced sooner rather than later.

Over the entire period of market reforms commodity structure of foreign trade and domestic production structure of Tajikistan has not changed since independence, reflecting the slow progress of structural and economic reforms initiatives. Exports of cotton and aluminum continue to generate about half of GDP and two-thirds of the annual foreign exchange earnings and a quarter of tax revenues. The asymmetry between the country import and export trends experienced in Tajikistan in recent years, tends to increase. Geographical location of Tajikistan and the underdeveloped transport links, coupled with weak regional trade ties strongly influence on the structure of foreign trade.
