On the Development of Methodology for Preparation of integrated Plans for Rehabilitation and sustainable Functioning of Basins of small and medium Rivers

The importance of the issue of the need to develop a methodology and management mechanisms for small and medium-sized river basins is due primarily to their intensive degradation. Developed today and already implemented for the basins of large rivers Schemes of integrated use and protection of water objects, as a rule, “not enough” to solve problems of small rivers. Schemes of integrated use and protection of water objects are developed in the context of large water management areas that are whole hydrographic units or their parts. This scale only allows the coarsening to evaluate of the essence of problems and, accordingly, to develop measures for their solution only in general, without going down to small rivers. But without small rivers, as we known, there are no large rivers. In fairness it should be noted, that in the main program of measures to achieve the target state river basins today included measures in small and medium-sized rivers, however, they, as a rule, address the problems of negative impact of waters, but the problems of improving ecological state are practically not considered. In addition, the inclusion of measures on small rivers in the composition of the Schemes of integrated use and protection of water objects has no system basis, which would allow for a phased and is guaranteed to solve some local problems, but to ensure integrated planned rehabilitation and sustainable operation of small and medium-sized river basins. Generalization of results of works, performed in different regions of the country for individual river basins, оn the one hand, it would be possible to develop a unified methodology for the preparation of integrated plans for the rehabilitation and sustainable functioning of small and medium-sized river basins, аnd on the other hand – create a database of the best available technologies for solving specific problems of small rivers.
