The author of the article researches the problem of realization of basis of administrative autonomy of high school in the conditions of soviet reality on the example of public election of the rector of Kam’yanets’-Podil’s’kyi institute of public education in 1922.
In the article the author scrutinizes didactics of continuous pedagogical education as a system technology. The entity of the notions technology, system technology is studied; the functions of managing of continuous pedagogical education of teachers are determined.
